Uphaar tragedy: Judge defers verdict
New Delhi, September 5 President of the Association of Victims of Uphaar Tragedy Neelam Krishnamoorthy, who lost her two children to the fire, termed today’s turn of events as disappointing. “If you get justice after 10-20 years, it is as good as a denial. We went to the court with some hope….but we also understand that it is a long case. When Additional Sessions Judge Mamta Sehgal said she needed some more time to go through the voluminous records, we understand,” she said. It has already been a 10 years, 2 months and 23 days long wait for the families of the 59 persons who died of asphyxiation on the fateful day of June 13, 1997, during the screening of the “Border” at the theatre. The families have been in the trial together for over a decade under the umbrella of the AVUT. Her husband Shekhar Krishnamoorthy continues to be optimistic that eventually there will be deliverance of justice. “Reasons cited by the Additional Sessions Judge while reserving the order, were logical…she needs time to go through the voluminous documents. We hope that justice will be done. Since we have waited for so long, we can wait for another one and a half months,” he added. The verdict in the case was deferred today with Additional Sessions Judge saying the court would decide the date for pronouncement of verdict in the case on October 22 as she had not gone through the complete voluminous records as yet. But some also felt that if this was the way they were going to get justice, then, the final judgement would come only after the trip goes to the Supreme Court. “ We were looking forward to the day with hope that justice will be done…. If it continues like this, I wonder whether we are going to be alive when justice is finally delivered,” Kamal Bhalla, who lost her husband in the tragedy, said. |

Gurgaon section: 709 accidents till Aug 31
New Delhi, September 5 The Department of Road Transport and Highways says that while the safety of road users is primarily the responsibility of state government concerned, the department has taken several steps to improve road safety for road users. “The government has taken several steps to check the increasing accidents and solve problems faced by the people,” minister of state K.H. Muniyappa today told the Lok Sabha. He added that specific measures were being undertaken by the NHAI on Delhi- Gurgaon section of NH- 8 to check the increasing number of accidents and the problems faced by people. These include segregation of slow-moving traffic from high speed traffic, provision of adequate pedestrian crossings and fencing work along the median, he said. “Road safety is the integral part of road design at the planning stage for National Highways and expressways and the department has taken various steps to enhance road safety such as road furniture, markings and signs, introduction of Highway Traffic Management System using Intelligent Transport System and enhancement of discipline among contractors during construction,” the minister said. Some other measures being followed throughout the country include road safety audit on selected stretches by the NHAI; refresher training to heavy motor vehicle drivers in the unorganised sector by the department; involving NGOs for road safety activities highways and the NHAI; setting up of model driving training school in the country; publicity campaign on road safety awareness through audio-visual-print media. institution of national award for voluntary organisations and individual for outstanding work in the field of road safety; tightening of safety standards of vehicles; providing cranes and ambulances to various state governments and NGOs under National Highway Accident Relief Service Scheme. Bulandshahr, September 5 The angry crowd jammed Aligarh-Ram Ghat highway in protest. Police had a difficult task in defusing the situation. Rajesh, 24, resident of village Bhoondakhera was on his bike on the way to Ram Ghat on Tuesday morning. Rajesh’s maternal uncle Durjan, 60, of village Kakrali was on the pillion. Both were seriously injured when hit by the truck coming rashly from the opposite direction. The duo succumbed to their injuries after a short while. Infuriated by the double death, people blocked the Aligarh Ram Ghat highway from 6 a.m. to 12 noon. Rajesh’s father filed a report against the driver of Tata-407 in Atrauli police station. |

INSO announces election manifesto
New Delhi, September 5 Meanwhile, the Indian National Students’ Organisation (INSO) announced its election manifesto at a function held at the INSO head office here. It focussed on the promised ordinance against the fee hike, scrapping/transparency in internal assessment and students’ participation in sexual harassment committees. The INSO state president Amit Kaushik released the manifesto. The INSO DUSU presidential candidate Mohammed Akhtar Ali, vice-presidential candidate Smridhi Sharma, secretarial candidate Dinesh Khapra and joint secretarial candidate Rohtash Chaudhary were also present. The INSO has prioritised on fee hike, internal assessment, students’ participation in sexual harassment committees and hostels for eligible students. The party has assured to work for establishing east and west campus, concession on students passes in Delhi Metro, student bus pass for NCR, scholarship for poor students, increase in the number of U-special buses, more evening colleges, self-defense training for students, transparency in DUSU budget, promotion of sports, NC and cultural functions and DUSU affiliation to colleges of Delhi University. The INSO candidates attacked the opposition and the DUSU leadership. They accused two organisations of exploiting students’ community for their political interests. The INSO members expressed confidence of taking a lead in the upcoming polls. |

