100 bail jumpers, 45 proclaimed offenders nabbed
Gurgaon, June 15 The offensive against the wanted criminals is said to have been mounted at the behest of Chief Minister Bhupinder Singh Hooda. In fact the fortnightly drive has been launched simultaneously in all the districts of the state. The Senior Superintendent of Police (SSP), Mr Yogender Nehra, who is also holding the additional charge of Mewat district, who gave details of the driver, described it successful. Forty teams had been constituted for the task in the two districts at police station and police post-levels. The board contours of the drive in Haryana was drawn by the state police headquarters and the operational details were worked out by the concerned local authorities. As per the official version many of the bail jumpers and proclaimed offenders are facing charges of committing heinous crimes like murder, dacoity and looting. Some of them had been absconding for about a decade. The wide-ranging feeling is that even while the police needs to be commended in its apparent success in the drive, the overall picture does not seem to be hunky dory. To quote the district police, there are about 1045 bail jumpers and 215 proclaimed offenders in Gurgaon and Mewat districts. Even after the claimed success of the current drive, majority of bail jumpers and proclaimed offenders continue to evade the police dragnet. Although the district police chief optimistic that the police would soon get at them, the general public does not feel inspired by this melange of criminals still at large. Although there is no official confirmation, the general apprehension is that some of them are also part of inter-state gangs and are very much active. So many criminals still at large present a gloomy picture especially in the context of Gurgaon, which is on the fast track of industrialisation and modernisation. The profile of Gurgaon as a peaceful city in comparison to others cities in the National Capital Region (NCR), especially the competing cities of Noida and Gaziabad in Uttar Pradesh, has taken a beating in the past eight years. There are many who are quick to point out that all kinds of crimes in Gurgaon have increased commensurate with the rise in wealth and commercial activities. Also, according to may the larger question as to why the police failed to nab the notified criminals for such a long time by the police. |
Commission to probe HSISF recruitments
Chandigarh, June 15 The announcement was made by the Chief Minister in the Assembly after his party colleague, Mr Raghbir Singh Kadian, sought an inquiry by a high court Judge into “omissions and commissions” in recruitment to the HSISF. He said there were newspaper reports today saying that a former DGP, Mr M S Malik, who was now the DGP (Rules), had been put under suspension yesterday in connection with the HSISF recruitments. Mr Kadian said a full-fledged probe should be instituted by the government to nail all persons associated with the irregular recruitments. Mr Kadian’s proposal was seconded by Mr Dharampal Malik, also a member of the ruling Congress. Mr Hooda then stood up and said that in deference to the demands made by the members, he had decided to set up a commission of inquiry to look into the irregularities in HSISF recruitments. It would be a one-man commission under a retired high court Judge, which would submit its report within six months from its institution. The terms of reference of the commission would be framed by the state government, Mr Hooda said. The Chief Minister also announced that the Punjab and Haryana High Court would be requested to recommend the name of a Judge for carrying out the probe. Mr Shamsher Singh Surjewala (Congress) said the inquiry should cover not only government officers but also the then political bosses, who were allegedly manipulating the recruitments from behind the scenes. Mr Hooda assured Mr Surjewala that the probe would be a comprehensive one and cover all aspects of the issue. Later, talking to reporters at the press lounge of the Assembly, Mr Hooda said it was decided to approach the high court to suggest the Judge’s name so that allegations were not made against the government of choosing a “convenient” person for the commission for settling scores with its political opponents. He said the government would welcome if the high court suggested the name of a serving Judge for heading the commission. Mr Hooda, however, added that given the pressure of work on the serving Judges, it might not be possible for the high court to spare one. The Chief Minister said the government had taken serious note of the matter because the Chautala government had played truant with the hopes and aspirations of thousands of young persons by offering them jobs in the illegally raised force. |
Red Cross Society secretary suspended
Panipat, June 15 Earlier in the day, Ms Chowdhary alleged at a press conference that the DC had been using Red Cross amount for his personal use and when she did not succumb to his pressure of providing Red Cross money for the purchase of a car, he started harassing her. Talking to mediapersons here this evening, the DC said that they had been suspended on the basis of a preliminary report submitted by a three-member committee headed by the Panipat SDM, Mr R.K. Singh. The committee was constituted to look into the alleged irregularities committed in the society during the four-year tenure of Ms Vijay
Chowdhary, he said, adding that the Governor had received a complaint regarding alleged irregularities in the society and he had forwarded it to him to look into the matter. The DC said that the SDM had submitted his preliminary report regarding the irregularities committed in the society during 2002-03. Despite other several regularities, embezzlement of about Rs 1.5 lakh had been done during this period, he added. On the contrary, Ms Chowdhary alleged that the DC had purchased a mobile set for Rs 35,000 from the amount of the society. However, when she did not succumb to pressure of providing him Rs 4.5 lakh for purchasing a car, he used defamatory language against her and also started an inquiry into the alleged irregularities. The DC admitted that he had purchased the mobile from the amount of the society and said that the bill was also being paid by the society as, being president of the society, he was entitled to get the mobile set to discharge his official duties as DC and president of the society. However, he denied that he had put any pressure on Ms Chowdhary to get money for a car. Ms Chowdhary said that the DC had already directed the members of the inquiry committee to implicate her in one or the other way. She said that she was ready to face any inquiry by the Vigilance in this regard. She further said that she had already sent her complaints to the CM and the Governor to take action against the DC for harassing her. |

