Rohtak poll: CM’s bid to display party unity
Chandigarh, September 12 The meeting is being seen as an attempt by Mr Hooda to give the message of unity in the party before the byelection in Rohtak. It is also an effort to formally enlist the support of all MLAs and ministers for the Congress candidate, Mr Deepender Hooda, who also happens to be the only son of the Chief Minister. “He is the Congress candidate from Rohtak. The Congress President, Ms Sonia Gandhi, has given him the party ticket. It is not that I am interested in his victory because Deepender is my son”, Mr Hooda said while responding to a question asked by a reporter. The meeting was attended also by the nine Independent legislators aligned with the government. However, the HPCC chief, Mr Bhajan Lal, and the Finance Minister, Mr Birender Singh, were absent. Mr Chander Mohan, Deputy Chief Minister, and elder of the two sons of Mr Bhajan Lal, was present at the meeting. The HPCC chief had gone out of town on some engagement, the organisers of the meeting said. It was, however, learnt that Mr Venod Sharma, Excise and Taxation Minister and confidant of Mr Hooda, raised at the meeting the issue of Mr Bhajan Lal’s absence and said its date was fixed after consulting the HPCC president. Asked why Mr Birender Singh did not turn up at the meeting, Mr Hooda said the Finance Minister was away in Delhi in connection with some work in the US Embassy. Mr Randeep Singh Surjewala, Transport Minister and working president of the HPCC, said a meeting of the party’s state executive would be held in Rohtak to lend support to the Congress candidate. He said the result of the byelection would reflect what people felt about the performance of the six-month-old Congress government in the state. All Congress MLAs and ministers who attended the meeting were assigned different assembly segments of the Rohtak parliamentary constituency for campaigning. Mr Hooda asked the legislators to confine themselves to giving befitting replies to any criticism of the government by the rival parties. The meeting was also attended by three out of the eight Congress Lok Sabha members from Haryana. The MPs are Mr Atma Singh Gill, Mr Arvind Sharma and Mr Jai Parkash. |
Gohana incidents: CBI seizes record
Sonepat, September 12 According to informed sources, the officials, who are camping in Canal Rest House, also summoned some Dalits and inquired from them about the violence and arson in their basti, and the names of those persons involved in the incidents. The Balmikis are reported to have confirmed the names of the son and brother of Mr Kishan Singh Sangwan, MP and national vice-president of the BJP, and others named in the FIR registered with the police. According to another report, Mr N.C. Wadhwa, Commissioner, Rohtak Division, and Ms Neerja Raj Shekhar, Deputy Commissioner, visited Balmiki Basti at Gohana, 35 km from here, last evening and inspected the construction and repair work of the houses of Dalits. |

CM for fair probe into Panchkula violence
Chandigarh, September 12 Mr Hooda was responding to queries from reporters here regarding a statement reportedly made by the Deputy Chief Minister, Mr Chander Mohan, alleging that Mr Hooda had not taken his Cabinet colleagues into confidence while entrusting the Panchkula probe to the central agency. Mr Hooda had announced that the investigation into the Gohana torching incident as well as the murder of the Jat youth at Gohana would be conducted by the CBI. No announcement was, however, made about handing over to the CBI the probe into the Panchkula incident as well. It came to be known only at a later stage that the Panchkula violence, too, would be looked into by the CBI. Mr Hooda said he had received information that many outsiders had sneaked into Panchkula on the day of the Haryana bandh call given by a Dalit panchayat and had indulged in arson there. On whether the government was considering giving compensation to the family of Baljeet Siwach, whose murder had led to the torching of houses of Dalits at Gohana, Mr Hooda replied that he had earlier said that he felt sad for the family. |

