Hisar, September 16 Mr Mulana, who was chairing a meeting of the public grievances committee, here today, was approached by Ms Monika Arora, daughter of Mr Deshraj of DC Colony, here. She alleged that Dr Dalal had demanded Rs 2,000 from her for issuing a disability certificate. The minister directed the Additional Deputy Commissioner, Mr Pankaj Aggarwal, to conduct an inquiry into the matter and submit his report at the next meeting. In another case, the minister ordered to suspend Radiographer Hukam Chand of the Civil Hospital, Adampur, who had allegedly charged Rs 100 from Mr Jagdish Jyani, but refused to issue a receipt for the amount. Mr Ram Prasad of Vinod Nagar complained that Dr Harinder Gambhir was practising on the basis of a fake certificate. Mr Mulana asked Mr Aggarwal to inquire into the matter. In yet another complaint, Mahender Singh, Junior Engineer of the Dakshin Haryana Bijli Vitran Nigam was chargesheeted for allegedly transferring a tubewell connection illegally. The action was taken on a compliant lodged by Mr Raj Kumar of Hansi. Mr Ishwar Singh of Dabra village, complained before the minister that due to some modifications made in water pipe by the irrigation officials, he was not getting enough water to irrigate his fields. On this, Mr Mulana directed the Superintending Engineers of Hisar and Bhiwani irrigation divisions to jointly inspect the Mirka Minor canal and submit the report at the next meeting of the committee. Meanwhile, the supply of ration to 10 depot holders was suspended and fine was imposed on four depot holders. This was stated by the Deputy Commissioner, Mr Arun Kumar Gupta, in an official statement issued here today. Mr Gupta said the work of preparing photo-identity cards of voters in the Narnaund, Hansi and Adampur areas of the district had commenced from September 15. |

Chandigarh, September 16 The team, headed by Dr Syeda Hameed, held a detailed discussion with officers of the state government to review the Annual Plans of 2004-05 and 2005-06. Mrs Meenakshi Datta Ghosh, Principal Adviser to the Planning Commission, was present. The Chief Secretary, Mr G. Madhwan, said compensation norms for accidental deaths should be revised. Similarly, compensation should also be given on the death of livestock due to any epidemic or natural calamity. Provision should also be made for granting compensation for damage to houses. The Financial Commissioner and Principal Secretary, Finance, Mr Bhaskar Chatterjee, said the definition of the calamity relief fund should be modified in order to pay compensation to the affected farmers whose crops were damaged by heavy rain, drought or duststorms. He also pleaded that the farmers who were forced to leave their fields unsown because of natural calamities, should also be compensated. He said the concessions in the setting up of industries being given to Baddi in Himachal Pradesh by the Central Government should also be extended to Haryana to check the shifting of industries from here. He said Haryana, despite being efficient in financial management, had not been given any incentive to move ahead. The Financial Commissioner and Principal Secretary, Irrigation, Mr Anil Razdan, stressed the need for the completion of the remaining portion of the SYL canal in Punjab territory and the construction of dams upstream of the Yamuna. He said these projects should be centrally financed. The Financial Commissioner and Principal Secretary, Power, Mr R.N. Prashar, said the NTPC should be asked to set up the second 432 MW gas-based power project in Faridabad. He said that due to the allocation of maximum power to the rural areas of the state, the Centre should give power to the state from the unallocated pool placed at its disposal. The Financial Commissioner and Principal Secretary, Health, Mrs Urvashi Gulati, said the state government was taking stringent measures to check the declining sex ratio in the state. The Financial Commissioner and Principal Secretary, PWD (B&R), Mr Dharamvir, demanded that the allocation for roads in the state should be enhanced as all heavy traffic going towards Delhi now passed through Haryana due to the orders of the apex court. The members of the Planning Commission said all points raised by the officers of the state government would be considered at the highest level. |

Ambala, September 16 He said the team visited a nursing home in B.C.Bazar, Ambala Cantt, where the doctor told the team that she had done an MTP on Kulwinder. The doctor admitted that she had charged Rs 800. Dr Chaudhary said the doctor in BC Bazar clinic stated that she was BAMS and she had admitted that procedure was done in labour room. The team sealed the products of conception instruments for doing MTP. The products of conception were to be sent for medico legal examination by pathologist at FSL, Madhuban (Karnal). He said as per the Haryana Government drive to check and curb the menace of female foeticide, a team of officers of the Health Department was constituted to perform inspection and scrutiny of record at hospitals, nursing homes etc. with in the jurisdiction of Ambala district. The team members included Dr Vinod Gupta, Dr Aprajita Ravi Sondh, Dr Veenu Arora and Mr Parminder Malik. The inspections were supervised by Dr Veena Chugh, Director, Malaria office of Director, General Health Services, Haryana, Panchkula. Dr Satvir Chaudhary said 60 ultrasound centres were registered in Ambala district. |
