Man’s body found in dharamshala
Ambala, September 22
A man’s body was found in a room of a dharamshala located in Ambala Sadar today. This is the third incident in which a person has been found dead in his room in the last six weeks. Last month, a man was done to death in a dharamshala and on September 1, a youth was murdered in his hotel room.

Enmity claims 2 lives
Jind, September 22
Old enmity between two groups claimed two lives in Narwana subdivision of Jind district last evening. According to reports received here, Anil, a resident of Hanswala village, was shot dead in Gandhi Nagar Colony of Narwana city, while another person Ramphal, was murdered at Badanpur village last evening.

Seeds worth Rs 39 lakh sold at HAU fair

The two-day Farm Darshan fair of Haryana Agricultural University (HAU) concluded here today. Nearly 24,000 farmers from Haryana and the adjoining states of Punjab, Rajasthan, Delhi and Uttar Pradesh acquainted themselves with the latest advances in agriculture and allied fields at the fair.

The High Court has adjourned till October 20 the bunch of petitions filed by residents of a Gurgaon locality, seeking setting aside of the order of a tribunal which had upheld an ex-parte order asking them to restore part of land on which their houses are built to its original state.

One hurt in roof collapse

The incident took place in a dilapidated house. A youth, Bunty, sustained an injury on his legs due to the roof collapse. The other family members were out of the house at the time of the incident.

Bid to loot industrialist’s house
Two robbers nabbed

Karnal, September 22
Five armed robbers made an attempt to loot the residence of an industrialist in Sector 7 here today. However, it was foiled with the alertness of the industrialist and the prompt response of the police. Two of the fleeing robbers were nabbed, while three escaped.

The nabbed robbers have been identified as Israr, a permanent resident of Bijnaur, UP, and Hasmat of Darbanga, Bihar. They were presently living in New Delhi.

During interrogation, they named the three absconders as Raja, Munna and Nishat, alias Nishar, of Delhi.

According to the information, the robbers rang the door bell of the residence of the industrialist, Mr Vijay Gupta, at around 12.30 pm. At that time, he was at his factory in Sector 3, Industrial Area.

When his wife, Sunita came to respond the door bell, the robbers told her that they had come from Delhi for painting their house. On suspicion, she asked them to wait outside the house.

She came inside and phoned her husband, who along with his cousin, Bijender Gupta, former sarpanch of Baroda village, left for his house.

Vijay Gupta said that when they reached home, they saw that the robbers were demanding the keys of an almirah from his wife at pistol point. They at once came out of the house and shouted for help, he added.

At this, the robbers fled. While three of them went towards the dividing road between Sectors 6 and 7 in their van, the two others run towards the green belt area. The industrialist said that they kept chasing them.

Meanwhile, the police was also informed. Some policemen reached the spot and nabbed the two fleeing robbers from the Rajiv Puram area.

Train mishap averted

Panipat, September 22
A train mishap was averted at the Panipat railway station this morning when two trains — Himalayan Queen and Ekta Express — were put on the same track. Panicked passengers jumped off the two trains after the driver of the Chandigarh-borne Himalayan Queen applied the emergency brakes.

As the two trains remained there on the track for over two hours several trains, including the Chandigarh- New Delhi Shatabdi Express and the Shan-e-Punjab, on the track ran behind the schedule.

According to the Railway officials, at 7.30 am the Ekta Express from Bhiwani was stationed at platform number 4 at the local railway station. Minutes later another train was moved on the same track. The driver of the Himalayan Queen noticed the blunder about a few metres away from the station and applied in the emergency brakes and stopped the train just 500 metres away from the stationed train.

The New Delhi- Chandigarh enroute Himalayan Queen has a halt at Panipat where coaches of the Ekta Express are attached to it.

According to the eyewitnesses, there was an atmosphere of panic on the railway station after the train applied the brakes. Passengers jumped off the trains and ran away. But luckily, say the passengers, nothing adverse happened.

Top officials from the Northern Railways New Delhi, rushed to the Panipat station to enquire about the matter. The Deputy General Manager, Northern Railways, Mr V. K. Kaul, reached the station along with a battery of experts.

Later talking to The Tribune, Mr Kaul said that the investigations were on to ascertain the reason behind the serious laxity. He informed that platform number 3 was closed for traffic as the team was inspecting the track. However, he declined to comment on the reason behind the laxity.

Though he hinted at action against the guilty, he added that it would be done after a through enquiry. He said that efforts would be made to train personnel so that such errors were not repeated.