Residents protest demolition drive in Moti Nagar
New Delhi, September 5 The protestors blocked the road and smashed windowpanes of two Delhi Transport Corporation (DTC) buses. Some even tried to set them on fire but others in the crowd prevented them, according to a senior police official. “A police vehicle was also overturned by the rioting mob and an anti-riot vehicle ‘vajra’ attacked,” the officer revealed. However, no one was injured, he said. The trouble began when some residents protested against the demolition drive, calling it preposterous as no notices were served to them. They also had a wordy duel with the MCD officials present there. This soon escalated into a scuffle. The crowd swelled and raised anti-demolition and anti-MCD slogans. This lasted for half an hour before the police, which arrived there in numbers, managed to disperse them. The police said that armed pickets have been posted in the area and constant vigil was being maintained to prevent any recurrence of violence. The MCD staff were also being provided with adequate security. |

AIIMS faculty demands Ramadoss’ resignation
New Delhi, September 5 Prof Venugopal’s team was not allowed to enter the Nirman Bhawan, health ministry headquarters to assist him during the governing body’s meeting. FAAIIMS president Dr B.K. Khaitan has demanded immediate intervention of the Prime Minister and the health minister’s resignation. They said that Dr Ramadoss had only one agenda-to remove the director, Prof Venugopal by any means. The Faculty Association alleged that Ramadoss had “stooped to the lowest level” by insulting Prof Venugopal before the Governing Body meeting. In a statement issued here today, the Faculty Association said that the humiliation heaped on Prof Venugopal on Teacher’s Day would go down in the history of AIIMS as black day. The security staff allegedly stopped the personal staff of the AIIMS director and senior faculty members at the gate. |

New Delhi, September 5 “The whole idea was to use a men’s wear design style and cuts to come up with a women’s wear line,” Singh told IANS. Amid loudspeakers lining both sides of the ramp, models sashayed by decked in the designer’s collection, while attendees relaxed with the breath-in breath-out instructions that served as the background score. The collection offered pleated short skirt dresses that reminded one of the dressing style of tennis players of yesteryears. There were skirts of varied lengths and styles, short pants, and capris teamed with shirts with big collars. “There is no inspiration behind the collection. It is based on the theme of survival and simplicity as I wanted to keep it simple and easy,” Singh maintained. In shades of cement grey, silver and navy blue, with hints of green and red, the line also offered blouson blouses, high rise dresses, evening wear, jump suits, tapering and stretchable pants teamed with off shoulder blouses and shirts of varied styles—all with floral, mosaic and geometric motifs.. Mother didn’t kill newborn, says autopsy report
Noida, September 5 It may be recalled that doctors in ESI hospital had accused the mother of having strangled her newborn as she already had two daughters and the birth of the third daughter was not acceptable to the family. During pregnancy the child normally floats in fluid in mother’s womb. This fluid according to doctors had somehow blocked the windpipe of the newborn, so that it could not breathe resulting in her death. Radha Rani, wife of Satya Prakash Mishra of Gejode village had borne a baby girl at 8.40 am in ESI hospital on Sunday and when the baby was taken for a second examination at 9.40 am, it was found to be dead. Dr Ramesh Chandra, Director of ESI hospital, said the doctors and nurses who had handled Radha Rani’s delivery case would be questioned now in the light of postmortem report. |

