New Delhi, September 14 The corporation and the police thought that the market association and local politicians might oppose them, but everything went peacefully. Today was the second day of the demolition drive when the corporation razed the entire retail fish and chicken market which had 98 ‘tehbazari’ also. The drive is being carried out in accordance with the High Court order to clear encroachments in the area by September 15 as the market had ruined the pristine glory of the historical Jama Masjid. The municipal authorities say there are 319 illegal constructions altogether around the mosque in the Walled City. The Deputy Commissioner, City Zone, Mr Rahul Dua, said there was some resistance from the shopkeepers yesterday, but there was no trouble because of adequate police presence. Earlier, the MCD had cleared Chandni Chowk streets of roadside hawkers. The Delhi Development Authority and the Wakf Board are also involved in the anti-encroachment drive in the area. Aminuddin, vice-president of market association, said that shopkeepers themselves had demolished their shops as the corporation had issued them notice. The vice-president of market association said they have been assured by the corporation that those who have tehbazari would be allowed to make trading from there. But they will not be allowed to make concrete structure. They can do trading in the open. |

Faridabad, September 14 It is learnt that Santosh and her brother Oma have been named as accused in a murder case in Tamil Nadu. However, they have failed
to appear in the court despite notices. While the details of the case against the sarpanch were still unknown, it is learnt that her brother was the main accused in a murder in Tamil Nadu. A person nabbed earlier in this connection had indicated the involvement of the sarpanch in the murder. However, it is learnt that other persons accused in this case managed to escape from the place. |
Daryaganj businessmen’s biggest bugbear held
New Delhi, September 14 Jagmohan, alias Mohar Singh, involved in more than ten heinous cases, was arrested from Connaught Place while he was driving a car which did not belong to him, DCP (Crime) Tajendra Luthra told mediapersons. The vehicle and a loaded pistol were seized from him, he said. “In view of his dreaded past, we plan to charge him under the MCOCA.” Mohar Singh had been arrested earlier under the National Security Act. The police claimed that Mohar Singh tried to fire from his 7.65 mm pistol in a bid to escape, but was overpowered and arrested. Known for his brutal methods of extortion and intimidation, Mohar was hated by the business community of Daryaganj–his area of influence, according to the police. The accused shot into notoriety after he reportedly gunned down a prominent businessman Pawan Gulati in broad daylight when he refused to be cowed down by his repeats threats of extortion. Later, his brothers are alleged to have gunned down one of the prime witnesses in the same case. One among the seven siblings, of which five are involved in criminal activities, Mohar Singh in collusion with builders was actively involved in getting disputed property vacated and even had a case under the Wildlife Protection Act against him. |

Ghaziabad, September 14 The police said they were all labourers working on a GDA housing complex under construction and had been employed by a contractor. Meanwhile, GDA officials said the authority was not responsible for the mishaps. Poorney, 45, her daughter Bharti, 7, and son Bharat, 5, were killed. His wife Bhagwati 35, Seema Rani, 85, and Panna Lal, 15, are seriously injured. |