Birender Singh flays Chautala, praises Sampat
Chandigarh, June 15 Prof Sampat Singh, along with the DC, Ropar, Mr
H.I.S. Grewal, was present in the Speaker’s Gallery when Mr Birender Singh was showering praise on him. He said the former Chief Minister, Mr Om Prakash Chautala, and his sons “milked” the system for personal gains. He regretted that despite certain good persons like Prof Sampat Singh and Mr Dhir Pal being members of the INLD government, they did not raise their voice against that regime’s misdeeds. Mr Birender Singh said contrary to the INLD practice, it had been a tradition with the Congress that if any leader did not behave properly, the others protested. While referring to the issue of corruption during the tenure of the previous government, he said it followed the dictum of “monopoly plus discretion minus accountability”. He said there was “monopoly of Mr Chautala, discretion of his sons and no accountability.” Mr Birender Singh said Rs 1,180 crore had been earmarked for the development of infrastructure during the current financial year, which was about Rs 300 crore more as compared to last year. Over Rs 1,700 crore had been earmarked for the power sector this year. Similarly, Rs 2,180 crore would be provided for the promotion of education. He said the entire cost of construction of the SYL canal would be borne by the Central Government. The government had earmarked Rs 640 crore for the welfare of members of the Scheduled Castes and Rs 168 crore had been provided for the municipal bodies. He alleged that Mr Chautala had incited people not to pay their electricity bills because when he would return to power, the electricity dues would be waived. But when he came to power, leaders of the INLD started saying that no promise to waive electricity bills was made in their election manifesto. He said a sample survey of 100 persons should be conducted and if even a single person said that Mr Chautala had not promised to waive electricity bills, he would quit politics. Mr Birender Singh said that the Congress never promised to waive electricity bills. Repeatedly praising the Chief Minister, Mr Bhupinder Singh Hooda, for having taken several public-interest decisions, Mr Birender Singh said immediately after assuming office, Mr Hooda constituted a Cabinet Subcommittee under his (the Finance Minister) chairmanship to sort out this issue. As two members of the committee, Mr Surender Singh and Mr Om Prakash Jindal, died in a tragic helicopter crash on March 31, the submission of the report was delayed. He said a Bill on the accountability of the state exchequer and the management of the Budget would be introduced during this session of the state Assembly. These measures would generate additional revenue and check expenditure. |

