New Delhi, September 6 The ABVP held a press conference in the city early evening on Thursday informing that they had received a harshly worded letter from the proctor on Wednesday. In the letter, the university administration had stated that in case of use of posters for campaigning, action would be taken. Rajiv Ranjan from the ABVP says that, “this letter is a sign of recklessness by the university administration. The letter was dated August 31 and posted on September 3. The administration has demanded in it that we give an answer to the use of posters by September 4. We have received it only now on September 5. How can we answer their summons.” The ABVP members term this as a case of harassment. Other parties like the SFI were also keenly touring the colleges to garner support. The pre-poll mood in the NSUI is more relaxed, Punam, a candidate in the poll tomorrow said, “We had a brainstorming session during the day, assessing our strategy and analyzing where we stand.” |

Wanted criminal shot dead
Ghaziabad, September 6 At 8 pm, Delhi control room had alerted the Ghaziabad police that the dreaded criminal had driven towards Mohan Nagar in Ghaziabad on a red Hero Honda motorcycle without a number plate. A vehicle check was then started at Hindon Pushta under SSI Mukesh Gautam of Sihani Gate police. When cops waived a motorcyclist to stop, he turned towards Hindon
Pushta. Gautam chased him and also alerted the head of Nandgram police post. When Salim noticed the cops coming from the opposite direction also, he opened fire on SSI
Gautam. The criminal was wounded when cops returned the fire and was rushed to district hospital where doctors pronounced him dead. The police identified Salim on the basis of a diary recovered from his pocket. The police seized the bike and a .32 bore foreign pistol. According to senior superintendent of police, Deepak Rattan, Salim was wanted in 25 cases of heinous crimes like murder, loot,
dacoity, attempt to murder, rape, etc. Even three days ago, he had looted a gold chain and bangles from Shiela Devi of Deenagarhi under Sihani Gate police station, the SSP added. |

Showers bring down mercury
New Delhi, September 6 The showers brought down the mercury by a couple of degrees. Although just 0.5 mm of rainfall was recorded till 2.30 pm, rains coupled with westerly winds, led to a drop in day temperature to 32 degrees from a high of 36.2 degrees yesterday. Earlier, a heavily overcast sky and the westerlies led to a drop in minimum temperature to 26.5 degrees, from 28.2 degrees Celsius yesterday despite the humidity levels hovering at 83 per cent. Weatherman attribute the sudden build up of heavy clouds this morning and consequent rainfall to the influence of a fresh westerly trough in the region. They have forecast some more spells in Delhi and parts of the northwest India during the next two to three days. As far as Delhi is concerned, the Met office has forecast a generally cloudy sky during the next 24 hours with one or two spells of rain. |

MCD ordered to settle medical bills of ex-employee
New Delhi, September 6 Appellant Surender Kumar will submit authenticated copies of medical bills on the basis of which his claim of Rs 40,000 will be settled within 10 working days of the receipt of such bills, the Chief Information Commissioner Wajahat Habibullah said. The head of the information panel, set up under the Right to Information Act 2005, also specifically asked the Director, Horticulture, to dispose of Kumar’s request of reimbursement. Kumar had filed an RTI application with the MCD’s (Horticulture) department in July last year, seeking details on various counts including information on the date on which he would get his gratuity. Not satisfied with the response of the department, he moved an appeal in August. To this, the Director, Horticulture, gave his reply attaching the department’s previous response to him. Kumar then moved the CIC, which after going through his application, observed that his prayer did not make it clear as to what information he was seeking. |

New Delhi, September 6 The man, identified as Uttamjeet Singh, 32, was arrested from Karol Bagh area in central Delhi on Wednesday. Police also arrested Pradeep Kumar, 48, Ajay Kumar, 30, and Suresh Lal, 52, for allegedly buying stolen articles from Singh. Police have recovered one scooter, one knife, Rs 17,000, one gold bracelet, three gold chains with one pendant, two gold bangles, two diamond rings, one pair of diamond ear tops and three gold rings from their possession. |

