Yediyurappa to be BJP ’s choice: Rajnath
New Delhi, January 28 Reacting to developments in Karnataka following Chief Minister Dharam Singh submitting his resignation to the Governor following his inability to show majority in the Karnataka Assembly by January 27, Mr Rajnath Singh said the two coalition partners had struck an understanding, where the J D (S) legislature party leader H. D. Kumaraswamy would be leading the coalition in the first half of the remaining portion of the present Assembly term. ''Mr Yediyurappa is BJP's choice for the deputy chief ministership and he will be leading the coalition for the second half,'' he said. Asked if it was proper for parties to go in for post-poll arrangements, Mr Rajnath Singh said the political parties were bound to explore the possibility of forming the government in the interest of the voter in the absence of a clear
verdict. The BJP was the single largest party in the Assembly and it should have been invited first to form the government. However, the Congress had upstaged the process by hatching an alliance with the JD (S) with which it had no pre-poll alliance. The J D (S) and the BJP had fought and defeated the Congress decisively in the elections, he said. To a question if the BJP believed in the promise of Mr Kumaraswamy that he would allow the BJP to lead the coalition in the second half, Mr Rajnath Singh said his party had "full confidence" in Mr Kumaraswamy sticking to the understanding. When reminded about BJP's problems in having its nominee to head the coalition with the Bahujan Samaj Party leader Mayawati, he sought to downplay the event. ''That happened long before,'' he remarked. Earlier, BJP spokesman Ravi Shankar Prasad had demanded the dismissal of the Dharam Singh government by the Governor. |
SC sets aside HC order on HP para teachers
New
Delhi, January 28 A Bench of Ms Justice
Ruma Pal and Mr Justice A.R. Lakshmana set aside the order of the high
court by accepting the contention of state’s Additional
Advocate-General J.S. Attri and counsel for some affected para teachers
that the high court had acted beyond the power of its jurisdiction in
the case as had been already laid down by the apex court in two earlier
cases of identical nature. Basing its order on its earlier judgements
in Pawan Kumar Rajpoot’s case of July 2005 and Chanra Kumar’s case
of 1997, the apex court said a special leave petition (SLP) by two
candidates, who had challenged the high court order, is accordingly
disposed of. But it clarified that if any cause of action would arise,
the petitioners were at liberty to move the appropriate forum, which the
counsel said was the Administrative Tribunal not the high
court. Meanwhile, the Himachal Pradesh Government moved a separate SLP
against the high court’s recent order rejecting the policy of the
state government with regard to giving some weightage to the candidates
from rural areas in the selection for the training of the JBT
teachers. According to the policy, the government had initially
reserved 10 marks for candidates from rural background and 15 marks for
interview out of 100. But during the hearing, the state had agreed to
scrap the provision of 10 marks for people from rural areas after it was
struck down in an interim order by the high court but sought to retain
the 15 marks for interview. The high court in its January 12 order,
had rejected this altogether, saying the selection for the training of
JBT was not an appointment, therefore there should be no separate marks
for interview. It, however, said that the 15 marks could well be awarded
to candidates with higher qualifications. The minimum qualification for
the JBT training is senior secondary (ten-plus-two). But the
government has challenged the high court order on the grounds that the
selection of candidates for JBT teachers’ training was itself an
appointment as the training was only conducted as per the vacancies in
primary schools and held only when such vacancies occur. |

Court hands over Sajjan documents to CBI
New Delhi, January 28 Metropolitan Magistrate Deepak Garg transferred to the agency's possession original documents of the cases, case diaries, statements of witnesses filed by the Delhi Police, a copy of closure report filed in 2004 before a magistrate. This is one among the dozen riot cases earlier terminated as "untraced" and on which the CBI would now conduct a probe following a Central directive based on the Nanavati Commission report. The commission had highlighted the need to reopen these cases to inquire into whether the Delhi strongman had any role into instigating the mob into a killing frenzy. Metropolitan Magistrate Deepak Garg had yesterday released the documents on another case of murder and dacoity against the leader. Both cases against Mr Kumar lodged at the Sultanpuri police station were re-registered by the probe agency later last year. In one of the two FIRs in question, Joginder Singh, a resident of Sultanpuri in West Delhi, alleged that Sajjan Kumar, the Outer Delhi MP, had on November 1, 1984, "brought a mob of ruffians and told them they had 72 hours' freedom to kill Sikhs and no Sikh should escape". — PTI |

MP Chief Secretary removed amidst row
Bhopal, January 28 Mr R.C. Sahni, Chairman, Madhya Pradesh State Electricity Board, replaces Mr Vijay Singh, who has been transferred to Gwalior as Chairman of the Revenue Board. Mr Sahni, a 1972 batch IAS officer, was in the rank of Additional Chief Secretary. He will continue to hold additional charge of the Chairman of the electricity board, according to an official announcement. Mr Vijay Singh was recalled from his deputation at the Centre by Ms Uma Bharati and made the Chief Secretary. He has been removed from the top post following an unsavoury controversy in which he was said to have prevailed upon the General Administration Department to help a scam-accused IAS officer in the High Court. The Madhya Pradesh State Industries Development Corporation had disbursed over Rs 714 crore among industrialists in violation of rules and regulations. The case was investigated by the Economic Offences Wing and an FIR was registered against then Managing Director of the corporation, S.R. Mohanty. Mr Mohanty, now Secretary, Chief and Women Development Department, approached the High Court with the request to quash the FIR against him. In reply to the court notice, the General Administration Department had reportedly filed an affidavit in the court denying any financial irregularities during Mr Mohanty’s tenure. Mr Vijay Singh’s removal was preceded by the removal of Ms Abha Asthana and Mr Subhash Daphane, Principal Secretary and Deputy Secretary, respectively, of the General Administration Department. The Uma Bharati camp was using the so-called clean chit to Mr Mohanty as a weapon against Mr Chauhan. Former Union Minister of State and close Uma Bharati aide Prahlad Patel had even threatened to go on fast if action was not taken against Mr Mohanty. |
