28,000 get illegal load regularised
Hisar, June 3 According to an official spokesperson for the Dakshin Haryana Bijli Vitran Nigam (DHBVN), farmers were ahead of the other consumers in availing the benefit of the scheme. Under the scheme, the farmers can get their increased load regularised by paying an advance amount at the rate of Rs 30 per kilowatt. Moreover, if the power supply needs to be augmented in view of the increased load, this will be done by the corporation. The spokesperson said in the larger interest of the farmers, the last date of the scheme had been extended till June 30. Apart from extending the last date, the DHBVN authorities have simplified the procedure for disclosing the excess unauthorised load. Besides, the DHBVN authorities have decided to check the load of every consumer at least once in every six months. Thus, the consumers have a fair chance to get their excess unauthorised load regularised till June 30, after which detection of excess load will invite action. |

Karnal, June 3 Dr
G.D. Sharma, a private practitioner whose hospital was ransacked by the mob this evening had alleged that certain unidentified miscreants had attacked his house with gun fires the splinters of which had struck two persons standing outside his house. The police found two revolvers in the hands of Dr Sharma. Interestingly, one of the revolvers had four bullets only while the other was fully loaded with six bullets. The SHO insisted that a bullet had struck one of the doors of the house. When the incident took place, a heavy police force was standing outside the Pash Library, 30 metres away from Dr Sharma's house. The IG , Mr V. N. Raiwas attending a function at the library. The mob dispersed after the police assured an impartial inquiry into the death of Ashish. The police sent the body to the civil hospital for post-mortem examination. A case under Sections 302, 328 and 34 of the IPC was registered by the police in this regard. Mr Subash Kumar, father of the deceased, alleged that his son was murdered by the owners of a rice mill at Taraori who owed Rs 18 lakh to them. Ashish had come from Pundri to Taraori on June 2 to recover the payment pending against them. However, the owners of the rice mill said that they did not have the required payment in cash with them. They asked him to stay at Taraori for one day and told him that they would give the payment to him on Saturday. He said that Ashish had informed to him on telephone about this assurance and insisted to stay at
Taraori. On Friday morning, he was sent a message by the rice mill owners that his son was seriously ill and hospitalised at a private hospital in Karnal. When they reached here, it was found that Ashish had already died. According to the parents of Ashish, the hospital authorities failed to convince them on the exact reasons of the death , raising doubts of the possibility of a murder. When the parents and their colleagues asked to show the dead body, the hospital authorities did not respond properly. This infuriated the family members and other people present outside the hospital. |

It is a matter of margins
Chandigarh, June 3 In the general elections for the Haryana Assembly held in February, Mr Bhajan Lal had won with the highest margin, by defeating his nearest rival by over 70,000 votes. This is one point that Bhajan Lal loyalists kept harping upon during Mr Bhajan Lal’s futile pursuit to grab the top job in the state.
However, the Kiloi constituency in Rohtak district - from where Mr Hooda is seeking election - saw a voter turnout of 88 per cent in the byelection on June 2. Since Mr Hooda is virtually facing no contest in the constituency, it is possible that he may surpass Mr Bhajan Lal’s victory margin.
In the event of Mr Hooda failing to equal or surpass the 70,000 margin secured by Mr Bhajan Lal at his traditional Adampur constituency, he will be a tight spot to answer the criticism likely to be unleashed by his rivals.
It will also be interesting to note whether Ms Kiran Choudhry, the Congress candidate from
Tosham, gets a victory margin just as impressive as Mr Hooda’s. In fact, the turnout at
Tosham, 89 per cent, was 1 per cent more than Kiloi. Ms Choudhry got the ticket from Tosham on compassionate ground following the death of her husband Mr Surender Singh, Revenue Minister, in a helicopter accident. Her victory from the seat is a foregone conclusion. However, the turnout has come as a pleasant surprise to her as the local people initially showed some resistance to her candidature because of her image as an outsider. The lowest turnout of voters in the current round of byelections was at Hisar from where Ms Savitri Jindal is the Congress candidate. The final polling figure in the constituency is 66 per cent. The low rate is attributed to urban voters’ reluctance to cast their votes. Ms Jindal too was given the ticket on compassionate ground as her husband Mr O P Jindal, Power Minister, too perished in the helicopter crash that claimed the life of Mr Surender Singh. In a nutshell, the byelections taking place in Haryana on Thursday is not about which party will win the seats. There is absolutely no doubt that the Congress party will retain all three constituencies. Rather, the question in hand is whether Mr Hooda wins with a bigger margin than Mr Bhajan Lal, or will it be Ms Kiran Choudhry who will leave both the Chief Minister and the HPCC chief behind as far as the winning margin is concerned. One will have to wait till the counting of the votes on Sunday for the drama to unfold in full flourish. |