One more held in ‘supari’ case of Bhajan
Kaithal, September 12 According to the interrogation of the two already arrested persons, Balwan Singh and Roshan Lal, their contacts have been established with the Damdami Taksal of Punjab. All the three were produced in the court of Ms Bimlesh Tanwar, ACJM, here today, who remanded them in two days’ police custody. Though local police officers refused to divulge any information about the progress in the case, but it is reliably learnt that some senior officers from the Intelligence Bureau, Chandigarh, visited the town yesterday and interrogated the arrested persons. A senior police officer from Punjab was also here today to get details about the background of the activities of them and to know about the threat perception to the life of Mr Bhajan Lal and Baba Bhaniarawala. According to police sources, Surjit, who is brother of Amarjit Singh, wanted by the police, told the police that Amarjit Singh is at present living in Amritsar. Another accused Balwan Singh, arrested two days ago, is reported to have confessed during the police interrogation that a diary in which he has the telephone numbers of persons who were in his contact to execute the killings is in the room of Bhai Mahal Singh, who is living at a religious place in Amritsar. Similarly another accused Roshan Lal, a resident of Kithana in Kaithal district, has confessed during an interrogation that he also has the addresses of some persons who are their accomplices and the diary is at present with one Dinesh at Saharanpur. |
Haryana seeks Rs 28 lakh for wildlife census
Panchkula, September 12 Officials in the Forest Department informed TNS that a meeting of state wildlife officials was held with officials of the ministry and the Wildlife Institute of India recently. The meeting was held to work out a schedule for training wildlife staff in the state, so that they could further train the junior staff to carry out the census. The Wildlife Institute of India will train the core group of wildlife officials from Haryana in December this year. Aided by the wildlife Institute, the census of wild animals in all major forest belts of the state will be carried out. This wildlife census will provide a base for environmentalists and forest officials to have estimates of wildlife population in the state. The money sought from the Ministry of Environment and Forests will be used for buying two pick-up vans for the census staff, a global positioning system, binoculars, cameras and other infrastructure to be used by the census staff, including tented accommodation for their stay when the 10-day census is on. The census work, inform officials, will be carried out in over 950 sq km forest area, including the Kalesar Wildlife Sanctuary and its surrounding areas like Kalsia Forest in Yamunanagar, Morni, Bir Shikargah and the Raipur Rani area in Panchkula and Aravali forest belt in Gurgaon and Mahendragarh. It may be noted that census of wildlife in Haryana was done in 2002, and again in 2003-04. However, both the census reports have not been published. The census of wildlife conducted in 2002 was accepted by the department, except for the census of leopards and other wild cats. The pugmark traces of these big cats collected on plaster moulds were not accepted by the Wildlife Institute of India, “because these traces were not visible”. This census estimates put the number of sambars at about 740, barking deers at 1031, wild boars at about 2300, gorals around 2850, chitals at 54; 311 chinkaras and about 250 langoors. This census also put the blue bull population at 38,000, which was considered to be on a higher scale. A census was ordered again in 2003-04. After the census counting was complete, the compilation of census data could not be carried out because of frequent changes in officers assigned to do the task. The census to be carried out now will identify leopards, sambhars, chitals, barking dogs, black deer, blue bulls and chinkaras. This census will also include a count of the actual blue bull population in the state, which has become a cause of concern for the environmentalists as the sightings of this antelope has been declining. |

commit suicide
Jagadhri, September 12 As per police sources, Rekha (27) and her husband, Ravinder Saini (29), ended their lives by consuming some poisonous substance. The bodies were noticed by their small children last evening. Post-mortem examinations on the bodies were performed today. The neighbour, Phool Chand, and his sister-in-law,
Malti, have been booked under Section 306 of the IPC. The police sources said that about three months ago Rekha, who works in a private school, had given Rs 1,400 to Phool Chand to buy a pair of ear-rings. Phool Chand bought the ear-rings for Rs 4,300. Rekha refused to accept the ear-rings and said that she would collect it when she would save the balance money. However, Phool Chand asked her to pay the balance money later. The two kept discussing the ear-ring thing for quite some time and soon they started communicating through “encrypted” letters. The two had promised to destroy the letters after reading. Rekha kept her part of promise but Phool Chand started preserving the letters. Malti reportedly helped Phool Chand in establishing friendly relations between Rekha and Phool Chand. The sources said later Phool Chand started pressuring Rekha to establish physical relations with him. He allegedly threatened her to make public the letters written by her. Rekha reportedly told the story to her husband. The couple met Phool Chand on Friday and asked for the letters. The latter agreed to return them tomorrow. It was yet not known what happened yesterday that the couple chose to end their lives, while their three children (eldest is 9 years old) were out. A suicide note was found from the pocket of Ravinder. |

