The police announced a reward of Rs 50,000 for information leading to the arrest of Sub-Inspector Ajaybir Singh, the main accused in the murder of a former CRPF personnel and owner of a dhaba, Mr Nand Kishore. The accused is a nephew of the former Director General of Police, Haryana, Mr Mahender Singh Malik.

Gang importing duplicate shoes from China busted

Delhi Police have unearthed a gang that was allegedly engaged in importing duplicate Adidas shoes and then distributing them in Delhi. The shoes were being imported from China, said the police officials in a press conference here.

The Kasna police claims to have solved a murder case in which a son was involved in the death of his father. Babu, the younger son of Sant Ram in Badauli village, had allegedly hired Shiv Kumar of Bulandshahr for committing the crime. According to reports, Sant Ram was killed as a result of a property dispute with his son. The hunt is on for the deceased’s son and the killer, the police said.

Jaundice appears to be spreading in the Mahanagar as over three dozen new cases of jaundice have been reported in the last about one week. Last year, 103 jaundice cases were reported during this period in Ghaziabad Mahanagar.

Delhi BJP President Dr Harsh Vardhan on Thursday upped the ante regarding the issue of inflated electricity bills due to fast-running meters by appealing to the citizens of the Capital to start a movement to get the money worth crores of rupees recovered from Discoms. Sheila Dikshit government should be prevented to play drama for testing the fast running meters by the Delhi Government and Delhi Electricity Regulatory Commission (DERC), he said.

Strike paralyses work in courts 
Clerk allegedly beaten up by judge

Work in courts across the Capital was seriously affected as judicial staff went on a flash strike today in protest against the beating up of a clerk allegedly by a judge in a Tis Hazari Court.

The Civil and Session Courts Staff Association alleged that a clerk in the copying section, Ashok Kumar, was beaten up by an Additional Sessions Judge last evening after he asked for money from a lawyer to get a certified copy of the order.

“Following a complaint by a lawyer, the judge called the clerk inside his chamber, slapped and kicked him and forced him to resign,” association vice-president Vijender Singh said.

However, sources in the judge’s office denied the allegations and said the clerk had resigned on his own after he was told that an FIR would be filed against him.

Staff in the Tis Hazari, Patiala House and Karkardooma courts decided to strike work today and tomorrow in protest against the incident causing inconvenience to thousands of litigants. Work in the subordinate courts across the Capital was paralysed today following the strike.

A large number of court staff from Patiala House and Karkardooma also converged at Tis Hazari and held a demonstration demanding action against the judge.

They alleged that Ashok Kumar was forced to resign and demanded that he be reinstated immediately.

A large contingent of policemen has been deployed in the Tis Hazari Court complex to prevent the situation from turning ugly.

Reward on head of former DGP’s nephew

The police announced a reward of Rs 50,000 for information leading to the arrest of Sub-Inspector Ajaybir Singh, the main accused in the murder of a former CRPF personnel and owner of a dhaba, Mr Nand Kishore. The accused is a nephew of the former Director General of Police, Haryana, Mr Mahender Singh Malik.

However, the view here is that the police is only trying to put up a “credible theatrics” of its sincerity to nab him.

The fact that 14 days have elapsed since the murder and that Mr Ajaybir Singh was allowed to go on leave after the murder has given rise to scepticism on the apparent sincerity of the police in this regard.

The reward announced today for helping the arrest Mr Ajaybir Singh also extends for helping the arrest of an accomplice in the murder, Mr Amardeep Singh.

Mr Ajaybir Singh, Mr Amardeep Singh and Parveen (who has already surrendered in a court at Jind, were named in the FIR in connection with the murder.

The police has sought a non-bailable arrest warrant from the court to arrest Mr Ajaybir Singh, who is presently posted at Nuh Police Lines.

Mr Singh is alleged to have visited the dhaba run by the deceased in his native village Lakuwas, about 25 kms from here, along with his two associates on September 2-3.

Mr Singh allegedly beat up an employee at the dhaba before killing Mr Nand Kishore with his service pistol. According to a brother of Mr Nand Kishore, on whose complaint the FIR was registered, Mr Singh and his two accomplices had a brawl with the deceased at the dhaba the night before the murder.

Significantly, while Lakuwas falls in Sohna police station under the jurisdiction of Gurgaon district police, Nuh Police Lines, where Mr Singh is presently posted, falls under the jurisdiction of the newly-created Mewat district police. Mr Singh sought formal leave from his district headquarters and proceeded on leave on September 3.

