Youth, aunt take poison, die
Ambala, September 5 
A youth and his aunt died after consuming poison near Saha this afternoon. Ram Prakash (25) and his aunt, Gurmail Kaur (35), hail from Khudi village in Yamunanagar district. They went to a dhaba on the Saha-Shahzadpur road and had lunch. Thereafter, they consumed a poisonous substance. They were rushed to the Civil Hospital in Ambala cantonment. Gurmail Kaur was declared brought dead and Ram Prakash breathed his last at 4.30 pm.

Ambala Sadar to be freehold area

Ambala Cantt MLA D.K. Bansal today said that the Haryana government had decided to provide the freehold facility to residents of the Ambala Sadar area.Bansal said that while previous governments had made only hollow promises in this regard, the present government had actually implemented its promise on the ground. He said for the past more than 100 years, residents of Ambala Sadar were owners of the building structure but the ownership of the land lay vested with the union government.

Portfolios of 7 ministers reshuffled

Chandigarh, September 5
Haryana Chief Minister Bhupinder Singh Hooda today expanded his Cabinet with the induction of two ministers, Mange Ram Gupta and A.C. Choudhary. Governor A.R. Kidwai administered the oath of office and secrecy at a brief function, which lasted for 15 minutes, at Raj Bhawan here this evening.

With today's expansion the strength of the Hooda ministry has gone up to 13. The Chief Minister has kept one vacancy. The size of the Haryana Cabinet can be 14 only.

Hooda later swore in Ramesh Kaushik, MLA from Rai, as Chief Parliamentary Secretary(CPS) and Dura Ram, MLA from Fatehabad, as Parliamentary Secretary. They were administered the oath in Chief Minister's office. Dura Ram is a nephew of former Chief Minister Bhajan Lal.

The Chief Minister also reshuffled portfolios of seven ministers.

Gupta, who represents Jind in the Assembly, will look after Transport and Education Departments. Choudhary, MLA from Faridabad, will handle Urban Local Bodies, Industrial Training and Vocational Education and Technical Education Departments.

While reshuffling the portfolios of other ministers and Ministes of State, Hooda has tried not to ruffle too many feathers. If an important department was taken from a minister, Hooda compensated him with a department of more or less the same importance.

If senior minister Birender Singh had to shed Labour and Employment, he was rewarded with the Excise and Taxation Department along with his earlier portfolios of Finance, Planning and Institutional Finance and Credit Control. Earlier the Chief Minister himself held the Excise and Taxation Department.

Similarly, Randeep Surjewala, who was the working president of the Haryana Congress just before the last Assembly elections, had to part with the Transport Department, but he gets Labour and Employment in addition to Public Health and Parliamentary Affairs, which were already being looked after by him.

Irrigation Minister Ajay Singh Yadav gets PWD(B&R) in lieu of the Revenue Department. Harmohinder Singh Chatha will also hold the important portfolio of Cooperation in addition to those of Agriculture, Animal Husbandry and Dairying and Fisheries.

Industries Minister Lachhman Das Arora also gets Mines and Geology. But he had to shed Industrial Training and Vocational Education and Technical Education Departments.

Minister of State for Forests and Tourism Kiran Choudhry, who has taken a tough stand against land sharks eyeing the forest land in the state, has been reward with Environment and Sports and Youth Affairs Departments also. Many had expected Choudhry to be promoted as Cabinet Minister. But the fear that her promotion may cause heart burning among her two women colleagues seems to have stopped Hooda from doing so.

Minister of State Savitri Jindal, widow of industrialist-turned-politician O.P. Jindal, who had to part with the Local Bodies Department, will now hold the independent charge of Revenue and Disaster Management, Consolidation and Rehabilitation.

Teacher’s Day observed as ‘demands day’

The Government College, Karnal unit of the Haryana Government College Teachers’ Association observed Teacher’s Day today as demands day and wore black badges to highlight their demands.

A memorandum in this regard addressed to the Prime Minister and the union minister for HRD was submitted to the deputy commissioner B. S. Malik here today.

The teachers have demanded constitution of a pay revision committee, interim relief, uniform age of retirement at 65, allocation of 6 per cent of GDP for education, which should be steadily raised to 10 per cent and fundamental right to education up to the age of 14.

