Police for closure of illegal hotels
Dharamsala, August 25 DIG (northern zone) P.L. Thakur, while confirming this to The Tribune said that the police would ask the Tourism Department to take action against such hotels, resorts and guest houses that were operating illegally and creating a law and order problem. In a reply to a question, he said the police was of the opinion that such illegal hotels, resorts and guest houses should be shut down immediately as they were also evading excise and sales taxes applicable on them giving a loss to the state exchequer. As many as 59 hotels, resorts and guest houses in McLeodganj and its adjoining villages were operating illegally, a detailed list of which had been prepared by the police as well as the state intelligence for action. Hundreds of foreigners were living in these illegal hotels, resorts and guest houses for the past many months and in some cases many years. There were reports that no proper record of these foreigners was being maintained. During the current year alone, the local police had arrested more than 10 foreigners from McLeodganj and Dharamsala who had no valid documents or their visas had expired. Sources in the police revealed that a proposal was also under consideration to install spy cameras in and around the main temple complex of the Tibetans. The Dalai Lama lives in the adjoining building of the temple complex. At present, the state police had deployed more than 100 police personnel under the command of a DSP for the security of the Tibetan leader. |
FRUs to face shortage of docs
Mandi, August 25 Though the Health Department has ordered about 24 doctors posted in the FRUs and district hospitals that they would not leave the hospitals until further orders, but these doctors have threatened to move court as they have described the order as discriminatory as other fresh appointees, who have right political connections have joined their new place of appointments either at Dr Rajinder Prasad medical college, Tanda or IGMC Shimla. Complicating the matter for the government is the fact that both medical colleges face wrath of the Medical Council of India as they also face shortage of doctors. “The new appointments have created shortage of specialists in the district hospitals and FRUs in the state”, revealed sources. The principal health secretary today had a meeting with top officials to resolve the problem that had arisen out of the new appointments of registrars at Shimla, but the government has yet to issue a fresh directive to the remaining fresh appointees whether they should join or not. The director health services Dr M.L. Mahajan said 19 medical officers have been trained and would make up for the shortage of the doctors created by new appointments in FRUs and district hospitals. |
Protest against water shortage
Shimla, August 25 The party claimed several localities of the town were going without water for five days and the MC had failed to solve the problem. The protesters led by member state secretariat Tikender Singh Pawar and CPM councillors said the MC was making lame excuses and not trying to find a permanent solution to the problem. They said the situation was so dismal that the high court had had to intervene and a committee was constituted to see if clean drinking water was being supplied. “Despite promising to the residents of the town that a permanent solution to water problem would be found, nothing had been done so far,” Panwar

Tributes paid to Shaheed Durga Mal
Bakloh, August 25 Gorkha families got settled down here in 1866 when the 4th Gorkha Regiment was shifted from Pithoragarh (UP). Shaheed Durga Mal was born on July 10, 1913. He took part in the ‘Salt Satyagrah’ launched by Mahatma Gandhi in 1930. His parents on seeing their son’s zeal for the freedom movement sent him to his uncle at Dharamsala. Being a good football player, he got enrolled in the 2/1 Gorkha Battalion on 26 January, 1931. During the IInd World War, the Battalion was inducted in the jungles of Burma to fight against the Japanese. Somehow, the Japanese were able to capture some contingents of this Battalion and took them as prisoners. Durga was amongst them. Simultaneously, the Japanese handed over these prisoners to Netaji Subhas Chander Bose. He joined the Indian National Army (Azad Hind Fauz) and was assigned the task to collect information of the British troops in the jungles of Burma. He was caught while performing his duty and was deported to Delhi. After a trial of five months he was sent to the gallows on 25 August, 1944. British authorities tried to persuade him into confessing the ‘misconduct’ and promised him grant of remission. But he did not give in to their demands and was finally executed, thus setting an example for the youth of the country. |

Nahan, August 25 Singh said a young man, Pritam Singh (21) of Shyampur village was found murdered with a sharp-edged weapon in the wee hours on July 14 in the fields. He was murdered by a thief, Mam Raj, whom the deceased tried to nab while he was stealing the electric motor from the pump house in the field of Pritam Singh. The SP said it was a blind murder case which had been solved now with the arrest of Mam Raj. He added that Mam Raj had admitted to his involvement in the crime and on the basis of his statement a knife used in the murder had also been recovered from his house. |
State govt, HPU fined Rs 50,000