Largest ever drug haul at IGI airport
New Delhi, September 14 Obi Basil Chuks, Edward Chukwudile and Akabuogu Godwin Ojimba were apprehended last evening by customs officials with 17.62 kgs heroin and cocaine which they had ingeniously packed into shoes, ladies’ purses, childrens’ books and file covers. They had arrived by an Indian Airlines flight from Kabul and were to board an Ethiopian Airlines plane to Addis Ababa. Joint Commissioner of Customs Neeraj Kansal said the arrest was possible because of accurate passenger profiling and customs officials had become suspicious because the Nigerians had stayed in Afghanistan for 25 days. The officials followed them off the IA flight and allowed them to come inside the airport building where their luggage was X-rayed. This revealed images of a large numbers of shoes and sandals and when these were ripped open, the contraband was discovered. Drugs were also found in file covers, ladies’ purses and childrens’ books being carried by the accused, with each article containing about 200-250 gms. The accused had gone to Kabul via Pakistan and during their 25-day stay in Afghanistan, had entered Pakistan several times, Kansal said. The seizure once again highlights that India is being used as a major transit point for drugs. |
MCF official arrested for ‘irregularities’
Faridabad, September 14 He was sent for medical examination after he was produced in the local court. The police was directed to take him to the civil hospital for examination and treatment after he complained of chest pain. He will be produced in the court tomorrow for a hearing of the bail application moved by his counsel. It may be recalled that he was booked under
Sections 406, 408, 409, 420, 467 and 120-B of the IPC on a complaint lodged by an advocate. Though five persons were named in the FIR, including a retired Tehsildar, the police made the first arrest yesterday. The case had been based upon a report submitted by the then Additional Deputy Commissioner in September 2003 that the accused had committed “irregularities” in the grant of CLU to a builder in sector-19 here. It was alleged that the officials concerned had failed to verify the actual ownership of the land before providing the CLU. |
‘SSIs reeling under impact of toll barriers’
Gurgaon, September 14 The president of the NCR Chamber of Commerce and Industry, Mr
H.P. Yadav, has taken up the issue in this regard with the Chief Minister, Mr Bhupinder Singh Hooda. In a letter to the Chief Minister, Mr Yadav pointed out that the collection of “exorbitant” toll tax from commercial vehicles used by the industry, especially set up in the backward area of the district, has posed a real threat to the survival of such units. The NCR Chamber of Commerce and Industry has suggested to the Chief Minister that in order to compensate for the loss of revenue on account of possible doing away with the toll barriers in the district, the government could lay up impost on the commercial vehicles at the state’s borders during their inter-state journey. However, the Chamber has qualified it by saying that those vehicles destined for Haryana from other states should be exempted from the impost. It may be recalled that the toll barriers were set up by the INLD government in all the districts of the state. However, it assumes greater significance here on account of Gurgaon being a highly industrialised zone. |