The teachers also opposed privatisation and commercialisation of education and demanded quality infrastructure in all educational institutions, more autonomy for colleges and universities and restoration of the existing pension scheme.

Kurukshetra (OC): Government-aided college teachers under the banner of the Haryana College Teachers’ Association (HCTA) observed Teacher’s Day today as demands day by wearing black badges, organising gate meetings in their respective colleges, suspending teaching work after 12 noon and submitting memorandum of demands, addressed to the Prime Minister and the Human Resource Development (HRD) Minister, to the Deputy Commissioners at their respective district headquarters today.

While talking to mediapersons, HCTA press secretary Dr Ravinder Gasso claimed that the protest got an overwhelming response, especially in government-aided colleges throughout the state.

Their demands include constituting UGC Pay Review Committee, stopping commercialisation and undemocritisation of education system, constituting National Commission for Education on the pattern of Dr. Kothari Commission and sanction of interim relief etc.

Along with the portfolios of seven ministers, Chief Minister Bhupinder Singh Hooda today made changes in the portfolios of chief parliamentary secretaries and parliamentary secretaries also.

CPS Dharambir will be attached with Chief Minister for the departments of Development and Panchayats and Public Relations and Cultural Affairs while CPS Ramesh Chander Kaushik with irrigation minister A.S. Yadav for the Public Works (B&R) Dept.

PS Dilu Ram has been attached with technical education minister besides Chief Minister for Architecture Department. PS Rao Dan Singh will be attached with the transport minister and PS Krishna Pandit with health minister. PS Paramvir Singh will be with the CM for the Home Department.

PS Sharda Rathore has been attached with the education minister for Education Department and PS Ram Kishan Gujjar with the irrigation minister for Irrigation Department and with the Chief Minister for the Power Department. PS Anil Thakar has been attached with the revenue minister for Revenue and Disaster Management Department. PS Dura Ram will remain with the agriculture minister for Agriculture Department and with the Chief Minister for the Jails department. — TNS

8 injured in accident

Panipat, September 5
At least eight persons, including five engineering students and drivers of two ill-fated vehicles, sustained serious injuries after a college bus had a head-on collision with an oil tanker near here this evening.

About 12 other girls and staff members of NC Engineering College, Israna, also sustained injuries in the accident.

Sources said at least three critically injured were referred to Ganga Ram Hospital, New Delhi, where as five others were admitted to two private hospitals at Panipat.

DSP Krishan Murari said the accident took place near Dahar village on the Panipat-Rohtak National Highway when the students were returning to Panipat from Israna in the college bus. Eyewitnesses said the bus driver was trying to overtake another vehicle. — TNS

No pending cases with DC

Karnal, September 5
Deputy commissioner B.S. Malik has created a record of sorts with no revenue or any other case pending in his court. All cases, numbering 231, till September 4 have been cleared by the DC.

Usually revenue cases tend to linger on, some even lasting for six months, but the DC has set an example by clearing all cases in time.

When Malik took over as DC in October 4 last, 22 revenue cases were pending. Since then 39 new cases came up. This added with 44 appeals, including 36 old ones, were cleared by him.

Similarly, one case of lambardari was pending when he joined duty here. After that 80 new cases were registered. All the 81 lambardari cases have been decided. Likewise, he decided 16 revenue revisions and 29 cases.

Protest against police ‘inaction’

A large number of irate villagers held a demonstration and blocked vehicular traffic on the Rewari- Shahjehanpur road at Balawas Jat village, 12 km from here, today.

Led by village sarpanch Ishwar Singh and other village elders, the demonstrators protested against the lackadaisical approach of the Gurgaon police towards apprehension of the accused persons allegedly involved in the gruesome murder of a village youth, Ram Kishan (38), who was allegedly done to death in Sector 28 in Gurgaon on August 24.

The police had then registered a case of murder against the accused - Umed Singh, a resident of Jan Pratinidhi Apartments (MLA Flats) in Sector 28, Jagdish Mahlawat, a resident of Asra Ka Majra village, a confidant of Umed Singh and two others - on a complaint filed by brother of the deceased.

It was alleged that Ram Kishan, who was working as an accountant with Umed Singh, brother of Ranvir Singh Mandola, a former legislator of the Badra constituency of Bhiwani district, was thrown from the fourth floor of the apartment.

