New Delhi, September 1 Delhi education minister Arvinder Singh Lovely said that the termination order of Khurana was issued on the basis of the report submitted before the department. When asked to reveal the contents of the report, the minister said the report would be submitted before the court. The minister said it was the first time such a case had come to his knowledge. To ensure that such incidents do not occur in future, he added school development committees would be constituted in each district which would comprise teachers, physical education teachers, parents and four students. Private security guards would be deployed at each school of the Delhi government, said the minister. This will be done after taking consent of cabinet committee of the Delhi government. The proposal will be tabled before the cabinet and once it is approved, the government will appoint the private security guards. Sources said that the authorities concerned had asked the central district police of Delhi to identify the youths and arrest those who attacked Uma Khurana while she was on duty. A large number of youths had become violent on Wednesday morning after watching the sting operation of a TV channel that exposed the schoolteacher. |

Lady teacher shot at
Ghaziabad, September 1 Savita was hit by three bullets. The police are linking this incident with the threats being issued to institute chairperson Sudha Singh for quite some time. According the SP Rural, two of the assailants have been identified. Savita lives with her family in Harmukh Puri, Modi Nagar. According to police, three bandits on a bike had come to the colony and before entering the house, they had asked Savita's daughter if 'Savita madam' was at home. When the girl replied in the affirmative, the intruders are reported to have fired in the air before entering the house. Then they took aim at Savita who was cooking food in the kitchen, and started firing at her. As she slumped on the ground, the assailants took to their heels. According to eyewitnesses, one of the assailants was in khaki who had enquired about Savita from her daughter. Savita was rushed to Jeevan Nursing home by police from where she was shifted to Ghaziabad hospital in a critical condition. The S.P. Rural, Jagdish Sharma, said the area was immediately cordoned off and a combing operation launched to nab the accused. It may be mentioned that Sudha Singh has been receiving threats from criminals at the behest of of one Vikrant, alias Vicky, for last four months from inside the jail. This is the third day in a row that gun-toting criminals had been shooting people in Ghaziabad districts. |

New Delhi, September 1 A speeding bus, plying on route no 455, hit motorbike rider Ritu and his uncle Bhawar Singh, from behind near a Honda showroom in Okhla phase II at 3.30 p.m. Singh, 40, who had come to visit his sister from Uttar Pradesh a few days ago died on the spot, while Ritu, in his early 20s, was taken to the hospital with minor injuries. The bus driver fled after the accident. "We have registered a case of negligence against the absconding bus-driver," a police official

IGNOU extends date of form submission
New Delhi, September 1 The date has been extended in view of the rescheduling of the common proficiency test of the Institute of Chartered Accountants of India (ICAI). The last date for the supply of prospectus by post is September 14 while, the last date for the submission of forms at the regional centre is October 1. IGNOU has launched the B.Com and M.Com program exclusively for CA students, to help them complete their graduation and post graduation, while studying CA and, getting exemption of CA courses to pass the B.com and M.com examination. Admission to B.Com with a major in accountancy and finance and a master in finance and taxation for the July 2007 session and has been designed and developed by IGNOU in collaboration with the ICAI. The duration of the B.Com programme is three years. It is one year for those, who have passed the first stage of CA. The medium of instruction will be both English and Hindi. |

