Keeping the ongoing by-elections in Haryana in mind the Election Commission of India has refused permission to the office of the Directorate General, School Education of Haryana, to go ahead with the recruitment of about 10,000 teachers on the contractual basis for the current academic year.

Keeping the ongoing by-elections in Haryana in mind the Election Commission of India has refused permission to the office of the Directorate General, School Education of Haryana, to go ahead with the recruitment of about 10,000 teachers on the contractual basis for the current academic year.

The Education Department had asked for an exemption from the Election Commission to go ahead with the recruitment process; however, the Election Commission refused and told it to hold the recruitment only after the by-elections were over, which are scheduled for October 5.

The government had earlier this year decided to make improvements in the falling level of education at the school levels. It was thus decided to recruit about 10,000 teachers for various posts in schools, and the same was advertised on July 11. To safeguard against corruption, the contract for receiving the applications and arranging the data was given to Panjab University. The deadline for receiving applications was extended thrice from July 22 to August 10 and then finally to August 25, by the end of the deadline Panjab University has received 1,57500 applications for the 10,000 posts.

According to Mr K.K. Khandelwal, Commissioner and Director-General, School Education of Haryana, the aim of the government was to recruit the teachers as soon as possible. “Till the regular teachers can be appointed we were keen that the contractual teachers are appointed to improve the condition of education. However, the by-elections have postponed the appointments by a month.”

The university had completed all its work by September 1 and it was expected that the recruitments would be complete by September-end. However, with the by-elections the recruitments will now only be possible by the first week of November. This means that the teachers would only be appointed on contract for four months. Also by this delay the recruitment for the regular teachers too now gets postponed as these posts cane be advertised only after the posts are filled on a contractual basis.

Mr Khandelwal is however optimistic and insists that something is better than nothing.

No draw for plots even after 10 months

Nearly 1,500 persons, who had applied for around 250 freehold commercial plots under phase III of the Trade and Business Complex here last year, feel cheated by the state government.

Nearly 10 months have passed since the booking of plots was closed, but the draw has not been carried out by the authorities concerned, much to the dismay of the investors who had deposited crores of rupees as earnest money.

The scheme had been floated by the urban Development Department of the Haryana government through the local Improvement Trust in October, 2004. Applicants had been assured that a draw would be carried out soon, but this has not been done so far.

In the registration cards sent to the applicants, the Urban Development Department of the state government, even mentioned that the draw would be held on January 3, 2005. However, the dates continued to be extended but the draw was never held.

The affected traders have approached several government officials as well as ruling party leaders with their grievance, but to no avail. The absence of a regular chairperson of the local Improvement Trust has also added to the confusion and worries of the traders.

Similarly, more than 100 traders who had been allotted commercial plots years ago and have paid nearly Rs 10 crore as installments and interest, are yet to get the possession of these plots.

The traders, who had been allotted plots in wholesale cloth and medicine market under phase I of the Vyapar and Vyavsai Kunj scheme, maintain that the scheme had been launched in 2001 and plots were allotted on the basis of a draw.

However, while floating the scheme, the district administration allegedly ignored a letter sent to it by the Archaeological Survey of India (ASI), in 2000 in which it had been directed to seek a no-objection certificate before undertaking any construction activity on the site as it was in prohibited area.

In 2003, the ASI wrote to the Administrator of the Improvement Trust, Hisar, asking it to stop the “unauthorised” construction activity on the said site immediately. Following this, the exercise of developing the land site was stopped. The Improvement Trust had also spent lakhs of rupees on the project.

The traders, who had paid crores of rupees to the government by then, requested that they be allotted plots at some other site. An alternate site was then identified and an NOC from the ASI was also procured. However, owing to some technical hurdles, the traders could not succeed in their efforts.

In the meantime, the affected traders also apprised the president of their grievance. Taking note of the matter, the President’s office dispatched a letter to the Haryana Chief Secretary, directing him to do the needful. Despite all these efforts, the traders have not been able to get the possession of plots.

CBI inquiry into Gohana incident biased: Sangwan

The MP and the national Vice-President of the BJP, Mr Kishan Singh Sangwan, has alleged that the state government has implicated falsely his son and brother in a criminal case. The case was registered in connection with the incident of violence and arson in the Balmiki colony at Gohana town on August 31.

