Parents warn against scrapping of Education Policy
Faridabad, January 28 These have warned of a legal action if the authorities concerned took a lenient view to end the ongoing ‘exploitation’ and commercialization of the education in the state. At a meeting of the office bearers of these bodies including the Faridabad Abhibhawak Ekta Manch held here recently, the members expressed concern over the dilly-dallying attitude of the government and the recent move by some bodies claiming to represent the interest of the private school owners in the state regarding the latter demand of scrapping the education policy itself. Criticizing this demand made after a meeting at Gurgoan recently, the Haryana Abhibhawak Ekta Manch and the local unit of the body, claimed that such a demand was most unfortunate and unwarranted and the government should act strictly to bog down such a move with a heavy hand as it was aimed at crushing the interests of the students and their parents and to make the education a commodity out of reach of the common people. According to Mr. Satyavir Sharma, Vice-President of the Manch, the very demand of scrapping the policy was illegal and undemocratic as the policy had been framed by the state government after following a legal and constitutional process and it had been stamped by the office of the President of the country and already approved by the state cabinet. He said while the Haryana School Education Rules Act- 2003 had been framed under the Haryana School Education Act- 1995 and the necessity of passing the Act and framing the Policy (Rules) arose due to the arbitrary functioning of the private unaided schools, mostly affiliated to the CBSE and other boards. Claiming that these institutions had been ‘harassing’ the parents year after year particularly in matter of arbitrary and exorbitant hike in tuition fee and other charges of funds in utter disregard of the provisions of the CBSE affiliation bye-laws and the conditions of the No-Objection certificate issued by the state government at the time of allotting them land at highly subsidized rates. He said the situation had worsened with mushrooming of a large number of private schools operating from small and dingy buildings from every nook and corner of the towns and cities, without any regard for the rules and regulations framed by the authorities for operating an educational institution. Majority of these teaching shops had either been unrecognized or not affiliated to the CBSE or any other Board thus jeopardizing the career of a large number of students. According to a spokesperson of the Haryana Abhibhawak Ekta Manch, the rules of 2003 had been notified after four years of Act enacted in 1999 and it was framed after proper deliberations and discussions involving all the parties concerned and so there was no need of re-thinking or reconsidering the Policy or the Rules waiting to the be implemented for past about two years. He said the government ought to declare its implementation from April 2006, as there was no need to linger on with any confusion which could affect adversely the student and the common man. |
National-level authority for metro rail in the offing
New Delhi, January 28 Speaking to mediapersons after inspecting metro rail tracks and facilities in the Capital today, Union Urban Development Minister Jaipal Reddy said the government would take a decision on the debate on selecting the gauge for metro, a legislation that would govern it, the role of Railways and setting up a central security and safety authority in a few weeks. He said the GoM headed by Union Agriculture Minister Sharad Pawar would prepare the policy to address these issues after which projects in other cities will begin. He also said that decision on the metro link between the IIT Gate and Qutub Minar and another one to the airport could also be expected within a couple of weeks. Mr Reddy, who traveled on different sections of the Delhi Metro for more than two hours today, said he was impressed with the advanced public transport system and similar facilities would be encouraged in other big cities of the country. He traveled from Central Secretariat to Rajiv Chowk to further on to Karol Bagh and also till Kashmere Gate. He also inspected the passenger interchanging systems at Rajiv Chowk and Kashmere Gate. The minister also talked of putting in place a new fund, the Viability Gap Fund, adding that funds available under the Jawaharlal Nehru Urban Renewal Mission and under the government’s Viability Gap funding scheme would be used for