Ghaziabad, January 21 The father of the deceased has filed a case naming her husband, his parents and younger brother and sister for the dowry death in
Loni police station. The police have arrested all accused except one who is absconding. Sahib Singh, a resident of Naipuri Colony, Loni, had married off his daughter Neetu on November 2004 with Narinder, son of Samey Singh of Sunita Vihar Colony. On Thursday, Neetu’s husband Narinder, mother-in-law Shakuntla, father-in-law Samey, brother-in-law Jatinder and sister-in-law Reena asked her to bring a motorcycle and Rs 50,000 from her parents’ house. When Neetu refused, all of them are reported to have pounced upon her. They started slapping and kicking her, going so far as to hit her with slaps, kicks and leather belts. They strangled her to death at night. In the morning, Neetu’s in-laws told the neighbours that their daughter-in-law had committed suicide at night. The neighbours found Neetu’s body on the ground with signs of injuries all over. Neighbours then informed Neetu’s parents who called the police on the spot. The police sent the body for autopsy and arrested four of the five named in the FIR. |
Amity student found hanging
Greater Noida, January 21 The deceased, identified as Kunal, was a student of postgraduate diploma in insurance. His younger brother, Kanishka, is a student in Greater Noida’s IEC Institute. Both the brothers were staying in a rented a house in Beta-II Sector. According to Kanishka, Kunal was quite depressed as he had failed to secure placement in a company. However, according to other reports, Kunal was under severe depression after he found his girlfriend with another student in a restaurant. On Thursday, when some students told Kunal that his girlfriend was with another student in a restaurant, he had gone to the restaurant to verify it. He was reported to be in severe tension after this incident. On Friday when Kanishka returned from his college, he found Kunal hanging in the storeroom. His body was taken to a hospital where he was declared brought dead by the doctors. However, the police have expressed the suspicion that the student might have been murdered as the store door was found ajar. |

HC warns striking lawyers of ‘serious consequences’
New Delhi, January 21 The warning was issued today following an emergency meeting of the High Courts’ Administrative Committee, chaired by Chief Justice Markandeya Katju. Briefing reporters after the meeting, Registrar-General
S. N. Aggarwal announced that video cameras would be installed at the Tis Hazari complex to identify lawyers indulging in any type of hooliganism, violence, incitement or intimidation of others attending to their court duties. The resolution passed at the meeting said that the lawyers had resorted to such undemocratic and unprofessional methods as they were frustrated at the indefinite strike called by them earlier which failed to evoke sympathy from either the litigants or colleagues practising elsewhere. The committee asserted that the court, as a sovereign institution, “will maintain its authority at all costs”, and announced that the administration and the police would take effective and strong steps to ensure that no one was allowed to disrupt or interfere with the functioning of the Tis Hazari, Rohini, or other district courts. “If anyone attempts to do so, strong action will be taken against him in accordance with the law. The striking lawyers must know that enough is enough,” the resolution warned. |
‘Incident Command’ technology to handle disasters
New Delhi, January 21 The Minister of State for Home, S.P. Jaiswal, inaugurated the three-day programme on Friday. Mr Jaiswal said, “One should be prepared for every disaster and tragedy that occurs, and for this we have to be equipped with the disaster management programme. Our response should not be merely to reach the site after disaster has struck, but to be prepared for such an occurrence.” The minister added, “The government of India has supported many disaster risk management programmes. One aspect was to bring the Incident Command System (ICS) technology to India from abroad. This is essentially a management system and the approach is to coordinate different aspects of disaster management such as relief, rehabilitation, medical measures, etc. It requires integrated training and this technique needs to be institutionalized.” This training programme has been organized by the Center for Disaster Management which earlier initiated a novel MBA programme in disaster management. The programme aims at creating an integrated approach to systematize emergency functions like rescue, relief, logistics, information and communication. Each of these functions is a specialized task and calls for thorough training in order to handle it competently in case of disaster. The Integrated Command System targets at creating a well-coordinated module in a management framework to handle disasters. This training is being given to government officers from various government departments like MCD, Delhi Jal Board, Delhi Fire Services, Armed and para-military forces. Many of these officers are currently enrolled in the university’s MBA programme in Disaster Management and constitute the university’s first batch. Interestingly, the integrated two-year MBA programme on Disaster Management at GGIS runs on weekends and it caters mostly to professionals, government servants and persons working in the multilateral sector who have taken admission to upgrade their skills. The university’s attempt via this programme has been to transform current response-oriented efforts at disaster management to one of prevention, mitigation and preparedness. Further, in an effort to create synergy on this subject, the university has gone in for a thorough and multidisciplinary training to help manage disaster. In addition to the Centre For Disaster Management Studies (CDMS), the university has also involved other schools like the University School of Environment Management, the School of Management Studies, School of Information Technology and the School of Law and Legal Studies. Moreover, the university has placed at the disposal of students participating in this course state-of-the-art facilities like Remote Sensing and GIS labs, IT and communication labs. |

