Gurgaon Commissioner takes stock of law and order
Gurgaon, September 12 A joint meeting of the Deputy Commissioners and police chiefs of the districts, Gurgaon, Faridabad, Rewari, Mahendragarh (Narnaul) and Mewat, was presided here today by the Commissioner, Gurgaon division, Mr Avtar Singh. The Inspector-General of Police, Gurgaon Range, Mrs Deepa Mehta, also accompanied the Commissioner at the meeting. Significantly, the high-level meeting was held under the shadows of the recent labour unrest in Gurgaon which ended in bloody violence and the Gohana incident in which houses of Dalits were burnt. A section within the Congress alleges political opponents of Chief Minister Bhupinder Singh Hooda had stoked up anti-social elements with a political agenda. According to many, although the genesis and causative factor of the violence on both the occasions are debatable and a matter of judicial probe (Gurgaon incident) and the CBI investigation (Gohana
incident), what is clear is the dismal failure of the district authorities, both civil and police, to deal with the situations in the two districts. According to Mr Avtar Singh, the meeting was held to take stock of the law and order situation and prepare a blueprint of the administrative action to deal with the challenges thrown by anti-social elements. The focus was on the coming months which would generally be marked by festivals and social activities. According to sources, the top officers, both civil and police, were strongly in favour of sharpening the administrative focus on pro-active and preventive measures as well as lace their outlook with a priori approach to deal with the law and order situation. This was the only way the administration could be one up on the “criminals” and possible “agents provocateurs”. Mrs Deepa Mehta, in response to a question during a media briefing on today’s meeting, in company with Mr Avtar Singh, averred that “anticipation mechanism” on the part of the police was the thrust area. Against this background, she disclosed that there was a proposal to provide a water cannon set to each of the districts of Rewari and Faridabad. Gurgaon already has one. Besides, there is a proposal to set up more police stations and police posts. Going into the details of the meeting, Mr Avtar Singh said the meeting was held with clear characteristics of each of the districts in this division in mind. According to him, Gurgaon and Faridabad had common characteristics. They are close to Delhi, both are industrial cities and have urban and floating population. Rewari district is also emerging as an industrial belt and the district of Mewat was sensitive. In response to a question, he said he had directed taking prompt action to deal with situations, and those failing to match up would be made accountable. |

New Delhi, September 12 Praveen, against whom a non-bailable warrant was pending, and Prince gave themselves up before Special Judge Pratibha Rani who handed them over to the CBI for four days after the agency sought time for their “intensive interrogation”. The court had on September 1 rejected Praveen’s anticipatory bail application saying his release “at this stage would amount to interference in the probe”. CBI alleges that it was Praveen and Prince who provided the SIM cards to 21 students to whom other accused sent answers through SMS during the Common Entrance Test in May this year for admissions to the Delhi College of Engineering. Their alleged role was revealed during the interrogation of the students
who had indulged in malpractices. After a complaint from DU Registrar and subsequent probe, CBI booked Pankaj Dahiya and other accused under section 120 B (criminal conspiracy), 420 (cheating) of IPC and Prevention of Corruption Act for helping the students in lieu of Rs 4 lakh per candidate. |
Another land scam surfaces
Ghaziabad, September 12 The naib tehsildar has filed a report against 12 outsiders, including a Joint Commissioner of Delhi police in connection with the fraudulent transfer of the land to outsiders, it is learnt The accused in this case include the then revenue official, Uttam Kumar, Delhi residents V.S. Rana and a manager of the Sanatan Dharam Trust, and some other influential people. Action on this land scam was taken by the accused without any documents in the revenue records A DSP has been assigned to probe the scam. Apart from a Joint Commissioner of Delhi police, a number of other Delhi police cops are also involved in this scam. All these accused had tampered with the revenue records for getting the titles of the land transferred to their name. The accused had formed a trust and the land was transferred to them in 1999-2000 in a fraudulent and illegal way. Apart from these 25 acres, the accused had reportedly usurped another 56 hectares of Gram Samaj land illegally, the SDM, Garh, said. According to the DSP, many government officials are likely to face the music in connection with this scam because they had conspired and the whole process of transferring the land and issuing titles was done illegally by them. The then SDM had ordered an inquiry but due to his transfer the inquiry was assigned to the cold store by the people involved in it. It is learnt that land sharks had been eying thousands of acres of Gram Samaj land in Garh Khadar. Hundreds of acres of this land has already been got allotted illegally, the local people say. |
