Accurate data vital, says minister
Shimla, September 3 Speaking at the inaugural function of a five-day training course in labour and price statistics organised by the Central Labour Bureau in collaboration with the state Labour Department here today he said reliable quantitative and qualitative statistical information was essential for arriving at right policy decisions in the present age of globalisation and economic liberalisation. Labour statistics provided vital inputs for formulating suitable labour policies and introducing measures to improve the condition of different segments of the labour force in the country. The index numbers compiled by the Labour Bureau formed the basis for revision of wages, determination of variable dearness allowances, measuring inflation and policy formulation. Gaur stressed the need for updating the knowledge and methodology by the central and state-level agencies engaged in collection, processing, analysis and disseminating statistical data. Such training programmes would be of help in improving quality and services to the people, besides the contents and coverage of labour statistics. Director-General of the Central Labour Bureau Amarjeet Singh Ahluwalia detailed the activities of the bureau and said ever since its inception in 1946 it had been engaged in collection, compilation, analysis and dissemination of labour statistics. It had also been imparting training in labour and price statistics to officers of the central and state government departments engaged in collection and compilation of labour and price statistics. Child’s Death
Shimla, September 3 DIG (south) R.L. Sood was asked to conduct an inquiry into the incident and the circumstances that led to his death. The police has recorded statements of all those concerned. “A private Maruti van (HP-28-0238) owned by Anil Gupta was used to rush the child from Sarkaghat to Shimla. As such, the reports that the ambulance carrying the sick boy was not allowed to proceed towards the hospital due to the rally are totally wrong,” sources said. Anil Gupta, a chemist of Sarkaghat and friend of the boy’s grandfather Prem Singh, drove the vehicle himself to Shimla. The police has traced the local ambulance, pictures of which appeared in the media, stating that Dinesh was brought to Shimla in that ambulance and that he died due to lack of timely medical aid. “The driver of the local Red Cross ambulance has said that the pictures were taken while he was ferrying a patient from nearby Gawahi village to Indira Gandhi Medical College (IGMC). He was allowed to cross that area while the rally was on,” sources said. Senior police officials of Mandi have recorded the statement of the child specialist who treated Dinesh and later referred him to the IGMC. The child, according to him, was suffering from jaundice, vomiting, diarrhoea and had started showing signs of encephalitis. Investigations revealed that the family reached 103 tunnel around 2 pm and the child was declared dead at the sanatorium in Chaura Maidan by 3 pm. “As such, their vehicle remained stranded there for barely an hour,” sources said. The grandfather and other family members told the police that the policemen deputed there tried to help them, but they could not make arrangements for the vehicle to cross due to the traffic jam. Some local residents guided them to go to the nearby sanatorium as the child’s condition was critical. In fact, one of them even accompanied them to the sanatorium. After the child was declared dead, the family sought help of the local SDM who had reached there on hearing about the incident. The SDM directed the DSP to locate their vehicle and get it to the sanatorium so that the body could be taken back to the village. |

Since the gap between power supply and demand had been widening it was imperative to undertake reforms to devise long-term solutions. Dwelling on the problems of the industry, CII convenor of power reforms panel Rakesh Bansal said the advance information on scheduled power cuts was a prerequisite and the commission should consider imposing penalty on the state electricity board in case of erratic power cuts. The CII stressed for expediting unbundling of the board which had been pending since long as this would bring about transparency and accountability. The CII also demanded exempting the small-scale units consuming less than 100 KW power from the two-part tariff and demanded application of a flat rate for these small investors.
