Yamunanagar, September 15 Acting on a complaint of Mr Ved Parkash, father of Satish Kamboj, the Jalandhar police yesterday registered a case of kidnapping against two Junior Engineers, a Subdivisional-Officer and the contractor. As per family members of the victim, Mr Kamboj was transferred to Goraya, Jalandhar on July 4, and work was allocated to him on August 12. According to his wife, Ms Meena, Mr Kamboj had called her up on several occasions that the irregularities were being taking place at the construction site and he was being pressurised by certain employees of the department to become their partner in the irregularities. Relatives of Mr Kamboj kept searching for him and finally reported the matter to the police. Those who have been booked are, Ramesh and Nand Lal, both Junior Engineers, Dinesh Joshi, SDO and Ravinder Bhatia, the contractor. |
Draw of lots to decide hospital shops
Panchkula, September 15 Aiming to bring more transparency in the system of allotment of these utilities, the government has also decided that the rent to be charged from the lessees will be fixed by a committee headed by the Deputy Commissioner in each district. Only pharmacists with a minimum five years experience will be eligible for participating in the draw for allotment of chemist shops. The canteens, tea/juice stalls and STD booths in all hospitals of Haryana will be allotted to the handicapped, war widows , senior citizens, freedom fighters and ex servicemen. The allottee will be allowed a maximum 15 per cent margin. The revised policy comes as a welcome change from the policy formulated by the previous Chautala government. The previous government had formulated a policy for allotting chemist shops to Non Government Organisations (NGOs), so that they sold medicines at very low margins (between 10 and 15 per cent), as against 100 to 300 per cent margin in sale of medicines by chemist shops outside hospitals. This policy was formulated after the scheme of government doctors prescribing only generic medicines was introduced. However, the scheme went haywire as certain favourites of top politicians in the then ruling Indian National Lok Dal (INLD), were allotted these chemist shops. While those lessees with more political clout were given sites right at the entrance of the Hospital Emergency (as in the case of General Hospital, Panchkula), the other allottees were given sites at a considerable distance. The revised policy now lays down that the site of the shops will be earmarked by the District Health and Family Welfare Society, after keeping in mind a minimum distance from the Emergency. The allottees will be allowed to construct only temporary structures; will have to stock high quality, reliable and economical medicines. The price and quality of products will be regulated and as per the direction of Civil Surgeon, and Director PGIMS at Rohtak. The allottee will have to have his own Sales Tax number, so that the cost at which he buys and sells medicines can be monitored. |
Farmers to get subsidy on seeds
Hisar, September 15 In a statement issued here today, the Vice-Chancellor said the benefit of subsidy was being given on the direction of the state government. She maintained that nearly 3,500 quintals of seeds of different crops produced by the university would be available on subsidised rates at the “farm darshan” fair being observed on September 21 and 22. Ms Sharma pointed out that the amount of subsidy on wheat and barley varieties developed during the past 10 years had been fixed at Rs 200 per quintal, whereas it would be more on pulses and oilseeds. In case of these crops, the farmers would get per quintal subsidy of Rs 800 or 30 per cent of the price (whichever is less) in case of certified seeds and Rs 600 or 25 per cent of the price (whichever is less) on TL seeds. |

Panipat, September 15 Dr Usha Kandola of Mohinera Hospital on the Gohana road here, where the child was born on Tuesday, told The Tribune that the delivery was normal and the heart was also working properly. The baby is the first issue of Seema and her husband Ajay Panwar of Chhajpur village near Sanauli road. Dr Kandola said it was a memorable moment for her during her 16 years of practice as a gynaecologist when Seema gave birth to the child with her heart on the chest. She said the child was fully normal as she was taking proper feed, passing normal stool and urine. The child remained under her supervision for 24 hours. Then the child was referred to the AIIMS, New Delhi, for surgery to place the heart at proper place in the centre of the chest. Dr Kandola said there were 30 to 40 per cent chances of her survival. |

Kaithal, September 14 Members of the two families had gone to the Wagah border to receive the two youths. When both of them reached their village late on Monday evening there were tears of happiness in every eye and there were celebrations all around. Devinder told mediapersons that he had a keen desire to go to some foreign country in order to earn money and he came in to contact with a travel agent. Bhajan Singh, a resident of the same village was also wanted to go abroad. Both of them were assured of a bright future abroad and the travel agent charged Rs 3 lakh from each of them and four other youths from nearby areas. They were all promised good jobs in Greece and were flown to Turkey. The agents told them that they would have to stay in Turkey for some days before proceeding to Greece. However, when they reached there the agent was no where to be seen and after staying in Turkey for a couple of days they were arrested by the Turkey police which later pushed them into Iranian territory and later they were made to enter Pakistan where they were arrested by Pakistani security forces. They were tried and sentenced by a Pakistani court before being sent to jail. |
Two lecturers get job on ‘bogus’ appointment letters
Chandigarh, September 15 Mr K.K. Khandelwal, Commissioner-cum-Director-General, School Education, said here today that the two lecturers, Ajay, lecturer in political science, GSSS, Yamunanagar, and Rajesh Kumar, lecturer in political science, GSSS, Riwali (Ambala), had allegedly secured jobs in the Department of Secondary Education, Haryana through bogus appointment letters. They had subsequently allegedly secured transfer orders from one school to another in different districts fraudulently. According to office records, the Department of Education had issued neither the appointment letters nor the transfer orders to these lecturers, he said. He added that the scandal of bogus appointments and transfer orders of these two lecturers had been detected in an inquiry conducted by the Police Department through the Crime Branch, Madhuban (Karnal). Mr Khandelwal said two FIRs (no. 12 of January 29, 2004, and no. 30 of March 2, 2004, under Sections 420, 467, 468, 471 and 120 (B) of the IPC) were registered against them at the Naraingarh police station. He said these lecturers had not only managed bogus appointment letters and fake transfer orders but had also been getting salary fraudulently on a regular basis since 1973. He said the inquiry report had named Kanwar Singh, alias Balwant Singh, and Rajesh Kumar as the main accused in the scandal. They perhaps had issued the bogus appointment letters and transfer orders. He said these lecturers had also allegedly given bogus permanent residential addresses to the department as they were found not living there during the investigation. Mr Khandelwal said the involvement of certain officials of the department in the scandal could not be ruled out in view of the findings of the inquiry officer. |

