In-laws booked in dowry death case

Ram Swarup (husband), Mahabir Singh Yadav( father-in-law) , Kamla Devi ( mother-in-law) and Phool Bai( sister-in- law) have been booked by the Khol police in Rewari district for the dowry death of Mukesh (22), wife of Ram Swarup, who was allegedly pushed into a well after she was beaten up for more dowry by her in-laws at their residence at Dhani Kolana village, about 20 km from here, on Sunday.

3 more surrender in poaching case

Three more accused in the black buck poaching case surrendered before the law today, a day after former cricketer Mansur Ali Khan Pataudi, prime accused in the case, was granted bail yesterday.

The accused, Shashi Singh, CEO of a Gurgaon- based software company, Mohammad Ayub Khan, a Gurgaon resident, and Balwan Singh, hailing from Orangpur village near here, were remanded in the police custody for a day by the Chief Judicial Megistrate, Mr Sudhir Jiwan.

While Shashi Singh reached the police station, two other accused surrendered before to the CJM court at about 9.30 this morning. The accused were taken into the police custody and after interrogation for about two hours, again produced in the court.

The police sought their remand for spot identification of the incident and recovery of Honda Accord car, in which the accused were travelling on June 3. The car is reportedly owned by Mr Shashi Singh which is yet to be recovered. While Gypsy in which the black buck was found, belonged to Nawab Pataudi.

The police started questioning the accused after getting their custody and it is expected that they will be taken to Kirlod village for spot identification where the black buck was reportedly hunted. The police claimed that remaining three accused in the case would soon be in the police net. Eight persons, including Nawab Pataudi, had been booked under various sections of the Wildlife Protection Act for reportedly poaching an endangered black buck in Kirlod village on June 3.

The police has not registered any case in connection with the threatening calls to the wife of the CJM. Police officials maintained that an FIR could be registered only after a written complaint was lodged. The magistrate, reported to the police after pronouncing the judgment that someone unknown threatened his wife with dire consequences if he Mr Pataudi was granted bail.

INLD plan on development charges rejected
HUDA applicants to get interest after six months

The Haryana Government tonight rejected the controversial proposal of the previous Indian National Lok Dal (INLD) government regarding payment of external development charges (EDC) by institutions having an area of over 10 acre in an urban zone.

The proposal, aimed to benefit the Choudhary Devi Lal Memorial Trust, Sirsa, was approved in the HUDA authority meeting of December 28, but was later withheld by senior government officials. The policy change was approved in the HUDA meeting under the chairmanship of the then Town and Country Planning Minister, Mr Dhir Pal.

Another important decision taken in tonight’s meeting was with regards to the payment of interest to applicants in various housing schemes launched by HUDA. It was decided that in case the decision on allotment of plots is delayed beyond six months, the applicants should be paid due rate of interest.

The decision to reject the proposal on EDC was taken at a meeting of HUDA held under the chairmanship of Chief Minister, Mr Bhupinder Singh Hooda, tonight. It was also decided that 35 per cent of the land would be reserved for creating housing schemes for economically weaker sections.

In its meeting held on December 28, HUDA had proposed that for institutions having an area of over 10 acre in an urbanisation zone, no EDC should be charged for direct services like water supply, sewerage, power substation and street lights.

However, charges for indirect services might be charged as per the existing policy.

Sources say the immediate beneficiary of the policy change would have been a trust named after former Deputy Prime Minister Devi Lal. About 70 per cent of the total EDC from the Devi Lal Trust would have been exempted.

The change in the policy was initiated at the request of the Choudhary Devi Lal Memorial Trust, Sirsa, which had requested for exemption from the payment of EDC. It may be mentioned here that HUDA charges Rs 15.33 lakh per acre as EDC from all those who are given licences to develop their own complexes within a residential sector developed by HUDA in an urban area.

The Sirsa trust, sources say, owns land measuring 1,07,881.49 sq yard within the controlled area of Sirsa town. It was required to pay about Rs 3.5 crore as EDC. However, the trust represented to HUDA that it should be exempted from paying EDC on the plea that it was developing a regional-level institute of advanced learning, which would serve the people of Sirsa in Haryana, Abohar and Bathinda in Punjab and Sri Ganganagar in Rajasthan.

The trust also pleaded that since it would develop its own infrastructure, including roads, sewerage, power substation, water supply and streetlights, no EDC should be charged from it.

Sources say the government tonight decided that no exemption in EDC should be given to any trust as the HUDA policy does not allow any exemption.

According to the existing policy, if the proposed complex falls in an area already developed by HUDA, the total amount of EDC has to be paid in one go. However, if the proposed complex is outside the area already developed by HUDA, the EDC can be paid in instalments. HUDA charges 10 per of the EDC initially and 40 per cent is recovered when the area around the proposed complex is acquired by HUDA. The remaining 50 per cent is payable in four equal annual instalments with 15 per cent interest.

Drive launched to check sale of spurious drugs

The Health Department, Haryana, has launched a special drive to check the menace of sale of spurious drugs in Haryana. Other than launching an awareness blitzkrieg at hospitals and chemist shops across state, intensive sampling and inspections of drugs are now being conducted.

