Industrial power supply to be cut
Hisar, June 23 This was stated by Lieut-Gen Onkar S. Lochab (retd), Chairman of the Haryana Power Corporation, after a meeting of the senior officials of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) here today. He said the power shortage had been created due to the closing of power generation units of 2500-MW capacity attached to the northern grid and increased demand as a result of the extremely hot weather. The power corporation chief maintained that to ensure regular power supply to the agricultural and domestic sectors in rural as well as urban areas, power supply to the industrial units in the state would be cut for six to eight hours. He pointed out that the regular power supply was also hit by pilferage of power and unauthorised load. The voluntary disclosure scheme to get the unauthorised load regularised would remain in force till June 30, he added. The Chairman appealed to the power consumers to avail the benefit of the scheme. He warned that after the said date, a drive to detect the unauthorised load would be started and fine imposed on defaulters. He asked the officials to reach out people and inform them about the scheme on waiving the outstanding bills. General Lochab, who was accompanied by Mr Vijayender Kumar, Managing Director of the DHBVN, inspected several power substations after the meeting. |
No power for arc furnaces Panchkula, June 23 Sources in Power Utilities say that the arc and induction furnaces, which are the major consumers in the industrial sector, have been closed till the present crisis tides over. Officials say that power restrictions on all categories of consumers will also be enforced, whenever necessary. Over the past one week, the state has been reeling under a shortage of power. Unscheduled power cuts ranging from two to four hours in all districts have become a norm. In rural areas, though power is available for running of tubewells, the rural domestic consumers are literally feeling the heat in the wake of severe power shortage. Officials say that with the closing of arc and induction units, the power thus saved will be diverted to the agriculture sector so that power for operating tubewells is available from 6 pm to 6 am, and two phase supply is available for three hours during the day to rural domestic consumers. Officials in Power Utilities say that this year has seen an unprecedented hike in demand for power, though the paddy season has just begun. The maximum demand this year has reached 820 lakh units (LUs) per day, while the power available with the state is about 660 LUs per day. Sources say the state Power Utilities is able to supply about 740 LUs, which means that the shortfall is around 80 LUs per day. Over the past two days, the power crisis in the state worsened after the power generation from Baspa, Rihand and Nathpa Jakhri in Himachal Pradesh came to a halt. Other than this, four units of Tau Devi Lal Thermal Power Plant at Panipat were closed yesterday. Even the thermal plant at Faridabad remained closed yesterday. Officials said that while two units at Panipat had already been repaired and had started generating, the power supply was expected to improve. “The state has also signed a pact with Power Trading Corporation for 100 MW supply daily from July 1 to September 10, so as to meet the
growing demands in the paddy season,” informed a senior official. |

Residents damage power house assets
Yamunanagar, June 23 As per sources in the Uttar Haryana Bijli Vitran Nigam (UHBVN), residents of Bapa and Sadhura villages reached the power house in different vehicles at around midnight and switched off power supply to the Radaur feeder. Later they disrupted the supply to all the feeders connected with the power house. They also broke windowpanes and fans in the power house office. The villagers were complaining that the Bapoli feeder was not provided with adequate power. The villagers returned home only after they were assured that the power supply would be normalised. |

Elderly couple killed
in Ambala
Ambala, June 23 H.K. Gupta, a retired executive engineer from the Power Utilities, and his wife Pushpa Gupta were allegedly done to death at their Sector 8, HUDA, Ambala City residence. H.K. Gupta had retired about two years back. Apparently, H.K. Gupta’s brother Dr JK Gupta, who resides in Delhi, was repeatedly trying his residence telephone number. When he failed to get any response throughout the day, he requested his cousin Rakesh Gupta, a resident of Ambala Cantt, to visit the house and find the reason for the couple not picking up the phone. Mr Rakesh Gupta was shocked to find H.K. Gupta as well as Pushpa Gupta murdered. It is believed that the elderly couple was repeatedly attacked with sharp-edged weapons and their bodies bore multiple injuries. While, one body was lying in a pool of blood in the lobby, the other body was in the bedroom. Household goods were scattered in the room. Although the motive behind the double murder is not yet known, the possibility of robbery is not being ruled out. The neighbours of H.K. Gupta were not willing to talk about the incident. HK Gupta has two sons, both of whom are settled in the United Kingdom. H.K. Gupta’s mother is currently undergoing treatment at AIIMS in New Delhi. |