New Delhi, September 1 Speaking at the Golden Jubilee Celebrations of MAMC, Dikshit said that she was proud that in a short period, the college including LNJP, G.B. Pant and Guru Nanak Eye Centre had earned recognition and fame in the country. Delhi's government hospitals not only serve the citizens of Delhi, but 35 per cent of patients from other states too. The MAMC campus also has a historical relevance. It was earlier known as the 'Old Jail' and 'Phaasi Ghar', where numerous freedom fighters had sacrificed their lives during the freedom struggle. The late G.B. Pant had laid the foundation stone of the hospital on October 25, 1959. It was inaugurated by the then Prime Minister Pandit Jawaharlal Nehru on February 26, 1961. The first batch comprised 58 students, out of which 42 students passed. Dikshit expressed hope that the premier institution would maintain its dignity and recognition in the future also. She assured that her government would not hesitate in providing funds to upgrade the institution for better treatment and facilities to people. She said that taking primary healthcare to the doorsteps of the people and providing super speciality services to them in their neighbourhood formed the basis of the government's health policy. She said that the health and family welfare department's priority had been the strengthening and creation of infrastructure, to provide comprehensive prime health care, comprising preventive, curative and family welfare services and, to make secondary, tertiary and super speciality hospitals' accessibility easier to people. The Chief Minister said that the Delhi government was committed to provide dispensaries in the every colony of the Capital. Delhi health minister Dr Yogananad Shastri said that under Dikshit's guidance and leadership, the health sector in the Capital had greatly improved in the last eight years. Hospitals, including specialised ones have been opened in the various parts of the Capital. |

1,000 telephone lines down again
Noida, September 1 On Thursday, thieves had cut a 1,000-pier telephone cables from Sector 26, near Jaipuria Plaza, opposite the district hospital. They had stolen over 10 mt long cables too thus affecting over 1,000 telephones. According to a BSNL officer, after lying low for about a month, the thieves are again back in their old game of snapping telephone cables and stealing them. They had stolen the cable from diggings made for sewer repair. The subscribers realised it when people lodged complaints about their phones having gone dead. BSNL engineers are working to join the cable to restore the line. BSNL authorities said that though reports against theft of telephonic lines had been lodged, the police had not made any arrest |

13th Delhi Book Fair begins
New Delhi, September 1 Addressing the gathering, Khanna said that there was a need to nurture Indian intellectual tradition through book reading. Parents should inculcate reading habit in children, so that they take out at least half an hour daily for self-reading. Book reading leads to a broader perspective, tolerance and humanity, he said. The Book Fair will continue till September 9. It contains publications of 12 participants from Pakistan, Iran, China and the UAE. President of Sahitya Academy Gopi Chand Narang, executive director, ITPO, Rajeev Yadav and president, Federation of Indian Publishers, Shakti Malik were also present. |
CM launches campaign on traffic rules
New Delhi, September 1 She said that in the coming years, her government would change the scenario of the city's transport system. Dikshit said this while launching a legal awareness campaign for schoolchildren on traffic rules and regulations, a prelude to the mega-traffic Lok Adalat. Chief Justice of the Delhi High Court, justice M.K. Sharma, executive chairperson, justice T.S. Thakur, Delhi Legal Services Authority, wrestler and Rustam-e-Hind, Dara Singh, special commissioner of Delhi police Neeraj Kumar and schoolchildren were also present. Dikshit added that her government would try its best in curbing road accidents in the Capital. She said that her government would not hesitate in recommending the Centre about the inclusion of strict provision in Section 304 (A) (relating to death in an accident), by amending the relevant act, in case it becomes imminent. She stated her government's concern about the safety and security of the passengers. The government cannot remain a mute spectator. She further said that her government had started a campaign, 'Walk Safe, Drive Safe'. It is promoting the campaign through print and electronic media. The Delhi government is also taking 1,000 private buses for Delhi, in which the participation of corporate sector would be significant. These buses would not only lessen the burden on the DTC, but would also improve the public transport system in the Capital. Addressing the gathering, Dikshit said that children could play a vital role in the road safety campaigns. They can become the role model for others. "Children are the real ambassadors. In the last few years they have played a major role in increasing the green cover in the Capital. We will feel satisfied, when not a single fatal accident is reported in the year", she said. She added that a precaution could reduce a number of road accidents. It is important for the pedestrian to know as to how to cross the road. Commuters should not try to catch or get down from a moving bus. Justice Sharma said that only children could spread the message of road safety. |

