Govt presentation on power meters
New Delhi, September 20 In an attempt to calm the outcry against electronic meters in the capital, the government organised a presentation on the meters by Delhi College of Engineering (DCE) Principal B B Sharma, but only around 15 MLAs, including two from the Opposition BJP attended it. And some of these MLAs, including those from Congress came out of the presentation, attended by Chief Minister Ms Sheila Dikshit and her Cabinet colleagues, dissatisfied, saying they wanted the old electro-magnetic meters back. “We don’t want these sensitive meters, which run even when all electrical gadgets have been switched off. We prefer the old mechanical meters,” Congress MLA Shaadi Ram said. “The power companies want to convince us that the electronic meters are ok, but we reject them,” he said. Jaikishan, also a Congress legislator, said the MLAs were even willing to give money from their MLA funds for the purpose, but the electromagnetic meters should be brought back. Asked about the MLAs continuing to be dissatisfied with the electronic meters, Ms Dikshit said: “The meters have been checked. BIS also made a presentation about the meters being alright. Now, the Discoms need to tell people about what changes need to be made in the internal wiring for the new meters.” She said the consumers need to learn how to use the “sensitive” electronic meters. “If there is a problem with the earthing or neutral wiring, or there is any leakage, the electronic meter will catch it. The people need to be told this,” Dikshit said. DCE Principal Sharma, who made the presentation on the electronic meters, said unlike the electromagnetic meters, the electronic ones counted even small pulses that resulted from a television being switched off with remote control. He also said that the electronic meters were also better because they could not be tampered with. Delhi government launched its four-week-long meter-testing drive on Saturday, in which just two faulty meters were found among the 256 meters tested. The drive was termed as “eyewash” by a citizen body which demanded that an independent agency conduct the testing of the meters. |
Hospital to pay for failed tubectomy
New Delhi, September 20 After their fourth child, Mohd Muslim, a labourer residing in the Jawahar Nagar area, advised his wife Oseema to go in for a tubectomy as they could not financially afford another child. Though the hospital told them that the operation, done on October 11, 2002, was “successful”, she became pregnant after four months. “The hospital is deficient in service and to bring up the child they are to pay Rs 1 lakh as compensation to the complainant”, the Consumer Disputes Redressal Forum (North) said in its order. “The complainant had felt the necessity of undergoing the operation because she is financially not sound enough to bear any more child. But all hopes were shattered after the failure of operation and birth of a baby girl”, forum president K. K. Chopra and members Neeru Mittal and S. C. Jain said. Tirath Ram Shah Hospital argued they were not liable to pay any compensation as prior to the operation it was explained to the woman that they could not assure 100 per cent guarantee about its success. It said the complainant also signed the declaration and consent form. But when the court summoned the records it was found that the declaration was not signed by the woman and only bore her thumb impression. The court said, “This leaves no doubt that the purdah-clad woman was illiterate and there is nothing on record to show that the contents of the form, which was in English, were explained to her in simple Hindi and she understood the same. “This fact lends credence to the claims of the complainant that an assurance was given to her before the operation that she would never become pregnant again”. The court also rejected the hospital’s plea that they had asked her to report back immediately if she developed any symptoms of pregnancy but she only informed after 20 weeks when it was impossible to undergo an abortion. In their complaint, the couple had prayed for compensation for the mental and physical agony and financial loss suffered by them on account of the unwanted pregnancy. They also demanded money for the marriage of the newly born girl child to be performed at an appropriate time. Apart from Rs 1 lakh as compensation, the court also ordered Rs 5,000 as litigation costs to the complainant and told the hospital to pay the amount within 60 days. |
Doctors summoned after rape victim’s allegations
New Delhi, September 20 Additional Chief Metropolitan Magistrate Vinod Kumar issued the summons through the Investigating Officer as the doctors of Shanti Mukund Hospital and Guru Tegh Bahadur Hospital had failed to appear in the court on last four occasions when it was served through the court. The victim’s father P V Ramu has alleged in his complaint that his daughter who had sustained eye injuries during the rape had lost sight of her right eye owing to the negligence of four doctors who treated her. The ward boy was on May 4 sentenced to life imprisonment by a Delhi court which rejected his last ditch effort to get leniency with a proposal to marry the victim. “The hospital took hours to act....their approach was casual and they practically refused to attend the victim as they sent her to Guru Teg Bahadur Hospital (GTB) without taking any action. There too the doctors did not take timely action,” the complaint said. The nurse was on duty at the hospital at Karkari Mode in East Delhi looking after a comatose patient in the intervening night of December 7 and 8, 2003. She suddenly woke up in the middle of the night to find the convict attempting to force himself on her. When she tried to shrug him off, Bhura plunged in his fingers into her eyes gouging out her right eye. She was then dragged to a bathroom and raped. |