developing metros in other cities. Dismissing fears about metro’s financial viability, Mr Reddy said its overall contribution to the economy of states and the country had to be kept in mind. He assured that the Phase-II would be complete by 2010, the year Delhi would host the Commonwealth Games that year, adding that portions of Phase-III would also be completed by this deadline. Speaking on the occasion, DMRC Managing Director E Sreedharan said after a green signal from the GoM for Phase II, soil and geological testing had been completed on the six lines and work started on two. He said the share of Japan Bank of International Corporation for funding this Phase would come down from 64 per cent to 48 per cent as the DMRC would itself be investing about Rs 500 crore in it. Expressing confidence that the Delhi Metro would have no problem in returning its loan over a 30-year period starting 2008, he said the aim was to reduce dependence on the government for funding. Meanwhile as Delhi’s top politicians were served notices for owning alleged illegal constructions, Mr Reddy said that the Centre was also formulating a policy for a clear solution to the problem of unauthorised structures. Adding that all unauthorised structures could not be treated on the same level, he said there was a need to look at the degrees of violation. “We will prepare a policy to reach a solution to this problem,” he said. He said the policy would prescribe penalty according to degree of violation and discriminate serious building violations like construction on public places from minor offences like building an additional room flouting the building plan. He, however, said he had to consult the Delhi Chief Minister, leaders of all parties and the Lt Governor before framing a policy, adding that the demolition drive in the national Capital would continue. |

No traffic will be allowed on Raisina Road frm R/A Krishi Bhawan towards Vijay Chowk. No traffic will be allowed beyond R/A Delhousie Road, R/A Krishna Menon Marg and R/A Sunehri Masjid towards Vijay Chowk. No traffic will be allowed on Rajpath from Rafi Marg towards Vijay Chowk. No vehicular traffic will be allowed on Rajpath between Rafi Marg and “C”-Hexagon which will be totally pedestrianzed. No general traffic will be allowed on Janpath between Rajender Prasad Road and Maulana Azad Road. No general traffic will be allowed on Rafi Marg between Krishi Bhawan and Sunehri Masjid. Man Singh Road will be one way (North to South i.e. from Rajindra Prasad Road to Maulana Azad Road) from 1600 hours to 2130 hours. There will be free parking for the public beween Rafi Marg and “C”-Hexagon (India Gate) on both sides of Rajpath behind the Water Channels. DTC and other city buses shall be diverted from their normal routes to facilitate the vehicles of invitees and spectators and to avoid traffic congestion on roads around the venue of the function. MCD files ATR on illegal properties of ‘big fish’
New Delhi, January 28 The ATR filed by the Corporation in response to an earlier directive by the court is scheduled to come up for hearing on January 31. “After looking into the legality of the properties owned by influential people in the capital, whose names appeared in the media, we have compiled the report for perusal by the court,” MCD spokesman Deep Mathur told reporters. He also said showcause notices had been sent to politicians for their alleged unauthorised constructions, however, refusing to reveal their names or how many of them had been served notice. “Based on a survey carried out by us on unauthorised constructions in the Capital, we have issued notices to some ‘big people’ today. However, the list of names appeared in local media has not been released officially. Hence, reports that the list includes names of Chief Minister Ms Sheila Dikshit, DPCC chief Rambabu Sharma and some of the ministers of the Delhi Government are not based on facts,” MCD spokesperson said. Reports appearing in several newspapers had said the MCD notices had been issued to 18 politicians including Chief Minister Ms Sheila Dikshit, her son and MP Sandeep Dikshit, DPCC chief Rambabu Sharma, Ms Anjali Rai of the Congress, a few Delhi Ministers and Saheb Singh Chauhan of the BJP. But according to sources, notices had been served to at least 18 politicians, including Dikshit, her four Cabinet colleagues and Speaker Chaudhary Prem Singh. Mathur said a report on the alleged illegal constructions belonging to politicians, including the Chief Minister, would be placed in the MCD House meeting on Monday.