Shimla, August 25 A Division Bench comprising Chief justice V.K. Gupta and Mr Justice Rajeev Sharma observed that the category of NRI candidates was distinct from NRI sponsored candidates and both the categories could not be equated with one another. The court said the action of the state as well as university was patently unconstitutional, illegal and violated the law laid down by the Supreme Court. The Bench observed that the two categories were separate. The court passed the order on a petition where in the petitioner challenged the criteria adopted by the university for allotting the seats of NRI category to NRI sponsored category. He further alleged that while allotting these seats the respondents had also violated the order passed by the court in this regard, whereby the court declared this categorization void. While passing this order the court observed that it was a blatant violation of the orders of the court and that the state and university created a category of ordinary Indians under the garb of NRI candidates. The court said they created a devious mechanism of selling seats on a commercial basis and in a clandestine manner. The court also quashed the action of the university to grant NRI seats to NRI sponsored candidates. |
Govt to promote vocational training: CM
Shimla, August 25 He was speaking at the inaugural session of the newly opened Akal College of Engineering Technology of the Kalgidhar Trust at Baru Sahib in Rajgarh subdivision of Sirmaur district today. “One ITI has been opened in every Assembly segment to provide vocational training to rural youth at their doorstep,” he said. He said a large number of private technical schools, colleges and centres had been opened in various parts of the state for ensuring vocational education to students. “Having received encouraging response from competent private players, we are confident that the state will emerge as a knowledge hub,” he said. He said private players could play a vital role in supplementing the endeavours of the government towards providing quality education. “The government was keen to harness the vast hydro-power potential in the state and global tenders had been floated for allotment of mega hydel projects with complete transparency on open competition basis,” he said. |
State to get 49 pc share in Luhri project
Shimla, August 25 The SJVN, which implemented the country’s largest 1,500-MW Nathpa Jhakri hydroelectric project, is a joint venture of the Centre and the state government, holding 75 and 25 per cent equity share, respectively. However, the state had been keen on increasing its share and pursuing the case with the Union Power Ministry. The state, which managed to get its share enhanced from 25 to 30 per cent in the 412-MW Rampur project, has been insisting that it would allot the Luhri project to the SJVN only if its equity share was raised to 49 per cent. The ministry accepted the state’s demand in principle and a committee comprising representatives of the ministry, the state government, the SJVN and the Central Electricity Authority has been set up to finalise modalities for increasing the share. The state wants that a subsidiary of the SJVN be set up for implementing the project. The Centre is in favour of following the pattern adopted for the Rampur project. A final decision on the issue will be taken on the basis of recommendation of the committee. |
Fresh chargesheet against Katwal soon
Hamirpur, August 25 The department has completed investigation and is waiting for report from the government examiner questioned documents (GEQD), Shimla, for matching the handwriting of Katwal to establish irregularities in the recruitment process. The department is likely to file the chargesheet soon against Katwal, who already stands convicted by a trial court for irregularities in the recruitment process. The case pertains to selection of 206 craft teachers from 10 districts of the state during 2001-02, written test for which was held on September 30, 2001, and interviews were conducted in 2002. It was found though two boards were constituted for interviews (headed by Katwal and Vidya Nath), Katwal had given remarks in case of candidates in the board of Vidya Nath in his handwriting and the sheet was not even signed by Vidya Nath. DSP (vigilance) R.L. Negi said, “We have completed the investigation and are waiting for the report from the GEQD, Shimla, and soon a chargesheet will be filed against Katwal”. |

Shimla, August 25 While a majority of them were absorbed in various companies of the Reliance Group, the rest got placements in leading business houses like Proctor and Gamble, Nestle, BPL, Cadbury, Coca Cola, ITC and Dabur, stating this at a press conference here, director, marketing of the Academy Gurbinder Singh said the centres would offer integrated courses in management studies for which there was a great demand in the industry. |

Dharamsala, August 25 He was brought to a local court by the local police for producing him in a case of jumping from parole. He was actually convicted under the NDPS Act on charges of drug peddling. Confirming this, Kangra ASP Prem Lal told The Tribune that the Raghubir Singh, son of Daula Ram, resident of Siali village, Kullu district, escaped from the police custody from the local court.

Bilaspur, August 25 Presiding over the one-day seminar organized by Bilaspur Sadar Development Block at Lakhanpur here, state forest minister Ramlal Thakur said these houses were being allotted to the homeless in the state. He said in Bilaspur, Rs 50.82 lakh were being spent on the construction of 186 houses for the poorer sections. He distributed the first instalment of Rs 12,000 each to 126 poor families of Bilaspur Sadar Development Block. |

PCC to appoint spokesmen in all districts
Solan, August 25 This was stated by PCC president Viplove Thakur while addressing mediapersons here today. She said appointment of spokespersons would be made soon. She maintained it was being felt that lack of frequent interaction with party workers created gaps within the organisation which did not augur well for the party. She said the state had been divided into three zones and the state in charge R.K. Dhawan was slated to visit Kangra zone on September 8. He would attend a meeting of party office-bearers and assess the response of party workers. |