Dengue, malaria stalk Faridabad
Faridabad, September 20 Ironically, all dengue cases have been reported from the posh urban areas of the town. The figure of such cases is expected to rise due to acute waterlogging and poor civic conditions in the majority of the congested residential areas. The authorities, however, do not confirm the death of a child recently in the town reportedly due to high fever. As there is shortage of medical facilities, many villagers have been turning to quacks in case of any fever. The district health officials have confirmed at least six cases of dengue in the district, all from the urban sectors in the city during the past fortnight. The officials claim that five of the six such victims have recovered from the disease while one of the patients residing in Sector- 21-C is still hospitalised in Delhi. Two dengue cases have been reported from Sector- 46, two from Sector- 21-C, one from Mewla Maharajpur and another from Sector-17 here. While the health department does not confirm the total cases of malaria in the town and the district so far, it is learnt that the figure of such cases could be well over hundred as a large number of patients do not report at the civil hospitals or the government health centres. They prefer private treatment instead. According to a private physician practising at Sector 7- 10 market here, he has attended to dozens of patients complaining fever and symptoms related to malaria. He claims waterlogging in a majority of the urban areas causes most of the civic problems. People should be careful and try to keep their surroundings clean. They should ensure that there is no case of stagnant water nearby, advises the physician. It may be recalled that the brief spell of heavy rains in the district has led to pools of stagnant water everywhere while some of the low-lying spots are still waterlogged. The choking of sewers and leakage of sewer water on roads also created a situation where any waterborne disease can break out, said a resident of Sector 8 here. |
Rs 235 crore package for upgrading jails
Meerut, September 20 “Jail employees will be provided with modern weapons for upgrading security and Rs 235 crore have been sanctioned by the state government towards this purpose,” UP Principal Secretary (Prisons) Jagjeet Singh and Director-General of Prisons Mahavir Yadav told reporters here today. The modernisation scheme would also include construction of new barracks, they said. Warning of “strict action” against those responsible for security lapses if any prisoner escaped, Singh and Yadav also gave a series of directives for streamlining prisons. Officials had been directed to ensure proper screening of those entering and/or leaving the jail premises and keeping a list of all those of “doubtful” antecedents in a separate register, they said. “Action will also be taken against any jail employee entering the premises when not entitled”. They instructed the jail officials to pay surprise visits to barracks to check them thoroughly for arms, explosives and other dangerous and illegal items. The two officials yesterday inspected the security and communication facilities at the Meerut district jail and also announced that Baghpat jail would become operational from next year. |
Panel gets 4 days to give report on Gazipur market
New Delhi, September 20 A section of the media had yesterday reported that the market was plagued by unhygienic conditions and security problems, following which the minister along with senior officials of the Food and Civil Supplies Department visited the market and suspended two officials for alleged lapses. Mr Chauhan constituted a committee under Agricultural Produce Marketing Committee (Azadpur) joint secretary I. A. Khan, which would go into all issues being faced by the Gazipur Market and submit its report within four days. Meanwhile, the Enforcement Branch of the Food and Civil Supplies Department seized five trucks carrying about 500 quintals which were diverting specified food articles meant for public distribution system to some flour mills. The truck driver had been arrested, cases registered against the truck owners and PDS outlets from where the articles were being diverted had also been sealed. Elsewhere, food supply officers in Seemapuri (East Delhi) and Karawal Nagar (North East Delhi) were suspended on charges of getting bogus ratio cards made in the ongoing drive for making new ration cards. |
Lovers’ bodies found in hotel room