Engg college seats reserved for Murthal residents
Chandigarh, June 3 While stating this here today, a spokesman of the Technical Education Department said this was decided in view of requests made by the gram panchayat for reservation of four more seats in addition to two seats already reserved in the college for admission to bonafide residents of the village. He said one seat would be reserved for members belonging to Scheduled Castes or Scheduled Tribes (A&B) in the discipline of mechanical engineering, another seat would be reserved for the category of Backward Classes (A&B) in the discipline of electrical engineering, another seat would be reserved in the category of sports for a girl candidate in the discipline of architecture while the fourth seat would be reserved for armed forces personnel in the discipline of electronics. The spokesman said at the time of the start of this college, it was decided to reserve some seats for the bonafide residents of the village as they had donated 250 acres of land for setting up the engineering college. Thus two seats were earlier reserved for the inhabitants of the village. |
Stress on transparency in rural development agencies
Karnal, June 3 He was addressing elected representatives of the panchayati raj institutions at Indri, 25 kilometres from here yesterday. He said if sarpanches and panchayat members find difficulty with any of the officials of the Rural Development and Panchayat Department in implementing the welfare schemes, they could always approach the district administration at any time during working hours. He held discussions with the panchayat members with regard to the ongoing development works being carried out in their respective villages. He asked them, particularly to the women representatives, to visit the officials concerned for carrying out their works so that they get knowledge on functioning of the administration. Mr Verma said panchayats could generate their own resources through collection of property tax, auctioning of ponds for fish culture, lease out common lands, etc. so as to enhance their income. The ADC said all types of disbursements to the panchayats and beneficiaries of Indira Awas Yojana would be directly made to them by the district administration in the absence of any mediation of the DDPO, BDO or the panchayat secretary in order to bring in more transparency in work. “It will be a direct link between the sarpanches and the district administration so as to provide 100 per cent benefit to the beneficiaries”, he said. |
Protest against police ‘failure’ to nab killers
Karnal, June 3 The villagers alleged that the Indri police was trying to make it a case of suicide. The police had earlier initiated inquest proceedings under Section 174 of the CrPC in the incident which is the normal exercise adopted by the police or any investigating agency in a case of alleged suicide. Vijay Kumar, son of the deceased, alleged that he and his father were abducted by Sukh Raj, Inder Kumar and his son Pawan Kumar on Sunday night and taken to the house of Sukh Raj. “I and my father were severely beaten up by them before they gave poison to my father,” he alleged. Vijay Kumar further said that his mother also came to their house when his father was alive and begged for her husband’s life but no one listened to her. They forcibly gave poison to my father in front of me and my mother, he alleged. He also alleged that the Indri police was hand in glove with the alleged killers and no action had been initiated against them. Meanwhile, when the protest was going on, District Magistrate of Karnal Shyamal Mishra reached there and asked the SP to send a police team to the village and arrest the killers as per the identification of the villagers. The agitating people remained in the mini-secretariat for over four hours before they went back, warning that if the killers were not arrested by tomorrow morning, they would halt the traffic on the national highway. |