The feeling among the people is that the police was only “completing the formalities” of arrest as the accused is a nephew of the former Director General of Police.

Gang importing duplicate shoes from China busted

Delhi Police have unearthed a gang that was allegedly engaged in importing duplicate Adidas shoes and then distributing them in Delhi. The shoes were being imported from China, said the police officials in a press conference here.

The police have recovered more than 3,000 pairs of shoes worth Rs 80 lakh and arrested one person. The accused has been identified as Hari Datt Pandey. He was running this racket from a shop in the basement of 2661, Gali No. 3, Bidan Pura, Karol Bagh.

Police said that the accused was a resident of Nepal and was running his trading company in the name of M/s Rambha Trading Pvt. Ltd. He made stockists, distributors and sales agent in different parts of the country, including Haryana, Punjab, Uttranchal, Himachal Pradesh and UP.

The accused sold those shoes for Rs 800 to Rs 1,200 per pair to the stockists which were subsequently made available to the customers for price ranging between Rs 2,000 and Rs 3,500 per pair depending on the type of the shoe. By this he was earning Rs 12 to 24 lakh per container.

Wanted contract killer arrested

Delhi Police have arrested one Gajraj Singh, alias Gajje, who was wanted in several bank robberies and contract killings. He was wanted in Delhi and Haryana and had a reward of Rs 10,000 for his arrest.

The police arrested the accused from Sonia Vihar, Northeast district where he came to meet someone whose name was yet to be disclosed.

The accused, a resident of Baghpat, UP, was spotted near Sonia Vihar.

He was coming on his motorcycle bearing Haryana registration number.

As he was signalled to stop the motorcycle, he tried to escape. The police chased him in Gypsy and intercepted him by blocking his way. In this process, he fell down and whipped out his pistol and fired a shot at the police party.

The bullet hit the bulletproof jacket of a policeman. However, the police overpowered him immediately.

A countrymade pistol of .32 bore has been recovered from his possession.

Police further said that the accused committed a robbery in 1997.

He was arrested thereafter and sent to Tihar Jail where he allegedly killed two youths Abodh and Anurag.

In 2003, he was released from jail and then he along with his accomplice Jaggu Pahalwan committed a contract killing of Daleep Surtani, a real estate agent and owner of a hotel.

Man held for rape in Safdarjung Hospital

The police today claimed to have arrested a man, named in more than two dozen criminal cases, for Wednesday’s rape of a married woman in a Safdarjung Hospital toilet.

Sanjay, alias Sonu, was picked up yesterday while he was loitering around the hospital, DCP (South West) Ravindra Yadav told a news conference here today.

Police searched Sanjay, 25, and found a knife from his possession, Mr Yadav said. He was later produced before a magistrate and remanded in police custody for two days.

Later, the 30-year-old rape victim also identified Sanjay as her attacker, the
DCP added.

Sanjay, who is also accused of duping patients by posing as hospital staff, is charged with robbery and rape in connection with Wednesday’s incident.

The suspect’s arrest came after the police drew his portrait based on the description given by the victim and quizzed some 500 employees of Safdarjung Hospital.

He allegedly robbed his victim at knife-point in a hospital toilet, raped her and fled.

Coming close on the heels of several rape incidents in the Capital, this particular episode had sent shockwaves throughout the city.

Torrential rains throw normal life out of gear

Normal life in the Capital was affected today as torrential rains lashed the city since early morning, causing waterlogging and traffic snarls in several parts of the city.
Strong winds accompanying the heavy rain also took a toll on the city’s greenery. A large number of trees were uprooted and branches of many others snapped by the strong surface winds.

The revived monsoon current in the city got a further boost from a depression near Agra in neighbouring Uttar Pradesh. Strong winds had set in since last evening and by early hours, they had brought moderate to heavy rains.

According to the weather office, the city had received on an average over two cm rains by 8.30 am.

The monsoon which had disappeared during the entire month of August made a reappearance last week much to the relief of the citizens who were sweltering under extreme heat and humidity.

Nearly four hours of rains today exposed the city’s vulnerability to waterlogging. Water collected on the roads in many areas, including those in the VVIP category like Lodhi Road, Shantipath where the major embassies are situated, and a fair part of Lutyens’ Delhi, creating problems for motorists and pedestrians alike.

The Met office said the weather conditions were likely to prevail for the next 24 to 48 hours.