New Delhi, September 20 The police were called after the two did not open the door or respond to calls by the hotel staff. They had checked into the hotel yesterday under the names of Poonam (31) and Ranjit (19) from Nawada in Bihar. The preliminary investigations revealed that there were no injury marks on the bodies. As a bottle of insecticide had been recovered from the room, the police suspect the two committed suicide. The bodies had been sent for a post-mortem examination and efforts were on to determine whether the particulars given by them were correct, the sources said. This was the second case of bodies being recovered from a Delhi hotel in three days. The headless body of a man had been recovered from a hotel near Paharganj in Central Delhi on Sunday. According to DCP, East district, Madhup Tiwari, “We have recovered a suicide note from the possession of the deceased in which they have written that they have committed suicide as they both loved each other.” |
HC summons DUTA poll ballot papers
New Delhi, September 20 The order came from Mr Justice Vikramjit Sen on a petition filed by Siddiqui who lost the August 31 DUTA elections to Amar Dev Sharma by a margin of 12 votes. The court issued notices to DUTA, its election officer Prof S. N. Singh, Sharma and Delhi University, asking them to file their replies by
September 23, the next date of hearing. In his petition filed through his counsel Sarabjit Sharma, Siddiqui demanded quashing of Sharma’s election to the post of DUTA president and recounting of ballots under the supervision of the high court. “I am not demanding anything unreasonable. What I want is recounting of votes under the superintendence of the Hon’ble High Court,” Sharma said, adding “it would hardly take two hours to do the recounting”. The respondents’ counsel contended that the issue could not be decided in writ jurisdiction as questions of disputed facts were involved. However, the court observed that merely because certain questions of facts were involved, it would not prevent it from exercising its writ jurisdiction under Article 226. |
Dengue gets fresh victims
New Delhi, September 20 A senior officer of the health department of the MCD said last year only 22 cases were reported. The deadly fever cannot be controlled without the cooperation of the citizens. The citizens have been made aware of all preventive measures for the fever through advertisements. People should follow the measures, he said.— TNS |
Special Lok Adalat decides 389 cases
Gurgaon, September 20 Lok Adalat is held under the aegis of District Legal Services Authority in the districts. The District and Sessions judge in the district concerned is the ex officio chairman of the Legal Services Authority. The conceptual framework for holding the Lok Adalat is speedy disposal of pending cases in various regular courts. According to the office of the Chief Judicial Magistrate (CJM) and Secretary of the Legal Services Authority, even though today was a Special Lok Adalat, which deals with only bank-related cases, a mix of cases was considered. Other 22 cases disposed of pertained to civil side and eight related to Indian Penal Code (IPC). Six related to ‘Act’ cases. As many as 217 cases decided pertained to summary cases in which a total fine of more than Rs 4 lakh was recovered. Forty-six cases disposed of pertained to bank loans and the decretal amount in them was to the tune of more than Rs 23 lakh. Ten cases were in the category of ‘pre-litigation’ in which decretal amount was totted up to about Rs 3.5 lakh. |
Encephalitis case suspected in Noida
Noida, September 20 Besides, two more dengue patients have been admitted to two different hospitals in serious conditions. According to information, Bhim Singh was rushed to a private nursing home after being down with fever for the past 10 days. Later, he succumbed to his disease. The doctors said that Bhim Singh had died of viral syndrome, though the possibility of encephalitis has not been ruled out. However, Dr Vinod Kumar, CMO, dismissed the possibility of encephalitis in this area. On the other hand, two new cases of dengue have been reported from private hospitals in the city. Fourteen dengue cases have already been reported here. |
One held, kidnapped girl recovered
New Delhi, September 20
The incident occurred in the first week of this month. According to the police, the victim’s father, Mohammad Ilyas, got a case registered, saying that his daughter had been kidnapped by one of his neighbours. During investigations, the police came to know about the involvement of Dinesh Kumar. The police questioned a number of friends of the suspect who said Dinesh Kumar had taken her to Amritsar. While police were planning to go there, he brought the victim to Delhi.—TNS

Mystery shrouds comatose woman
New Delhi, September 20 The woman, a resident of Basant Lok, was unconscious when she was allegedly “pulled out” from the pool of the hotel on September 13, according to sources. Doctors have expressed apprehension that she may have been sexually assaulted. However, the police in its version said the woman had breakfast with her friend before going for a swim. Later, she developed some problem and was taken out of the pool, given first aid and admitted to the hospital where she went in a coma. |

New Delhi, September 20 The prosecution examined five witnesses, one of whom was an eye witness Balam Singh who categorically stated that he saw the convict stabbing the victim and pouring kerosene over his body to burn it to destroy evidence. Hare Ram Singh was convicted under sections 302 (Murder) and 201 (Destruction of Evidence) of the Indian Penal Code (IPC). |