Police must be trained to tackle cyber crime
Chandigarh, September 16 The purpose of the seminar was to impart knowledge about various types of cyber crimes occurring in the world and the ways to prevent and investigate them. The seminar was attended by the senior police officers of Haryana, the Union Territory of Chandigarh and Central Forensic Science Lab. Dr George stressed the need for imparting training to the police force by simple methods to combat the menace of cyber crime. He stated that at present the police was generally not dealing with the cases of economic offences but the time was not far off when they would have to handle offences like cyber crime also. Mr N.K, Sarvade, Director, Cyber Crimes and Compliance, NASSCOM, said the use of technology was growing in all sectors of economy. The job of the police was to realise the magnitude of change and pro-actively equip itself to handle the crimes to be committed in future. He said that there was a need for setting up a Cyber crime police station at headquarters with adequately skilled staff, software and hardware and trained police officials. Mr Sanjeet Bal acquainted the police personnel about the functioning of basic business process outsourcing. Mr. Deepak Jacob of E-bay India said that in the next two to three years people in our country would be buying and selling goods and services online. Mr G.S. Bansal, Senior Technical Director and SIO, NIC, spoke on major IT initiatives taken by the State Government. |
Accused escapes from police custody
Karnal, September 16 According to the information, a two-member team of Gharaunda police consisting of an Assistant Sub Inspector (ASI) Mange Ram and Head Constable Ram Bhajan brought the accused Suresh Kumar of Lehrara village falling under Sonepat district to district courts to produce him before the Ilaqa Magistrate. The police sources further said that the policemen went to get photo copy some papers leaving behind the accused who was reportedly sitting on a bench outside the court. Taking benefit of the situation, he escaped. When contacted, Karnal SP Mr Sibas Kabiraj admitted negligence on the part of the policemen which led to escape of the accused. They would be suspended for their negligence, he added. He said he had given the two policemen four days’ time to rearrest the escapee. If they succeed in nabbing the fleeing accused, they would only be suspended otherwise a criminal case for intentionally allowing the accused to escape from their custody would also be lodged against them and they would be put behind bars. Meanwhile, the police sources said the accused had been arrested on August 16 this year in connection with a theft case. He was produced before Ilaqa Magistrate, who remanded him to police custody for some days. During the remand, he confessed to several other theft cases. The accused was on police remand till today. |
Murder case solved
Rewari, September 16 According to information Pramod Mandal, Shiv Nandan and Raju Mandal, all residents in Goda district of Jharkhand, were working at different tyre shops here. It is alleged that when the Tata Sumo, reached the Sonu police station area in Bihar, its driver Pooran Mal Yadav was done to death. His body was thrown at a deserted place. Now, the body of the deceased has been recovered and being brought here by the Rewari district police. When the accused, after throwing the driver’s body, moved into the Jharkahnd area, they were nabbed at a check-post by the Jharkhand Police, who then conveyed the information to the Rewari district police. Consequently,
the three accused, who had been on transit remand and brought here by the Rewari police, were yesterday produced in a local court, which remanded them in police custody till September 17. Meanwhile, Model Town police here, which had earlier on August 31, registered a case of abduction under Sections 365, 34 of the IPC against the three accused on the basis of a complaint lodged by the Sumo owner, Mr Shiv Kumar, converted it into a case of murder by adding Section 302. The Sumo, which had been impounded by the Jharkhand police, was also brought from Jharkahnd to Rewari by the Rewari. |
2 dead, 12 hurt in accident