Biggest Buddhist stupa in ruins
Assandh (Karnal), June 23 In the past few years, many houses have come up around the stupa, close to this historical site. No matter, a district-level preservation committee under the chairmanship of a city Magistrate has recently been constituted to chalk out a plan to preserve the decaying monument but no action had been taken to remove the encroachments. The indiscriminate “onslaught” close to the protected site is an everyday’s affair which may further harm this Buddhist monument. It’s painful to see ladies of the area preparing cow-dung cakes on the stupa, completely showing ignorance of the local people towards the treasure. The stupa is 25-metre high and at least 75 metres in diametre raised on an earthen platform. It is built with the help of bricks. This stupa is bigger than the much-famous stupa at Sanchi. According to historians, bricks used to construct this stupa, having a width of more than two-feet, indicate that the history of this monument dates back to more than 2000 years, probably before Christ. Kushana and Kanishka dynasty rulers of the ancient period might have had a great association with this area. Moreover, the pale-blue coloured bricks and a few coins recovered from the site further indicate that the area was also in close contact with Asoka, the ruler of Kalinga, who built the Stupa at Sanchi. Therefore, the importance of Assandh in the ancient period can not be ruled out with the presence of the nation’s biggest stupa. However, it is sorry to mention that no authoritative study has so far been done on this stupa by any historian or archeologist of the region, thus leaving the option for students of history and archeology to come out with some insight facts on Assandh and the stupa situated here. |

Mystery shrouds death of woman
Yamunanagar, June 23 A post-mortem examination on the body was performed today and the viscera has been sent for chemical examinations to a lab in Karnal. The police has started inquest proceedings under Section 174 of the CrPC. As per police sources, Shweta of Brahmpuri Colony, Hamida, had fallen in love with Parmjit of Bank Colony here and married him about four months ago. The marriage went off smoothly for about two months. Then she left her husband and went off to live with her sister in Panipat. Last month she returned to her mother’s house. Later she reached a compromise with Parmjit and again started living with him. Her mother, Ms Usha, has reportedly told the police that last Thursday she had gone to meet Shweta, who was quite disturbed. On Friday, Parmjit reportedly called up Ms Usha to inform that Shweta had disappeared with Rs 40,000 and some jewellery. Efforts were made to trace him. As per police sources, Ms Usha has reported that at around 9 pm yesterday, Tanu, a resident of camp area and friend of the deceased, reached her place carrying the body of Shweta in a rickshaw. |

Haryana Sikh body’s reaction contradictory, Chandigarh, June 23 He said the Punjab Reorganisation Act 1966, which was enacted by Parliament, envisaged in Section 72(3) the SGPC as an inter-state body corporate in respect of which any change, whether in its jurisdiction or scope or powers, can be made only by enacting a law by Parliament. In view of this over-riding factor, the jurisdiction of the Haryana Assembly to pass any legislation taking recourse to Concurrent List was constitutionally barred, said Mr Ahluwalia. Office-bearers of the Haryana committee yesterday asserted that the Haryana Assembly had the jurisdiction to enact a law to form a separate gurdwara management committee in the state. The self-contradictory stand of the office-bearers was also clear from its published statement when it says that the concurrence of the Central Government and the assent of the President would be obtained for the proposed law for the constitution of a separate management body of Sikh shrines in Haryana. |
Dhaba owners told to vacate govt land
Sonepat, June 23 According to a report, the action followed the decision of the Supreme Court in favour of the state government. The owners of the dhabas, restaurant and hotels had already lost their case in the Punjab and Haryana High Court on the issue. Now they are contemplating to meet Mr Bhupinder Singh Hooda, Chief Minister, for immediate intervention and preventing the administration from vacating the public land which are in their occupation for the past few decades. |
Body dumped on road in broad daylight
Panipat, June 23 The police took the body in its possession and sent it to the Bhim Sen Sachar Civil Hospital for a postmortem examination. The SHO said the body might have been thrown there between 9 am and 9.30am as he and some police personnel were present there till 9 am. The condition of the body, however, indicated that the victim had died some days ago, the SHO said. It is suspected that the body was thrown after killing the man. However, a case has been registered under Section 174 of the Criminal Procedure Code instead of lodging a case of murder under Section 302, IPC. The SHO said if the post-mortem report indicated murder, an FIR under relevant Sections would be lodged. |

