Unprecedented security in Capital ahead of
New Delhi, January 23 Barricades have been put up at all entry points of the National Capital Territory of Delhi and the vehicles coming from Gahziabad, NOIDA, Gurgaon, Faridabad, Panipat are being checked extensively. Intelligence Bureau’s information of suspected militant attack has led to high-level security arrangements
for the Republic Day celebrations. Extensive searches are also being carried out along the Vijay Chowk-Red Fort stretch, the route of the Republic Day Parade, which would be witnessed by a host of dignitaries, including President, APJ Abdul Kalam and Saudi King Abdullah bin Abdulaziz, the chief guest of this year’s celebrations. In the aftermath of the Delhi blast in October last year, intelligence agencies have picked up a lot of ‘terror chatter’ in adjoining areas of Delhi prompting extra precaution by the security forces, sources said. The entire police force has been deployed and surprise checks are being made at crowded market places. Searches and verifications are also being made at guesthouses, hotels and other places to nab terrorists where they may be hiding. Metal detectors have been put up at railway stations and people entering the premises were being frisked. With Air Force jets displaying their prowess in a fly-past, the Capital will be made a ‘no-fly zone’ as the men in uniform will march down the Rajpath. Even Metro rail services on Rajiv Chowk-Central Secretariat would remain suspended between 6 a.m. to 12.30 p.m. The Central Industrial Security Force has made special security arrangement at IGI Airport to check for any suspects entering the city. The local police is in touch with the UP and Haryana police to maintain security arrangement so that no unwanted element can enter the city. |
Yet another robbery in Noida
Noida, January 23 The thieves broke open the padlock after scaling the boundary wall and ransacked the house between 12 noon and 3 pm. The police reached the ransacked house three hours after the theft. The people in the locality are very sore at this attitude of the police. The robbery took place in C-4/122 in the house of Mr R. K. Khanna , who runs a guesthouse in Delhi. The family had gone to condole the death of a relative in Faridabad. Finding nobody in the house, the robbers had scaled the boundary wall and barged into the house. After breaking the locks, they accessed the safes and steel cupboards. The thieves had taken out Rs 2.35 lakh in cash from lockers in two bedrooms and jewellery worth Rs 2.50 lakh. Though the intruders took about three hours in ransacking the house, Mr Khanna’s neighbours did not suspect anything amiss. At 3 pm, Vinode Chopra, a next-door neighbour, informed the police and Mr Khanna about the robbery in their house. The Khanna family reached from Faridabad earlier than the police from Sector 20 here who took three hours to traverse a 2-km distance. Their son, Mukesh Khanna, said he had kept the cash in the house for buying a car and the jewellery had been taken out from bank lockers for attending marriages. The police, who started investigations by 6.30 pm, had lifted some fingerprints. The maid, Najma, is being grilled. The people in Sector 31 are tense as earlier too, a number of robberies had taken place in Sector 31 which the police had failed to crack so far. |
Gurgaon, Faridabad police control room to record complaints
Gurgaon, January 23 The Inspector General of Police, Mr Mohinder Lal, informed that they would make the control room interactive, first time in the country, where the complainant would get complete information of the latest status of their complaint, and if need be, the policeman at control room would keep the complainant updated. “We have got software developed for recording the conversation and keeping the complete record of complaints at the control room. It would not only help the department supervise the staff better but also maintain the record of complaints,” added the IGP. The officer said that they had fixed February 15 as deadline for the final implementation of the software as the trial was on. Besides, the department has sent a proposal at higher level for installing the Global Positioning System (GPS) in all PCRs and other police vehicles used in these two districts, the officer revealed. The GPS, when implemented, would inform the control room the position of all police vehicles in the two districts. It would help check the crime as the control room can inform the PCR and other police vehicles near the location of crime immediately after getting the information of any incident, said the officer. The IGP, Mr Mohinder Lal, added that the GPS would also help them supervise and control the staff of department as they would not be in a position to bluff their location to the control room after the implementation of GPS in their vehicle. “At present, we have installed the GPS in the official car of Gurgaon Senior Superintendent of Police on trial basis to weigh the pros and cons “We have also sent another proposal to the higher authorities for developing two vehicles, one each for Gurgaon and Faridabad for video recording of all important political and social rallies and gatherings, traffic jams and other important events in these two districts. Later, these recordings can help us for better supervision of the staff and crimes,” Mr Lal added. |
