Cong directs fire at BJP
Ignores INLD in Rohtak Campaigning

The Congress strategy for campaigning in the Rohtak Lok Sabha byelection seems to be “attack the BJP and ignore the Indian National Lok Dal (INLD)”.

This has become apparent from the speeches being given by various party leaders, including the Working President and Transport Minister, Mr Randeep Surjewala, who started campaigning for the party candidate, Mr Deepender Singh Hooda, from today.

According to information received here, Mr Surjewala and other Congress leaders like Mr Karan Singh Dalal are attacking the BJP, which has fielded Capt Abhimanyu, on the ground that its leader, Mrs Sushma Swaraj, has hurt the interests of Haryana by demanding a separate Vidhan Sabha for the Union Territory of Chandigarh. The Congress leaders allege that by raising this demand the BJP has tried to indirectly help regional parties(read the INLD), the government of which was supported by the BJP for about four years in the state.

The Congress strategy is understandable. Capt Abhimanyu had finished second in the last Lok Sabha elections from Rohtak. The INLD candidate was poor third. The ruling party expects the history to repeat itself.

The Congress has also convened a meeting of its office-bearers and other functionaries at Jhajjar tomorrow to fine tune its strategy for the byelection.

The INLD, on its part, is working hard to frustrate the Congress expectations. It has chosen Rohtak to hold a big rally on the occasion of the birthday of the late Deputy Prime Minister, Mr Devi Lal, on September 25. Though the birthday celebrations are an annual feature with the INLD, this year it has assumed added significance because the byelection is due just three days after it.

The Secretary-General of the INLD, Mr Ajay Singh Chautala, claims that the turnout at the rally would be a record. It will also be the first rally to be addressed by the party supremo, Mr Om Prakash Chautala, after his government was voted out in March last. The rally is likely to be attended, among others, by the Akali Dal President, Mr Prakash Singh Badal; the Home Minister of Nagaland, Mr Tanucho; and the Chairman of the National Minorities Commission, Mr Tarlochan Singh.

The Congress too has planned a rally on September 26, when the campaign would come to an end.

Meanwhile, the Haryana unit of the Samta Party has announced its support to the Congress in Rohtak. A statement in this regard was issued by the party chief, Mr Shishpal Singh Beniwal, here today.

It is learnt that the Chief Minister and father of the Congress candidate, Mr Bhupinder Singh Hooda, has refused to accept funds for the election. Sources close to him say during the Kiloi Assembly byelection in which the elder Hooda was elected as a member of the Vidhan Sabha also, he had not accepted any election funds. When Mr Hooda visited his native village, Sanghi, after Deepender filed his nomination papers, the villagers presented him about Rs 8.50 lakh as election fund. However, he returned the money.

Draw for plots by October-end

The draw for the freehold commercial plots under Phase III of Trade and Business Complex will be held by the end of next month. Mr D.R.Garg, secretary of the local Improvement Trust, stated this while talking to The Tribune here today.

A news report regarding the delay in holding the draw for plots was published in the September 20 issue of this newspaper. Following this, the trust secretary, along with Mr Vishal Bansal, Executive Engineer of the trust, maintained that the delay had been caused due to the implementation of the model code of conduct.

They said the Hisar SDM, Mr Amit Aggarwal, who was also the Administrator of the Improvement Trust, had ordered a fresh scrutiny of the applications received following some complaints in this regard. Scrutiny showed that around 200 applicants had not completed the required formalities.

The trust has written to these applicants to complete the formalities and send complete application forms within a stipulated period.

On the other complaint regarding delay in the allotment of plots under Phase I of the scheme, the trust officials said the land area had to be transferred to the Urban Development Department by the Animal Husbandry Department and some formalities had to be completed in this regard.

5 killed in roof collapse

Sonepat, September 20
At least five persons were killed and two seriously injured when the roof of their kutcha house collapsed while they were asleep at Chitana village, about 10 km from here, at 4 a.m. today.

The deceased were identified as Viren Kumar (25), Parvesh (19), Rajinder (25), Jagdish (70) and Vasant (30). The injured were identified as Sakin (20), and Rajiv (25).

The injured were immediately rushed to the local Civil Hospital.

The house was in a dilapidated condition and its roof had weakened in the torrential rain which lashed the region during the past one week.

