Jagadhri, August 24 The family of the victim celebrated the judgment by distributing sweets. The family has urged the members of the public to get verified the antecedents of their tenants to avoid such incidents. Ms Veena Mehta, mother of Hemant, said not even a single day had passed when they had not prayed for the severest punishment for Parmod. “We have got justice in a very shot time”, said Mr Kailash Mehta, father of the victim, who has a photostat business. Hemant was the second child among three siblings. Parmod had kidnapped Hemant for ransom and killed him on March 8, 2002. Parmod was arrested on the night of March 10. The District and Sessions Judge Mr S.K. Sardana, had reserved the judgment in the case on August 17 and announced it today. On the fateful day, Hemant, a resident of Santpura, Yamunanagar, had gone to meet his grandparents in Harinagar. Parmod was a tenant in the house of his grandparents. He had told his landlords that he was a carpenter by profession. Parmod took away Hemant on the pretext of buying a kite for him. Before leaving with Hemant, he had left a letter with his landlords and asked them to hand it over to a friend of his who was expected at the house. When Parmod and Hemant did not return for long, the grandparents got suspicious and opened the letter. In the letter, Parmod had written that he had kidnapped the boy and he wants Rs 2.50 lakh for the safe return of the boy. He asked them to come to the Kali Mandir road in Dehra Dun with the money the following day. Hemant’s parents informed the police. A trap was laid, but Parmod did not turn up. The next day, Parmod assigned them a new place for delivery of the money. This time he was arrested. To the utter shock of everyone, he told the police that he had strangulated Hemant to death on March 8 (the day he had kidnapped him) as he had started creating problems for him. The letter and phone calls made by Parmod (which were recorded) became some of the bases on which he was awarded the death sentence. The judge observed that when an innocent child of the age of four-and-a-half-year was subjected to such a barbaric treatment by a person who was in a position of his trust being a tenant of his grandfather, his act assumed the proportion of extreme depravity and arouses a sense of revulsion in the mind of common man. Parmod has been sentenced to death under Section 302 of the IPC and to a similar sentence for the offence under Section 364-A for committing the gruesome murder of Hemant Mehta. For kidnapping Hemant for a ransom, he has been further sentenced to imprisonment for seven years and to pay a fine of Rs 5,000 for the offence punishable under Section 201 of the IPC”. Defense counsel, said the court had given one-month appeal time and the future action depended on the family of Parmod. Interestingly, none of the family members of Parmod turned up in the court during the hearing of the case. Counsel of Parmod had taken a plea that Parmod was the only member to take care of his two children, wife and old parents. |
Punjab cops take away newly wed couple of Jalalabad
Kaithal, August 24 Chander Kishore, father of Sharwan Kumar, alleged that his son had married Paramjeet Kaur in the local Arya Samaj Mandir on August 10 and both were major . The parents of the girl were against the love marriage and were threatening his son . Following this, Sharwan Kumar and Paramjeet Kaur filed a writ petition in the Punjab and Haryana High court demanding safety for their life . He said that Justice Rajeev Bhalla on August 19 had directed the SSP Ferozepore and the in charge, Jalalabad police station, to provide protection to the couple and the next date of hearing was fixed for September 15. Sharwan Kumar and Paramjeet Kaur, residents of Jalalabad town, decided to marry in Kaithal and took shelter at the residence of one of their relatives, who live on the outskirts of the town on the Ambala- Jind road bypass here . They approached the caretaker of the local Arya Samaj, who solemnised their marriage . As the two were apprehensive about their safety due to threats by parents of the girl, they approached the High Court, which passed interim orders and issued necessary directions to the police. However, last night after at about 1 am a police party from Punjab arrived at the house where the couple was staying with their relatives . The police party immediately put the couple in their vehicle and left the place. Meanwhile, the advocate representing Sharwan Kumar and Paramjeet Kaur told this reporter that he had received information on telephone from Jalalabad that the police was pressurising Paramjeet to return to her parents to avoid police action. |
Dalit family flees following police ‘atrocities’
Jhajjar, August 24 Seventy-year-old Bhateri Devi was reportedly assaulted by the in-laws of her son, Ram Niwas, when she was alone in her house in Line Par Colony here on August 17. Her hand was fractured. When they approached the local police, the police reportedly also threatened them and pressured them for a compromise. The victim’s family alleged that the police was under influence from the opposite group. Ram Niwas said he along with his wife, brother, sister-in-law and parents was living in Line Par Colony and he was employed as an electrician in a factory owned by Kuldeep. Kuldeep reportedly developed illicit relations with his wife and used to visit the house frequently. When Ram Niwas resisted, Kuldeep, taking advantage of his closeness with a police official posted in the area, threatened him with a police case. His wife was also
allegedly provoked to get a case registered under the Dowry Act. He alleged that the police had even beaten up his family members. He said the dowry case went in his favour and the women cell of the police rebuked her wife for lodging a false case. “However, my wife used to quarrel with me and my family and on August 17, entered the house along with seven persons from her parental house. They beat up my mother severely”, he alleged. When he called the police, it “acted as per the wishes of the assailants” after the intervention of Kuldeep. His neighbours said the police was regularly knocking at his door, even after the family had fled. Ram Niwas had written to the SP Jhajjar, in this regard. |
Hi-tech toll plazas to be set up