Ghaziabad cops to take on women criminals
Ghaziabad, January 23 The police are collecting details about women criminals too. So far, full data about 36 leading women criminals has been collected. The SP City, Mr Ram Chander Yadav, said the police had collected records of 80 per cent male criminals from different sources, but there was no proper arrangement for keeping records of women criminals in the department. That was the reason they slipped away from police sleuths. Now, the department proposes to make the data about women criminals available on its website too. “If we look at the last five years’ data we find women have played significant roles in crimes like kidnapping, murder, looting and carjacking. In thefts and looting, they seem to have set new standards”, the department officers say. In the past five years, more than 200 women criminals were arrested and sent to jail. They do not include women criminals involved in murder, attempt to murder, dowry, fraud and cheating etc. The following are the more active women criminals who have been identified by the police department: Rajeshwari Gaur (Maliwada), Prerena ( Nand Nagari), Jaiteen ( Vijay Nagar), Ajmeri alias, Meena and Seema (both from Vijay Nagar) Monila (Bulandshahr), Vimla, Sati, Santra, Kunta, Raji, Bhagotti, Surago, Omwatti, Verinderi, Ramwatti, Kamlesh,Rajesh (all from Bhopura), Mossa Sagirin, Omwatti, Kunta (all from Loni), Sandesh (Muzzafarnagar), Shankuntla (Bihar), Rekha (Hardwar) Munesh and Prem (Meerut) Jagiro, Krishna, Baiji (Shahdara) Kamoli alias Sonia and Munni Devi (Bulandshahr), Ladli, (Meerut) and Devindri (Delhi) The crimes committed by women or in which women were involved include 92 thefts, 32 carjacking, 16 dacoities, 17 police encounters, five kidnappings for ransom and 38 miscellaneous ones. |
UP intelligence police to probe dowry death
Greater Noida, January 23 The parents of the deceased had complained to the National Commission for Women and senior police officers of the UP police that the local police had intentionally not arrested the accused. One of the accused, Veer Singh, continues to function as Assistant Commissioner (Credit Tax) in the sales tax department. It is alleged that the accused, through their contacts and influence, have got the case transferred to the CBCD which is normally not entrusted with cases like dowry deaths. Harpal Singh of Shakti Nagar, in his complaint, said he had married his daughter Sumesh to Mukesh Nathu Singh of Meerut on June 30, 2001. Mukesh was living with his brother Veer Singh in Greater Noida. It is alleged Mukesh, his brother Veer Singh, his sister-in-law Munni and sister Shimla had killed Sumesh by poisoning her food on November 13, 2005. The deceased’s father had filed a report at the Surajpur police station in November but the police have so far not arrested any accused. Harpal Singh had written to the NCW Chairman, complaining that the local police was in league with the accused and was trying to shield them. |

HC judges to hold talks with striking lawyers
New Delhi, January 23 “A panel of senior judges of the High Court have agreed to hold talks with a five-member team of the Delhi Bar Association in the evening to end the impasse”, Sanjiv Nasiar, Secretary of the DBA, which represents the lawyers practicing in the Tis Hazari courts said. The Association had last night deferred its plan to forcibly lock the courts at Tis Hazari complex today after Delhi High Court Bar Association President A S Chandiok intervened in the matter and assured that he would arrange a meeting of agitating lawyers and judges of the Delhi High Court. The High Court had on Saturday warned the lawyers of “serious consequences” if they went ahead with their agitation to forcibly close down the court complex. The warning was issued following an emergency meeting of the High Court’s Administrative Committee, chaired by Chief Justice Markandeya Katju. The strike had paralysed judicial work in the Tis Hazari courts for the past 20 days. |
Traders to protest against demolition drive
New Delhi, January 23 The trade leaders from different parts of the country will stage a dharna at Jantar Mantar under banner of the CAIT to express solidarity with Delhi traders on issue of unauthorised constructions and commercial use of residential properties, Praveen Khandelwal, CAIT secretary general said. The traders will assemble at Delhi for attending ‘National Conference of Trade Leaders’ on January 30-31 on issues of the VAT taxation system and strengthening of internal trade of the country. The meeting assumes much significance in the wake of meeting of Empowered Committee of the State Finance Ministers to be held on January 30 at Delhi and the forthcoming Union Budget. The CAIT has constituted a 21 member ‘Action Committee’ as part of its efforts to intensify its agitation against the ongoing demolitions. Efforts are being made to obtain the support of leading personalities from the fields of art, fashion and medicine in the agitation. Television personality and BJP leader Smriti Irani has already extended her support to the traders. Meanwhile, in a meeting of leaders of trade bodies from different parts of Delhi, it was resolved to move