New Delhi, September 14 While Sudhir Kumar, SHO, was transferred to the Delhi Armed Police’s 6th Battalion, Additional SHO Mahender Singh has been sent to the 3rd Battalion, according to the police. Yesterday two policemen, including the Duty Officer of the Adarsh Nagar police station had been suspended and a magisterial enquiry ordered into the alleged suicide of a teenager in police lock-up. |
More dengue cases cause panic
Noida, September 14 The latest rainfall is reported to have increased the risk still further. According to information, more than 12 dengue patients are under treatment in various private hospitals in Noida. A four-year-old child in Sector 29, a 45-year-old woman in Sector 52 and a five-year-old girl in Sector 22 have been confirmed as dengue patients. They are all under treatment in Metro Hospital, Noida. Six possible dengue patients are being treated in Fortis Hospital, Sector 62 here. Another two dengue patients are undergoing treatment in a private hospital. But the CMO office denies any information to this effect. The government hospital in Sector 30 has, however, confirmed that they have a dengue investigation kit but no suspected dengue patients have been investigated here. The Noida Authority is normally notified for further precautionary action only after receiving information about confirmed dengue cases, they said. |
Indraprastha students have
New Delhi, September 14 The entire class of MCA IT at Indraprastha is satisfied today as they have had 100 per cent placements with leading companies, well before their term finished. “We have had companies like TCS, MBT, INFOSYS and PEROT, among others, that have come here for the purpose of recruitment. This current batch of MCA final year, that is for the year 1996-97, has seen 100 per cent recruitment, with some students going home with two or three letters,” says R. Ramakishore, placement officer for the University School of Information Technology. Ramakishore informs that large companies like TCS, MBT, Induslogic, Grapecity, Perot Systems, etc have been visiting the campus for placements. Further, this recruitment drive is conducted by the university not only for the students of IT but also for students of all other affiliated institutes and colleges. A huge Infosys drive was conducted on campus on October 14 and 15, 2004, where a vast gathering of over 800 students participated and at least 167 were selected. Over 230 students were selected at a TCS drive from the university in August 2004 and at campus placements conducted by MBT, around 39 students were selected. Priyanka Kakkar, in her MCA final year at Indraprastha and who has got placed well in advance at Perot Systems, says, “We’ve been studying for so long and all we have really wanted is good placements and I really feel that Indraprastha has made available the best choices for us over here. I am rather happy, I’ve been given a good start.” Anubha Gupta again from MCA final year and currently recruited from the campus at HCL Technologies feels, “The faculty is very good here and the placement process has been more than satisfactory.” |
HC seeks reports on MCD’s proposed
New Delhi, September 14 A Bench comprising Acting Chief Justice B A Khan and Justice Madan B Lokur asked the MCD’s Technical Committee and the Expert Committee to re-examine the issue of underground drainage which is proposed to through the Sainik Farms. The residents of Deoli village had moved a writ petition in the High Court in 2003 complaining lack of drainage facility in their locality resulting in water logging. MCD had come up with a project to lay down a drainage line which was proposed to pass through the nearby Raju Park as decided by its Technical Committee and the Expert Committee. However, MCD altered the plan by which the drainage was to pass underground through the Sainik Farms. Sainik Farms filed a petition opposing the altered plan and sought to restrain the civic body from laying down the sewage line through their colony as it could only be done by digging the main road of the colony built by the funds collected from the residents. Sainik Farms is an unauthorized colony and the civic bodies of the city do not provide any facilities to its citizens. As a result, the basic amenities like electricity, water and roads are managed by the residents themselves utilising their own resources. |
‘More men opting to learn about gender issues’
New Delhi, September 14 “Behavioural changes take years. However, it is very encouraging that men, even if it a very small percentage, are opting to learn more about the gender issues. It is encouraging because, this
drop in the ocean will have a ripple effect,” said Ms Meenu Anand, the faculty member at the centre. An overwhelming feedback from students, both men and women who have taken up gender-related issues, has prompted the centre to initiate a short-term course on ‘Gender and Society’, which is scheduled to commence in November this year. “The objective is to sensitise and train persons on different issues and problems related to gender and society. The teaching-learning process is interdisciplinary and encourages links between theory and practice,” said Ms Anand. With women in Indian society, feminist theory, cultural and historical frameworks, law and political participation in Indian society being the thrust areas, the course aims at extensively delving into issue pertaining to violence, women in media and politics, women and work. “Gender has suddenly become the ‘in’ thing, the word gender in various contexts is being used arbitrarily, easily and more frequently in all spheres. In the university itself, there is a course on Gender Humanity and Environment in the revised BA programme,” Ms Anand pointed out indicating a surge in interest shown towards gender issues. Offering that the proposed course will help students and professionals to understand the nuances of gender issues, Ms
Anand said, “The course is open to all graduates. It involves a lot of interdisciplinary teaching and not just memorising reams of information. Students will be attached to an NGO or absorbed in guided research for a month during the course.” Being funded by the Delhi Commission of Women, the two-month course will be free of cost. It will begin in November 2005 and will be for nine hours a week in the first month. Guided research or NGO placements will take place in the second month. Candidates may send in their application on plain paper along with a brief resume to the centre by September 30. |
Walia advocates harvesting and
New Delhi, September 14 Speaking at the inauguration of the 6th Water Asia 2005 international conference and exhibition on Asian Water Industry here yesterday, he urged people to make use of tap water only for drinking and cooking and recycled water for other purposes. Dr Walia said that the Delhi Government was committed to augmenting and conserving water supply in the Capital and had been taking various measures, including construction of three recycling plants at Bhagirathi, Haiderpur and Wazirabad works, propagating the concept of rainwater harvesting and water conservation by providing incentive up to 50 per cent of the total cost changing old water lines, curbing leakage and commissioning of 140 MGD Sonia Vihar and 20 MGD Bawana Water treatment plants. The minister described the ever-growing water demand as one of the biggest challenges as Delhi was getting a small share from the Yamuna, and quality and level of ground water was going down day by day. He expressed concern over the condition of the Yamuna and said that the state government intended to install Sewage Treatment Plants on entry points of all ‘nallahs’ in the Yamuna. The Delhi Government would consult international experts for installing STPs, he added. Speaking on the occasion, Delhi Jal Board CEO Rakesh Mohan stressed the need to educate people on saving water. The National Water Development Agency DG, Mr R K Sharma, and Chairman, Advisory Council of the 6th Water Asia 2005 conference also spoke on the occasion. The four-day conference is co-sponsored by the Union Ministry of Water Resources, Central Ground Water Board and Central Water Commission. An exhibition has also been organised to place the water-related issues on the centrestage to facilitate improved management, conservation and preservation of water. Meanwhile, Dr Walia today instructed city officials to visit affected localities and find out the causes for the drainage failure in view of severe waterlogging reported from different areas of the Capital during the rains earlier this week. The matter of waterlogging was discussed in a high-level meeting chaired by Dr Walia, which was attended by senior officials of MCD, PWD, I&FC and Airport Authority of India. Dr Walia instructed the engineers of different agencies to personally visit their concerned localities to find out the causes of waterlogging during rains, officials said. The minister also instructed the officials to contact traffic police, requesting them to depute additional personnel to tackle traffic jams during rains. It was reported in the meeting that most of the cases of waterlogging was due to ongoing construction of drains, they said. The meeting was told there was no waterlogging at a number of vulnerable points which used to be badly affected in the past. |

