Shimla, June 3 This will benefit over 1.70 lakh employees and the total annual burden on this account on the state exchequer will be Rs 155 crore. The arrears will be paid in cash. Mr Virbhadra Singh, Chief Minister, presided over the meeting of the Cabinet which also approved the HP fiscal responsibility and budget management ordinance, 2005, to bring it in line with the recommendations of 12th Finance
Commission. With this enactment, the central loans contracted till March 31,2004, and outstanding loans upto March 31, 2005, will be consolidated and rescheduled for a fresh term for 20 years with interest rate of 7.5 per cent. Moreover, the state will also be eligible for waiving of debt (central loans) linked to the reduction of Revenue deficit. The Cabinet also approved the Himachal Pradesh Fiscal
Responsibility and Budget Management Rules, 2005, which prescribed various statements to be laid before Vidhan Sabha depicting the fiscal position of the state and the release of 25 per cent NPA to veterinary doctors. The Cabinet also approved the formulation of a dedicated design cadre at the level of junior engineers and assistant engineers with a view to strengthen the design wing of the Public Works Department and filling up of 15 posts each of assistant engineers and junior engineer (civil) on regular basis. Approval for the filling up of 10 posts of junior engineers (mechanical) in difficult tribal areas on contract basis initially for one year was also granted. The creation of one post of veterinary officer and one post of pharmacist in the Wildlife Wing of the Forest Department was also cleared. The Cabinet approved the creation of teaching and non-teaching posts for Sant Dhuguwala Gujjar Government Degree College, Beetan, in Una district. The proposal for regularising of services of contractual teachers (C&Vs,
TGTs & Lecturers Schools Cadre) with eight years of services as on December 31, 2004 was also approved. The services of 34 contract teachers of these categories deemed to have been regularised from January 1,2005, and the services of 146 contract teachers with effect from January 1, 2006 who would be completing eight years of services on December 31,2005. The Cabinet approved the setting up of a college of B. Pharmacy at Rohroo from the current academic session. It decided to enhance the existing promotion quota of Class IV employee from 10 per cent to 15 per cent to the post of clerk as a one-time measure and cleared the filling of 1007 posts of different categories for the newly created IIIrd India Reserve Battalion. The upper age limit in respect of general categories was relaxed from 22 to 23 years and in respect of
SC, ST, OBC, Home Guards and outstanding sportspersons from 24 to 25 years for the posts of constables in the police department. A proposal for the upgradation of police posts Chirgaon and Nerwa in Shimla district to full-fledged police station was also approved. The Cabinet approved a proposal to make development plan for Manali, agglomeration of the Kulu planning area. The limits of Manali agglomeration have been carved out of the Kulu valley planning area. It decided to exempt foodgrains and kerosene supplied under the BPL, Antodaya Anna Yojna and Annapurna Yojna from value added tax and to provide an incentive of rebate of 10 per cent of the tax payable for any quarter and 15 per cent of the tax paid in advance for any financial year to encourage advance payment and voluntarily compliance of professional. The gross income during a financial year will be divided by 12 to arrive at monthly income for the purpose of levy and payment of the tax in respect of legal practitioners, insurance agents, medical practitioners, insurance agents, medical practitioners and journalists. |
Mentally challenged woman raped, 2 held
Nurpur, June 3 Nek Mohammad, a local chowkidar, raised the alarm when he heard the cries of the woman. The accused fled after committing the crime but the chowkidar recognised one of them. The police nabbed the accused following the identification given by the eyewitness. The police has medically examined the victim which has confirmed the rape. |
Tourists rush begins
Shimla, June 3 With the mercury soaring high, people from plains are making a beeline to various hill stations in the state. Manali, Dharamsala, Dalhousie and other major tourists destinations are overflowing with summer visitors. Not only the hotels of the State Tourism Development Corporation but most of the private hotels are also doing well. Since the last season another 87 new hotels have come up taking the total number to 1711 with aggregate bed-capacity of about 37,500. But the accommodation is still difficult to find during the peak season. The hotel industry, taxi operators, travel agents and others connected with the tourist trade are doing good business. The famous resort of Manali in particular is having an exceptional season. Thanks to the repeated “unseasonal” spells of snow at Marhi, Rohtang Pass and the surrounding mountain ranges in May. The tourists descended on the hill station