Governor V.S. Kokje said today that teachers should derive satisfaction from the achievements of their students rather than monetary gains. He was speaking at the state-level function on Teacher’s Day organised to confer the national and state teachers awards for outstanding achievements in the field of education for the year 2005 and 2007 here today.

Education, health must for inclusive growth: Montek
Shimla, September 5
Deputy chairperson of the planning commission Montek Singh Ahluwalia said poverty alleviation alone was not enough for ensuring “inclusive growth”, steps would have to be taken to provide an access to education, health and quality infrastructure to the deprived lot and increase farm productivity to achieve the target.

Unemployed docs to file petition
Nurpur, September 5
Taking strong exception to the scrapping of the existing policy of recruitment of ayurvedic doctors (50 per cent batch-wise and 50 per cent through the public service commission), the State Unemployed Ayurvedic Doctors Association has warned the Ayurveda Department of challenging the new policy in the state high court.

Revision of electoral rolls from Jan 1

A special summary revision of photo electoral rolls will be conducted from January 1, 2008, for all 68 Assembly constituencies. Chief electoral officer Manisha Nanda said the draft photo electoral rolls would be published on November 12.

The BJP today reiterated its demand for a judicial probe into the death of four-year-old Dinesh outside the state Assembly. He said blaming the traffic jam alone for the mishap was an attempt by the government to cover up the incident.

Virbhadra Singh said the government was contemplating to make elementary education in the state compulsory. “Primary-level education has already been made compulsory and parents not sending their children to school would attract the provisions of the law,” he said

Governor V.S. Kokje said today that teachers should derive satisfaction from the achievements of their students rather than monetary gains.

He was speaking at the state-level function on Teacher’s Day organised to confer the national and state teachers awards for outstanding achievements in the field of education for the year 2005 and 2007 here today. “Teachers are the architects of a strong nation and needed to dedicate themselves towards their profession with commitment,” he stressed.

The Governor said there was need for value-based education which could make the students excel in various fields in life. “The teachers today need to discharge their duty with dedication and commitment and follow in the footsteps of former President S. Radhakrishnana,” he said.

The national teacher’s award was conferred on Dharu Ram (Government Senior Secondary School, Laddu in Chamba district), Ram Singh (Government High School, Rama in Nahan tehsil), Subhash Chand Mahajan, (Government Primary School, Haler in the Lambagaon area of Kangra. They were presented with a citation, medal and Rs 50,000 for their outstanding contribution in the field of education for the year 2005.

The state teacher’s award for the year 2007 was conferred upon Haripriya, Hindi lecturer at Government Senior Secondary School, Saiglu in Mandi; Padam Singh Rana, public administration lecturer at Government Senior Secondary School, Jogindernagar; Ram Kumar Kaul, a Shastri at Government High School, Chintpurni; Sohan Lal Sharma, drawing master at Government Middle School, Balwan in Bilaspur, and Leena Ghai of Governor Primary School, Dusehra in Mandi. He presented them with a citation, a medal and a cash award of Rs 25,000.

Speaking on the occasion Chief Minister Virbhadra Singh said the government was contemplating to make elementary education in the state compulsory. “Primary-level education has already been made compulsory and parents not sending their children to school would attract the provisions of the law,” he said.

He said the government would focus on a qualitative educational improvement and more funds would be made available to achieve the objective. He said huge money was being spent on construction of playgrounds, science blocks and providing modern educational facilities.

Virbhadra Singh said Rs 1,600 crore had been earmarked for educational activities during the current year. “The state has over 17,000 educational institutions in the government sector and along with the private institutes, Himachal was one of the leading states in the education sector in the country.

Montek said the accelerated growth should not only benefit a small section of people on the top of the pyramid, but there was an urgent need to make the growth process more inclusive.

Delivering the 12th Dr Sarvapalli Radhakrishnan Memorial Lecture on “the 11th plan and inclusive growth” at the Indian Institute of Advanced Study here today, he said the country’s economy had started looking up as it was evident from the all-time high economic growth rate 7.6 per cent in the 10th plan period. It should further increase to achieve the levels of countries like China and Japan which have been recording over 9 per cent growth for the past over three decades.