Faridabad ESI hospitals faced with shortage of specialist doctors
Faridabad, September 12 It is learnt that though the ESI department had spent crores of rupees on creating new infrastructures, including new buildings and high-tech medical equipment, they were lying “useless due to gross negligence and mismanagement”. The acute shortage of specialist doctors and paramedical staff was raised in the meeting of the regional board of the ESI, chaired by the Finance and Labour Minister, Mr Birender Singh, here on Saturday. Promising to take steps to rectify the situation, he directed the authorities to ensure that the Board meeting was held at least once every three months. Incidentally, this was the first meeting of the Board after the Congress party formed the government in March 2005. Despite spending crores of rupees each year, the facilities at the ESI have not been satisfactory. Beside the shortage of necessary medicines, the hospitals and the dispensaries run by the department are faced with acute shortage of doctors and other paramedical staff. It may be recalled that there are at least five ESI hospitals and 70 dispensaries in the state at present. While admitting the shortcomings in the functioning of ESI hospitals here, the Minister alleged that the previous governments had ignored this department. It was also pointed out that the working and management of the ESI hospitals had been adversely affected as the department has been divided between the Health and Labour departments. |
Rainfall brings cheer to Delhiites
New Delhi, September 12 The weather office said the current rainy spell will last for two to three days more. The rains were being caused by the combined effect of two systems, a low pressure over Orissa coast and Gujarat, India Meteorological Department (IMD) officials said pointing out that monsoon has revived over the whole of north India. The city today received six mm rain. Friday’s showers had ended a month-long rainless, hot and humid spell in the Capital. The date of monsoon withdrawal from the Capital is September 21. The Capital received 22.2 cm rain less than its usual quota of about 65 cm rain so far, IMD officials said. However, by the time monsoon withdraws, the gap may be filled up to some extent if the current does not weaken soon. Monsoon had arrived in the Capital this year two days ahead of its time, but after giving good rains in July, it had waned, with the preceding month going almost totally dry. |
Dengue cases mount to 92 in Delhi, NCR
New Delhi, September 12 It was announced by the MCD that water in coolers should be changed every week. But during raids conducted at several places in the area, the officials found mosquitogenic conditions in several houses. The department is taking strict action against the house owners who do not take preventive measures, an MCD spokesman said. |
Two more dengue patients arrive in hospital
Noida, September 12 Mamura resident Sujit Jha has been admitted to a private hospital in Sector 11 where his platelet count in blood was found to be very low. A woman patient, suffering from dengue, and from Ghaziabad, was also admitted to this hospital on Saturday. Certain more dengue patients are being treated in some other city hospitals. But these have not been confirmed by the CMO. While no precautionary steps have been taken to stem dengue in the area, the Noida authority has taken a lukewarm attitude about taking precautionary steps like fogging or spraying anti-mosquito insecticides. It has failed to distribute pamphlets, leaflets or even make an announcement on the public address system. According to Dr Saibal Chakraverti of Metro Hospital, haemorrhagic dengue is of the most fatal category. If a child is suffering from dengue, IV fluid should be given to him. Patients in the first and second stage should be given as much fluid as during diarrhoea, he added. |
Employees to protest withdrawal of ex-gratia job scheme
Faridabad, September 12 It has also decided to participate in the proposed nationwide strike called by the various central trade unions against the economic policies of the Union Government. The decision to withdraw this facility to the dependents of the employees killed during duty “was an attack on the rights of the employees”, said a spokesperson of the SKS. Criticising the move of the state government, he demanded that the government should reintroduce the ex-gratia policy in the larger interests of the employees and their families. He also added that the Sangh had formed several teams to mobilise support among the people on this matter. He accused the government of going back on the promises made to the employees during the last elections, forcing them to resort to agitation. The Sangh also announced its decision to hold the eighth biennial state representatives conference of the SKS at Yamunanagar on September 17 and 18. Elections of the new body of the SKS would also be held at the meeting. |