the High Court and place its views there. The Delhi state secretary of CAIT informed that a careful study of the Court order reveals that to hide their own shortcomings and dereliction in duties, the MCD officials have not placed all the facts before the Court. According to Mr Ramesh Khanna, Convenor, ‘Delhi Traders Sangharsh Morcha’, the DMC Act, 1957 and Building Bye-Laws, 1983, contain many provisions, which restrict MCD to demolish buildings after expiry of specified period. Further, at many times in past years, the MCD has regularised buildings and ‘trade licenses’ have also been issued. Moreover, house tax, water and electricity is being charged on commercial rates from these unauthorised and commercial buildings. Mr Satender Jain, secretary, ‘Federation of Delhi Trade Associations’ said that the Union Government had, on July 23, 1998, issued a gazette notification under which the MCD, by its notification on December 5, 1998 made unauthorised constructions legal. The traders also alleged that the MCD was making 94 Junior officers a ‘scapegoat’ in order to shield themselves. |

Home textiles, jewellery show generate Rs 428 cr business
Greater Noida, January 23 Both exhibitions, held for the first time as specialised and vertical shows, achieved great success in terms of turnover of the buyers and the quantum of business generated. One of the reasons for the success was 2200 foreign buyers sourced from 480 exhibitors. On a random survey conducted during the last lap of the fair, it was found that more than 2000 enquiries had been received by the participating companies which may culminate into business in four to six months’ time. There were many new buyers from many new countries and the quality of buyers was good and serious. The India Silk Promotion Council, the Jute Manufacturers Development Council, the Coir Board and the Handloom Export Promotion council had joined hands with the EPCH of IFFTEX ’06 to provide a wide base of raw material for finished goods for sourcing by the foreign buyers. The National institute of Fashion Technology (NIFT) also provided design and product innovation and development. The organisers also carried a random survey among overseas buyers and those representing overseas trade magazines. Some very interesting and important observations were made by many of the overseas visitors. Ms Jane Nemis, Hemptown, Canada, said that with the trade legislations changes among the USA and China India was becoming a major destination for textiles. She had found four new suppliers for natural cotton and fabric with aloe vera that keeps the skin smooth. Mr and Mrs Iris Queiber, Einrichtungberatung, Germany, said India had fabulous handicrafts and these products had a big market abroad. Mr Montero, Mas x Menos Navidad & Juguetes, Columbia, said the products
fitted his needs. The pillows, pillowcases, cushion covers and table linen were very good. Ms Bagi Attila, Yamuna, Yugoslavia, found a variety of good fashion jewellery and garments at the show. Mr Maitreyee B.Anggelos, LDB Interior Textiles, USA, said Indian products were indeed catching up as big chain stores were now sourcing a phenomenal quantity from India. Now the US consumers understood that creativity, time and labour was worthwhile paying for Indian textiles. The 2200 buyers from 30 countries were mostly from the USA, Canada, the UK, Italy, France, Portugal, Spain, Greece, Turkey, Holland, Yugoslavia, Russia, Australia, Japan, Hong Kong, Singapore, Malaysia, Colombia, Venezuela, Brazil, Mexico and Peru. Mr Rakesh Kumar, Executive Director, EPCH, and Managing Director, IEC, said handcrafted and handwoven home textiles had a special place in the global market due to their range and colourful craftsmanship. |
Surajkund Mela to begin on Feb 1; Maharashtra ‘Theme’ state
Faridabad, January 23 While preparations for the fair have been in full swing, a visitor may have to shell out more to get an entry to this Mela. It is learnt that the rate of entry ticket for an adult will now be Rs 25 instead of Rs 20 last time, on weekdays, while it could be around Rs 35 or 40 on weekends. The earlier rate of the weekend ticket was Rs 25. However, the schoolchildren visiting the fair in groups on weekdays would get free entry. The Mela attracts several lakh visitors every year, which include several thousand foreigners. The decision to hike the rate of entry ticket seems unreasonable as the organisers get a financial grant of about Rs 50 to Rs 60 lakh from the Central government for organising the fair. “Though the government has described it as a fair for the common man and has been bearing expenses for organising it, the decision to hike the ticket rate arbitrarily was unjustified and could turn away many visitors,” said a local resident, who has visiting the fair for past several years. He said it was an open secret that no official of Haryana or the Union government bought an entry ticket to the fair. It has also been alleged that the officers and their families occupy all the rooms at the Rajhans Hotel of the Haryana Tourism and enjoy free hospitality during the fair. It is reported that the tourism department of Haryana, which has been co-organiser of the fortnight-long fair, spends several lakhs on free food and hospitality. Some complaints against the fair include allotment of stalls and space to a large number of vendors by the organisers in an unauthorized manner as there is no record of the fees charged from such allottees. It is learnt that this leads to overpricing of the items sold in the fair, which include eatables and bottled water. The organisers have announced to put up over 300 stalls for the artisans and craftsmen from various parts of the country. |