in hordes to enjoy the thrill of fresh snow. In the process the Manali- Rohtang highway has been witnessing worst traffic jams. All rooms in various complexes of the corporation are booked upto June 30. Even private hotels are packed to the capacity. With about 580 hotels, Manali has the highest bed-capacity of 13,500 yet accommodation is not available, says Mr Tarun Sridhar, Managing Director of the corporation. The season began on a dull note as frequent rains kept the plains relatively cooler. Moreover, the regular visitors from Maharashtra and Gujarat, who start arriving towards the end of April, headed towards Kashmir. Some of them also preferred to go to Meghalaya and other Northeast states, reveals Mr Umesh Akre, vice-president of the state hotel and restaurant association. He said unlike other years there were very few bookings from Ahemdabad and Mumbai from where the state attracts maximum visitors. However, over the past one week the inflow of tourists has increased remarkably. Even Dharamsala and Dalhousie, which are not as popular as Manali and Shimla, are doing quite well. The two destinations are relatively close to Jammu and Kashmir and the return of peace to Kashmir valley seems to have helped in boosting tourist traffic. Many Kashmir-bound tourists prefer to pass through Himachal Pradesh during the return journey. The only exception has been the “queen of hills” where the influx of tourists is around 15 percent lower compared to last year. The diversion of summer visitors to Kashmir and Manali appears to have affected the flow. The adverse publicity, which the capital city attracts on account of shortage of water during peak summer and lack of parking space for vehicles, also drives tourists away. The influx of tourists has really picked up following the closure of the schools for summer vacations in the neighbouring states. |
Rohtang Pass opened to traffic
Shimla, June 3 The Commandant of the Ground Reserve Engineering Force (GREF) K.B. Raju said that the Pass was opened last evening and Army vehicles passed through the pass. The road was opened for light vehicles bound for Lahaul and Leh but it would take some more time for opening the Pass for two-way heavy vehicular traffic.

Youth Cong committees dissolved
Kangra, June 3 Stating this here today, Mr Ajay Verma, District Youth Congress president, said the decision to dissolve all Block Youth Congress Committees in the district was taken by the state chief of the Youth Congress, Mr Sukhvinder Sukhu. He said the decision was taken in order to recognise the cadre and rejuvenate the Youth Congress. He said the state and the district leadership of the Youth Congress were not satisfied with the activities of the Block units as was recently reflected by their absence in the Youth Congress camp at Amritsar. |
Political rallies in Ladies Park banned
Shimla, June 3 The court in its order said the parks should be developed for the amusement, entertainment and relaxation of the public and allowing such activities would defeat the very purpose of the park. The order was passed on a PIL and a direction was sought for its better development. The Shimla Municipal Corporation Commissioner had filed an affidavit saying that final conceptual drawings of the of the Ladies Park were with the Chief Architect of the state and efforts were on to expedite the process. He also informed the court that a tailoring centre and a HPSEB substation were functioning from the park. The court said, “the affidavit is not satisfactory to our expectations, as neither it has indicated any time frame for the completion of various stages of the park, not does it give the complete picture of the execution and completion of short term measure for the use of the park by public.” It directed the Commissioner to take up the relocation of the HPSEB substation with the board Chairman and file a fresh affidavit by July 5.

Jawan shoots self
Shimla, June 3 According to the police, the jawan who was on sentry duty near the magazine within the complex, shot himself thrice on the throat with his AK 47 rifle. The bullets passed through the skull killing him on the spot. The Army authorities informed the police immediately and team headed by the local SHO recovered three empty cartridges from the spot. The body was sent to Indira Gandhi Medical College Hospital for postmortem. |
4 of family burnt alive
Shimla, June 3 According to reports reaching here, the blaze started from the smouldering remains of the cooking fire which engulfed the entire wooden structure within no time. Mr Dharm Raj and his elder daughter Lalita, who were sleeping in the outer portion of the shanty, managed to escape, but his wife Poonam (32) and three sons, Bhagat Bahadur, Hem Raj and Dalip, were burnt to death. Local people could do nothing to save the family as the shanty was located at a secluded place at some distance from the village. Mr Amarjit Singh, SDM, and Mr S.P. Prem, DSP, reached the spot to carry out rescue and relief operation. The affected family was provided immediate relief of Rs 20,000. |