5-day helpline to answer queries of cancer patients
New Delhi, September 12 Jyotsna Govil, honorary joint secretary of Indian Cancer Society, said that the helpline is manned by cancer survivors who can answer questions on the treatment facilities and counsel the patients and their family members on how to cope with stress. “So far, we have received 70 to 80 calls. Most callers wanted to know about the side-effects of treatment. We also assure the callers that cancer does not mean the end of the world,” Govil explained. The helpline can be reached by calling up the MTNL numbers 24311010 and 98682168588 any time between 9 am and 5 pm from Monday to Friday. At present, the society does not have the wherewithal to offer a 24-hour helpline, but it hopes to manage a helpline round-the-clock. Then helpline is expected to be a great help to outstation patients who come to Delhi for treatment. Quoting the figures of Indian Council of Medical Research Cancer Registry, Govil said that 8 lakh new cases of cancer are reported every year in India. Govil is thankful to MTNL for sparing two telephones, but wants the government to take cancer more seriously. “We do what we can but how is it that cancer is always a blind spot in the health consciousness of this country,” she asked. Fake SC/ST cases to be tried in special courts
New Delhi, September 12 A Delhi Cabinet meeting, chaired by Chief Minister Sheila Dikhsit, today decided that two courts at the Tis Hazari court complex be demarcated for trial of cases that have to do with bogus SC/ST certificates. “These two courts will try only such cases that deal with use of fake SC/ST certificates for securing admission in an educational institution or for getting a job,” Development Minister Rajkumar Chauhan told reporters. At present, there are 1500 cases of usage of bogus SC/ST certificates, he said. |
Criminal case against Delhi police officer
Ghaziabad, September 12 Narendra Singh had allegedly bought the land in Soghar village here from one Sumer Singh on May 30, 2000 fraudulently, Additional District Magistrate S P Tiwari said. Tiwari said he conducted an investigation and found that the land, on which Narendra Singh had built a farmhouse, was a government land which was sold and registered using bogus documents. The case was registered against Singh and 15 others under various sections
of IPC. Delhi Joint Commissioner of Police Narendra Singh Rana, however, pleaded innocence in the matter. He said he was not involved in any wrong-doing and hoped that the probe would be fair. He the Uttar Pradesh authorities were “within their rights to order an inquiry” though he was innocent. “If they are acting in good faith, it is fine, but let’s hope it is not for ulterior motives,” he said. According to an FIR filed in Garhmuktashwar, Rana had allegedly bought the land in Soghar village from one Sumer Singh on May 30, 2000 fraudulently. Four held with stolen sanitary goods worth Rs 7 lakh
Noida, September 12 All accused had connived to sell the goods for Rs 7 lakh elsewhere. The stolen goods have been recovered. Police Circle Officer Uday Shankar Singh said Kamal Bansal, owner of Kamal Sanitary Store in Sector 9, had lodged a report in the Sector 20 police station that sanitary goods and paints worth lakhs had been stolen from his godown. The SO, Sector 49 police, Mr Kamal Singh Yadav, learnt through an informer that C.K, Sanitary Stores in Barola had bought some stolen goods. Gautam, who was detained for interrogation, blurted out the truth. On his statement, the police arrested security guard Dashrath, godown in-charge Afzal Khan, and rickshaw puller Satinder for the theft and consequent sale of stolen goods. |
Five held for stealing DJB iron pipes
New Delhi, September 12 The accused were identified as Raju, alias Lakshim Narain (26), resident of Das Ghara, Rajesh Dass (28), Manoj Kumar (22), Sunil (25) and Ram Chander (45). Acting on a complaint that some persons were involved in stealing iron pipes of Delhi Jal Board in the jungle area alongside Ridge Road, Inderpuri, the police constituted a special team and nabbed the suspects. In another case, the Economic Offences Wing of the Crime Branch today claimed to have arrested two persons for their involvement in manufacturing spurious biscuits of reputed brands like Munchee, Glucose Gold and English Marie. The sleuths also recovered a huge quantity of spurious biscuits, packaging materials, including pamphlets, printed rolls worth Rs 1.25 crore from their possession. The accused were identified as Pankaj Aggarwal, resident of Patiala and Chander Mohan, resident of Delhi. Efforts were being made to nab their associate identified as one Mineka Prasantha Wickramasingha, resident of Colombo. |