No let-up in chilly weather conditions
New Delhi, January 23 Delhi registered its minimum temperature at 4.8-degree Celsius, three degrees below normal, almost a week after mercury topped out its average winter limits by as much as seven degrees. There were no reports of delays in air operations because of weather. Airline officials said all morning flights departed Delhi on time. Several trains bound for Delhi, however, were suffering routine delays from one to eight hours. The G T Express, scheduled for arrival in New Delhi from Chennai at 0500 hrs, was late by eight hours, a Northern Railway statement said. The Delhi-bound Malda Farukka Express from Malda Town was six-and-a-half hours behind its scheduled arrival at 0650 hrs, it said. The Howrah Janta train was also running late by five hours, the statement added. |
Varsity, study centre hauled up for duping student
New Delhi, January 23 The centre had placed a broadsheet advertisement inviting new admissions for the academic year 2000-2001 of the course, which it represented as “UGC-recognised” and part of a joint venture with the GGIS university. The complainant, Siddharth Dixit, a resident of Dilshad Gardens, applied for the course on the basis that it came under the aegis of the UGC. He was later selected after a written test and issued an ID card after he made a down-payment of Rs 55,000 as course fee. During the admission process, the centre also made him sign several blank papers, which the complainant submitted in Court as a furtherance its “illegal design and motive”. “The opposite parties duped the complainant by misrepresenting that the course is recognised and will give more avenue in future... they have played with the meritorious and bright future of the complainant,” the Consumer Disputes Redressal Forum (North) led by K. K. Chopra observed, ordering a compensation of Rs 30,000 against the study centre. The complainant mentions that a few months later, on verifying with the UGC, he was shocked to know that the course did not have a clearance from the UGC. |
No trace of kids missing from Nithari
Noida, January 23 A three-year-old girl was, however, restored to her parents in a mysterious way. The police are now assuring the parents of other children that their wards will also be restored to them similarly on their own. Rukhsana and Shamus had mysteriously gone missing while playing outside their houses on Friday. Earlier, a three-year-old girl had gone missing on Tuesday. She was restored under equally mysterious circumstances as the ones in which she had disappeared. But Rukhsana and Shamus have yet to be traced. The police have no clue about them so far. |

New Delhi, January 23 The ‘Classmate Young Artist 2005’ was open to all students from Class V to VIII. Children painted around the core theme of ‘Beautiful India’ ‘Culture’, ‘History or Nature’. Renowned painter M K Puri was the chief guest and will head the jury panel to decide the winners. Prizes worth Rs 20,000 will be given to the top three winners and 10 consolation winners will also be selected. The results will be announced during the finals of ‘Classmate Young Author Contest 2005’, which will take place on January 28 in Delhi. Mr Chand Das, CEO, (ITC Greeting, Gifting and Stationary Business) said, “Classmate Young Author Contest was a grand success in the last two years. Ignou to launch certificate programme for health workers
New Delhi, January 23 The programme aims at improving knowledge and skills of ANM/FHW in reproductive and child health, sociocultural and communication areas. Those who have qualified Auxiliary Nurse Midwife (ANM)/ Female Health Worker (FHW) course (Revised) with minimum of two years of work experience are eligible for this programme. Those who have qualified Auxiliary Nurse Midwife (ANM)/Female Health Worker (FHW) course (Old) with a minimum of three years of work experience are also eligible. The duration is minimum of 1 year though it can be completed in a maximum of three years. The detailed student handbook and prospectus-cum-admission form can be obtained from the regional centres of IGNOU in the respective state capitals or information centre, IGNOU, Maidan Garhi, New Delhi on payment of Rs 50. Those requesting by post should send an IPO/Demand Draft of Rs 100 in favour of IGNOU, payable at New Delhi to Registrar, Student Registration and Evaluation Division, IGNOU, application form and prospectus can also be downloaded from the website (www.ignou.ac.in). The completed application forms in every respect should be submitted to the concerned regional centres by February 15, 2006. |

New Delhi, January 23 Justice J P Singh rejected the petition, saying there was prima facie evidence of his involvement in 66 cases registered by the CBI. Diwakar, who retired in 2003, has been evading arrest by the CBI since the second week of December 2005. |
