Govt did its best to retain HSISF, says Hooda
Chandigarh, June 11 Mr Hooda said the Act, under which the HSISF was set up, said that the expenses on the force would be borne by private industries and government-run commercial organisations which would need to hire its personnel. “I wrote to all DCs to sound industries and other commercial organisations and find out whether these would need the deployment of HSISF personnel. But, unfortunately, there was absolutely no demand for the HSISF. Thus, the government was left with no choice but to disband the force”, Mr Hooda said. He alleged that Mr Om Prakash Chautala, former Chief Minister, cheated thousands of youth by recruiting them in a force that was raised on “flimsy” grounds. The Chief Minister added that he did feel sorry for the HSISF personnel who had to suffer because of Mr Chautala’s action. “Therefore, I have decided that when the present government will recruit persons for the regular police force, HSISF personnel will be given preference”, Mr Hooda said. On what steps had been taken by the Congress government for eradicating corruption, Mr Hooda said the government had brought about transparency in its functioning which was showing in the increase in revenue. “Our revenue from excise auctions has gone up manifold. The same is the case with the auction of quarries. A quarry in Panchkula, which was auctioned for only Rs 9 crore by the previous government, fetched Rs 35 crore this time”, Mr Hooda said. The Chief Minister said the introduction of fair practices had thus put an end to corruption in two most important spheres in which illegal money used to be made. He added that the state Vigilance Bureau had been looking into complaints of disproportionate assets as well as other cases of corruption. “Even big sharks will not be spared if they are found guilty during investigations”, he said. The Chief Minister, who was addressing a meet-the-press programme at the Chandigarh Press Club here, said the Cabinet subcommittee constituted under Finance Minister Birender Singh to examine the issue of pending power bills of farmers would give its report this month. Replying to a question on a separate gurdwara management committee for Haryana, Mr Hooda said he had no intention of delaying its constitution. “ We made a promise regarding a separate committee in our election manifesto and we are going adhere to the promise”, the Chief Minister said. He added that the government would act on the issue after the panel headed by the Speaker, Mr H.S. Chatha, submitted its report. The Chief Minister said between Punjab and Haryana, there were three main issues: water, territory and capital. He said Haryana was primarily interested in the water issue, and only after this was resolved, would it think of paying attention to the other ones. Mr Hooda said he would visit Sirsa tomorrow to see for himself the devastation and loss of life caused by the duststorm on Thursday. Mr Hooda said financial assistance of Rs 2 lakh each would be given to next of kin of the deceased. He said Rs 10,000 would be given for each buffalo that perished, Rs 5,000 for each cow and Rs 2,000 for each goat and sheep. Replying to a question, Mr Hooda said his government would formulate a media policy after obtaining inputs from mediapersons. Before winding up the press conference, Mr Hooda announced Rs 16 lakh as assistance for the Press club. |
Trickle in canals brings flood of woes for farmers
Kaithal June 11 The over exploitation of underground water through the use of tubewells is continuously depleting water table in the area.The non storage of water in Bibi Pur Lake area during the rainy season for the past about five years has also hit the supply of canal water in this area. The supply of additional water in canals to benefit paddy crop of farmers is also not been provided in many areas due to the shortage of water and mismanagement by the department. Though it is peak of summer season and the farmers need regular supply of canal water yet there is no water in the canals. According to information the shortage of water has forced the irrigation department authorities to maintain the supply for eight days in 32 days thus implying that in most of the areas fed by Saraswati Distributory, which is a major source of