Talking to mediapersons here today, he said his son and brother were not involved in the incident. He said he had demanded a CBI inquiry into the incident.

The BJP leader, however, regretted that the CBI were working on the same line as the police. He hoped that the CBI would ensure an independent and impartial inquiry. He also alleged that the government had already influenced the CBI officials in a bid to implicate his son and his brother in the case.

According to another report, Mr Ajit Balaji Joshi, SDM, Gohana, accompanied by Mr Sajmal Singh Rawat, Tehsildar, visited Garhwal village last night and handed over a cheque of Rs 1 lakh to Mr Howa Singh, father of the deceased, Baljeet Siwach, who was allegedly murdered on August 27.

The cheque was given under the Devi Roopak Yojna of the state government for the members of the bereaved family. Earlier, the family members had declined to accept the money.

Meanwhile, several leaders of various parties and organisations have appealed to the Barah Panchayat to withdraw the call of Haryana bandh on September 23.

Gohana incident accused surrenders

One of the alleged accused in the Gohana incident, Rakesh Kumar, surrendered in the special court of the CBI here today. The court remanded him in CBI custody till September 22.

The other four accused who were remanded in judicial custody till September 29 by a local court on September 15 were also produced in the court of Mr Y.S. Rathore, Special Judge for CBI, cases, today.

No-trust motion likely against MC chief

Rebel Congress municipal councillors have decided to move a no-confidence motion against the Municipal Council, Ambala Sadar, President, Ms Neelam Sharma.
The formalities for moving the motion are believed to have been set into motion by the rebel Congress municipal councillors. An application seeking the no-confidence motion against Ms Sharma has been prepared and the minimum number of signatures required for moving the motion is believed to have been appended.

The minimum requirement of one thirds signatures is met with 11 MCs signing the application since the MC, Ambala Sadar, comprises 31 municipal councillors and additionally, one MLA and one MP bring the total figure to 33.

“We are now going to decide on an opportune time to present the application to the Deputy Commissioner,” a councillor said.

The rebel councillors said they had been garnering support for the motion for the past couple of days. Ever since a meeting was held in the Rest House in which councillors, cutting across party lines, had participated, they have been making efforts for ensuring that the no-confidence motion does not fall flat.

They made it clear that it was now a matter of time before an “upheaval” takes place in the Municipal Council, Ambala Sadar. “Besides the signatories to the application, we believe that councillors from other outfits will also support us in our move,” they said.

While, the rebel councillors have managed to cross the first hurdle by getting the signature of 11 councillors on the application seeking no-confidence motion, an air of uncertainty still prevails with regard to support from the Vikas Parishad, the BJP and the Sangharsh Vahini.

The Vikas Parishad, which is headed by former Ambala Cantt MLA Anil Vij, has distanced itself from the coordination committee which was formed to launch a joint effort against Ms Sharma. Mr Anil Vij has stated that any political decision will be taken by the parishad and not by the committee.

Even Sangharh Vahini president Hira Lal Yadav said that although they were not averse to the no-confidence motion, they would not be moving the motion. “Once, the motion has been moved, then we will think of our next step. In any case, we will not move the no-confidence motion,” he said.

Can dead persons walk away with money? It seems so if the records of the old age pension in district are to be believed. A number of employees of local Municipal Committee are in firing line as the police has initiated a probe into the pension records of the Social Welfare Department after about 12 such cases came to light.

The lid of the scam was taken off recently when the Social Welfare Department conducted an internal inquiry on the basis of a CID report. The CID, wing of the police, had informed the department about irregularities in old-age pension distribution. The departmental inquiry detected about 12 cases in which pension beneficiaries were not alive and pension was still being received in their names.

The report revealed that Sarti Devi wife of Ram Singh, of Ward no 6, and Gindori Devi, wife of Chander Singh, of Ward no 14, had died in December 2003 and April 2004, respectively, but pension of Rs 300 per month was released in their name regularly till June 2005.

Similarly, Kanshi Ram, son of Ghisa Ram, and Gindori wife of Chhotu Ram, both residents of Ward no 4, were getting pension benefits even after they died in March 2004 and December 2003, respectively. In another similar case, Kanshi, son of Bhalu Ram had died in November 2004, but pension was released in his name till June this year.