Himshikha Colony residents cry foul Pinjore, September 12 Complaining about the lack of civic amenities in the colony, they have alleged that most of the funds meant for development have been used for development of Pinjore, while the colony, about 6 km from the town, has been ignored. They rue that the roads in the colony have been in bad shape for over one year, streetlights have been out of order, power supply has been erratic and telephones have not been repaired for months. All vacant plots and roadsides are covered with lantana weed and Congress grass, posing a threat to the health of residents. Residents say the housing board had developed this colony almost 20 years ago. “We had been allotted land with the allurement that it was the most picturesque location along the Ghaggar. But little did we realise that we would be cut off from Pinjore and Panchkula, thus leading to poor civic amenities,” rues Mr Darshan Singh. Mr R.K. Vatrana, another resident of the colony, says garbage of the Pinjore town and the Himshikha Colony was being dumped in vacant plots, causing health hazard. “I had to seek the intervention of local politicians and senior officials to ensure that garbage was not dumped in the open. But two months on and they have again started dumping garbage in the open,” he laments. Residents say stones were laid on the road for recarpeting it, after the old road was dug up. “Now, there is no road. Night driving is dangerous as there are no streetlights. The defunct streetlights are replaced only once in six months,” says another ex-serviceman, who does not wish to be quoted. Residents say the CRPF Group Centre is located across the road from the colony and water from the centre is released towards the colony, leading to
waterlogging. |

Panipat, September 12 According to information, Shiv Shekhar of Patti Kalyana village died when he was hit by some vehicle on the Delhi-Ambala national highway. He was going to Samalkha from his village here this morning. Similarly, Zile Singh (45) of Chaura Basi in Karnal died and six others, including Sultan of Raipur, Gharunda, Manju of Karnal, Angrejo Devi, Ram Kumar, Pale Ram of Ameen, Kurukshetra and driver Manjeet of Jalandhar were injured when a jeep overturned in an attempt to save a dog. Besides Rishi Pal of Sanjay Colony and an unidentified woman were crushed under different trains in different parts. Dharampal of Rer Kalan died due to snakebite. |

One killed, five hurt in robbers’ attack
Fatehabad, September 12 According to reports, the robbers, comprising more than four members, struck at the farmhouse belonging to a progressive farmer of the area, Mr Kailash Batra. The farmhouse is situated on the Bhattu road. The robbers, wearing black clothes, hit the victims with logs. The victims, Ranjit Singh (35), his wife Parmeshwari (32), sons Rinko (18) and Mukesh (15), mother Shanti (70) and brother-in-law Maharaj Singh (40), were badly injured. Shanti Devi later succumbed to her injuries. Mr Bhim Singh, SP, Mr Narender Suhag and Mr Tejbir Singh, both DSPs, and SHO of the city police station, Mr Chandgi Ram, visited the spot. A team of Forensic Scientific Laboratory, Hisar, took samples from the site. |

Blood bank for Cantt Civil Hospital sought Ambala, September 12 He said that on a number of occasions, the demand for a blood bank at Civil Hospital, Ambala Cantt had been raised with previous Health Ministers. About five years back, a blood bank was sanctioned and a new building was constructed with the help of Rotary Club of Ambala and the MP fund. All necessary equipments for a blood bank were set up. Dr Jain said that unfortunately, the project failed to take off due to one reason or other. He said that finally, the equipment kept in the blood bank was shifted to the blood bank in Civil Hospital, Ambala City. He said that now, relatives of patients had to go to Civil Hospital, Ambala City, whenever there was requirement of blood. He said that everyday accident victims were taken to Civil Hospital and when they needed immediately blood transfusion. He said that due to lack of the facility patients had to be shifted to PGI Chandigarh but many died on the way. |

Challenging the elections, petitioner Santosh Kumari — a candidate from ward number 28 — had earlier claimed that the two were elected to the posts even though seven wards were yet to go to the polls. Giving details, the petitioner stated that out of a total 31 wards, elections were held in only 24 wards. |