Fatehabad, September 16 Three of the seriously injured persons have been referred to Hisar and Agroha, while 9 persons are getting treatment in the local General Hospital. The Deputy Commissioner, Mr O. P. Langyan, the SP, Mr Bhim Singh, MLA Mr Dura Ram, and Senior Congress leader Arvind Sharma visited the injured in the hospital. According an injured person, Subhash of Chinder village, about 15 persons were travelling in the jeep that was going towards Hisar at about 11.30 am. When the jeep crossed the old bus stand of the town, a jeep belonging to the DTO signalled it to stop. When the jeep did not stop at the signal, the DTO jeep allegedly chased them. The jeep driver, in his effort to escape being caught, sped up the jeep and in the process collided with the Maruti esteem car coming from the opposite direction. One person died on the spot while thirteen others were injured. The impact of the accident was such that upper body of the jeep flew off and the car was badly damaged. The occupants of the car had to be extricated from it. Nine of the injured have been identified as Subhash, Bharat, Suresh, Raghunath, Sunder, Surender, Kapil, Ram Chander and Rajesh. They belong to the nearby villages of Chinder, Baropal and Kharakheri. |

Chandigarh, September 16 On being requested by the CBI for extension of time, the Bench of Mr Justice Amar Dutt and Mrs Justice Kiran Anand Lall directed that the CBI report be finalised by December 19, the next date of hearing. Following high court orders, the CBI is probing three cases involving the dera. While one of the cases being investigated by the CBI pertains to murder of journalist Ram Chander Chattarpati in 2003, another relates to the alleged murder of dera follower Ranjeet Singh. Ranjeet’s father Joginder Singh had sent a letter to the high court, alleging that his son was killed after he tried to part ways with the dera. The third case pertains to the anonymous letter sent by an alleged female resident of the dera, who alleged that women residents of the dera were being sexually exploited. Following the receipt of the letter, the high court had ordered an investigation by the CBI in this case also. Today, one of the sadhvis residing at the dera submitted an affidavit in the court, claiming therein that all 129 sadhvis were ready to depose before the court that there had been no instances of their sexual exploitation. She claimed that despite telling the CBI about the same, the team investigating the matter continued to harass them, thereby causing them embarrassment. |

Polyclinic opens for ex-servicemen
Kurukshetra, September 16 The polyclinic, one of the seven polyclinics opened at the non-military stations i.e. Sonepat, Panipat, Kurukshetra, Yamunanagar, Kaithal, Narnaul and Fatehabad, has been opened with the aim of bringing the medical treatment at the doorsteps of ex-servicemen. Stating this to mediapersons, Col. C. P. Singh, Officer Incharge, ECHS Polyclinic here, said that under the ECHS, the pensioners of defence forces would be authorised to get medical treatment not only at service hospitals but also at those civil and private hospitals specially empanelled with this scheme. Medical care under the scheme covered diseases like cardio, renal, joint replacement, cancer and others. It will benefit a complete spectrum of ex-service pensioners settled in far-flung areas of the country through a network of 227 polyclinics. Besides covering the ex-servicemen, the scheme will cover family pensioners and widows, thus ensuring that medical care even in the absence or demise of the pensioner was ensured. Col Singh maintained that so far there was no comprehensive medicare scheme for retired armed forces pensioners, who, after a prolonged rigorous service in arduous environments, finally merged in the civil life. |
Six govt school teachers suspended
Yamunanagar, September 16 A female teacher of the school was also suspended for using the school’s toilet to cook mid-day meal. In an official release, it has been stated that the teachers were found consuming liquor on the school premises yesterday. Sources added that a large number of empty liquor bottles and glasses were found in a room of the school. The teachers who have been suspended are: Mr Ajmer Singh (Head Master), Mr Gurmeet Singh (PTI), Mr Jaswant Singh (art teacher) and Mr Kashmiri Lal (head teacher). The other two teachers who have been suspended are: Mr Pushpinder Singh (associated with Sarv Siksha Abhiyan) and Mr Prince Chopra (a JBT teacher posted at Salepur village). The peon of the school Jaswant Singh, who was also consuming alcohol on the school premises, has also been suspended. Meanwhile, Ms Vidyawati, a teacher in the school and in-charge of the mid-day meal scheme, was also suspended as the school’s toilet was being used as kitchen for preparing mid-day meal for students. |
Youth duped of Rs 15.5 lakh
Sonepat, September 16 According to police sources, complainant has stated that he wanted to get the visa for going to Canada and the USA and both father and the son had received Rs 15.5 lakh from him on the pretext that they would manage visa within five days and send same to him. Afther a week when he failed to get the visa, he went to Rohini and visited the house of Pishori Lal Aneja for the visa. But instead both father and the son threatened him with dire consequences if he demanded the money from them. |