While lifting the blockade, the villagers said if the culprits were not sent behind the bars by September 9, a mahapanchayat of Bawal Chaurasi would be held on September 10 to chalk out the future course of the agitation.

International conference on English literature

A two-day International conference on “New urges in new literature in English” commenced on the campus of Maharshi Dayanand University (MDU) here today.

Experts and scholars expressed concerns over various influences, including the impact of globalisation, on new English literatures.

This international conference is being organised by the Department of English and Foreign Languages of MDU under the aegis of the World Association for Studies in Literatures in English (WASLE) and the Indian Association for Studies in Contemporary Literature (IASCL).

The MDU vice-chancellor, Prof R.S. Dhankar, inaugurated this sixth world conference and 14th All-India English Teachers Conference with a clarion call to scholars to study the impact of the dominance of the industrialised nations and western culture on the world.

Terming the topic of conference as contemporary, Prof Dhankar said studying the ‘Rise of marginalised’ in literature and society was the need of the day. Prof Dhankar termed literature as an “eternal” phenomenon which influences society.

Delivering the keynote address, noted scholar and former vice-chancellor of Kurukshetra University Prof Bhim S. Dahiya pointed out that owing to the expansion of English language on account of globalisation, native languages are dying out. He called for developing a liberal rational vision of the world through literature.

In his presidential address, Prof Abhay Maurya, vice-chancellor, University of English and Foreign Languages, Hyderabad, said globalisation was creating a new marginalised lot. He asserted that the new trend of “Dalit literature” needed to be given more importance.

Sessions on postmodernism, feminism, Indian literature, language and linguistics and subaltern were organised on the first day of the conference. Nearly 100 delegates from various parts of the country and abroad are taking part in the conference.

Kataria condemns Mullana’s statement

National chairman of the SC/ST cell of the BJP Ratan Lal Kataria has condemned the reported ‘overstatement’ of the HPCC chief Phool Chand Mullana about the ‘dismal’ functioning of Dalit bureaucrats of the state.

Talking to the Press here today, former Dalit MP said that the comment had severely affected the morale of the senior officers of the state. In a scathing attack on the state Congress chief, he said Mullana had proved as a highly unsuccessful minister.

During his stint as state education minister more than 500 government rural schools faced ‘closure’ by angy parents due to the poor academic results, he alleged.

Kataria also lamented the fact that Mullana and the state government had kept mum on the murder of a Dalit youth named Rakesh alias Lara at Gohana.

‘On the one hand the state government ordered CBI probe into the Dalit youth’s murder case but on the other hand the state police had termed Lara as a criminal. It is shocking if Lara was killed due to a gang rivalry then who had arranged his family's meeting with UPA chairperson, Sonia Gandhi at New Delhi,'' he said.

High-rise apartments for slum dwellers

In a major step for rehabilitation of hundreds of slum dwellers living in Sirsa and Dabwali areas of the district, deputy commissioner V. Umashankar today directed the concerned Municipal Corporation and Municipal Council to prepare a plan to construct high-rise apartments for slum dwellers.

Officials have been directed to use vacant land of the departments for the resettlement scheme for the slum dwellers mostly migrants to the district.

Giving details after holding meeting with the officials here, the DC said the rehabilitation scheme had been implemented in the metropolitan cities where the slum dwellers were resettled in the high-rise buildings.

He said the step would provide a proper residence and basic facilities of drinking water and power to the slum dwellers. Moreover, it would also help us to make the urban areas clean and beautiful.

Besides, a shopping complex would also be built around the building to generate additional source of income for the Municipal Corporation and council.

On the other hand, unemployed poor persons would also be absorbed in the various works in the shopping complex, he added.

Man kills friend

Sirsa, September 5
A husband has killed his friend for outraging the modesty of his wife in Sant Nagar village, about 30 km from here.

The fact came to light when the police yesterday arrested three persons - Bhajan Singh, his wife Balwinder Kaur and Binder Singh - for brutally murdering Budha Singh (35) of the same village.