irrigation in this area, the water is available only for eight days and for rest of 24 days the canals remain dry . During this one week period the water is also supplied to fill village ponds and is stored for canal-based water supply schemes functioning at some places. It is a common complaint that water never reaches the fields at the tail end in summer but when it is not needed in the winter season it is supplied in the canals and because of the wheat crop is damaged often. The farmers demand that they should be supplied canal water at least for two weeks continuously in a month in summer season and the government should order immediate repair of the damaged canals . As a result of long closure period for canals a number of minors get damaged and when the water is released in there minors many of them start leaking and breaches also occur at some places which further aggravate the water shortage problem. The growth of wild grass and bushes in canal minors is another problem caused due to canals remaining dry. The farmers also claimed that there was a shortage of beldars and mates in the department but recruitment drive had been launched since 1983. Even proper arrangements had not been made to keep the canals and minors in a good condition. The farmers who are the ultimate sufferers demand that the canals should be cleaned at least four times in a year to ensure the smooth flow of water . According to information the farmers being supplied canal water through Keorak minor, Kultaran sub minor, Kaithal sub minor, Bhan Pura, Guhna, Batta minors , Bhuna, Pahar Pur, Urlana minor, Sher Garh, Harsola, Batta and Kailram minors were the worst hit in the area. Mr J.S. Cheema, Superintendent Engineer, Bhakra Circle, admitted that there was a shortage of water in canals but he added that water distribution in different minors depended upon the availability of water in Bhakra and the Yamuna. He said due to shortage of regular staff the work of cleaning of canal minors had been entrusted to the private contractors and it would be started soon. Meanwhile, farmers facing canal water shortage are worried about the low yield of wheat and paddy crops which has started affecting their economic condition . They feel that if the government failed to ensure the sufficient supply of canal water in this area then their lands would become barren and the schemes being launched by the government for their welfare will be futile. |
Construction cost of channels rises to Rs 265 cr
Kurukshetra, June 11 Under this project, a 22.25 km-long feeder and two main distributaries, Shahabad and
Nalvi, had been proposed to be constructed. The total length of these channels would be 381.30 km. It was estimated that more than 75,000 hectares of land in as many as 347 villages of the three districts of Ambala, Yamunanagar and Kurukshetra would get irrigation facility after the completion of this canal. It would also help in recharging the underground water in these areas. The state government first considered the proposal of the construction of this canal in 1983 when the actual cost of the project was estimated at around Rs 15.37 crore. Seven years later, in the year 1990, the cost had increased to Rs 43.60 crore. The estimated cost reached to Rs 167.62 crore last year, when the then Chief Minister, Mr Om Prakash Chautala, laid the foundation stone on November 16, 2004 at Adhoya village in Yamunanagar district. Now, with the revision of rates of the acquisition of land, the estimated cost is expected to cross Rs 265 crore, putting an extra burden of approximately Rs 100 crore on the Irrigation Department. Earlier, the acquisition rates of land were between Rs 2 to 3 lakh but now the acquisition rates have directly increased to the minimum rates of Rs 5 lakh. During the first stage of survey of about 65 km, it has come to light that there were large-scale encroachments on the proposed route of the canal in Yamunanagar district. A senior official of the Irrigation Department revealed that the encroachments may delay the construction work as many buildings had been raised on the proposed route of the canal during the past 20 years. The Irrigation Department has not been able to acquire even 406 acres of land required to build the feeder channel in Yamunanagar district. |