Rewari, June 3 The complainant alleged that he had paid Rs 4.25 lakh in three separate instalments of Rs 1.80 lakh, Rs 95,000 and Rs 1.50 lakh during 2001-02 to Ms Kamla Sharma to get government jobs for his two sons. It was further alleged that her son Pankaj Sharma, too, was involved in the deal. However, when he failed to procure jobs for his two sons, he made repeated requests for the refund of his money but to no avail. Ms Kamla Sharma rebutted the charges. |

naib-tehsildar Ram Pal, kanungo Nand Lal, patwari Shish Pal and Surjeet Singh, a farmer from Lahrian village. In his complaint, Rajinder Parshad had alleged that he had 7 kanal 12 marlas of land after the death of his father. But Surjeet Singh in connivance with the above revenue officials got the revenue records tampered and misappropriated his land in his own name. After finding the allegations sufficient to proceed, the court ordered the registration of criminal cases under Sections 420, 466, 467, 468, 471, 218 and 120-B of the IPC against all the four accused. |

Married woman commits suicide
Karnal, June 3 After the postmortem examination, the body of the deceased was handed over to the family members for cremation. The police after recording the statement of the deceased just before her death had initiated inquest proceedings under Section 174 of the CrPC into the incident. Sources in the police said some persons from her in-laws had been detained by the police for investigation but it was not confirmed by the SHO. |
BJP to honour families of Kargil martyrs
Panipat, June 3 Mr Gupta, district convener of the BJP for the silver jubilee celebrations, said his party would organise Kargil Vijay Divas (Victory Day) on July 26, during which the families of Kargil martyrs would be honoured. The BJP would observe the death anniversary of Shayama Prasad Mukherjee on June 23, Loktantra Bachao Diwas (Save Democracy Day) on June 25 apart from organising several other programmes throughout the year, he added. |
IMA to hold workshop at Barog
Ambala, June 3 Dr D.S. Jaspal, state patron of Haryana unit of the IMA, said secretary-general of the IMA, Dr Vinay Aggarwal, would inaugurate the workshop . More than 75 doctors from Haryana, Punjab, Himachal Pradesh and Chandigarh would attend the workshop, he added. He said the project was being sponsored by various agencies like UNICEF , WHO and many other NGOs, adding that the doctors were geared to mitigate sufferings of the people in the rural area where till now no medical facilities were available. |

Woman robbed of gold bangles
Ambala, June 3 According to information the women,
Dyawanti, was purchasing some vegetables from the market near bus stand this morning. In the meantime two youths appeared on a motor cycle. They told the women that she had won Rs 20,000 in a scheme of the state government. The youths told her that she had to accompany them to an office at Ambala
contonment, where she would be given the amount. The youths took her to a lonely place in the cantonment area on their motor cycle and asked her to wait there. In the meantime, one of the youths asked the woman to remove her gold bangles from her hands and put them in the bag of vegetables as the area was not safe. The woman followed his direction. Then the youth tactfully replaced the gold bangles with iron bangles. The two youths asked the woman to wait till they come back. The woman kept on waiting for an hour but the youths did not turn up. When the woman took out the bangles from the bag, she was surprised that the bangles were not of gold but of iron. Later, she reported the matter to the police. |

Fake doctors, nurses arrested
Sirsa, June 3 The police said the accused — Asharam, Vinod kumar, Neetu and Renu — were holding a camp in the village, saying there was an outbreak of Hepatitis B epidemic in the area and that it was essential for them to take the injections. They were charging Rs 80 per injection. In the meantime, some residents grew suspicious and reported the matter to Dr Shiv Rattan Chaudhry, Medical officer, who immediately proceeded to the scene and interrogated the charlatans, who failed to produce any credence of their authority of vaccinating the people. Dr Chaudhary immediately informed the police, who also arrived on the spot and arrested and registered cases against all of them. — PTI |

Trains checked for ticketless travellers
Ambala, June 3 According to information, Senior Divisional Commercial Manager Mahender Singh Meena along with some railway officials checked some of the up and down trains, including the Dadar Express, the Sadbhavna Express and the Himalaya Queen. Mr Meena said most of those without ticket were travelling in second class compartments. He said around Rs 37,000 were recovered from them as fare and penalty. He said passengers who failed to pay the fare or the penalty were handed over the GRP. |
