Panipat, June 25 Eyewitness Dayanand, brother of injured Jaipal Singh, said over 100 armed persons led by Maha Singh came to Garh Sarnai village on several cars and motor cycles at around 1.30 p.m. and started attacking villagers working in the fields. While four of them were armed with revolvers and guns, the others were armed with sharp-edged weapons. Dayanand said two of them, Pile Singh and Dalbir, received bullet injuries while others were brutally attacked with sharp-edged weapons. All this continued for about one hour, he said, adding that the assailants fled the spot after injuring at least 15 persons. Following the attack, the villagers reached the police station and blocked the highway to put pressure on the police to arrest the assailants. However, they lifted the road blockade after an hour. Subsequently, the injured were admitted to the Civil Hospital. DSP Ashok Saini visited the hospital. Injured Zile Singh alleged that he, along with Mohinder Singh, had been forcibly taken to a police post situated in Sector 29 where a DSP took their signatures on some papers and the police also tortured them. While no FIR was registered till the filing of this news as the police was busy in recording statements of the injured, DSP Saini claimed that no culprit would be spared at all. He said four teams had been constituted to ensure the arrest of the culprits at the earliest. |
Scheme to provide more drinking water in Mewat
Chandigarh, June 25 Mewat is perpetually short of water and the shortage becomes severe with the onset of the summer. The availability of potable water in the area is abysmally low. Potable water is found only in 25 per cent of the area near the foothills of the Aravali range in Mewat. Out of the total of 503 villages in the newly created district, only 105 have a good-quality water source, while 119 have a water source of marginal quality. The remaining 279 villages have non-potable water, described in technical terms as having either excessive TDS (total dissolved solid) or a high fluoride content or a mixture of fluoride and TDS. The area, arguably the most backward in Haryana, is also plagued by the excessive growth of population. The growth rate during the last decade has been a staggering 44.30 per cent in Mewat as against the state average of 28 per cent. This factor, too, along with scanty rainfall, has affected the water availability. The present availability of water in Mewat is estimated to be between 20 and 30 litres per capita per day (LPCD). The project, drawn up by the Haryana Public Health Department, visualises the supply of 70 LPCD of water to the residents of Mewat by the year 2019. The total cost of the project is Rs 425 crore and it envisages the setting up of infrastructure taking into account the projected population of Mewat up to the year 2034. However, for the time being, only a part of the project is being implemented. Once the Rs 206 crore scheme — with 75 per cent of the funds provided by the National Capital Region Planning Board as loan — is completed in 2007, the water availability in the district is expected to go up to 55 LPCD. Under the scheme, 251 out of the 503 villages will be supplied water through a tubewell-based system. The remaining 252 villages will get water using the Ranney well technology. According to the plan, 51 villages will be covered by the scheme this year, 200 next year and 252 in the year 2007. This phase of the project will create infrastructure for the projected population of Mewat up to the year 2019. |

One killed over kundi connections
Jagadhri, June 25 As per police sources, the main accused, Mahinder and Ram Sharan, were using kundi connections to draw power. Few days ago, linemen of the Uttar Haryana Bijli Vitran Nigam (UHBVN) had removed the connections. The accused were under impression that Satya Parkash and one Prahlad had complained to the UHBVN regarding the connections. Last evening, the accused along with others reached Prahlad’s house and allegedly threatened him. Prahlad reported the matter to the police. The accused once again reached his house around midnight and allegedly attacked Prahlad, his wife Nirmala, son Sanjeev and daughter-in-law Suneeta, with sharp-edged weapons. While the accused were fleeing, Satya Parkash came their way and they attacked him too. The shopkeeper later died. Two brothers, Prem Chand and Vijay Chand, who came to his rescue were also beaten up. The postmortem report revealed that Satya Parkash died of head injuries. The police has registered a case of murder and assault under the relevant sections of the IPC. |

assurance to industrialists
Ambala, June 25 Addressing a meeting of the Haryana Chamber of Commerce and Industry at Chaman Vatika in Ambala City, Mr Sharma said after the Congress came to power in Haryana, there had been a marked improvement since fear-free governance had been provided to industrialists, traders and businessmen. Mr Sharma said industrialisation was being encouraged in Haryana since that would lead to more job opportunities. “If there are no industries, then how will industrialists provide jobs to the youth. We are determined to provide best facilities to the industry in the state.” However, it was not necessary that concessions, like those given in Baddi, were given to industry here, he said. We believed that concessions were discriminatory in nature. “I cannot give any assurance on this matter since it pertains to the Union Government. Also, concession is only for hill states,” he said. He assured that he would try to simplify the process for change of land use (CLU). “A fixed time frame can be set,” he opined. “With regard to single window system, we may try and form a new policy,” he said. “I do not think that industry will not come to Haryana. Our policies are industry friendly and we will not take any step which will upset people. There was fear under the Chautala government but it is not so now,” he said. The Haryana Chamber of Commerce and Industry submitted a memorandum to Mr Venod Sharma. The memorandum demanded that Ambala should be declared as industrially backward area. There should be single window system, small scale manufacturers should be allowed to set up unit beyond 3 km of municipal limit, there should be separate feeder for cluster of industries and system of challans by inspectors should be abolished. Highlighting the problems regarding VAT and CST, the memorandum stated that Sales Tax 38 challan form should be withdrawn, only one surety should be taken from registered dealers, timely refunds, adjustment of CST, uniformity in rate of tax. The Sales Tax Advisory Committees at the district-levels should be revived. 4 BJP councillors join Congress
Karnal, June 25 The Congress support base has now increased to 12 councillors in a House of 24 councillors. Elections to seven wards could not be conducted following a dispute over territorial boundaries. The state government has, however, decided to conduct the election for the post of MC President. The Administrator of the MC and SDM, Mr Girish Arora, would conduct the election. The date of the election is yet to be announced. Though, situation is still hazy for the Congress, it is expected that it will rope in a few Independent councillors. Among those who joined the Congress included Mr Balwinder Singh Kalra, Mr Banwari Lal, Ms Reshma Saini and Ms Anju Gupta. Mr Kalra was considered to be the strongman of the BJP for the post of president. Political analysts feel that he might have “bargained” to ensure his victory in the election. Ms Sumita Singh, who won the Assembly elections with a margin of over 34,000 votes from here, has shown her prominence in local politics by roping in these four councillors. |