IT dept to target revenue from property
Noida, September 5 The Income Tax Department will now seek full details from the stamp department about it, it is learnt. The amount of rentals being received by landlords will be sought by the income tax department. The property owners who rent out their houses, offices, factories, commercial properties to banks, factories, offices, shops and earn fat rentals from the properties would be the worst hit. Some of the property owners are earning more than Rs 5 lakh per annum, it is said. The section 3 A-K 35 of India Stamp Act 1899 contains a distinct mention on it. If the security money is locked by for 11 months or more, it attracts 4 to 8 per cent stamp duty. The same formula, the sources said, was applicable to rents on residential houses. According to the district administration source, cases of Rs 18 crore stamp evasions have been detected so far and about 350 cases filed in this connection. The administration is determined not to let go this important source of stamp revenue. The government wants the people to deposit stamp duty on their own otherwise recovery challans will be issued against them. |

HC seeks explanation on demolition notice
New Delhi, September 5 Admitting a petition on the matter, a division bench comprising Chief Justice M.K. Sharma and justice Sanjeev Khanna asked the MCD officials concerned to appear before the court tomorrow. The direction came on a petition filed by the Ganesh Seva Samaj, the management of Ganesh temple at Mayur Vihar, phase II through its counsel Anand
Padmanabhan, alleging that the Municipal Corporation of Delhi had ‘wrongly issued the notice’ to the temple, which is built on a valid Delhi Development Authority (DDA) land. The petitioner’s counsel pointed out that on August 1 the same bench had directed the Municipal Corporation of Delhi to act against the three storeyed building, adjacent to the temple that was being constructed. However, instead of taking action against the illegally constructed building, the Municipal Corporation of Delhi issued a demolition notice to the Ganesh temple. The counsel held that as far as the demolition of religious places was concerned, the civic agency referred the cases to a special committee constituted by the Lt-Governor of Delhi, but in this case, they had directly issued the notice. |

Case against Husain transferred to Delhi court
New Delhi, September 5 A bench of justices B.N. Agarwal and P.P. Naolekar transferred the case to a Patiala House court, following a petition by Husain. Husain faces criminal prosecution for allegedly painting Bharat Mata (Mother India) in an obscene manner. He had approached the apex court pleading that he was in an advanced age of 91 years and it was not physically possible for him to go to Haridwar to attend the court hearings. The apex court had earlier transferred two similar cases, involving allegedly obscene paintings of Bharat Mata and Hindu goddesses, to the Patiala House court from Bhopal and Indore. With the transfer of the new case, the court of the additional chief metropolitan magistrate would be hearing a total of four complaints against the noted

Nigam asked to take action against defacement of property
New Delhi, September 5 He held that the current poster war in the city was a clear violation of the provisions of the West Bengal Prevention of Defacement of Property Act (as extended to Delhi). He urged Nigam to ensure that no posters related to any issue including, DUSU elections were allowed to be pasted in the area under the MCD’s jurisdiction and strict compliance was ensured of the Act. Gupta requested the municipal commissioner to act against the posters pasted on walls. He said that the department and zonal deputy commissioners responsible for the implementation of the West Bengal Prevention of Defacement of Property Act and compliance of the standing committee resolution were lethargic over the matter. The posters have not been removed and most posters are pasted during night. It is the mockery of the instructions of the standing committee, he said. |

L-G launches NDMC’s e-Gov financial system
New Delhi, September 5 The Lt Governor said that there should be zero-tolerance in compliance of technological specifications for high standards of excellence. He said that the new system was citizen friendly and would help councilors and NDMC employees in discharging their duties. Khanna expressed hope that the Comprehensive Financial Management (CFM) system would improve the efficiency and citizens’ service delivery. Nilekeni said that the NDMC would be the role model for other civic authorities in adopting such a system. Parimal Rai, chairperson, NDMC; Tajdar Babar, MLA and vice-chairperson, NDMC and council members –Ashok Ahuja, Sima Gulati and Mukesh Bhatt were also present. |

HC says there should be no problem in signing
New Delhi, September 5 Once there is a ruling of this court, the problem should have been worked out, justice S Ravindra Bhatt observed while hearing an application filed by two resident doctors, who complained that their certificates were not signed by the minister despite the court’s direction on Monday. The judge’s observation came after the minister’s counsel Mukul Gupta maintained that the certificates of these students were not forwarded on time for signature. Yesterday, the minister had signed 49 certificates in compliance with the court and a group of 17 students complained that theirs have not been signed yet. Earlier, the students had complained that despite spending ten years in the AIIMS they were at the mercy of the minister. — PTI |