Besides maintaining the tempo of economic growth, the main concern was to ensure that its benefits were more evenly distributed. He said he did not subscribe to the view that the accelerated growth benefitted only a small section of the people on the top of the pyramid, but there was an urgent need to make the growth process more inclusive. Statistics reveal that the percentage of population below the poverty line was coming down by one per cent point for the past few years but that was not enough.

Mere increase in the income would not make basic amenities like drinking water, health services, sanitation, power available to the poor. Similarly, if the economic disparities between urban and rural people and various socially backward sections increased due to lack of access to education, health and infrastructure, the objective of more inclusive growth would not be achieved.

The 11th plan document was being finalised taking all these aspects into consideration and the strategy was to involve the private sector in a big way in the field of infrastructure development and higher education and pump government resources in strengthening elementary education and health sectors.

The country’s health indicators were the worst and its maternal mortality rate was even poor than Bangladesh. Similarly, in education, the enrolment had reached 97 per cent but the drop out rate was still very high. Worse, absenteeism among government school teachers was highest in the world at 27 per cent, which was one of the factors responsible for the poor quality of education.

In his presidential remarks, Governor V.S. Kokje said the country had been witnessing faster growth but the widening gap between the rich and poor continued to be a matter of concern. The issue like malnutrition and starvation also needed to be tackled more effectively.

He suggested that the finance commissions should be set up at the Centre and in the states for funding universities on the pattern of local bodies. At present the vice-chancellors spent most of their time and energy in getting funds released from the government and hardly had time for academics.

Order to prepare DPRs for funds from Centre

The government today directed the councillors, engineers and officials concerned to prepare the detailed project reports (DPR) without any further delay for seeking funds from the Centre for Shimla under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

Irrigation and public health minister Kaul Singh presided over a meeting convened here today to discuss the priorities, strategies and various development issues for Shimla, which is amongst 63 cities in the country to receive funds under JNNURM. He stressed the need for close coordination and rapport between officials, engineers and councillors for systematic development of the state capital.

He said a Rs 3,900-crore city development plan (CDP) had already been approved by the Centre and the priority areas included solid waste management, tunnels, parking areas, water supply, sewerage, roads and housing for the urban poor.

"Special attention would be paid towards development of the merged areas of Shimla which earlier formed the Special Area Development Authority (SADA)," he assured. A backward development area sub-plan would be prepared for these areas.

Malaysian Judge: World courts rely on SC rulings

Justice Shri Ram, Justice of the Court of Appeals, Malaysia, said that major decisions of the Supreme Court of India were becoming guidelines for courts world over to take decisions and some of the decisions of the Supreme court have been applied in many countries across the common wealth nations.

Justice Shri Ram was talking to The Tribune in Bajjreshwari temple last evening after he paid obeisance along with his family. He said the courts in South Africa, New Zealand, Jamaica and even Britain have applied decisions of the Indian Supreme Court.

In reply to a question regarding the judicial system in India and Malaysia Justice Shri Ram said, “We have the common root which is the British system and many countries have much to learn from the jurisprudence of the Indian Supreme Court particularly in the field of human rights and public interest litigations (PIL).

He said there had been a major impact on the Malaysian courts from the Supreme Court verdicts citing example Justice Shri Ram said A.K.Goplan versus State of Madras in 1950 had been repeatedly applied in Malaysia . Justice Shri Ram who was in this district on his three-day tour along with his family visited Baijnath temple, Chamunda and Bajjreshwari temple besides had an audience with the Dalia Lama.

They were accompanied by the Judges of different courts of Dharamsala and Kangra during their visit to Bajjreshwari temple.

Unemployed docs to file petition

Taking strong exception to the scrapping of the existing policy of recruitment of ayurvedic doctors (50 per cent batch-wise and 50 per cent through the public service commission), the State Unemployed Ayurvedic Doctors Association has warned the Ayurveda Department of challenging the new policy in the state high court.