Faridabad welfare ignored: Ex-MLA
Faridabad, September 6 Bisla said that Faridabad had been ignored by successive governments right from the formation of Haryana. The district continues to be neglected in spite of the fact that it provides highest revenue to the state exchequer. Bisla asserted that the reason for the neglect had a political angle. No chief minister has come from Faridabad district. Referring to Faridabad, he said that it was a “sinking city”. The plight of the city areas falling in the jurisdiction of Municipal Corporation of Faridabad is worse. He alleged that the city has become the most polluted city of the country. Making a direct charge, he said that the Haryana State Pollution Control Board and its officials are only busy making money. The sewerage system has virtually become non-functional and there was no disposal site for the city. Besides, there was no site for solid waste management. Right from scarcity of potable water, the city was reeling from substandard supply of water. He drew the attention of degradation of green cover in the city, saying that environment-related problem has assumed alarming proportion. When one enters the city, it stinks. This is the index of rot that has gripped the place. He said that he will soon meet the elected councillors of the corporation, cutting across party lines, to study the problems ailing the city and submit a memorandum to Chief Minister Bhupinder Singh Hooda. To a question, he said that the Chief Minister had good intentions, but the “bureaucracy” was misleading him giving bad image to the government as a whole. When asked who was supposed to reign in the bureaucracy and whether the political executive should not be blamed if bureaucracy remains unaccountable, he evaded a direct reply. To another question on political temperature zooming up in the state with opposition to the Congress government on the increase, he said that it was part of political democracy. |

Delhi has highest number of crimes: NCRB
New Delhi September 6“Every year, more than 1,800 people die on Delhi roads due to accidents, with no count for those, who are injured or become permanently disabled,” said urban planner and safety expert A.K.Jain at the three-day ‘Safety Convention – 2007’.
“As per the National Crime Records Bureau (NCRB), in the last few years, Delhi has the highest number of crimes among the major cities in India, which includes 4,289 violent crimes and 2,428 crimes against women, thus making it the most unsafe city in the country,” Jain remarked. “The major cause of road accidents in the Capital and other big cities is the poor traffic culture, which include, carelessness on the part of both the road user and road authorities, non-maintenance of installed traffic signals, lack of road markings, deficiency in geometric intersections, etc. “The other reasons are encroachments and lack of parking facility, ill-equipped and untrained traffic police,” said Pradeep Chaturvedi, co-chairperson of the Safety Convention. More than 300 experts attended the Safety Convention 2007, orgnaised by the Institution of Engineers, the apex body of engineers in the country. Experts stressed the need of advanced traffic control technologies including Intelligent Transport System (ITS), instead of the present primitive and outdated control systems. “Vehicle manufacturers should install safety system including, crash avoidance sensors, speed warning and improving drivers ability devices,” they said. Factors that make Delhi the most unsafe city include, poor urban environment, dark or dimly lit streets, derelict parks, badly maintained public spaces, encroachments, poor public transport system, rude behaviour of bus drivers and conductors, irresponsible and aggressive behaviour of police and lack of respect for women, pointed out experts. Reasons cited for the increasing number of accidents in Delhi include the increasing vehicular density on roads. Experts projected that by 2011 Delhi would have 60 lakh vehicles with 27,000 kilometer road length and 1.8 crore population. They emphasised on the need for cultivating safety culture, as well as instituting safety awards for developing the culture in all spheres. |

L-G urged to develop Mayapuri
New Delhi, September 6 Tanwar alleged that eight years ago, when the BJP was at the Centre and state, he had got sanctioned Rs 12 crores from the then urban development minister for the construction, repair and maintenance of drains, nallahs and roads, and the area was developed well. Presently, the condition of road and sanitation in Mayapuri industrial area is in a bad shape. Stagnant water is found everywhere in the locality that might cause epidemic. He appealed the government to repair roads and construct drains. Many businessmen have shifted their establishments. |