‘Chill pill’ returning
to Delhi
New Delhi, January 21 The sudden ‘chill in the air’ since yesterday has taken Delhiites, who have been experiencing pleasant nights and warm days for about a week, by surprise. According to weathermen, the cold winds during the day were an offshoot of North Westerlies induced by fresh snowfall in parts of Himachal Pradesh. They plummeted the mercury during the day, from 24 degree Celsius yesterday, to 21.6 degree Celsius. Though the minimum temperature rose to 9.6 degree Celsius, from
eight degree Celsius yesterday. This was the first time over the last week that the maximum temperature has recorded such a sharp drop. Over the last week, the day temperature has remained steady at around 24-25 degree Celsius. According to the Met office, the chill could also be a result of a severe
cold wave in Kashmir, with Srinagar recording a temperature of minus 0.7 degree. The drop in day mercury today follows a sharp fall in night temperature yesterday to eight degree Celsius, after hovering at around 13 degree Celsius most of last week. Though the minimum temperature witnessed a slight rise to 9.6 degree Celsius yesterday,
two degree above normal, the sharp fall in day and night mercury, from last week’s levels, heralds a return to ‘chill’ for
Delhiites. The city witnessed a severe chill in the first week of January with the mercury dropping to a 70-year low of 0.2 degree Celsius. In fact, the weather office has forecast a further drop in night temperature tomorrow to about 8 degree Celsius. |
BSNL to accept bill payments through select
Faridabad, January 21 While interacting with mediapersons here today, the General Manager, BSNL, Faridabad, Mr R. C. Hooda, said that the Nigam has notified as many as 19 such counters, which will be expanded further. He, however, added that payments at the PCO counters would only be accepted through cheques. In order to increase the consumer base of the BSNL, the Nigam has also decided to restart the disconnected phones without payment of the rent during the period of disconnection. As many as 9000 new customers were connected with the basic telephone service of the BSNL in the district since April last. The BSNL has over 1.30 lakh consumers in the district. He said the entire district had been made broadband compatible. According to the Nigam officials, the fault rate in the city had gone down by more than 50 per cent since the department had gone for pole-less connections. The Nigam also announced that the scheme of free upgrading to the broadband Internet service had been extended to January 31 next. It was also announced that the toll free level of 1600 has been changed to 1800 and the consumers were required to dial new numbers starting from 158 for services like trunk enquiry, trunk booking, phonogram, STD complaint and directory enquiry. |
Tihar as crowded as ever
with 12,317 inmates
New Delhi, January 21 An official said the sanctioned capacity of Tihar Jail was 6, 250, but at present it housed 12,317 inmates. Last year there were 12,580 inmates. Not that ‘admission’ rate had come down—it had actually gone up—but t ‘release’ rate had increased because courts were more liberal in granting bail even as two jails, having a combined capacity of 600, were commissioned in the prison complex last year. The authorities are taking steps to construct more jails in the city. A 170-crore project to build a prison, with six jails to house 3,585 inmates, was about to take off shortly with building plans sent for approval to the civic authorities. Part payment has been made for constructing a jail in Narela while plans to set up prisons in Baprola and Ghitorni are also in the pipeline. |

Youth crushed, police open fire to disperse agitated villagers
Faridabad, January 21 At least two persons, identified as Mahender and Amit, both residents of Bhakri, were injured in the violence. Both the injured have been admitted to the civil hospital here. While the villagers alleged that they were injured in the fire by the police, the officials said that they had been injured in the stone pelting. The agitated mob torched the truck involved in the accident. According to reports, a large number of villagers assembled after a dumper truck crushed a youth, identified as Ram Kumar, who was on his way to the village from his fields nearby. The angry villagers also damaged the fire tender, which had arrived to douse the fire. |

Major fire tragedy on road averted
Gurgaon, January 21 Two trailers full of cement were on way from Jaipur to Delhi. They met with a road accident near IMT, Manesar, near here. The motorcycle pillion rider got caught between the two trailers. While the pillion rider escaped with minor injuries, the one driving the motorcycle came under the wheels of one of the trailers. The motorcycle was dragged quite a distance. However, the petrol from the ill-fated motorcycle got spilled on the road and one of the trailers caught fire. Two engines of the local Haryana Fire Service station were pressed into service to douse the fire. The operation by the firemen took about 20 minutes. Traffic on the highway got disrupted during the fire-fighting operation. |
Concern over interference in pulse polio campaign
Noida, January 21 The Deputy CMO, Dr A. K. Dhawan, has informed the City Magistrate and District Magistrate about the school’s interference in the national polio campaign. According to reports, the school administration said that they had not received any request from the national polio campaign authorities for the purpose. It is learnt that the school was insistent that the students should be administered the polio drops in the presence of the City Magistrate and senior health officer. |

New Delhi, January 21 Police officials said that the blaze was reported from the third floor of the building. The fire and police departments were informed immediately. Seven fire tenders were rushed to the spot and took about three hours to control flames. |