It is time for lessons in administration for the heads of higher education institutes who are either teachers or those who have risen from the clerical cadre.
The University Grants Commission (UGC) has proposed a short-term training for these heads to ensure that they take a professional approach towards administration.

Taking note of the fact the despite the National Policy of Education 1986 and Programme of Action 1992 having highlighted the importance of training and development of academic administrators, no organised efforts have been made in this direction so far, the UGC has laid down the guidelines for the purpose. Administrators in universities and colleges throughout the country will be trained based on these guidelines in a structured manner.

“It was observed that some of these heads who are basically from an academic background or have been promoted from the clerical cadre need to be empowered to face modern-day administrative challenges and help them build their capacity through structural training and development programmes,” a senior UGC official said.

The duration of the programme, ‘Training and Development of Academic Administrators in Higher Education’ will range from three days to two weeks. The training aims to help stakeholder accomplishing administrative decisions, which in turn will help them, “play a meaningful role in the socio-economic development of the region”.

It was put forth that the Institutes of Higher Education are becoming key stakeholders in development of their respective regions and are no more insulated from the socio-economic environment where they exist.

It was pointed out that “the scheme will help build capacity of the existing and prospective academic administrators to enable them to discharge their functions in a more professional manner”.

“Through structured activities to be planned and taken up under this scheme, the administrators will be made aware of the changing realties of their internal and external environment. Their competence shall be built by imparting them generic and specific skills and through their attitude transformation,” the UGC officials said.

The training scheme is also expected to help create a system of accountability through outcome-focused monitoring.

12-hr power cuts in Noida

Most sectors of Noida have been experiencing unprecedented power cuts ranging from eight hours to 12 hours a day since the past three days. The condition in Ghaziabad and other smaller towns is equally bad. The intermittent drizzle has added to people’s problems.

No senior UPPC officer is available for comments. All that one learns is that “there is a fault in the line.”

In Noida’s Sectors 47, 27, 26 and 20 there is hardly any power supply. The latest fault in power supply has adversely affected the water supply also. Deputy GM Rajesh Kumar had said yesterday that some work was in progress and by evening the power supply would be restored. But it did not happen that way.

The presidents of resident welfare associations of these sectors say that since the past 45 days or so indiscriminate power cuts have made residents’ life miserable.

According to SDO S. P. Singh, one tree had fallen on a power line so power was shut down in Sector 18 for trimming some tree branches. A dispute between the Noida Authority Horticulture Department’s staff and UPPC employees about trimming the tree branches had held up the power supply.

Whatever the cause, the power supply position is telling on the nerves of the people in this part of western UP.

19 held for violence at golf course

The Kasna police have arrested 19 persons for violence at J.P. Greens Golf Course yesterday in which one security guard was shot dead and as many as 20 persons were wounded, including three seriously.

On the basis of FIRs lodged by both the sides, the workers and the management of JP Green golf course, 15 workers and four security guards of J.P. Greens have been arrested.

There was a clash between protesting workers, who were thrown out of employment by JP Greens, and securitymen of the golf course which resulted in damage to the office and death and injury to workers and security guards. Certain outsiders had come along with the workers carrying lathis and petrol bottles.

Meanwhile, the “failure” of the police to prevent the violence in Greater Noida JP Green Golf Course, in which a security officer was killed and 20 others injured, has been criticised by the residents here. Even as the police were informed about the ongoing development, “it failed to prevent the violence”, said a witness present at the spot.

According to sources, “the requisite police force could not be sent as there was a dharna regarding land compensation at the office of the Greater Noida authority”.

The management of the golf course had also informed the Kasna police station about the mob getting out of control.

However, according to sources, the police reached the spot only when the agitating workers had already staged a dharna with the injured workers at the gate. As such, the timely intervention of the police could have averted the clash, which resulted in one death.

Ex-Fiji PM supports India’s role in SE Asia

The former Prime Minister of Fiji, Mr Mahender Chaudhri, praised India’s role in world affairs. “India is a world power playing a commendable role in bridging the gap between the developed and the underdeveloped countries”. Mr Chaudhri was in Noida to inaugurate a tele-medicine centre in Sector-1 on Thursday.

He welcomed India’s active role in South East Asia, particularly its economic profile in the arena of economic development. However, he wanted India to play a pro-active role in improving the economic conditions of countries in the area.