Haryana increases collector rates of property Panchkula, June 23 The maximum increase in the collector rate has been in Mansa Devi Complex
(MDC) and in Sectors 27 and 28, where the hike is of over 60 per cent . Last year, the collector rate for sectors in MDC was Rs 3,700 per sq metre which has been increased by 60 per cent at Rs 6000 per sq
metre. Similarly, the increase in the collector rate in Sectors 27 and 28 is 60 per cent, from Rs 2,500 sq metre last year to Rs 4,000 sq metre this year. The new rate for registering a sale deed of residential property in Sectors 6, 7, 8 and 9 has been raised to Rs 7,000 per sq metre as compared to Rs 4,700 per sq metre last year. In Sectors 2, 4, 10 and 11, the new collector rate is Rs 6,500 per sq metre now, an increase of Rs 2,000 per sq metre since last year. In terms of commercial property, the rate of booths in Sectors 7, 8 and 9 — the main markets in the town — has been increased by over 10. 7 per cent at Rs 72000 per sq
metre. The maximum hike is in the built-up booths in the MDC of 33 per cent (from Rs 15,000 per sq metre to Rs 20,000 per sq
metre). Officials say that the aim was to bring the collector rates on a par with the market rate of property in Panchkula. During the auction of commercial sites in Panchkula held recently by the Haryana Urban Development Authority (HUDA), booths in MDC were sold for Rs 50 lakh, though the new collector rate is still less than the market price. “In spite of the increase in rates, the new collector rates are still one-third of the existing market price,” remarked a senior official. It may be noted that the collector rates of property were revised last year , after a gap of almost three years. |
Youth urged to work
for society
Panchkula, June 23 This was stated by Director, Haryana Sports and Youth Welfare Department,
V.S. Kundu while speaking at a seminar on “Total Awareness Campaign on HIV and AIDS” here today. He suggested to rename the department as Department of Sports and Youth Programmes. He said around 6,000 youth clubs would function actively in the state during the next three to four years and make a significant contribution in different social welfare programmes. He said a social army of youth would be formed in the state, which would play a vital role in fighting social evils. Youth clubs should be associated with social works and the youth should come forward to check the spread of fatal diseases like AIDS, he opined. The state government and the Haryana Sports and Youth Welfare Department were of the view that apart from promotion of sports, youth welfare measures should also be encouraged so that youth actively participated in social programmes, he added. While expressing concern over the spread of AIDS, he said it was spreading alarmingly because of the lack of knowledge among masses. Therefore, it was necessary to launch a mass movement. He said there was a need to discuss the issue of sex education without hesitation so that people could be educated about AIDS. Mr Kundu presented cash awards amounting to Rs 1.89 lakh and letters of appreciation to those youth clubs and youth who had excelled in 2003-04. The youth club of Dharamgarh in Panipat district, which was declared best club at the state level, was honoured. Those youth who were awarded for being outstanding at the state level included Sant Lal of Panipat, Sohan Lal of Ambala, Harikesh of Bhiwani, Geeta of Kurukshetra and Tejender Singh of Karnal. Assistant Director of Sports and Youth Welfare M.L. Bairagi said those youth clubs and youth who made outstanding contributions at district and state levels would also be honoured. |
4 hurt in clash
Karnal, June 23 Police sources said that the clash was reported between local Congress leader Vijay Sharma and local INLD leader Brij Sharma and their supporters. Firearms and sharp-edged weapons were used in the clash. Two close associates of Brij Sharma, identified as Prakashveer and Rama, were seriously injured in the attack. They were immediately rushed to the local Civil Hospital but the doctors referred them to the PGI, Chandigarh. On the other side, Ashwani Sharma, brother of Vijay Sharma, and their sister were injured. They were given treatment at the local Civil Hospital. It may be mentioned that Vijay Sharma’s elder brother Jugal Kishore Sharma was murdered about four years back. Brij Sharma’s hand behind that murder was initially suspected by Vijay Sharma. However, the local police in its inquiry had given a clean chit to the INLD leader. This would have been the possible reason of the group clash. The police has registered a criminal case against both the parties. |