Referring to the crash of the MCD’s website after the list of over 18,000 unauthorised properties were hosted on it, he said, “It crashed because of thousands of hits were made in a short span of time. We have requested the permission of the Delhi Government for using their website to display the list.” The MCD today took action against 15 illegal constructions, taking the total number of properties against which it has acted on to 964. Among the properties against which action was taken today were ten residential buildings and five commercial establishments. Meanwhile, with MCD issuing a showcause notice to her for alleged illegal construction in her private property, Chief Minister Sheila Dikshit today said she will reply to the notice even as she maintained there was nothing unauthorised about the house. “I have got the certificates from the MCD, which were given to me duly signed, and the compounding
certificates which were given to me on the same day when I bought the flat and those certificates are with me,” Dikshit, who is in Davos to attend World Economic Forum, told a TV channel there. “The MCD, whether it has got it (her records) or not I don’t know because they say they have lost their files,” she said. Dikshit said she was “quite confident” that there was nothing wrong with the flat and that she would answer to whatever queries the MCD had. “As I have said earlier, I have nothing to hide,” she added. She also pointed out that the Delhi High Court’s order was for illegal constructions that had come up between 2001 and 2005, and her house in Nizammuddin East was built in 1987-88, therefore, did not even fall in that category.
Observing that Delhi High Court directive on the issue should be followed, Dikshit said illegal constructions should be stopped and government land should not be encroached
upon. The Chief Minister will be returning to Delhi on Monday.

SEZ to be developed in Faridabad
Faridabad, January 28 He said Faridabad was the only district in the State chosen for civic infrastructure development under the National Urban Renewal Scheme launched by the Centre and the State government. He said the state government had cleared a scheme for setting up ‘Industrial Model Township’ here, which was already an established industrial hub. He said the new industrial and labour policy of the government would prove helpful in instilling confidence among the entrepreneurs. Stating that the Hooda government had taken several unprecedented decisions in this regard, which would help the State emerge as the most developed State in the country in the next few years. Emphasising the need to halt the decreasing sex-ration in the State and stop discrimination against the girl child, he said Haryana had decided to observe 2006 as the ‘Year of the Girl Child’. Several new schemes would be launched to strengthen the economic and social status of women in society, he said. Earlier, a parade and cultural programmes were held by schoolchildren and NCC cadets on the occasion. A similar function was also held at Dussehra Ground in Ballabgarh town, where the SDM, Mr Harish Chander Jain, took the salute at the parade. |
18-month RI to DESU official for graft
New Delhi, January 28 Special Judge Sushil Gaur also imposed a fine of Rs 5,000 on the convict Satish Kumar Gupta after finding him guilty under various sections of the
Prevention of Corruption Act. Gupta, posted at Shalimar Bagh had demanded Rs 400 from the complainant Babulal to clear his electricity bill of Rs 22,000. Not willing to pay the bribe, he promptly informed the matter to Anti-Corruption Bureau sleuths, who laid a trap and arrested him on February 11, 1997 when he came to accept the bribe. |
Man gets 10-yr RI for raping step-daughter
New Delhi, January 28 According to the complaint, registered by the victim’s maternal grandfather, on March 23 the convict had come to visit his step-daughter - then residing with her grandfather in Ghaziabad. Chandrashekhar took away the girl on the pretext of taking her to Vaishno Devi, only to bring her back to Ghaziabad the following day. With teeth bites on her face, and injuries on her body, the prosecutrix revealed that she had been raped twice by her step-father at his residence in Shahpur Jat in south Delhi, and threatened to kill her if she told anyone about the incident. The accused was arrested on March 25, the day the complaint was registered, and had since been in judicial custody. |
Coop Society SI caught red-handed taking bribe
Gurgaon, January 28 According to Gurgaon Tehsildar Kuldeep Singh Dhaka, Moti Ram, an employee of Hero Honda Ltd, formed a society of employees of his company and approached the office of the Cooperative Society for registering it. Moti Ram wanted to apply for a society plot floated by