Other kinds of irregularities had also come to light in which the same person was getting pension on two addresses or they were underage, whereas in some cases pension was being released in the name on non-existent persons.

The police has registered a case under Sections 420, 467, 468, 471 and 120 B of the IPC and started an inquiry. Police sources said that names of four employees of the Municipal Committee and two members of the Panchayat Samiti had come under scanner so far.

The sources said that pension records had been summoned. The preliminary inquiry had exposed that these cases could be the tip of the iceberg and the number of such cases could run into hundreds, informed the sources.

HC finds ex-Kaithal DC guilty of contempt

Mr Justice M.M. Kumar of the Punjab and Haryana High Court has held senior Haryana IAS officer Anurag Aggarwal and a former Block Development and Panchayat Officer (BDPO) prima facie guilty of committing contempt of court.

Mr Justice Kumar has issued notice to the two officers for September 26 so as to afford them the opportunity of hearing on the quantum of sentence.

The order was passed during hearing of a contempt petition moved by Mr Shamsher, seeking action against Mr Aggarwal, a former DC, Kaithal, and Mr Chand Ram Guhla, a former BDPO, Kaithal, under the contempt laws.

Following a complaint lodged by the petitioner, the then sarpanch of Gram Panchayat, Ferozepur, Kaithal, was suspended for allegedly misappropriating public money. A preliminary inquiry found her prima facie guilty, following which, on December 19, 2002, the then DC, Mr Aggarwal, placed her under suspension.

An appeal against her suspension was dismissed by the Financial Commissioner, following which she approached the High Court. However, her writ was dismissed as withdrawn on February 27, 2003.

Thereafter, the petitioner, Mr Shamsher, moved the High Court, alleging herein that BDPO Chand Ram was not conducting the inquiry properly. He also stated since the sarpanch’s son was a functionary of the then ruling party in Haryana, the INLD, pressure was being brought on to finish the case. Two MLAs were also impleaded as party to the writ for allegedly exerting pressure on the BDPO.

On August 5, 2003, a Division Bench disposed of the writ after the Senior Deputy Advocate General of Haryana made a statement in the court that the apprehensions of the petitioner were “wholly unfounded and all attempts will be made to conclude the inquiry expeditiously.”

However, it later transpired that just one day prior to the hearing, August 4, 2003, the Haryana Government had reinstated the sarpanch.

The petitioner then filed a contempt petition. In his reply to the show cause issued by the High Court, Mr Aggarwal stated that the High Court order had been complied with and the sarpanch was reinstated after following the due process of law.

On August 5, 2005, during hearing of the contempt plea, the High Court observed that prima facie there was “gross contempt”. Advocate Madan Pal, counsel for the petitioner, also alleged that the undertaking given by the Senior Deputy Advocate General was misleading and proved to be false.

In its latest order, the Bench has observed that no steps were taken by the respondents to purge the contempt. In fact, on the contrary, an effort has been made by them to justify their action by shifting the responsibility for the act on a mysterious and unknown official, who, they alleged, must have given wrong instructions to the law officer.

Hearing will resume on September 26.

Dabwali panel gets six months’ extension

The term of the Justice T.P. Garg Commission of Inquiry was extended by another six months. The Commission is to decide the quantum of compensation to be paid to the families of the victims and those injured in the devastating fire at the annual day function of DAV School, Dabwali, in December, 1995.

As many as 442 persons, most of them schoolchildren, lost their life in the fire and over 200 were injured.

The Commission, appointed by the High Court, is also looking into the causes of the fire. It will also decide if the compensation should be paid by the state government or shared by the school management, the state electricity board and the Rajive Marriage Palace, where the school function was in progress.

The decision to extend the tenure of the Commission was taken by the Division Bench of Chief Justice Mr Justice D.K. Jain and Mr Justice Hemant Gupta after considering the communication sent by Justice Garg, seeking more time to complete the task assigned to him.

In his communication, Justice Garg (retd) informed the Bench that the evidence of nearly 1,000 persons had been recorded so far and over 500 claims had been filed with the Commission.

The court had ordered the appointment of the Justice Garg Commission during hearing of a PIL filed by the Dabwali Fire Victims Association.

The Haryana Government has already paid Rs 1 lakh to each of the victims’ families, besides Rs 50,000 each to 28 persons who were considered by the medical experts to have suffered serious injuries.