New Delhi, September 14 It will be the third Toll Plaza opened in east Delhi. The Mayor said these plazas would ensure smooth flow of traffic besides increasing revenue of the MCD. The Toll Plaza has following facilities: control room, toll office and toll collection booth, canteen, first-aid centre, toilet washrooms, parking space for two commercial vehicles, arrangement of cranes or ambulance, round-the-clock security arrangement and uninterrupted communication or data transmission facilities with traffic control

HC notice to govt on lawyers’ fee for Lok Adalat
New Delhi, September 14 A Bench comprising Justice Vijender Jain and Justice Rekha Sharma issued notices to them on a PIL filed by advocate Bhupesh Narula, who also sought a direction from the court for the payment of fees to the chairman and lawyers of the Lok Adalat as envisaged in the notification of October 29, 1999. The court fixed October 19 for further hearing on the petition which pointed out that the advocates were being paid a small amount of Rs 500 only in the Lok Adalats established under the Legal Services Authority Act. According to the 1999 notification, for the Lok Adalat held at the instance of the High Court, the Chairman is entitled for Rs 2,000 with a conveyance allowance of Rs 3,000. In the case of Lok Adalat held at the instance of the Delhi Legal Services Authority, the Chairman is entitled for Rs 1500 and conveyance allowance of Rs 500. |
Court directs DUSU to preserve poll ballot papers
New Delhi, September 14 The order came on a suit filed by the Sunder Dagar, ABVP nominee who lost to his NSUI rival Ragni Nayak. Civil Judge Vidya Prakash also directed the CEO and the Vice Chancellor of Delhi University to file their reply to the suit of Dagar within two weeks. The court had earlier issued notices to the DUSU Chief Election Officer, Vice-Chancellor of the University and Nayak, who made their appearance through their lawyers. In a suit filed through his counsel Ajay Digpaul, Dagar, the ABVP candidate for the post, has sought that the counting of votes for the election to the post be declared “null and void” and also a direction to restrain Nayak from acting as the President of the student’s union. The injunction application filed with the suit seeks the court’s direction to preserve the ballot papers alleging that the university administration was “trying to destroy the evidence”. The Congress-affiliated National Students Union of India had swept the Delhi University Students Union (DUSU) elections, winning all four top posts in the students’ body. While Ragini Nayak was elected President, Amrita Dhawan became Vice-President, Ramit Sehrawat the Secretary and Deepak Chowdhary the Joint-Secretary. |
Man gets five years’ RI for firing at marriage party
New Delhi, September 14 Finding substantial evidence against one Yogesh Kumar, Additional sessions Judge Chandra Gupta found him guilty of attempting to kill Jolly Sharma who had gone to attend a marriage function. The court also imposed a fine of Rs 7,000 on convict while punishing him under section 307 (attempt to murder) of IPC and various other provisions of the Arms Act. The convict, a member of a marriage procession and a friend of bridegroom, on the night of December 1, 2002 was firing indiscriminately from his country made pistol. The victim, who was watching the function from the terrace of the bride’s house in the Mandoli locality of east Delhi, was hit by a bullet. Police arrested the accused the next day and recovered the weapon of offence. The court, on October 14, 2002 had framed charges against the convict for attempting to kill the victim. Prosecution examined 12 witnesses to prove its case. |
‘No leniency in unnatural sex with minor girl’
New Delhi, September 14 “Showing leniency by the court in dealing with such cases is nothing but encouraging the culprits to commit one more offence and spoil life of one more innocent girl,” Metropolitan Magistrate Ruby Alka Gupta said holding the youth guilty under section 377 (unnatural sex), 354 (Outraging the modesty) along with 511 (attempt to commit offence) of IPC. Public prosecutor Neelam Narang had opposed the plea that the accused be released on probation saying the offence calls for severe punishment as the provision of section 360 (order to release on probation of good conduct or after admonition) was not applicable in the case where the accused has been convicted for the offence of trying to have
unnatural sex with a minor. Prosecution had alleged Kamal Kumar, who was a neighbour of the victim, attempted to criminally assault the girl while she was playing with other children at the terrace of her house in Seemapuri locality of East Delhi on March 8, 1998. Two minor friends of the victim who witnessed the incident deposed against the youth and supported the case. The court rejected the defence argument that the minor witnesses including the victim were tutored saying “it is quite natural for small children to be told that they are being taken for the purpose of questioning in the court”. |