According to residents of Paanch Biswa locality of the mohalla, many adjoining walls have started splitting apart. Pataudi appears before CJM
Jhajjar, September 15 The Judge, Mr H.S. Dahiya, however, fixed November 12 as the next date of hearing. The police had filed the challan in the court. Mr Pataudi is the prime accused in the case while seven others, including Shashi Singh, CEO of a software company, Dayal Singh, driver of Shashi Singh, Mohammad Ayub Khan, Shaheed Ahmad, Daya Suddin, Balwan Singh and Madan Singh are the co-accused. The Jhajjar police had booked them under various sections of the Wildlife Protection Act on the charges of killing a black buck and two rabbits on June 5. |

Gohana accused remanded in
custody
Ambala, September 15 The CJM ordered to them judicial custody till September 29. The accused were to be produced in the special court of CBI but the Special Magistrate of the CBI court was on leave today. The accused of Gohana incident Manoj, Rajesh, Radheshyam and Ram Pal and the accused in Baljeet murder case Shiv Lal alias Kake , Jitender alias Kaku , Rakesh alias Biru and Hari Dass were brought from Sonepat by the CBI officials. A local court of Sonepat had remanded the accused into CBI custody for two days and directed to produce them in the CBI court at Ambala on September 15. The CBI filed an application in the court here today in which it requested for the judicial remand of the accused. The counsel of the accused did not oppose the CBI request. A tight security arrangements were made outside the court premises. |
CAT order stayed
Chandigarh, September 15 The Bench of Mr Justice H.S. Bedi and Mr Justice Viney Mittal also admitted the petition of the Haryana Government for further hearing. Mr Malik was Officer-on-Special Duty (OSD), Rules, Police Department, at the time of his suspension. Setting aside the suspension orders, the CAT had directed the Union Government and Haryana Government to reinstate the applicant with immediate effect. In its petition, the Haryana Government has challenged the order of the CAT on the plea that it had wrongly concluded that there was nothing on Mr Malik’s file to suggest disciplinary action on the day the decision to suspend him was taken . During hearing today, Haryana Advocate General Hawa Singh Hooda also claimed that the Act governing CAT clearly prohibited it from entertaining any such application till the employee had exhausted other alternative remedial measures available, like appeal to the government. Bench also heard counsel for Mr Malik, who had already filed a caveat in the High Court to prevent the state from taking any ex-parte order.

September 15 However, the scrutiny would be limited to only those candidates who had obtained degrees from universities outside Haryana and Chandigarh. An official spokesman said here today that the administrative secretaries had been asked to get these degrees and certificates verified from the universities or institutions concerned and furnish a report within 30 days. |
Blast in carpenter’s shop, 10

Panipat, September 15 The police claimed that it was not an explosion but lightning had struck at the carpenter shop ‘Ravi Woods Industries’. At the same time, DSP HQ S.R. Nehra told The Tribune that team of bomb experts from HAP Academy, Madhuban had been called to exactly know the cause of the blast. The team did not reach the spot till the filing of the report. Some of residents of Mukhija Colony said that it was not lightning that struck the carpenters shop situated in Peepal Wali Gali of Mukhija Colony on the Jatal, road but it was a powerful explosion due to which not only the carpenters shop but also adjoining house of Ranjit had collapsed. Cracks also devloped in a nearby house of Sanjiv Panchal. Nine of the injured are related to each other. They were in Ranjit’s house near to the carpenter’s shop at that time. They received injuries as their house collapsed and they were buried under the debris. |

Jind, September 15 According to reports received here, a miscreant opened fire when several persons were going to attend a meeting which was called to dispose of a case of eve-teasing. The deceased was identified as Ramchander of Muana village, while the injured were identified as Ashok, Virender and Bir Singh. The condition of the injured persons was stated to be serious. They have been referred to medical college hospital at Rohtak for treatment. |
Gang of looters busted
Kaithal, September 15 Talking to mediapersons here yesterday, the S.P., Mr Sat Parkash Ranga, said that the looted articles and pistol used in the crime have been recovered. Mr Ranga said that Dr Goel had lodged a complaint with the police that some criminals posing as patients entered his clinic at night and asked the compounder to call the doctor. After threatening him, they took away cash, jewellery and his mobile phone and also snapped wires of landline telephone. During investigations, the police came to know about the involvement of one Prem of Bhuna village. After interrogating him, other accused were also identified. The police raided a number of places and arrested Balwan, son of Raj Kumar of Bhuna, Paras, son of Prem Kumar of Panipat, Sanju son of Rohtash of Augondh and Devinder Kumar son of Shiv Kumar of Cheeka from Kaithal while they were trying to flee to Delhi. The police has also arrested one Bagga of Nauch village, near here, who provided shelter to the criminals. Two motorcycles has been recovered from the accused. The three accused have also confessed their involvement in snatching a car hired from Panipat after shooting its owner near Pehowa. The Kurukshetra police has taken Balwan, Paras and Devinder on production warrant and Sanju and Bagga have been sent to 14-day judicial custody by the local court. |