FDCI’s sop to designers for participating in global events
New Delhi, September 6 “The FDCI tries to promote the fashion week as a trade event. We will give each designer Rs 10 lakh, who will be participating in international fashion weeks,” FDCI executive director Sumeet Nair told PTI. The Council was adopting various measures to help domestic designers reach the international level, he said on the sidelines of the Wills Lifestyle India Fashion Week. The Council has tied up with the Eastern Mosaic company, who would select three Indian designers and give them the chance to showcase their talent in the Durban Fashion Week. Fashion is not only about glamour and entertainment, it is a serious business, he said. He added that the government had also realised it and had kept the fashion fiesta out of tax net. He said that the Wills Lifestyle India Fashion Week acts as a platform for designers to interact with foreign buyers, coming from various parts of the world like Japan, the Middle East and the US.

Three female thieves arrested
New Delhi, September 6 Mahender Kaur, Mamta and Soniya were arrested from a shop in Shanti Mohalla Cloth Market in Krishna Nagar area yesterday. According to police, specific directions were given to the shop owners, after repeated incidents of thefts in the market area. The police said that an information was received that the three women present in a shop were behaving dubiously. When their bags were searched, some suit rolls were found. “The suit rolls were identified by the shop owner, as the ones that he had shown to those women, when they had visited his shop as customers. On interrogation, the three women confessed their involvement in several theft cases,” deputy commissioner of police Ajay Chaudhry said.

Minister reviews development projects
Gurgaon, September 6 During the review, the Administrator of Haryana Urban Development Authority (HUDA) Srikant Walgad said that the state government has sanction Rs 776 crore for taking up external development in Gurgaon, which were to the spent in three years. He said that a major chunk of the sanctioned amount has been spent in new sectors of Gurgaon. According to the plan, out of Rs 776 crore an amount of Rs 100 crore was to be spent on construction of roads, Rs 414 crore on laying of water supply lines, Rs 45 crore on sewerage, Rs 100 crore on storm water and Rs 50 crore on construction of buildings. In addition to this, the state government has given Rs 120 crore for repair and maintenance of roads, water supply and sewerage lines in the existing sectors of Gurgaon. Walgad said that the capacity of Gurgaon channel was being increased from 100 cusec to 300 cusec so as to meet the demand of drinking water in the city. The work for setting up a water treatment plant at cost of Rs 90 crore in village Chandu Budhera has been allotted to the agency concerned, he said. Officials of Public Health told Singh that an amount of Rs 16.47 crore has been spent on augmentation of water supply in rural area during the last two years. With this amount, 177 tube wells have been set up in various villages. Besides, storm water system was being implemented at a cost of Rs 12 crore in Gurgaon city. The secretary of Municipal Council Gurgaon said that the state government has approved estimates of Rs 1 crore for laying new sewerage lines in problematic areas of old Gurgaon. |
Rs 60 cr for Noida sports complex
Noida, September 6 According to Noida Authority officials, the 65-acre sports complex will have spectators’ stands around the cricket stadium. It will be a stadium of international standard with capacity for 20,000 spectators. A football stadium is proposed to be developed in Ram Lila area with an athletic track and in place of present football ground, an aquatic stadium will come up with world-class swimming pools. Even the roads in the complex are being relaid as per the new design. Bowling alleys and indoor stadium complex are coming up on vacant area adjacent to power substation. On the other side of the substation, a players’ hostel will be built. At present it is being used for basket- ball, squash, table-tennis, badminton, etc. The officials disclosed that about 50 per cent of sports and athletic events of 2009 National Games will be staged in Noida only. The general secretary of the Uttar Pradesh Olympic Association Anandeshwar Pandey has disclosed that all hurdles in holding the 2009 National Games in UP have been removed. The formal announcement of staging the 35th National Game in UP is likely to be made this month in a meeting in Lucknow. |

New Delhi, September 6 He was nabbed yesterday near Central Delhi’s Samatha Sthal, memorial of Babu Jagjivan Ram. The arrest was made, after the narcotics branch of Delhi Police received an information that Arif was visiting the area with the contraband. The seized heroin has a value of Rs 30,000 on the international market, police claimed. |