Even as the former Prime Minister of Fiji saw India as a democracy which valued human rights, he said India was fast becoming the world’s front-ranking nation in the field of information technology, agriculture, education and industrial techniques. India has emerged as the unchallenged leader in software technology, he said.

India and China have reduced the influence and impact of western countries in Asia, Mr Mahender Chaudhri added.

Son involved in father’s murder

The Kasna police claims to have solved a murder case in which a son was involved in the death of his father. Babu, the younger son of Sant Ram in Badauli village, had allegedly hired Shiv Kumar of Bulandshahr for committing the crime. According to reports, Sant Ram was killed as a result of a property dispute with his son. The hunt is on for the deceased’s son and the killer, the police said.

One of his associates, Shiv Kumar, was arrested and during interrogation he confessed his role in the crime on August 16. He confessed that a contract of Rs one lakh had been given to one Ravinder, who shot Sant Ram while he was asleep.

The elder son of Sant Ram, Attar Singh, had lodged a report in this regard. The police suspected the role of Babu after he disappeared with his wife after the murder of his father.

The police are on the lookout for Babu and Ravinder. Shiv Kumar has been sent to jail.

Ghaziabad govt hospital gets 35 jaundice patients

Jaundice appears to be spreading in the Mahanagar as over three dozen new cases of jaundice have been reported in the last about one week. Last year, 103 jaundice cases were reported during this period in Ghaziabad Mahanagar.

According to doctors in the district hospital, polluted water is the cause of this disease. They have advised people to drink only boiled water. The pathology department in the government hospital has sent reports of 35 new jaundice cases to the higher authorities.

Last month also, the pathology department had sent a report of 103 jaundice cases, while the number of jaundice patients in private nursing homes is in addition to this figure.

Dr Anil Varma feels the main cause of increase in the number of jaundice patients is supply of polluted drinking water in the Mahanagar.

During the monsoon, sewer and drain water contaminates drinking water because potable water pipes run along the drains and sewer lines. There is always the chance of drain water getting mixed with drinking water as the two kinds of pipes are usually rusted and leaking at a number of places.

He added that private power companies were not trustworthy; internationally-reputed companies should be called to test the meters.

During the last three years the private power companies have wrongly earned crores of rupees from consumers through the fast running meters, he said.

“The Chief Minister, Ms Sheila Dikshit, Power Minister Haroon Yusuf and DERC had made wrong promises that the government would earn more revenue through installing better electronic meters. All the meters were reported to be defective. The government was fleecing money from the Delhiites. All their claims have been proved wrong by their own MP Ajay Maken,” he said.

“In the beginning, they claimed that electronic meters were technically fit for showing correct reading. Now they are getting it tested, which shows that they were not aware of technicality of the meters. The testing of meters being done by committees functioning under the leadership of SDMs is not proper as they are not experts. Testing meters is such a complicated job that even Weights and Measures department had refused to do undertake this task,” Dr Harsh Vardhan claimed.

Vigilance raids at transport office

The Haryana State Vigilance Bureau today conducted raids at several places in the city leading to arrests of eight person, allegedly involved in registration racket at the Gurgaon Transport Office.

The arrested persons had developed nexus with the District Transport Office, according to official sources. A number of registrations were managed on fake documents.

It may be recalled that the similar raids were conducted on the office of District Transport Office in the month of May in which some employees were found guilty of irregularities.

People have been advised to take a different route to avoid any inconvenience.

Shiv Sena sets up onion stall: Shiv Sena activists opened up a vegetable store selling onions at lower prices here as they fired a stinging broadside at Delhi’s Congress government for price rises and alleged administrative corruption. Delhi Shiv Sena chief Jaibhagwan Goel, who inaugurated the onion store at Shahadra on Thursday, said his party would set up more such shops across the Capital to sell onions at Rs 11 per kilo.

He accused the Sheila Dikshit government of a pro-industry bias, saying it has pushed the general public in the Capital to the losing end.

Dialysis services at Bal Chikitsalya: Delhi Health Minister Dr Yoganand Shastri today inaugurated Paediatric Medical Emergency and Dialysis Services at Chacha Nehru Bal Chikitsalya (CNBC) at Geeta Colony. Speaking on the occasion, Dr Shastri said that CNBC was the first Delhi Government hospital that is entirely dedicated to the treatment of children up to the age of 12 years.

He said the emergency ward would initially work with 50 beds and the government has planned to add another 75 beds in next six months. The hospital is spread in the area of 1.6 hectare.—TNS