New industrial policy welcomed
Ambala, June11 The senior vice-president of Haryana Chamber of Commerce and Industry, Dr N.C. Jain said the new industrial policy would encourage speedy industrial growth and it would create job opportunities for the unemployed youths. He said the Industry would achieve its target fixed by the Chief Minister , He said entrepreneurs were happy with the announcement that the ‘inspector raj’ would be over soon. Not only this, the single window service, too, would be introduced to cut red tapism. He said the setting up of three industrial clusters at Faridabad , Gurgaon and Panipat would give a boost to industrial growth of the state and would attract the investors . Mr Jain said the decision to establish an investment promotion board under the chairmanship of the Chief Minister and also to establish a gem and jewel park at Gurgaon and a new industrial park at Panipat would further step up industrial growth in the state . He said the industry felt that the government had ignored Karnal, Kurukshetra, Ambala and Yamunanagr while offering incentives. Industries of this area were expecting that they would also get some sops in the new industrial policy as they were already hit hard by stiff competition from the adjoining states like Himachal Pradesh. |

Maneka blasts police for ‘inaction’ in Pataudi case
Hisar, June 11 “It is shameful that instead of making sincere efforts to arrest Pataudi, the Haryana police is sitting idle, waiting for the grant of anticipatory bail to him,” she maintained. wife Sharmila Tagore should resign from the post of the Film Censor Board Chairperson in view of the incident. She also exhorted the people to boycott Pataudi’s family and stop watching Saif Ali Khan’s movies. Ms Gandhi expressed happiness over the fact that a majority of people in Haryana were vegetarians. She appealed to the people to plant more saplings and adopt a compassionate attitude towards the animals. |
Child marriages stopped
Yamunanagar, June 11 When the police came to know about the marriage plans, the parents of the sisters, Dharmapal and Gudiya, and other members of the community were reportedly rounded up and let off only when they promised to postpone the marriages till the girls attained the legal age of marriage. Last evening, a panchayat of the community was held and it vowed that henceforth they would neither perform engagements nor marriages of their wards until the children reached the legal age of marriage. |

Bhiwani, June 11 According to sources, under the IED scheme as many as 9 schools have been opened in all nine blocks of the district and teachers engaged in these schools are sent to have special training at Panchkula every year. The department had called these teachers to attend this special training programme on June 4. They, however, did not turn up. In the notice issued to them, they have been asked to clear their position for not attending the special training programme. |

Jain acharya given warm welcome
Rewari, June 11 The Acharya started the yatra, which aims at creating a crime-free society by forging communal harmony and tolerance among various communities, in December 2001. During the past 42 months, he has traversed over 3000 km on foot through the length and breadth of Gujarat, Maharashtra, Madhya Pradesh and Rajasthan. He warned that if remedial measures were not applied expeditiously, an environment of insecurity could engulf one and all. Emphasising the urgency of self-analysis and self-introspection, he exhorted all to inculcate the values non-violence, morality, self-denial and self-restraint as that alone could prove a panacea for the various ills now plaguing the society. 9 killed in road mishap
Hisar, June 11 Before colliding with the car, the truck allegedly hit another car, the driver of which was also killed in the mishap. Following the accident, an LPG cylinder stacked in the car exploded, due to which the victims could not be saved or extricated from the car. The truck driver, who was allegedly in an inebriated conditions, was beaten up by the mob. He was later hospitalised. According to eyewitnesses, the car, which was going from Hisar, collided head on with a truck. Both vehicles overturned after the collision. Meanwhile, three persons were killed when their car was hit by a Hisar-Ludhiana passenger train at an unmanned railway crossing near here yesterday. Those killed have been identified as Karam Chand of Bugana village, Sadanand of Khanda Kheri and Bihari of Faridabad. |
Sirsa, June 11 Amarjit Singh, a cop, died on the spot when the scooter he was driving rammed into a tree near Sawantkhera village under the Dabwali police station of the district. In another mishap, Jassa, a resident of the local Railway Colony, also died on the spot when the car he was driving collided against a truck coming from the opposite direction near Chak Araian village. Youth found murdered
Karnal, June 11 As per details, Yashpal (38), working as a peon in the Kunjpura branch of the Cooperative Bank, went out for a walk 9.30 pm. However, he did not return home that night. His body was found in an open drain near the bus stand yesterday. The police identified the man and called his family members. The post-mortem examination revealed that Yashpal was severely beaten up that could possibly have led to his death. He had multiple injury marks on the head and abdomen. Preliminary investigations by the police revealed that the deceased was beaten to death by bricks. Four bricks with blood stains were also recovered from the spot, said a police official posted at Kunjpura police station. When The Tribune correspondent reached the spot, certain villagers said Yashpal had extramarital relations with a woman of the same village and he often used to visit her house in her husband’s absence. A friend of the deceased said that Yashpal might have been murdered by her husband. |
15 hurt in clash
Karnal, June 11 As per information, Rajbir Singh and Sangita (name changed), both from different castes, fell in love with each other and wanted to marry. But elders belonging to their castes objected to it. However, the couple arranged a court marriage a few weeks ago. The marriage led to a confrontation between the two communities. Today a minor dispute between two persons led to a war of words that resulted in a scuffle. Both the groups attacked each other with sticks and sharp-edged weapons. The injured were admitted to the Community Healthcare Centre, Nilokheri, and the Karnal Civil Hospital. A case has been registered. |

Ambala, June 11 A team had raided the residence of Kala in Rattangarh on the basis of a secret information. Three containers of liquor were recovered. In the meantime one member of his family escaped carrying two containers. When the Sub-Inspector tried to stop him, Kala attacked him with a sword. |