Chautala’s aides wanted in land grab case
Sirsa, June 23 The force would soon raid at possible hideouts in Haryana, Delhi and other parts of the country. The police has named six persons in the case pertaining to land grabbing worth crores during the INLD regime in the home district of Mr Chautala. So far the police has arrested Brij Lal, maternal uncle of Gopal Kanda, a close aide of the INLD chief, and Harish. The police has also named Gopal Kanda, his brother Gobind Kanda, Vijay Khandi, and Ajay in the case. A local court has already denied anticipatory bail to the Kanda brothers. Police sources said they were also looking into other complaints against Gopal Kanda, who had weighed Mr Chaulata against currency notes during the Assembly elections in January this year. Due to the political pressure, the police had earlier failed to initiate any action against the accused, admitted a police official. The police had registered a case following a complaint by the Dakshin Haryana Bijli Vitran Nigam (DHBVN) against more than 150 unidentified persons who were accused of looting and forcibly grabbing government land spreading over three acres. Mr M.K. Ralhan, Xen, had alleged that the land, which was worth crores near the Sirsa club on Dabwali road, was grabbed in December 2004. |
Pestered by financiers, man ends life
Hisar, June 23 Krishan’s mother, Rajo Devi, and his brother told newsmen today that the deceased had taken some loan from three private financiers. They said these financiers had been pestering Krishan even though he had repaid their loan instalments. They alleged that one of these financiers, Pritam, had even beaten up Krishan more than once. Rajo Devi said Pritam came to their house three days ago, but Krishan was not there. He allegedly threatened to capture their house in case the “outstanding” amount was not paid. She said today was the last day of the deadline set by the financier. |
Two accused in poaching case surrender
Jhajjar, June 23 Daya Suddin and Karam Singh, whose names also figure in the FIR along with six others surrendered in the court of Chief Judicial Magistrate Sudhir Jiwan who remanded them in police custody for a day. With the surrender of the two, all eight accused in the case have given themselves up. Madan Singh was the only accused who was arrested by the police early this month. Six of the accused, including Pataudi are now on bail. Dayal Singh, driver of Shashi Singh and an accused in this case, who surrendered yesterday filed a bail plea which will come up for hearing in the court tomorrow. Pataudi and seven others were booked by Haryana police under various sections of the Wildlife Protection Act for hunting a black buck, an endangered species near a wildlife sanctuary here on June 3. An FIR was registered against them two days later.

New courses at MDSD college
Ambala, June 23 Dr Angra said the college has achieved another milestone by introducing MA in music, yoga and health which was an innovative and inter-disciplinary concept. The syllabi of the course will include the contribution of yoga and music towards health and curing diseases. “It will also include holistic procedures like naturopathy and physiotherapy,” she said. She said the college was already running B.Com (General) with computer application and B.Com (Vocational) with advertisement sales promotion and sales management. It has web designing and web programming courses in computers. In the arts faculty, subjects like fine arts, physical education, mathematics and Punjabi are available. The last date of submission of forms is June 30. |

Sonepat, June 23 According to police sources, the deceased belonged to Kohlapur village in Kurukshetra district. The police has registered the case and sent the body for a post-mortem examination. On receipt of information, Mr Nar Hari Singh Bangar, SDM, and other district and police officials arrived on the scene and took out the body of the victim from the tubewell.

Bail for bank robbery accused
Ambala, June 23 The Ambala police had arrested him on June 3 from Ambala Cantonment. Earlier, the court had remanded him in four-day police custody and later sent him to judicial custody. The police claimed that Atarjeet was involved in the bank robbery at Jalbera, near Ambala City, in which two motor cycle-borne youths had robbed Rs 4.29 lakh at gunpoint. The police also claimed that Atarjeet was closely related to the Babbar Khalsa and had visited Pakistan. The parents of Atarjeet had alleged that the Ambala police had implicated his son in a false case.