Need to improve police behaviour: SP

There is a need to improve the behaviour of police personnel. This was stated by SP Siabs Kabiraj while replying to questions asked by students of different government and private educational institutions in an interaction programme here yesterday.

The programme ‘Rubru: students and police, interference of media’ organised by the district police at Paash Library.

Replying to a question asked by Mamta Ahuja of Doon Public School, Mr Kabiraj admitted that there was further need to improve the behaviour of the police personnel. At the same time, he attributed rude behaviour of the policeman to acute work stress.

The SP also candidly admitted influence of politicians and rich people on the working of the police department but he added that such influence was negligible.

Aanchal, Neeraj, Riya of Dayal Singh Public School, Savita, Chawi of DAV College, Deepika of Government Girls Senior Secondary School, Vikram Sandhu of SD Model Senior Secondary School, Sushant of Jain Public School and Dalwinder Singh of Guru Nanak Khalsa College also asked various questions from the police officers.

Besides SP, ASIs Balwan Singh and Sukhbir Tyagi, were present to reply the questions, whereas journalists, Mukesh Bhushan and Sanjay Mishra, were interfering wherever required from media side on `unsatisfactory’ replies.

DSP Vijay Bharara welcomed the participants, whereas in charge of the library Rajesh Ranjan played the role of compere.

Voters to be photographed for ID-cards

As a part of the ongoing programme for photographing voters to issue photo-identity cards, photography sessions at villages falling in the Jundla Assembly constituency will be carried out from September 26 to 30.

The photography session for the voters of Jundla village will be done at Government Senior Secondary School of the village on September 26. The voters of villages Katlaheri, Alipur Viran, Payaut, Shekpura Manchuri, Pakka Khera and Darwa Majra will also be photographed on the same day at different schools.

Voters of Alawala, Gonder, Gularpur, Sewari, Datcher and Uplani villages will be photographed on September 27, those of Chorkarsa, Chochara, Lalain, Panghala, Jalmana and Uplana villages on September 28, those of Khanda Kheri, Kheri Sarfali, Basi, Beer Basi, Bilona, Ratang villages on September 29 and the voters of Khijrabad village will be photographed on September 30.

The DC, Mr Shayamal Mishra, appealed to the voters to avail themselves of the opportunity and get their photo-identity cards prepared.

10 hurt in firing

Jind, September 22
As many as 10 persons were injured, four of them seriously, in a firing incident at Ghaso village in this district last night. According to reports received here today, a youth organisation held a procession at Ghaso village and allegedly raised provocative slogans.

This was objected to by some villagers which led to confrontation between members of the young organisation and some residents. In the meantime, someone opened fire with a gun in which 10 persons received bullet injuries. Three injured persons were admitted to the General Hospital at Narwana, while one injured was referred to Medical College Hospital at Rohtak.

On receiving the information about the incident, the Deputy Commissioner, Mr M.P. Bansal, and the Superintendent of Police, Jind, Mr M.S. Malik, rushed to the spot to take stock of the situation.

The situation in Ghaso village is tense due to the firing incident. The district administration has deployed the police in the village to prevent any untoward incident. A meeting of panchayat and prominent persons of Ghaso village has been called to resolve the dispute.

Haryana in grip of power crisis

Following a shortfall in power generation in the Northern Grid, Haryana reeled under a severe power crisis today. Power supply to industry was completely shut from 6 pm to midnight, while the domestic consumers reeled under long and unscheduled power cuts.

Sources in Haryana Power Utilities say that a mere 5275 MW of power was available in the Northern Grid today. Haryana was getting only 1124 MW of power from the Northern Grid. In order to ensure that the agricultural consumers in the state got eight hours of power supply for operating tubewells, power restrictions were imposed on the urban and industrial consumers in the state.

Officials informed that the power generation at Sanghrauli ( 200 MW), Rihand (500 MW), Unchahar and Bathinda Thermal Plant had been reduced, because of shutting down of some units for maintenance purposes. Other than this, power generation at Nathpa Jakhri in Himachal, too, had been closed down for the past over one week.

On the other hand, the demand for power has increased by about 100 lakh units (LUs), during the past two days. Continuous downpour for two days earlier this week had brought down the demand for power to 520 LUs, but with the soaring temperature and high humidity, the power demand has increased again to 700 LUs today.

Officials say that power restrictions on the urban, industrial and rural domestic consumers would have to be imposed because of the on going power shortage.

