Mandi, May 25 According to court sources, one person got the bail in the bank fraud case today while the court rejected the bail applications of 16 others allegedly
involved in the scam. But they vanished from the court room this afternoon, soon after the court rejected their bail pleas, by dodging the policeman around, said the court sources. Those who escaped today included two bank managers, who are under police scrutiny, 10 bank clerks and four former directors of the now defunct Board of Directors (BoD). The police was about to take action against them, but they applied for anticipatory bail and fled. The police has launched a manhunt in the town. According to the sources, the fleeing of the 16 persons has exposed gaping holes in policing. There is speculation among the depositors that the police may have acted under political influence, revealed members of the depositors action committee. The depositors complained that laxity on the part of the police, which is investigating the multicrore MUCBL fraud case, would send a wrong signal to the depositors. The depositors have been hoping that the bank defaulters and cheaters would be brought to the book since last week when the police arrested eight persons, including five former directors of the bank and three bank employees. The policemen on duty said they could have arrested the accused outside the premises of the court as per the law, but they did not come out and disappeared from the court in different directions. There were not enough policemen to arrest them when the court rejected their bail applications. The SHO, Sadar, Mr N.K. Sharma, said the police was trying to arrest them. He denied any political influence in the case. |

Shimla, May 25 The Chief Minister, in his condolence message said the nation had lost a dynamic leader and film star imbibed with spirit of service for society in the death of Dutt. He said the void created by his death would be difficult to be filled in. Mr Singh prayed to Almighty to give peace to the departed soul and strength to the bereaved family members to bear this irreparable loss.

Lawyers take umbrage to CM’s remarks
Kangra, May 25 In an emergency meeting of the Kangra District Bar Association, lawyers held under the Chairmanship of its President, Mr Tek Chand Rana, in Dharamsala lawyers condemned the utterances of the Chief Minister. They said the Chief Minister was very late in terming their genuine and legitimate demand of revoking the act of imposing professional tax on lawyers as politically motivated. They said lawyers throughout the state had been agitating for the past over two months on their own and without the support of any political party. The protesting lawyers said if any political party had supported their just cause then it did not mean that the agitation was politically motivated. They said all lawyers were one on the issue irrespective of their political affiliations. They told the Chief Minister that lawyers could never be “misguided or pressurised” to agitate on any matter by any political party. They said workers of even Mr Virbhadra Singh’s party too were against the imposition of professional tax on lawyers. The lawyers condemned the Chief Minister’s threat to fix a fee for advocates. They said this was not based on any statute or provision of the Constitution of India. They said the state government had the powers to fix the fees of advocates engaged on behalf of the state in the state cases but there was no rule of law to fix the fee of advocates. They said if the Chief Minister had any problem with the fee being charged by the advocates then he should consider the matter in its proper perspective and while fixing the fee he should take note of the fee charged by the Advocate General and Additional Advocate General in the state. They said the threat of the Chief Minister to fix the fee of the advocates simply on the ground that they were opposing certain measures of the state government would not cow down the lawyers from continuing their peaceful protest. The lawyers who attended the meeting termed the reported remarks of the Chief Minister over their chain hunger strike as irrelevant, biased and highly misconceived. They said they had been resorting to chain hunger strike in its true spirit and approach. They alleged the induction of the CPS and PS by the Chief Minister recently was a violation of the Constitution, as amended. |
Swati tops HP board Class X exam