Sanjiv Guleria and Sanjiv Sharma, president and general secretary, respectively, of the association said in a joint statement here that the department was also filling 85 posts of ayurvedic doctor for which the candidates had been interviewed in May, 2005, under the old recruitment policy. They said now that the department had framed a new policy a large number of unemployed doctors would be deprived of appointment as they had crossed the upper age limit. They alleged the state government had framed a new policy to fill the vacant posts through the back door to accommodate its favourites. They demanded the filling of these posts batch-wise and through the public service commission so that backdoor appointments could be checked.

Four killed, six hurt in road mishaps

Manali , September 5
Three persons were killed and six injured seriously when a Tata Sumo (HP - 01 - 1488) rolled into a deep gorge near Rahni nallah, about 38 km from here, on Manali - Rohtang road yesterday .

The ill - fated vehicle was on its way from the Rohtang Pass to Manali, carrying a group of students from Rajeshwari Engineering College, Channai . According to police sources, one person died on the spot while two succumbed to their injuries on the way to Manali .

The deceased have been identified as Parveen Kumar, Raj Shekhar, Vijay Kumar. Santhna Malinga, Kanan, Sharyan, Johan Martin, Mohamed Kalilula, who have been injured seriously, have been admitted to the local Lady Willingdon Hospital.

According to sources, a group of 30 students from Rajeshwari Engineering College, Channai, hired three taxis for the Rohtang Pass. On their way back one of the taxis fell into a deep gorge. The bodies have been sent for a post-mortem examination to the Zonal Hospital, Kullu.

Kullu: Shyam Chand (55) was killed while a three-wheeler autorickshaw hit him near Bhutti Chowk, about 5 km from here, on Tuesday. Auto driver Rakesh of Santoshgarh in Una district has been arrested and a case registered against him.

Apple growers of the Balichowki and Seraj valley today expressed their concern when a truck driver and another person took a truck load of 1,034 apple boxes, which was loaded by the growers for Azadpur, New Delhi, to Mumbai and sold it there instead.

The police has arrested the driver of the truck Rakesh and Yugal Kishore, alias Sanju, a resident of Sainj in Kullu, under Sections 406, 420 and 34 of the IPC in connection with the case on Tuesday night. They were produced today before the judge in Sundernagar, who sent them in police remand till September 7.

The 13 apple growers, who own the fruit, rued that they have yet to receive the payments of their produce. “We had loaded about 1,034 apple boxes in the truck for Azadpur Mandi, in New Delhi, on August 25, but when we enquired from the Mandi Seraj valley Truck Operators Union, they said the truck had not reached New Delhi”, they said.

The apple growers said they had been made the victims by the opposing truck operators’ unions from Banjar and Balichowki, and demanded action in this case so that such incidents did not recur.

On the other hand, the Banjar Truckers Union and the newly formed Mandi-Seraj Truck Operators Union today traded charges against each other. Mandi-Seraj truckers union office-bearers Jivan Singh and Guman Singh alleged that the truck driver and Sanju took the truck to Mumbai at the behest of the Banjar union president, Vinod Gupta just to defame their new union among the growers.

“The Banjar union does not want the Mandi-Seraj union to come up at Balichowki as they have office here. We need protection from the local administration so that growers get their payment and get cheap and direct trucks to markets. Otherwise, they will live at the mercy of the Banjar union, which charges exorbitant rates from growers”, president of the Banjar truckers union said.

He said all allegations against him were motivated as he had been running trucks for the past 15 years and no growers faced any problem from him.

Mandi SP M Chander Sekhar said the police has recovered the truck, HP-31 B 0545 and impounded it and a case had been registered. Gohar subdivision SDM Gopal Chand said they had asked the Banjar truck union not to interfere in the matters of the Mandi-Seraj union.

Virbhadra to open functional bridge

Chief Minister Virbhadra Singh will inaugurate a bridge on the Dharamsala-Palampur road in the Yol cantonment area on September 7, which has been functional for the past over eight months. It appears that this is being done to derive political mileage.

A spokesman for the district administration revealed that the 50-metre-long bridge across the Darhun khad was opened to traffic without any inauguration in November, 2006, even though the CM was here for almost three months during his winter sojourn.

Sources in the PWD revealed that the department forgot to get the bridge inaugurated from the CM as they were busy with the construction of the Vidhan Sabha building.