Ghaziabad, September 14 A report against the company has now been registered in Ghaziabad Kotwali after a court order. More than 2,000 people had invested in this company. They used to deposit some money daily. Qayum of Mohalla Kasaiyan, Dasna gate, has lodged a report with the City Kotwali. Kalu and Fahim, residents of Chhoti Bajarya, had been running a company, Muslim Saving and Investments, at 84, Bishan Chawan, Railway Road, Bajarya. The agents and employees of the company used to collect money from people. Initially, the company would offer loans and even return people’s money without interest. But after sometime, they would accept deposits, but kept dilly-dallying about withdrawal and loan requests. Initially, the company enthusiastically built a base among Muslims, but later started accepting deposits from members of other communities and religions also. |

Car, mobile phone snatched
Noida, September 14 Rampal, son of Chandan Manglawar of Shahpur village under the Dadri police station, was going to Dadri in his Maruti car (UP-13 J 2737) when a green Maruti van overtook him and blocked his way on a canal culvert near Garpur village. Four armed miscreants surrounded the car and asked the driver to come out at gunpoint. As soon as he came out, he was hit with a revolver butt on the face. The robbers took way his gold chain, Rs 2,000 in cash, his cellphone and the Maruti car. The robbers fled towards Chatehra village. After they left, Rampal raised the alarm and collected a large number of farmers working in nearby fields. The farmers informed the Dadri police and soon cops from Dadri and Jarcha police stations reached the spot. They went after the miscreants, but could not trace them. |

New Delhi, September 14 The area SDM and the Inspector, Food and Supplies, also joined the raiding party. The police claimed to have recovered a large quantity of raw material, spurious desi ghee, appliances and machines from the premises. The police said that the accused had been arrested earlier under the Copy Right Act in Mangolpuri police station. They had been riding the gravy train in this trade since 1998 and had also appointed some salesmen to sell the spurious stuff. |
Man held for killing cop in 2003
New Delhi, September 14 The Special Cell of Delhi Police got the information that the accused was involved in the murder case and also in a robbery that he committed along with his associates in Shalimar Bagh, but all were apprehended and sent to Sewa Kutir, Kingsway Camp. On April 13, 2004, he managed to escape from Sewa Kutir and went to Nepal. Thereafter, he was declared proclaimed offender in all his cases. The police apprehended him last night from his hideout in slum cluster in Sector-18,