Chandigarh, August 24 While stating this here today, the Transport Minister, Mr Randeep Singh Surjewala, said the plan allocation of Rs 78 crore had been made for the current financial year, as against Rs 56 crore during the last financial year, so as to improve transport facilities in the state. He said there was a plan to replace 765 buses with newly designed ones and introduce air-conditioned buses on important inter-state routes as well as CNG buses in the National Capital Region. More than 150 buses had already been replaced from April to August 15 this year. There was also a plan to modernise the Haryana Roadways Engineering Corporation, which was fabricating bus bodies for the state roadways, by increasing its share capital from Rs 2 crore to Rs 4 crore during the current financial year. Mr Surjewala said a special campaign had been launched for the repair and renovation of 84 bus stands and the upgradation of amenities for passengers at bus stands. He said it was for the first time that Rs 10 crore had been earmarked in the non-plan budget of the department. New bus stands were being constructed at Kaithal, Kalanwali, Dhand, Pataudi and Barwala. The Rohtak bus stand was being extended from 12 bays to 18. Similarly, there was a plan to extend the Kaithal bus stand from eight bays to 12. New workshops were also being constructed at Rohtak and Ballabgarh. He said there was a plan to gradually introduce computerised hand-held ticketing machines in buses of Haryana Roadways. To start with, these would be introduced in air-conditioned deluxe buses. |
CBI raids office of BSNL
Sonepat, August 24 According to a report, the action followed the numerous complaints received by the CBI regarding irregularities committed by certain officials of the BSNL in connivance with the contractors. The CBI officials grilled some officials who were entrusted with the job of laying the underground cables in different urban and rural areas of the district. It is alleged that certain works carried out by the contractors were far from satisfactory but the contractors had got payments from the nigam in connivance with the officials. |
Clause on game dogs to be scrapped
Chandigarh, August 24 A draft notification prepared by the state government said the Haryana Municipal (Registration and Proper Control of Dogs) Byelaws shall be amended to delete Clause 5 of the laws. The proposed notification is slated to be published in newspapers shortly and objections and suggestions to the proposal will be invited. The clause, proposed to be amended by the government, says: “Every registered owner of a dog, before he uses any dog for taking, killing or pursuing any game, woodcock, snipe, rabbit or deer, shall take a game licence in Form B from committee (municipal committee) against payment of Rs 100 per day per dog”. The clause has an unmistakable whiff of the days of the Raj about it and one finds it hard to believe that the bylaws, having the clause on game dogs among others were notified as recently as May 3, 2005. The bylaws, which were drafted following a court directive, had taken the British laws on pet dogs as a model. The court had mentioned in its order the “elaborate provisions” made in the British laws with regard to the control and training of pet dogs. The state government, instead of taking guidance from the British law evidently copied the whole law in toto, and while doing so incorporated the portion on hunting dogs as well. The error came to light during the black buck shooting incident involving former Indian cricket team captain M.A.K. Pataudi. |
Haryana to support small entrepreneurs
Chandigarh, August 24 Speaking at a seminar on “Emerging Opportunities for small and medium enterprises in Northern Region”, he assured help in solving problems being faced by them relating to infrastructure, multiple taxes being levied by central and state governments and the availability of credit. The seminar was organised by the All-India Manufacturers Organisation regional board in association with SIDBI venture Capital, Punjab National Bank and Punjab Venture Capital. The Punjab Finance Minister, Mr Surinder Singla, spoke about the enterprising spirit of the north Indians, particularly Punjabis, as there are nearly 20 lakh small units in the state manufacturing items from soaps to sophisticated electronic goods. He also highlighted the initiatives being taken by the state government to help promote the growth of industries in different industrial clusters. Mr Sudershan Sareen, Chairman, All-India Manufacturers Organisation, said credit needs of small sector needed to be looked into by different financial institutions. Even though SIDBI has launched credit fund scheme and even the SME Growth Fund Scheme, a large number of entrepreneurs are either not aware of the scheme or find it difficult to avail of the same. He impressed upon the bankers to simplify the procedure.

Breach in Rajpura minor
Sonepat, August 24 Officials of the Rai water service division of the Irrigation Department rushed to the site and took steps for plugging the breach. The Rajpura minor is meant for supplying canal water to the tank of the Motilal Nehru School of Sports at Rai after passing through Ganaur, Rajlu Garhi, Bari,
Lalehri, Larsauli, Bhigan and Murthal villages. This is the second incident of breach in this minor within a month. |
District library cries for attention
Sirsa, August 24 According to the district librarian, Mr Nand Kishore Jaiswal, the building was constructed in 1989 by the PWD (B&R) but no maintenance work had carried out. He said most of the fans were out of order and repeated reminders to the B&R had resulted in nothing. Talking to The Tribune, a number of members of the library complained of poor maintenance of the campus. An elderly member said the visitors faced tremendous problem of drinking water. Another member rued over non-functional fans in the reading room. He said it was difficult to sit in the scorching weather. The library charges a one time fee of Rs 510 for membership with no other charges and has over 1200 members. A visit to the campus shows the indifference by the authorities concerned in the upkeep of the library. Wild growth of congress grass and other wild vegetation gives a pathetic look to the library. Though there are a couple of benches in the lawn spreading over 2.5 acre but due to the overgrown vegetation the place cannot not be used by the members. The district librarian said they had no gardener to look after the place. Due to the faculty construction he added, the overhead water tank has not been cleaned even once since 1989 as there is no provision to climb on the top of the building. |

One more held in bank dacoity case
Ambala, August 24 The Superintendent of Police Ambala, Mr Rajbir Deswal, said an accomplice of the bank dacoits, Sandeep, has been arrested. He said Sandeep belongs to Kaithal district. Sandeep was produced in a city court today. The police has already arrested Sukhwinder Singh, Randheer and Harjinder in the Allahabad Bank dacoit y case. The dacoity has taken place on February 16 at the Shahpur branch of Allahabad Bank.