Man’s body found in dharamshala

Ambala, September 22
A man’s body was found in a room of a dharamshala located in Ambala Sadar today. This is the third incident in which a person has been found dead in his room in the last six weeks. Last month, a man was done to death in a dharamshala and on September 1, a youth was murdered in his hotel room.

In today’s incident, the exact cause of the death is not yet known but the possibility of poisoning is not being ruled out by the police.

Madhur Jain, 30, a resident of Narnaul, had checked in Behari Lal Dharamshala yesterday at the dharamshala at about 7 am. He had apparently come on a business trip and, while leaving for the market, he had told watchman Dhyan Chand that he was expecting a friend.

Madhur returned to the dharamshala late in the evening and enquired about his friend. The watchman told the police that no one had come to meet Madhur Jain. Thereafter, Madhur went out for dinner and returned at 9.15 pm. He again asked whether his friend had arrived. The watchman replied in the negative.

At about 10.30 pm, police personnel on patrol duty had seen Madhur Jain as his room lights were on. The police personnel were checking the dharamshala as a routine following the murder incidents in dharamshalas and hotels.

This morning, when the dharamshala staff had gone to Madhur Jain’s room, there was no response. They informed the dharamshala manager who in turn called up the Sadar police station. When the door was broken, Madhur Jain was found dead in his room.

A police official said they were checking the address of Madhur Jain which had been entered in the dharamshala. He said they were trying to find out details about the “friend” whom Madhur Jain was expecting. He observed that although the suicide angle could not be ruled out at this stage.

Enmity claims 2 lives

Old enmity between two groups claimed two lives in Narwana subdivision of Jind district last evening.
According to reports received here, Anil, a resident of Hanswala village, was shot dead in Gandhi Nagar Colony of Narwana city, while another person Ramphal, was murdered at Badanpur village last evening.

The report said two motor cycle-borne persons shot dead Anil while he was standing in a street in Gandhi Nagar Colony, Narwana.

When the news of his murder spread, relatives and some persons belonging to a group of Anil attacked Ramphal with some sharpedged weapons and lathis at Badanpur village. Ramphal who received serious injuries later died in a hospital. Ramphal belongs to the opposite group.

It is learnt old enmity between two groups of Badanpur village had claimed five lives so far during the past 22 years. Earlier, Deva Singh, Satywan and Satbir were murdered due to the enmity.

Seeds worth Rs 39 lakh sold at HAU fair

The two-day Farm Darshan fair of Haryana Agricultural University (HAU) concluded here today. Nearly 24,000 farmers from Haryana and the adjoining states of Punjab, Rajasthan, Delhi and Uttar Pradesh acquainted themselves with the latest advances in agriculture and allied fields at the fair.

The farmers purchased certified seeds worth Rs 39 lakh for the ensuing kharif season from the sale counters set up by the university in collaboration with various government seed agencies. Besides, farm literature worth Rs 40,000 was also sold on this occasion.

Dr R.K.Malik, Director of Extension Education, HAU and in charge of the fair, said the farmers were taken on guided visits to the university research farm.

In separate letters to HPCC president Bhajan Lal and the CM, Mr B.S. Hooda, Mr Malik said the tussle should be checked so that the public of Ambala Sadar and the Congress would not suffer.

During the past five years when there was a tussle between the then local MLA and the then MC President, it had adversely affected development works of Ambala Sadar.

Petitions seeking setting aside
of tribunal order adjourned

The High Court has adjourned till October 20 the bunch of petitions filed by residents of a Gurgaon locality, seeking setting aside of the order of a tribunal which had upheld an ex-parte order asking them to restore part of land on which their houses are built to its original state.

In their petitions, Mr Varinder Bali and other residents of Mohyal Colony, Gurgaon, have questioned the legality of the HUDA action.

They have stated that even the tribunal, while disposing of the appeal, had directed that the request of the society for compounding of the violation, if any, could be considered, and hence they were ready to pay the compounding fees.

Mr Bali and other petitioners had purchased land in Gurgaon for residential purposes. For this purpose, a housing welfare association was also formed, which had 218 members to start with.

In order to get a licence from the appropriate authority, they filed an application, which was rejected on the ground that as per rules, a colony has to reserve land to the extent of 45 per cent of roads and streets, etc.

However, since the authority was empowered to waive the condition, a request was made to sanction the colony. The request too did not find favour with the authority.

Following an appeal, the Haryana Government, on December 1, 1982, granted the permission to the association subject to certain conditions.