The commission will now have to submit its final report by March 31, 2006.

Case dropped: The High Court on Monday dropped contempt of court proceedings against Mr Pratap Singh Chautala, a former MLA in Haryana and son of former Deputy Prime Minister late Devi Lal.

Contempt proceedings had been initiated against him for having failed to deposit Rs 10,000 as costs imposed on him for filing a frivolous petition. In his petition, which was dismissed by a Division Bench, Mr Chautala had sought a CBI probe into the assets of Haryana Pradesh Congress Committee president and former Chief Minister Bhajan Lal.

After he failed to deposit the money, contempt of court proceedings were initiated against him.

On Monday, the proceedings were dropped after his counsel informed the Bench of Mr Justice M.M. Kumar that he has deposited the amount.

Mr Chautala alleged that instead of providing a regime free of free, people had become fearful and the administration and the police had unleashed a reign of terror. The evident from the incidents of police brutality in Gurgaon and Rohtak and administrative inefficiency in Gohana, he added.

Mr Chautala also attacked Mr Bhupinder Singh Hooda for allegedly advancing nepotism in politics as he fielded his son Deepender from his traditional Lok Sabha seat.

BSP leader’s kin killed by priest’s sons

A brother-in-law of a BSP leader who lost election from the Jagadhri Assembly constituency was allegedly killed by three sons of a temple priest and two others on Saturday night. The body was recovered from a gutter yesterday.

Police sources said Rajiv, alias Raju (35), was killed due to dispute over land near a Kali temple here. On Saturday, Rajiv went to earmark places for kiosks in view of a fair in the temple on Sunday.

Three sons of temple priest Om Giri — Laxman Giri, Narayan Giri and Brahm Giri, reportedly asked Rajiv to come to their house. When Rajiv reached their house, he was attacked with an iron rod and he died, said police sources. The body was dumped into a gutter there.

When Rajiv, brother-in-law of BSP leader Rajiv Gutpa Kaku, did not return home, his family members started a search for him.

Yesterday, family members of the victim and others reportedly got hold of Laxman Giri and after persistent questioning, the latter told them about the murder.

On the complaint of Mr Jai Ram, driver of Mr Rajiv Kaku, a case under Sections 302 and 364 of IPC has been registered. DSP Sajan Singh informed that Laxman Giri had been arrested in the matter.

2 hotel owners held

The Baroda police has arrested three persons including two brothers, said to be owners of a hotel on the Gohana-Rohtak road near Rukhi village on the charge of selling diesel and petrol without permit and licence.

Giving this information, Mr Rajinder Singh Superintendent of Police told mediapersons here yesterday those arrested identified as Kuldeep and Randeep, alias Nanha, owners of Indian Hotel and Charan Singh of Alipur village in Gurgaon district. Charan Singh stated to be a relative of Kuldeep and Randeep hotel. The police, he said, had recovered 180 litres of diesel and 50 litres of petrol from the hotel premises which was kept without permit.

He said a case under the Essential Commodities Act had been registered. He said the police on a tip off sent a decoy to purchase two litres of diesel from the hotel. When he was given the diesel the police arrested the culprits.

According to the SP, the culprits, during the course of interrogation, told the police that they used to purchase the petrol and diesel from tanker drivers on cheaper rates and sell the same to other customers at higher rates.

The first delivery hut of the district began functioning at Bighar village near here, today.
The Deputy Commissioner, Mr O. P. Langayan inaugurated the hut. The SP, Mr Bhim Singh, Civil Surgeon, Dr A.S. Hooda, District Health Officer, Dr Naresh Goyal, and a large number of prominent persons of the area were present on the occasion.

The delivery huts are being set up throughout the state for providing safe delivery facilities to rural women under the National Rural Health Mission (NRHM). The State Rural Health Mission (SRHM), Haryana, headed by a Mission Director, is in the process of setting up 300 such huts throughout the state. The SRHM is to set up 12 such huts in Fatehabad district, one each at Bangaon, Dhanger, Bighar, Dulet, Jandli Khurd, Dariyapur, Chilewal, Sadhanwas, Aherwan, Pilchian, Jandwala and Bhirdana villages.

Speaking on the occasion, Mr Langayan said the delivery huts would provide safe delivery services to the community and this in turn would reduce the infant mortality rate. The state government, he said, had approved a sum of Rs 1 lakh per hut for the purchase of equipment and other articles.