the Haryana Urban Development Authority (HUDA). Sub-Inspector Suresh Chand Sharma allegedly demanded Rs 7000 from him for registering his society. Moti Ram complained to the vigilance department against Suresh Chand Sharma. Deputy Commissioner R. P. Bhardwaj appointed Tehsildar Kuldeep Singh Dhaka as duty magistrate. As soon as Moti Ram gave Suresh Chand Sharma Rs 7000, as already planned, Deputy Superintendent of Police (DSP) Naveen Sehgal of the vigilance department along with Mr Dhaka raided the office and caught the sub-inspector red-handed. The Haryana Urban Development Authority had recently floated 18 plots for societies. |
Circle rates set to increase in Noida, Gr Noida
Noida, January 28 According to O.P Awasthi, Asstt Inspector General (Stamps), there is a provision under which circle rates can be hiked every two years. Circle rates were last increased on 16 June 2004, after which no hike has taken place. In November 2005 circle rates were only amended, he said. After June 16, when the previous hike completes two years, circle rates will be increased. During April a survey about market rates of different sectors and villages will be undertaken, teams for these surveys are being constituted. Actually an analysis of the rates at which land is being sold and bought will be made during this survey. The stamp duty is affected as wide differences and fluctuations are noted in sale and purchase rates of land. According to Asstt Inspector General Stamps, builders like Omex, Parsvanath, Mahagun, Purvanchal Constructions and ATS Green are periodically increasing the rates of their properties. The prices will therefore be enhanced in accordance with the increase affected by these builders in their properties. At the moment the matter is being discussed and debated at the level of district administration. The stamps revenue department can take action under the rules and regulations of Indian Stamp Act. |
Primary schools to be electrified
Gurgaon, January 28 The authorities are providing a sum of Rs 5000 to about 118 schools in Gurgaon and Mewat for the electrification work. There are about 903 primary schools in both the districts and 385 of the schools have proper electrification. The remaining schools are in line for the electrification works. The estimates prepared would be sent to state headquarters for sanction of the requisite funds. In the Edu-set scheme education would be provided via satellite system in the schools. The scheme to be fully effective, all the schools need to have proper electrification so as to connect them to the nodal system at headquarters from where lessons would be relayed. The Edu-set scheme in the primary schools is likely to be launched in the state from the 2008-09 academic session. The Senior Secondary schools and the colleges in the state are also to be covered under the scheme. The scheme will be launched in them from the coming academic session. |
Concern over increase in road accidents in Sahibabad
Ghaziabad, January 28 The traffic police has requested the administration for a fool-proof plan to stem the tide. The area from Delhi Link Road to Mohan Nagar is considered vulnerable as it is subjected to pressure of increased traffic where road accidents have become a daily occurrence. This results in heavy toll of life and property. According to police records, 48 road accidents took place under Sahibabad police station, 9 under link road police station and 34 in Loni police station area. A total of 125 lives were lost in these accidents. According to Deputy Superintendent of Police, Dinesh Yadav, increasing road accidents in the area is a matter of concern for the administration. He said a proposal has been sent to the
administration for improving the situation. Constructive suggestions have been made in this proposal. This area has added importance because of its close proximity to the national Capital, Mr Yadav said. |
Three dead due to ‘illicit relations’
Ghaziabad, January 28 In Jagmal Rajput’s house some 20 tenants including Ganpat Mahto, 35, Sanjiv alias Muntoo, 28, and Alok, 20, from Bihar lived for a long time. They had all gone to bed after dinner on Friday. Police said the murders were a result of illicit relations. At about 2 am some unknown people had barged into their room and attacked them with sharp edged weapons. Ganpat and Muntoo had died on the spot in bloody assault while Alok had sustained a serious cut on his head. The police came to know of it at 8 in the morning. SO Link Road said Muntoo was reportedly involved with some women. They were killed in all probability in vengence, the police feel. Meanwhile a woman, mother of two children was killed by slitting her throat in New Hindon Vihar Arthla, Sahibabad. She was murdered allegedly for illicit relations. Prabha Saini wife of Ishwar Chand was not living with her husband due to domestic clash. |