The police found the body with serious grievous injuries in front of an animal hospital in the village. The police said during interrogation Bhajan Singh said he had invited Binder Singh and Budha Singh for a liquor party at his house on September 2. After consuming liquor, Budha Singh outraged the modesty of his wife. Thereafter, he along with Binder Singh and his wife threw Budha Singh in a well and later left his body in front of an animal hospital. — TNS

Ashok Kumar, chairman of the college’s managing committee and Dr K.L. Johar, former vice-chancellor, Guru Jambeshwar University, Hisar, also appreciated the students and staff members for this noble act.

Principal of the college Dr Ramesh Kumar said blood donation mela was organised by the college every year to mark the birth anniversary of Seth Jai Parkash, founder of the college. On the occasion many regular blood donors were honoured. — TNS

Applications invited from SC/BC students

The Haryana government has invited applications for Dr Ambedkar Medhavi Chhatervarti Yojna from the brilliant students of the state belonging to Scheduled Castes (SCs) and Backward Classes (BCs) of Block A for the year 2007-08.

A spokesman of the Scheduled Castes and Backward Classes Welfare Department said the applicant should have domicile of Haryana and should have secured minimum 60 per cent marks in matriculation examination. The scholarship would be given to 2,000 SCs and 1,000 BCs of Block A students who were studying in class XI, he added.

The scholarship would be provided to those students who were studying in Haryana and also who were studying out of the state at the rate of Rs 1,000 for ten months. Those who were getting benefits of the scheme would not be eligible for any other scholarship, however, they could avail the other facilities.

He said a student would be eligible for the scholarship after getting admission in class XII and for that he had to submit an application to the concerned district welfare officer (DWO) duly signed by the principal of the school or institute.

The application should reach the DWO office by October 15. The students residing in Chandigarh could send their applications to Gurgaon or Faridabad. Application forms can be obtained from the offices of DWO or tehsil welfare officer free of cost.

42 teachers awarded

Haryana Governor A.R. Kidwai has stressed the need for improving education at the school level to meet the challenge of globalisation.

Kidwai said this while speaking at the state-level teacher award function held at Haryana Raj Bhavan here today.

Kidwai and Chief Minister Bhupinder Singh Hooda gave away the awards to 42 teachers for their outstanding performance in the field of education, co-curricular and social activities. The award included a shawl, a memento, Rs 11,000 and a certificate.

The Chief Minister said given the present world order, only those countries would prosper which would impart quality education to the inhabitants.

“My dream is to see young men and women from Haryana travelling to Gurgaon to work in the IT sector companies there instead of boys and girls travelling from Delhi to Gurgaon.

Principal of Government Senior Secondary School, Saketri, Panchkula, Renu Gupta is one of the recipients of the award. She helps poor students by buying them school uniforms, books, shoes and sometimes even pays their school fees.

No ban on registration of property: Promilla

Haryana chief secretary Promilla Issar today clarified that there was no ban on the registration of properties anywhere in Haryana, though a no-objection-certificate was required for the purpose of registering any property.

Issar said this while reacting to a question by mediapersons during her first interaction with them after taking the charge of the post of the chief secretary.

She said there had been substantial increase in the revenue generated by way of registration of property over the past two years. She disclosed that the revenue during the financial year 2006-07 increased to about Rs 1,860 crore from Rs 1,373 in the previous financial year.

Answering questions, Issar said: “Though my new posting is only for six months, yet it is a great challenge as well as a great honour for me.” She said her major task would be to coordinate with all departments for the successful implementation of government’s programme and policies in their entirety. Besides coordination, the responsibility of the chief secretary was the general administration and to deal with service matters, she added.

Ambala Cantt MLA D.K. Bansal today said that the Haryana government had decided to provide the freehold facility to residents of the Ambala Sadar area.
Bansal said that while previous governments had made only hollow promises in this regard, the present government had actually implemented its promise on the ground. 
He said for the past more than 100 years, residents of Ambala Sadar were owners of the building structure but the ownership of the land lay vested with the union government.

He said though Ambala Sadar had been carved out of the Cantonment Board area in 1977, yet the problem continued since in the revenue records the union government was the owner of the land.

He said the problem was discussed with Haryana Chief Minister Bhupinder Singh Hooda following which changes had been made in the revenue records and these now showed the Haryana government as the owner of the Sadar area. Bansal said soon residents of Ambala Sadar would become owners of the land.