100-bedded hospital for Timarpur
New Delhi, September 1 It will be a Rs 24.64-crore project and will be developed in a phased manner. The first phase of work will cost Rs 6.16 crore. It will be used in the construction of the three-storeyed OPD block and two-storeyed service block in 4,418 and 1,826 sq meters respectively. It is expected that the first phase of work will be completed in 18 months. However, the time fixed for the completion of the first phase is 24 months. Mehra said that the MCD is sensitive towards the grievances and needs of the citizens party politics should not come in the way of the city's development. She said, "Our aim is to keep Delhi clean and healthy". Chairperson of the MCD's standing committee Vijender Gupta said that the deadline for the completion of the project be reduced from 24 to 18 months, so that citizens could avail medical facilities at the earliest. Chairperson, Medical Relief and Public Health Committee, Dr V.K. Monga informed that the MCD had planned to improve and develop the structures of its hospitals that need improvement. He informed that a 100-bedded hospital would also be constructed in Tilak Nagar. He said that doctors of the MCD were competitive, yet medical facilities need an improvement. Construction of the hospital is a step further in the direction of improving the basic medical facilities in the Capital. Woman, infant die after consuming poison
New Delhi, September 1 Nankan Devi, 28, locked herself with her son Vishal in a room of their home in Mangolpuri in northwest Delhi Tuesday, reportedly after a dispute with her husband Ram Avatar. The couple had been married four year ago. After repeated attempts to convince her to open the door, Avatar called Rajni, his wife's sister, who also pleaded with Nankan to come out. After getting no response, the family broke open the door and found Nankan dead while the boy was seen sipping her mother's milk. The duo were rushed to the Sanjay Gandhi Hospital, where doctors declared her brought dead on Tuesday night. A day later the boy also died. "According to medical reports, Nankan died due to poison consumption, while her son died of sipping her poison mixed milk," a police official

Delhi Police reshuffle senior officers
New Delhi, September 1 Deep Chand, joint commissioner of police (JCP) (security), has been transferred as JCP (Prime Minister security). Chand will replace Sudhir Yadav, who has been named the JCP of crime against women cell. "K.D. Singh, JCP (training), will be the JCP (security), while P.N. Aggarwal has been transferred to the training wing. Aggarwal was previously the JCP of anti-corruption wing," a Delhi police spokesperson said. Additional commissioner of police (riots cell) Keval Singh replaced S.B.K. Singh as the additional commissioner of police (police headquarters). S.B.K. Singh will be the in charge of the economic offences wing (EOW). R.S. Krishnaiah, additional commissioner of police (security), has replaced Deependra Pathak as the additional commissioner of police (general administration). Pathak has gone on deputation to the petroleum and natural gas ministry. Additional commissioner of police (provisions and logistics) Dilip Kumar has been moved to the anti-corruption wing in the same rank. On Friday, Delhi police effected a major reshuffle among deputy commissioners of police (DCPs) and also created a new police district by splitting one of the largest ones. The new police district will be called Outer Delhi. With this, the number of police districts in the city has become 10. "We have created a new police district. Additional deputy commissioner of police (northwest) Sagarpreet Hooda has been promoted as DCP and will head the new district," the spokesperson said. The decisions were announced late Friday. "The new district has been made after bifurcating northwest Delhi district. The step has been taken to ensure better policing and more security in the border areas adjoining Haryana," the official added. Power substation commissioned in Gurgaon
Gurgaon, September 1 According to Deputy Commissioner Rakesh Gupta, Sector 38 substation will share about 50 per cent of the load of 66 KV Mehrauli Road substation which was overloaded resulting in power breakdown in the areas fed by it. He said that about 70,000 consumers would be benefited by getting power supply of better voltage and less breakdowns. The consumers of New Friends Colony and other colonies situated on Khandsa Road would get better supply from this substation. Earlier, these areas were fed from the power supply taken from Delhi.
On the other hand, the load on 66 KV Mehrauli Road substation will be substantially reduced.
The Deputy Commissioner said that the existing 11 KV substation situated in Sector 38 which used to get power supply from Mehrauli Road substation would also be connected to the newly commissioned 66 KV substation in Sector 38 itself. Elaborating on the major power projects in Gurgaon, Gupta said that a 220 KV substation was being set up at village Daultabad that is likely to be commissioned by the end of this month. The Gurgaon district would get about 300 MVA power from this substation, which will be in addition to the present power supply. He said that the district would get power connectivity from Bhadurgarh side whereas presently power is supplied to the district Ballabgarh. He told that two gas-based power substations would be set up in Gurgaon, the foundation of which would be laid by the Chief Minister in near future. The gas-based substations would be first of its kind in Haryana. Each substation will be of 66 KV capacity having a generation of 32 MVA electricity. One such substation will be set up in Sector 51 and the other in Sector 43. Each would cost Rs 25 crore to the government. Haryana Vidyut Parsaran Nigam (HVPN) will execute these projects, the Deputy Commissioner added. |