Rewari, June 25 Meanwhile, a patient, Arun Kumar (40) of Dhamlaka village near here, who has lost eyesight, was now receiving treatment at the All India Institute of Medical Sciences, New Delhi. Replying to a telephonic query this morning, the state Commissioner of the Excise and Taxation Department, Mr Rajan Gupta, from Chandigarh, confirmed the suspension of the said officials. Earlier, SHO Ranvir Singh of the Kasaula police station here was suspended by Dr C.S. Rao, SP, who was probing his lackadaisical performance in the case. Besides, DSP Pat Ram Singh had also been entrusted with a departmental enquiry ordered against SHO Mir Singh of the Model Town police station. |
B.Ed entrance test cancelled
Ambala, June 25 “Thirty minutes after the beginning of the examination I received a call from the Registrar of MDU, Rohtak informing me that the examination has been cancelled,” he said. Dr Desh Bandhu said the B.Ed aspirants were informed about the cancellation of the examination. Dr R.R. Malik of GMN College, in the Cantonment said the B.Ed entrance test was to start at 2 pm. “At about 1.30 pm, we received information from the Mahrishi Dayanand University coordinator that the question paper was going to be changed and the examination will now start at 3.30 pm,” he said. “We received a fresh set of question papers from the MDU Coordinator at 3 pm and the exam started at 3.30 pm. At about 4 pm, we received information that the examination has been cancelled. We accordingly informed the students that the new date of examination will be announced through the newspapers,” he said. Shrishti Sharma, who had come from Saha, to appear in the examination said that she was disappointed with the cancellation. “I had prepared hard for the entrance test,” she lamented. |
Probe sought into renewal of complex lease
Ambala, June 25 Talking to mediapersons here today, Mr Anil Vij alleged that the lease renewal suggested a scam. “While other shops in the same market have to go in for freehold at a steep price, the lease of Minerva complex has been extended at an annual fee of only Rs 291,” he said. Mr Vij demanded that the Haryana Government must immediately withdraw its order and start the process for vacating the premises “since the terms of the lease have been violated.” “I suggest that once the building has been taken over by the government, they can easily set up the court complex and sub-tehsil office there.” He said if the Haryana Government did not re-consider the decision and an agitation will be launched. “I am seeking the cooperation of parties like the INLD and the BJP in this issue,” he said. Mr Vij said the Vikas Parishad was considering filing a PIL in the high court for direction to the Haryana Government to conduct a CBI inquiry into the entire episode. He said that Minerva complex was a part of Rai Market. “A decision was taken by the previous government not to renew the lease. Yet, during its first 100 days of the Congress government, they have taken back the order for the non-renewal of Minerva lease,” he said. Mr Vij said the Minerva lease was granted on June 20, 1946, to Lala Amarnath and Lala Beli Ram Sareen for 0.80 acre. “The land was for specific purpose including cinema hall, skating rink, coffee shop, dance hall and billiard room. The lease clearly states that no alteration can take place and in case of breach of lease rules, property will be taken over by the lessee which in this case is the government,” he said. He stated that the lease nowhere mentioned shopping complex and this meant that the terms and conditions of lease had been violated. “The previous government had taken cognisance of this and the lease was cancelled on January 30, 2003. |
Water-harvesting need of the day, says expert
Hisar, June 25 This was stated by Prof Kuldip Singh Dhindsa, a senior scientist at Haryana Agricultural University (HAU), while talking to The Tribune here today. He maintained that to tide over the critical situation, people should follow the path of water-harvesting and conservation shown by their ancestors. A recipient of the Best Scientist Award of the National Environmental Science Academy, Dr Dhindsa lamented that thanks to mechanisation of agriculture, village ponds, wells and rivulets, which were excellent means of recharging underground water, were fast becoming obsolete. He said large amounts of water going waste could be saved easily. |

Yamunanagar, June 25 According to the police Poonam was studying when she entered into an altercation with her sister. Her sister threw water on her books. Her mother also scolded her. Poonam, who was a student of Class V, went upstairs and using a rope hanged herself with the hook of a ceiling fan. Her father Jawhar is a factory worker. Post-mortem on the body was performed today at the Civil Hospital. |

While the doctor was examining him, the other took out a pistol and placed it on his head. Later, one of them snatched his chain and mobile phone. |
Youth shoots uncle dead
Jhajjar, June 25 According to information, deceased Ramkumar was asleep in his house when his nephew Kuldeep, who also used to sleep there, shot at him. The police sources said the accused was involved in some financial dispute at which his uncle reprimanded him yesterday. Enraged over this, the youth killed his uncle. The police has registered a case but the accused has not been arrested so far. |