Choudhary, Secretary of the board, said 1,36,279 candidates appeared in the examination, of whom 82,815 were declared successful. He said the pass percentage was 63.47 per cent. As many as 11,996 candidates were placed under compartment. This year, 70,226 boys and 61,596 girl candidates appeared in the examination. He said 4,4457 candidates appeared in their compartment examination, of whom 2,915 were declared successful. The pass percentage in the compartment category was 65.40 per cent. He said 15 candidates secured the first 10 positions, of whom 10 were girls. Swati Mahajan of DAV Public School, Chamba, secured the first position securing 654 marks out of 700 with 93.42 per cent. Anju Bala Chandel of DAV Senior Secondary School, Una, and Ankur Sharma of Navdeep Public Senior Secondary School, Galore, Hamirpur, were placed second securing 652 marks each (93.14 pc). Parul Sood of DAV Public School, Chamba, secured 92.57 per cent and was third Anuradha Kumari, BBN High School, Chakmoh, secured 644 marks and was fourth; Madhu Sharma, Navdeep Public Senior Secondary School, Galore, and Manisha Dhiman of Dayanand Model High School, Dharaala both secured 643 marks each and were placed fifth. Akanksha Soni of DAV Public Senior Secondary School, Bharoli, and Akshay Kaushal of DAV Senior Secondary School, Una, both secured 642 marks each and were placed sixth. Vivek Rana of Oberoi Lotus Public School, Indore, secured 641 marks and was seventh; Amisha Mahajan, Shishu Shiksha Niketan High School, Totu, Shimla, and Archit Sharma of C Senior Secondary School, Sujanpur Tera, both secured 640 marks each and got the eighth position. Himashu Sharma of Silver Bells Senior Secondary School, Hamirpur, and Biplove Thakur of Government Senior Secondary School, Darbiar Hamirpur, secured 639 marks and got the ninth position. The 10th position was went to Aarti of Government High School, Mairi, Una, securing 638 marks. |
Water shortage hits Shimla
Shimla, May 25 The situation worsened yesterday following a power breakdown which affected pumping of water from the Ashwini Khud. The availability of water came down to about 55 lakh gallons, forcing the municipal authorities to supply water on alternate days. Mr Sohan Lal, Mayor, visited the Ashwini Khud pumping station to take stock of the situation. He said the normal requirement was about 60 lakh gallons but it shot up to over 75 lakh gallons during summer when thousands of tourists descended on the hill resort. The corporation had no option but to ensure that the residents got adequate water at least on alternate days. The irregular and inequitable distribution of the available water makes things worse. Those living at the end of the supply line have to go without water for days together. The corporation has granted water connections indiscriminately without proper planning and ensuring availability of water. Those who are living in lower areas get water and those occupying upper storeys are the worst hit. They do not get adequate water round the year. |

Abandoned baby shifted to

Nurpur, May 25 Bimla Devi, a resident of Ban-Kadoli, who has been nursing the baby even in the hospital, also accompanied him. She and her husband are interested in adopting the child and they were handed over the boy by the Rehan police as caretaker on the very first day he was found abandoned in the fields. But a controversy arose when another couple of the area launched efforts to adopt the baby. But Bimla Devi was not taking any chance to leave the opportunity to adopt him as the police had first handed over the child to her as caretaker. |
HC order on lucky draws
Shimla, May 25 Passing these direction a Division Bench comprising Mr Justice Arun Kumar Goel and Mr Justice Surjeet Singh observed that till the state government regulate the holding of raffles, lucky draw by its functionary at its local level in fairs like Lavi fair, Minjar fair, Winter Carnival Manali, state-level summer festival and such like other activities, no such lucky draws would be allowed to be conducted by any one throughout the state. The Bench further held that state has failed to bring on record that under what authority of law such raffles or lucky draws were being conducted. However, bench added that this direction was not applicable to the Red Cross authorities. This order came on a petition filed by Mr Rajiv Puri wherein he had alleged that government’s notification of imposing ban on lotteries was illegal and violative of the Constitution. It was alleged that the state functionaries were also involved in lottery activities by way of holding lucky draws and raffling in the state fairs and other functions. However, state government and the Deputy Commissioners in their reply submitted that raffles and lucky draws were not a lottery as per the Lotteries Regulation Act 1998. The state contended that such draws were charitable activities and were organised for such cases and for the protection of heritage of a particular town of the district. |

Shimla, May 25 While disposing of the bunch of petitions, a Division Bench comprising Mr Vinod Kumar Gupta, Chief Justice, and Mr Justice K.C. Sood observed that the age limit laid down in the rules was in accordance with the law. The age was reduced from 35 to 30 years by the government on April 3, 2004. The petitioners had challenged this decision and sought increase in the age limit from 30 to 35 years. |