Panchayat takes steps to check crime
Fatehabad, June 15 A meeting of the gram panchayat of Kanheri village in the Tohana sub-division of the district was held in the village yesterday. The Sarpanch, Mr Sajjan Singh, presided over the meeting. Members of the panchayat were present at the meeting. The members expressed concern over the spurt in criminal activities and social ills in the area and resolved to check these. The panchayat decided that in case any person was found selling opium, poppy husk or other narcotic drugs in the village, it would impose a fine of Rs 11,000 on him when caught for the first time. The panchayat would hand over that person to the police if he was caught again for committing the same offence. Persons indulging in gambling, bootlegging and ‘satta’ would have to pay a fine of Rs 5,000 for the first offence. The offenders would be handed over to the police on committing an offence again by the same person. Anyone providing information on such an offender would be given a cash prize of Rs 1,100. The Panchayat also decided to impose a fine of Rs 1,100 on persons indulging in bootlegging in the village. It would reward those providing information about such persons with a cash reward of Rs 500. The panchayat has further resolved that anyone found providing any financial or moral support to or standing guarantee on behalf of any such offender in the courts of law would also be fined Rs 11,000. The rules and regulations come into force from today. |
Haryana protests against Yamuna embankment
Chandigarh, June 15 The embankment to be constructed along the left bank of the river is likely to flood several districts of Haryana during the monsoon, posing a grave threat to life and property in the vast area of the state. The UP Irrigation Department proposes to construct embankments along the river opposite Yamunanagar, Karnal, Panipat and Faridabad districts. It has already started construction opposite Faridabad district. The Haryana Financial Commissioner and Principal Secretary, Irrigation, Mr Anil Razdan, has written a letter to his UP counterpart, Mr Amal Kumar Verma, protesting against the construction of the embankment. Mr Razdan pointed out that the embankment scheme was never put up before the Yamuna Standing Committee. The scheme, he said, was reportedly got cleared from the Ganga Flood Control Commission on the basis of which it was further got approved from the Planning Commission. Mr Razdan said when UP wanted to revise the scheme, the commission advised it to get clearance from the standing committee, which considered the scheme for the first time on April 19, 2005. The commission asked UP to give an assessment of the likely increase in flood levels following the construction of the embankment and consequential effect on Haryana villages. The standing committee also asked UP to, meanwhile, slow down the work. The matter was again considered by the standing committee on May 16 last by which time UP could not give an assessment report. The Haryana officer has pointed out that the entire embankment scheme was against the guidelines decided by the standing committee in this regard. He also protested against the construction of a link road by UP within the flood plan of the Yamuna along the Karnal-Meerut road. |

DSP faces probe for breaking house locks
Karnal, June 15 Mr Kirtpal Singh was transferred to HAP Battalion-II (Hisar) and was relieved of his post on April 29 this year. However, he did not vacate his government house here as he was not allotted a house at Hisar. In the meantime, the District Magistrate allotted this government house to DSP Om Prakash. The new DSP, instead of waiting the house to be vacated, allegedly broke the locks of the house on Wednesday and threw out the household items of his predecessor to take possession. Mr Kirtpal Singh claimed that he is legally entitled to keep the possession of the house for four months as per the existing laws of house allotment. He alleged that his successor, along with the SHOs of Civil Lines and City police stations, had broken a few crockery items that were kept in the kitchen. He said that the matter was immediately brought to the notice of the District Magistrate, Mr Shyamal Mishra, and the SDM, Mr Girish Arora. However, no action has been taken against the guilty. On the other hand, the Superintendent of Police, Mrs Bharti Arora, has marked an inquiry into the incident and assured the complainant DSP that action would be taken against all those who broke the locks of his house. |

Trees felled in government school
Panipat, June 15 While a sesame tree has already been felled, however the acting District Education Officer (DEO) Mr. Om Pal stopped the felling of some other trees on the directions of the Deputy Commissioner, Mr Mehtab Singh. Mr. Om Pal has submitted a preliminary report to the DC in this regard. Talking to The Tribune, Mr. Mehtab Singh said he had sought a detailed report appropriate action against the guilty would be taken, he added. When contacted, Mr Om Pal said he had stopped the illegal felling of trees in the premises of the school on the directions of the district administration. During investigations, it came to his notice that the principal of the school, Mr Kharak Singh Mann had sold a sesame tree, a poplar tree and two
`pahari kikar’ trees to two persons of Kurad and Baupur villages. According to the information, the purchasers had felled a sesame tree. However, branches of the tree fell on electricity and telephone wires due to which power and telephone services in the nearby areas was affected. |

Kaithal, June 15 Giving this information to media persons here today, the SP Mr Mohinder Singh Sheoran, said that a special team of the CIA staff had been constituted to nab Raj Kumar, gang leader, who had been evading arrest for the past some time. The police got information that the members of this gang were trying to sell a Maruti car stolen from Khanouri at Kalayat yesterday . The gang leader, Raj Kumar, and his three other accomplices, Shish Pal, Raja Ram and Narsi, were overpowered on the spot by the police. The car was recovered from them. |
INLD members stage walkout
Chandigarh, June 15 Citing a report that appeared in Dainik Tribune today, Mr Sita Ram said instead of floating fresh tenders, the Hooda government had simply changed certain clauses of the existing tender. This was not an accepted practice, Mr Sita Ram said. He was supported by the INLD Deputy Leader, Mr Sushil Indora. However, the Speaker did not pay any heed to them, which prompted the INLD legislators to walk out of the House. They, however, returned after a short time. Later, Mr Sita Ram told reporters that since the Speaker allowed a Congress MLA to demand the setting up of a commission of inquiry on the basis of reports appearing in newspapers, the INLD also wanted to take up an issue in the Assembly. |
Cabinet panel on pending power bills gives report
Chandigarh, June 15 Talking to reporters at the press lounge of the Assembly here, the Minister said it was an interim report and the Cabinet would soon meet to discuss its recommendations. While refusing to give details, the Minister said the report suggested various options to tackle the problem of the non-payment of power bills. The report also prescribed incentives for persons who did not default in the payment of their bills, he said. More than Rs 2,500 crore was pending against consumers of as unpaid power dues. The major component of the amount related to rural domestic consumption about Rs 800 crore), he said. The unpaid bills for agricultural consumption amounted to about Rs 275 crore. The Minister said that various government departments were also found to be defaulters and the total amount pending against these came to about Rs 275 crore. The Irrigation was the largest defaulter. He said the Chautala government’s decision toward the end of its tenure of introducing flat rates of power tariff for agricultural consumption had put huge additional burden on the government. |

