Mahseer facing extinction
Palampur: The golden mahseer (Tor putitora), which was categorised as an endangered species by the National Bureau of Fish Genetic Resources, Lucknow, in 1992, has been facing extinction in Himachal Pradesh. Its population is declining due to various reasons, including construction of dams, barrages and habitat shrinkage.
While over cultivation and poaching deplete its numbers, the construction of barrages acts as physical barriers during its migration. Due to the construction of dams most of the mahseer has become local population. Meanwhile, members of the Himachal Angling Association are worried over the dilly-dally attitude of the government in the construction of a mahseer seed farm. For the farm, the Central Government had provided a financial assistance. Despite investing substantial money in various researches, the Fishery Department has failed to develop a technology for controlled breeding of golden mahseer. The association has submitted a Rs 2.75-crore project on mahseer preservation and promotion of angling to the state government. Mr K.B. Ralhan, secretary general of the association, suggests measures for its conservation. These are releasing more water from dams, educating the public on better management of fishery resources, improving watch and ward services and stocking fingerlings through scientific methods. |

Nurpur, September 16 Mr Mahajan who is also Rural Development and Panchayati Raj Minister, said the gram sabhas were being strengthened and panchayat-level government officials and employees would attend their meetings with an objective to redress grievances of the people. The sabhas had been delegated powers to settle issues relating to family partitions. “The government has earmarked Rs 1.5 crore for construction of panchayat ghars of as many as 282 gram panchayats having no accommodation in the state,” he informed. The government is also thinking of providing sanitary facilities to gram panchayats. He said the government was committed to the socio-economic upliftment of the people living below the poverty line. |
Dewatering of Nathpa power house over
Shimla, September 16 Engineers of the Sutlej Jal Vidyut Nigam were pleasantly surprised to find that there was very little silt on the base floor of the power house. They feared that the floor could be covered with 2 to 3 m of silt, but it turned out to be only a few inches. The silt will be cleared by tomorrow and thereafter work on repair of the damaged machinery will be carried out. The nigam has already placed orders for procuring fresh batteries to replace the battery unit that was rendered unserviceable. Simultaneously, cleaning ,heating and drying of the turbines has commenced to ensure that the power house was restored at the earliest. |

Headless body found in Nathpa dam
Shimla, September 16 The body was sighted in the dam this morning and retrieved by search parties, the Superintendent of Police, Kinnaur, Mr Arvind Sharda, said. He said the body, which was yet to be identified, had been handed over to the Army authorities which had taken it to Jhakri for identification. He said that the body appeared to be of an Army jawan who was drowned in the Sutlej along with 33 other Army man when the Bailey bridge being launched at Kahro on the Hindustan-Tibet National Highway collapsed on September 8. The collapsed portion of the bridge, which had sunk deep into the river, was yet to be retrieved. The strong water current and uneven depth of the river were the major challenges for the rescue team.

Rural health mission to be launched in HP
Kangra, September 16 Disclosing this at a press conference here today, Ms Hirender Heera, Principal Secretary, Health, said Himachal Pradesh was one of the 18 states where the NRHM was to be launched. She said that Rs 580.47 lakh was received from the Government of India for the purpose and Rs 224.60 lakh was released to the districts by the end of last month. She said she had preliminary discussions with chief medical officers, block medical officers and senior medical officers of the districts of Kangra, Chamba, Una and Hamirpur here today and the modalities for launching the NRHM in their districts next month were discussed. She said under the NRHM, the infrastructure of the community health centres and primary health centres would be strengthened by way of construction and repair of buildings, supply of equipment and posting staff for better healthcare for the rural population. Ms Heera said the state had got 2,068 health sub-centres, 800 of which were functioning in private buildings. She said that 50 sub-centres were proposed to be shifted to new buildings and Rs 15 lakh would be spent on each sub-centre for its building. When asked why the appointments of the medical and dental officers were not being made through the proper channel of the Public Service Commission, Ms Heera said it was only to accommodate the passouts of the Indira Gandhi Medical College, Shimla, and Dr R.P. Government Medical College, Tanda, as it would be difficult for them to compete with doctors from all over the country. |
Ex-MP Anil Sharma escapes unhurt
Mandi, September 16 Mr Sharma said today that he was returning home from Kulu when he incident took place. “The truck approached fast from behind and hit one side of the car. But I jumped out of the driver seat and escaped unhurt,” he said. The truck dragged the vehicle for 15 feet. The police has registered a case against the driver under Section 289 and 336, IPC. The truck (HP-69-0731) has been impounded and the driver arrested, the police said. |

Parwanoo, September 16 This was stated by the industries minister, Mr Kuldeep Kumar, while addressing delegates from various departments on the occasion of the 48th labour Education Day here today. He said since the Central industrial package had brought an influx of investors to the area the infrastructure had been adversely affected. The government was concerned at the deteriorating infrastructure and all efforts were made to streamline the facilities. He said the Prime Minister, Dr Manmohan Singh, had assured that a survey for exploring the possibility of laying a railway line from Baddi-Chandigarh would be completed before December, 2005. This would greatly facilitate the industrialist of the region he added. He said provision of adequate housing for the industrial workers had been seriously taken up by the government. He said the Himachal Housing and Urban Development Authority (HIMUDA) had been made the nodal agency which was now accepting proposals from private colonisers to invest in the area. HIMUDA had decided to adopt the Gujarat Ambuja Cement Group’s Kolkata model where low cost subsidised houses had been provided to the low income group community. Despite best efforts to encourage entrepreneurs to invest in various places across the state the industrial development could not be decentralised. Earlier, the president of the Baddi-Barotiwala-Nalagarh Industries Association, Mr Rajinder Guleria, while speaking on the occasion stressed the need to remove the disharmonious gap between an employee and an employer. This he said perpetuated an undue hostile environment which was inimical to the growth of industry. The role of Central Labour Education Board has come as a great relief to the industry which helped restore a peaceful working atmosphere. He stressed the need to correlate labour education modules with personality development which would enable the local youth to perform better in the demanding corporate world he added. The Labour Commissioner, Mr Kashmir Chand, dwelt on the need for an overall introspection at all levels so as to establish better relations between the employer and an employee. The regional director of the central labour education board, Mr D.R. Khati, while highlighting the various activities of his organisation emphasised on the use of Hindi in various establishments. |

Doctors resent govt move
Dharamsala, September 16 Dr Munish Saroch, joint secretary of the HMDA, said when scores of young ENT doctors were awaiting appointments, it made no sense to appoint a retired doctor. “It would be a sheer wastage of the government money and someone young should be chosen for the job instead,” he said. The RDA has also threatened to launch an agitation in case the move was not immediately withdrawn. The association has also demanded immediate release of postgraduate increments to all specialists. There is a difference of Rs 9,000 per month at the time of appointment in case of contract appointments between MBBS and specialist doctors, but the salary package was same in regular HPHS service. |

He is performing in Himachal for the first time. In Haryana, he has performed many times. His father is also master of cycling. Besides cycling, Sonu will do acrobatics on cycle and motor cycle. 2 labourers crushed to death
Shimla, September 16 The deceased, identified as Surinder and Nathu Lal, were unloading the marble slabs from a truck when a huge slab fell on them as the driver of the truck reversed the vehicle. The other labourers working at the site rushed for help but both of them died before the slab could be removed. The bodies of the deceased were sent for a post-mortem examination and a case had been registered.