The Chief Minister will also inaugurate a three-storey building of the regional employment office on the same day, besides laying the foundation stones for many buildings and schemes in the area.

Rs 31.50 cr for tribal communities

The state government has earmarked Rs 31.50 crore for the uplift of tribal communities like Gaddi and Gujjars living in non-tribal areas during the current financial year.

Stating this while presiding over a meeting of the Gujjar Welfare Board Chief Minister Virbhadra Singh said here today that the new scheme envisioned for the concerted development of tribal communities inhabiting non-tribal areas was based on the analogy of the Scheduled Caste special component plan. As much as 1.5 per cent of the annual plan was earmarked for providing amenities like roads, drinking water, health and improved power supply to the targeted population in such areas.

The government had identified 700 villages with concentrated tribal population in the non-tribal areas. The government had invited developmental proposals for such areas from the deputy commissioners concerned.

Virbhadra Singh said the government had decided to open a district-level tribal development office at Dharamsala and Chamba, where the tribal population concentration was more. The tribal districts of Kinnaur, Lahaul-Spiti and Bharmour subdivision already had the Tribal Development Department.

Revision of electoral rolls from Jan 1

A special summary revision of photo electoral rolls will be conducted from January 1, 2008, for all 68 Assembly constituencies.

Chief electoral officer Manisha Nanda said the draft photo electoral rolls would be published on November 12. “These would be available in all polling stations and offices of the electoral registration officers concerned for public scrutiny till November 26,” she said.

Any citizen aged 18 years on January 1, 2008, could get himself enrolled.

Special campaigns would be undertaken on November 24 and 25 and the final electoral rolls would be published on January 7. — TNS

Demand for judicial probe

The BJP today reiterated its demand for a judicial probe into the death of four-year-old Dinesh outside the state Assembly. He said blaming the traffic jam alone for the mishap was an attempt by the government to cover up the incident.

In a statement issued here today, state BJP chief Jai Ram Thakur took strong exception to the statements made by Chief Minister Virbhadra Singh in this regard. “By blaming the BJP for the death of Dinesh, the CM is not only interfering in court matters but is also trying to pressurise officials so that the blame is put on the BJP,” he said.

Kaushal demands CBI inquiry

Congress leader and state executive committee member and former MLA Krishan Kumar Kaushal, who has now been suspended from the party by state unit chief Viplove Thakur on alleged charges of indiscipline, has demanded a high-level CBI enquiry, into what he said about forest minister Ramlal Thakur.

Addressing mediapersons here this afternoon at the circuit house, and issuing a press note regarding his reply to the Congress president for the show-cause notice served on him by Thakur, Kaushal allegedly presented a virtual chargesheet against Ramlal Thakur in his 5-page reply and has demanded dismissal of Thakur from the Cabinet.

Kaushal said that since the top leaders in the state paying deaf ears to him he had no alternative except to forward a copy each of this reply to national president Sonia Gandhi and party state in charge R K Dhawan among others, so that they also know what kind of a leader was being protected and defended by some leaders of Congress in the state.

He distributed prizes to the meritorious students who excelled in HP State School Education Board exams last year, which included Rajat Chandel, Mahima Sharma, Akanksha, Setu Sharma, Sakshi Rana, Payal, Meecee and Sumant Mahajan. Vikrant Kondal and Arif Khan who have been selected for the Junior National Handball Team, were also given prizes.

In the quiz contest organized on the occasion, DAV School, Bilaspur, was declared first, DAV Schools of Hamirpur and Sunder Nagar came second and DAV school, Mandi, was declared third. School principal K. Parthipan read out the school progress report . DAV regional director P.N. Bhatt was also present on the occasion.

Culling of monkeys to be discussed

State president of the Himachal Gyan Vigyan Samiti (HGVS) Kuldeep Tanwar said the issue of culling of monkeys would be raised in the 13th state conference to be held at Solan from September 8 to 10.

Tanwar said five issues which included monkey menace, lackluster attitude of the state government in implementing education programmes, save daughters campaign, health and water awareness campaign and building library movement in the state would be highlighted through the state conference. — TNS