Seminar on ecology, environment begins
Ambala, June 15 Speaking on the occasion, General Shekhawat pointed out that the Army was totally involved in conservation of ecology and environment came naturally to the personnel in Olive Green. He observed that all the cantonments in the country were lush green and there was a distinct difference in terms of environment preservation. He observed that environment was an integral part of Army ethos. He suggested that forest conservation groups should utilise the rich experience of ex-servicemen. The ecology experts spoke on a range of topics pertaining to environment. The speakers stressed on the importance of conserving nature. Col Prakash Tiwari gave a brief account on ecology activities of Army. Mr Deepak Apte from Bombay Natural History Society spoke on biodiversity of Western Command and there was talk on vulture conservation. Mr Samar Singh of World Pheasants Society spoke about globally endangered pheasant in Western Command while Col Arvind Malhotra from National Mission on Bamboo Application also spoke on the occasion. An army officer said that the Indian army had been in the forefront of environmental and ecological restoration, conservation and protection. Due to its deployment, size, large land holding and access to difficult and harsh areas, it is one of the premier agencies which has been in the forefront of protecting and improving the environment, forest and wildlife of the nation. |
Woman pushed to death
Yamunanagar, June 15 As per police sources, Manju Bala along with her daughters was strolling on her roof last evening. She found a piece of wood on the roof. She threw it on the ground. Her neighbour Suman Lata objected
to it. Suman along with her brother-in-law, niece and two nephews also climbed on the roof of Manju’s house. Altercation took place and one point of the time Manju was allegedly pushed down. She sustained injuries on her head. She was taken to a private hospital, which later referred her to the PGI. She died on the way to the PGI this morning. A case has been registered against, Suman, her brother in law, Raj Nath, niece Muini and nephews Vijay and Raju. |

10-year jail for drug peddler
Fatehabad, June 15 The convict, Hatey Singh, was nabbed by the district police on September 12, 2003, with 5 kg of opium. Hatey Singh belonged to Chandpura village in Madhya Pardesh and had come to Baropal village near here to supply a consignment of the contraband. In another case the same court sentenced Jasbir, a resident of Kalotha village in this district, to one year imprisonment for peddling of opium. |
City goes without water for 9 hours
Sonepat, June 15 According to a report, the situation has worsened since the onset of the summer season as the supply had been erratic and the pressure always low. Although the department has fixed the timings for
the supply of water to each zone, water is not supplied on time. The residents blame the officials of the Public Health Department for the mess as they have failed to make any alternative arrangements for the supply of water. The department has no generating sets. Similarly, it has no water tankers to supply water in the affected areas. |

Ambala, June 15 Out of 15 persons who died, the bodies of 14 were recovered and Rs 50,000 was immediately paid to them. The remaining amount of Rs 50,000 was disbursed today. Kulbeer Kaur’s body could not be recovered and her father was given Rs 1 lakh. |

Rewari, June 15 The village sarpanch, Mr Rajender Kumar, said the water of the pond was contaminated after thousands of fish died in the pond. The village elders on Monday submitted a memorandum to the Deputy Commissioner seeking the immediate cleaning of the pond.

Rs 1 lakh stolen
Ambala, June 15 According to information, Suresh Kumar, a local resident withdrew Rs 1 lakh from a bank and kept it in the boot of his motor cycle. On the way to Saha village he stopped for a few minutes at the office of a property dealer. He parked his motor cycle outside the office. When he came out of the office, he found that the boot of the motor cycle was broken and the cash missing. A case has been registered. |

Labourer found dead
Ambala, June 15 The body bore injury marks on the head and has been sent to the Civil Hospital, Ambala Cantt, for the post mortem examination. The police has registered a case against Subhash, in whose fields the body was found, Pradeep and Suprabhat.