Besides this, the government would provide Rs 35,000 per hut per year for the renovation and maintenance of these huts.

Man strangulates son to death

Mohinder Singh of Nauratta village, falling under Indri police station, has allegedly strangulated his two-year-old son Pradeep to death as he thought that his wife Urmila Devi has an immoral character and the child was born out of extra-marital relations.

While an FIR under section 302 of the IPC was registered against Mohinder Singh on the complaint of her wife today, he is still at large.

In her complaint, Urmila alleged that her husband strangulated their younger son Pradeep to death last evening when she had gone to the fields for bringing fodder.

Urmila stated in her complaint that her husband suspected that she had an immoral character and Pradeep had been born out of extra-marital relations. He had told her this in taunting way several times and threatened to eliminate the child, she added.

The complainant said they had estranged relations over the issue and several panchayats were also held to make them reach at some compromise. Following which, they started living together.

Meanwhile, Indri SHO Jagpal Singh along with other police personnel took the body of the child to General Hospital here for post-mortem.

The Delhi Police also apprehended Neeto and Rajiv, two accomplices of Jeeta and seized two pistols, 10 cartridges, a knife and looted cash and jewellery worth Rs two lakh from Jeeta and his accomplice Neeto. The police also impounded a motor cycle which Jeeta had stolen from a house in Sector 1 here on August 24.

Jeeta, committed a murder here on August 29 robbery on September 16. Dr C.S. Rao, SP, told reporters here last evening custody of Jeeta and his accomplices from Delhi Police to Rewari Police was being expedited.

He informed Jeeta was involved in 18 cases of murder, rape and looting here. Neeto too had complicity in over 12 cases of murder and looting, he added.

Selja to inaugurate HAU farm fair

The Union State Minister for Urban Employment and Poverty Alleviation (Independent charge), Ms Selja, will inaugurate the Haryana Agricultural University (HAU) Farm Darshan Mela on September 21.

The acting HAU Vice-Chancellor, Ms Asha Sharma, who is also the Haryana Financial Commissioner-cum-Principal Secretary, Agriculture, will preside over the inaugural function.

Disclosing this here today, the HAU Director of Extension Education, Dr R.K. Malik, said a large number of farmers from Haryana and the neighboring states would participate in this two-day annual event.

Lok adalat schedule

The Haryana State Legal Services Authority has directed all District Legal Services Authorities and Subdivisional Legal Services Committees of the state to draw up an action plan so as to ensure that all traffic challans and petty criminal cases are disposed of by October 31, 2005.

Disclosing this here today, the member-secretary of the authority, Mr Shekhar Dhawan, said that for this purpose, special lok adalats would be organised on every Saturday in all district and subdivisional courts of Haryana.

He said the next special lok adalats for petty criminal and traffic challan cases would be held at Faridabad and Palwal and general lok adalats at Kurukshetra, Rewari, Fatehabad, Tohana and Gohana on September 24.

6 fall sick after a home meal

Six members of a family including two children, taken ill after eating meals at their house at Kharkhauda town, 19 km from here, last night. According to a report, all the members of the family were rushed to the Community Health Centre for treatment at Kharkhauda town where the condition of two children was stated for be serious.
The members of the family are Amar Deep (13), Sachin (7), Shabnam )11), Geeta (9), Jagbir and his wife Kanta. It is stated that substandard quality of cheese was the main cause behind the incident.

6 bureaucrats promoted

The Haryana Government has promoted six IAS officers to the selection grade of Rs 15100-400-18300 with immediate effect.
The officers promoted are Mr Arun Kumar Gupta, Mr M.P. Bansal, Mr R.P. Bhardwaj, Mr Pushp Raj Singh, Mr Dharam Pal Singh Nagal and Mr Mohinder Kumar.

No rules flouted by former SP

Apropos of the news-item "SP flouting High Court directive" published in these columns on April 23, it has come to light that the then Superintendent of Police (SP), Karnal, Ms Bharti Arora, was legally permitted to use tinted glasses and red light on her official car. She had the necessary permission issued by the Haryana Government, which allowed her to put red light atop her official car.
The report was, therefore, incorrect. The publication of the news-item is regretted. -Editor