Farmers threaten to gherao power station
Greater Noida, September 1 About a dozen villages in the rural area of Bisarakh, Javer, etc have been without power for the last fortnight. The theft of power cable has been pointed out as the reason for the blackout. Electric cable between Sadulapur village and Milk Lachhy village was stolen on August 10, plunging villages of Roza Jalalpur, Patwadi, Eteda, Sadulapur, etc, into darkness. These villages get power supply from Ghaziabad. The failure in power supply has adversely affected farmers' crop, which has started showing signs of wilting, due to lack of irrigation. On Friday, farmers led by BSP MLA had met the superintendent engineer. The farmers while handing over the memorandum to him threatened to launch an agitation, if power supply was not restored within two days. Power engineers had assured the farmers that a new cable would be placed and power supply in villages would be restored by Sunday. The leading farmers of the area had gone in the delegation to UPPC engineer's office. |

CM for renewable energy
New Delhi, September 1 She stated recently that less energy consuming system would soon be installed in the Capital that would lead to energy conservation. Besides, her government is to lower the cost of CFL bulbs, by implementing a pilot scheme of carbon credit accumulation that would provide indirect cost relief to customers on purchase of CFL bulbs. Dikshit said this while inaugurating a seminar on 'Renewable Energy Systems and Energy Efficient Lighting in Buildings'. The seminar was organised by the Energy Efficient and Renewable Energy Management Centre, Delhi Transco Limited, Department of Energy, Government of Delhi and ITC Maurya Hotel. Delhi power minister Haroon Yusuf, principal secretary (power) Rakesh Mehta, environment secretary J.K. Dadoo, director general, Energy Efficient and Renewable Energy Management Centre, Dr Ajay Mathur and vice-president, ITC Hotel, Deepak Haksar were also present. Delegates representing manufacturers of Energy Efficient Appliances and power consuming institutions attended the seminar. Dikshit added that her government had been concentrating on creating awareness about the installation of energy efficient lighting and solar heating systems in hospitals and hotels. The government will soon install such power saving appliances, as it is time to bring down the increasing rate of energy consumption, which is 9 per cent per annum. However, energy from fossil fuels like- coal, oil and gas cause environmental damage. Recognising this, the Delhi government had set up the Energy Efficiency and Renewable Energy Management Centre in 2006 to co-ordinate the efforts of energy conservation under the Energy Conservation Act, 2001. Dikshit appreciated that around 4.5 lakh conventional gas lamps had been replaced by CFLs. She urged people to use solar energy, which would be available to them free of cost. She announced that in the coming two years, her government would construct around 2 lakh green houses for the poor, which would help in providing pollution-free environment in the Capital. Besides, 300 lakes are also being rejuvenated. The CM also released a booklet on 'Akshay Urja' for schoolchildren. She exhorted people to follow slogan "Go Green - Go Solar". Power minister Haroon Yusuf said that the Centre established by the Delhi government had chalked out an annual action plan of energy conservation, which included short-term and long-term measures.