The Deputy Commissioner, Ms Neerja Shekhar, and the SDM, Mr Amardeep Maan, rushed to the Civil Hospital and assured the bereaved families of all assistance.

The victims reportedly belonged to Bihar and they were working in the village as labourers.

Marginal rise in sex ratio

The sex ratio in Haryana has shown a marginal improvement following the decision of the state government to strengthen the system of civil registration and get the births and deaths registered at Primary Health Centres instead of police stations.

While stating this here yesterday, the Director-General, Health Services, Dr Sushma Madan, said the sex ratio in the age group below six years, which was 819 per 1,000 boys according to the census of 2001, had shown a marginal improvement in June, 2005, as the figure increased to 822.

She said Panchkula district recorded 892 girls per 1,000 boys in June this year, and this was the highest figure for any district in the state in a single month. It was followed by 878 in Fatehabad district.

Six other districts of Faridabad, Jind, Panipat, Rohtak, Sirsa and Yamunanagar had also registered a sex ratio, ranging from 821 to 869 in June. Sonepat district had shown a gradual increase during this year as the sex ratio, which was 706 in January, increased to 708 in February, 746 in March,752 in April and 764 in May. It further shot up to 772 in June.

Quadruplets born

The wife of a farmer of Kartarpur village in Radaur block here gave birth to quadruples — three girls and a boy — last evening at a private hospital. The infants are said to be doing well. Ms Ritu Sharma, who was married to Mr Rakesh, about a year and half ago, is presently admitted to Rana Nursing Home, while her babies have been kept in incubators at Sudhir Hospital in Yamunanagar. The distance between the two hospital is about 24 km.

Mr Rakesh said during the fourth month of pregnancy of his wife, the doctors, after performing an ultra sound on her, had said that she would give birth to twins. It was only last month that they came to know that they would become parents of four kids at one going. The three girls weigh 1 kg, 700 gm and 1.5 kg, while the boy weighs 1.060 gm.

Cheating case registered

The local police has registered a case under Sections 420 and 506, IPC, against Mr Mehal Singh, his daughter Balwinder Kaur, Mr Hardeep Singh, Mr Paramjeet Singh and Ms Surjit Kaur on a complaint lodged by Mr Sahib Singh, a resident of the local Patti Afgan.

The complainant has alleged that Ms Balwinder Kaur, daughter of Mr Mehal Singh, was married to Balwinder, son of Mr Gurdial Singh of Dera Gadla. However, a dispute arose between the husband and wife and Balwinder filed a case in the court against her husband and his family members.

A panchayat was held and it was agreed that the family of the boy would pay Rs 6 lakh to the family of the girl to settle the dispute out of court .

Following this settlement the family of boy paid Rs 6,00,000 to the mediator, Mr Sahib Singh, who paid this money to the family members of the girl through an account payee cheque. The money was withdrawn from the bank, but the family members of the girl refused to settle the case as agreed.

Pushplata Mohan (76) wife of retired Principal B.P.Mohan and mother of Mr Raman Mohan, Principal Correspondent with The Tribune at Rohtak, passed away here last night.

She had been unwell for the past some time.

Ms Mohan was survived by her husband, a son and two daughters. Her cremation took place here this evening.

Several eminent personalities of the city attended the funeral ceremony.

CHANDIGARH: The Haryana Chief Minister, Mr Bhupinder Singh Hooda, has condoled the death of Pushap Lata Mohan.

2 made additional standing counsel

Mr P.L. Bhardwaj and Mr Dinesh Kwatra have been appointed additional standing counsel of the Central Government by the Ministry of Law and Justice. They will conduct the Central Government cases (other than the cases of the Income Tax Department and the Railways) and cases filed against public officers while in service of the Central Government before the district, subordinate courts and consumer forum, tribunals at Kaithal in Haryana.

According to a ministry communique received here, the appointments are for a period of three years.

Rly guards stage dharna

Ambala, September 20
Members of the All-India Guards Council, Ambala Division, today held a dharna at the Divisional Railway Manager complex in protest against the adverse recommendations of the Running Allowance Committee.

Members of the council condemned the recommendations and said these were “illegal and inhuman”.

They said the committee was set up in 2002 to decide the pay element and allowances of the railway running staff as the Fifth Pay Commission could not decide the items of allowances payable to the running staff.

The committee had made adverse recommendations of withdrawing some allowances and reducing the percentage of the pay element from 30 per cent to 10 per cent for the serving running staff.