School bus mows down man
New Delhi, September 6 The accident took place at around 1.30 pm, when the hired bus of New Victor Public School dashed into the motorcycle, near Akshardham temple in Pandav Nagar area. The driver of the bus, going towards Nizamuddin Bridge, fled from the accident site. According to police, Gaurav Sexsena, 27, died on the spot, after coming under the rear wheels of the bus, while his daughter and wife Sonu were thrown away, due to the impact of the crash. The child and mother were admitted to a nearby hospital, where their condition was stated to be critical. The family, living in Ghaziabad was going to Gurgaon. Police have informed their relatives about the accident and have registered a case of negligent driving against the bus driver. “The school hires chartered buses occasionally to ferry students. We have asked for the identification details of the driver from them and are hopeful that the driver would be arrested soon,” assistant commissioner of police D.R. Birdi said.

Walia inspects flyover projects
New Delhi, September 6 He has exhorted the engineer-in-chief, PWD and other chief engineers concerned to expedite the construction work and ensure completion of projects before the targeted period, to enable the state government to provide the required infrastructure before the commencement of the Commonwealth Games 2010. Walia was accompanied by the engineer-in-chief PWD, concerned chief engineers of the PWD, engineer-in-chief, MCD and other senior officers. To avoid any escalation in cost, he stressed on the completion of projects within the stipulated time frame. He stated the government’s commitment to dedicate all infrastructure projects to the residents at the earliest, to ensure relief to vehicular traffic and overcome traffic congestion that caused hardship to residents. He directed the concerned chief engineers to monitor the work regularly and submit a weekly report to him. Reportedly, Walia would soon visit the remaining 10 ongoing flyover projects to assess the ground realities to expedite the work. He expressed his displeasure over the badly maintained road from airport to RTR Marg. The portion of road is accumulated with huge ‘malba’, apart from potholes. The minister would take up the matter to the NHAI and exhort it to ensure the proper maintenance of the road, as this portion of road was important and visited daily by large number of foreigners and other VIPs. He also observed traffic congestion at the Bhairon Mandir Crossing. He directed the engineer-in-chief, PWD to chalk out an action plan for the construction of a trumpet and half bridge on the crossing to make it signal-free, as early as possible. Walia expressed confidence that it would provide much relief to those, who visited Pragati Maidan. |

Vardhan urges L-G to save Yamuna
New Delhi, September 6 Vardhan lamented that the Yamuna passing through the city had changed into a drain. He held the state government responsible for it, alleging that it had planned to change both the banks of the river into a jungle. The government should frame and implement effective environment policy for the protection of the Capital’s environment. Earlier, it had framed schemes for cleaning the river, but all were sacrificed at the altar of corruption. Around Rs 1,800 crore have been spent in the name of cleaning the Yamuna, but it continues to remain dirty. Besides, Vardhan demanded an enquiry into the corruption in the money spent in the name of cleaning the river. Even the CAG has confirmed corruption in the schemes for cleaning the Yamuna, he pointed out. Vardhan claimed that the government wanted to organise the Commonwealth Games at the cost of the river and the Capital’s environment. He said it was for the Games that schemes to construct Games Village, metro depots, shopping malls and helipads on the riverbank, had been planned. He alleged that the government had disregarded the directions of the Supreme Court and the concern of environmentalists in preparing those schemes. Many environmentalists have demanded the stopping of the execution of the schemes, but it falls on the deaf ears of the state government. The length of the Yamuna flowing through Delhi is about 45 kilometres. At the point, the river enters Delhi it is not polluted. But, after that the polluted water of 16 big drains of the Capital change it into a dirty drain. At the point of exit from the Capital, the river is turned into a polluted drain. The question is not limited to saving the Yamuna. The government is not able to protect the hilly, Ridge and green areas of the Capital. Illegal mining is being carried out in hilly areas, with the connivance of government officials. Malls are being constructed by finishing the green areas. |