Officials say trading in counterfeit products, including drugs, is reported from various parts of the state. Keeping in view the serious implications of these spurious medicines on public health, they have launched a special drive by involving 23 Drug Inspectors and seven Senior Drug Inspectors.

The State Drug Controllor, Mr R.M. Sharma, says since March this year raids have been conducted at 58 chemist shops all over Haryana. “About 200 samples were collected during this period and licences of 25 shops were cancelled for various contraventions under the Drugs and Cosmetics Act, 1940,” he says.

Last year, licences of 19 drug manufacturing units were suspended and permission to manufacture drugs were cancelled in 94 cases. Besides licences of 1122 chemist shops were cancelled and prosecution cases were initiated in 54 cases, in which 13 were convicted.

Mr Sharma said a state vigilance cell had been created here to keep a strict vigil on the manufacture and sale of drugs. Drug Inspectors have been directed to carry out regular inspections of drug manufacturing units and chemist shops at least once a year. The officials have been asked to collect 17 samples of drugs/cosmetics per month.

Besides, the pharma industry, trade and some NGOs have been motivated to fight menace of spurious drugs as a shared responsibility. The public awareness campaign in the form of regular workshops for trading community, putting up posters at chemist shops and government hospitals regarding ways to fight with this menace are also being used.

Irate villagers lock power substations

Irate villagers locked power substations and blocked roads in Ayalki and Dariyapur villages in this district today in protest against the erratic power supply and scarcity of drinking water.

The villagers lifted the roadblock only after senior officers of the administration and the police assured them of an early solution.

Hundreds of villagers, including women, from Katakheri, Boswal, Razabad, Dhani Chan Chak, Dhani Sukhmanpur, Jandwala, Nookri Ahli and Chan Kothi villages assembled in Ayalki village and locked the 33 KV power substation there. The villagers alleged that due to an indifferent attitude of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) authorities, they were facing acute shortage of power and drinking water.

The villagers alleged that the power supply remained paralysed for the past three days, which also affected the water supply. The villagers said with the extreme hot conditions prevailing in the area, it was very difficult to survive without power and drinking water.

Similarly, villagers came out on the roads in Dariyapur village and locked the power sub-station situated in the village and also blocked road. The villagers alleged that the DHBVN officials were deliberately impairing the power supply for extracting money from the villagers. They alleged that the service in the area had gone haywire for the past 10 days and the authorities had done little to improve the situation.

City Magistrate Jaideep, DSP Surender Malik and senior officers of the DHBVN rushed to the spots to pacify the protesters.

They assured the villagers that their grievances would be redressed by the evening.

The Executive Engineer (Operation Division) DHBVN, Mr R.P. Ruletiya, when contacted, said increased demand and relatively lesser supply was the reason behind the present state and in addition they were facing shortage of staff.

Mr Ruletiya further said the squall that hit the area a few days ago had damaged the infrastructure of the nigam. He revealed that over 1,200 electricity poles had been grounded by the storm in his division and about 750 had already been replaced.

BJP flays hike in fuel prices

Former BJP Haryana unit president Ratan Lal Kataria today condemned the hike in fuel prices.

Talking to mediapersons here, Mr Kataria said they would soon launch an agitation against the fuel price hike by the Congress-led UPA government. “Ever since Congress-led UPA came to power, there has been a significant hike in fuel prices. The common man has been adversely affected due to the price rise,” he said.

“The UPA government has failed to keep its electoral promise. They had promised employment for one crore persons in a year but they have failed to do so. They had also promised to check rise in prices of essential commodities but that too has not happened,” he said.

Mr Kataria said a programme would be held at the district headquarters on June 25 and a membership drive would be initiated on July 6.

Plea for same fee structure for B.Ed colleges

The Association of Education Colleges (self-financing) of Haryana have urged the Maharishi Dayanand University, Rohtak, to bring the fee structure of self-financing B Ed colleges at par with government colleges.

In a press note issued, here today, the General Secretary of the Association, Mr AS Oberoi, said MDU, Rohtak, had proposed a fee structure of Rs 16000 for admission to B Ed colleges in government and government-aided colleges. However, the proposed fee for self-financing colleges was put at Rs 32000 per year.

Kurukshetra University, on the other hand, had proposed the same fee structure for government, government-aided and self-financing colleges. This, Mr Oberoi said, clearly showed favour to these colleges who are already getting 95 per cent grant in aid against salary and other benefits.

He added that since colleges affiliated to KU and MDU had the same norms and one recognised by the National Council of Teacher Education, both universities have to pay regular UGC pay scales to their staff. This meant that disparity in fee structure within the state was not desirable and there should be the same fee structure for self-financing educational colleges in Haryana.

Haryana Education Minister Mr Phool Chand Mullana’s wife, Pushpa Devi, died today. Pushpa Devi was 55. She died at Escorts Hospital in New Delhi this morning where she was undergoing treatment for heart ailment.

She was cremated at Ram Bagh in Ambala city. A large number of people turned up at her cremation. Haryana Chief Minister Bhupinder Singh Hooda, Deputy Chief Minister Chander Mohan, Health Minister Kartar Devi, Industry Minister Laxman Das Arora, Finance Minister Birender Singh and Excise and Taxation Minister Vinod Sharma paid floral tributes.

A number of MLAs, including Mr Nirmal Singh, Mr Devender Bansal, Mr Raghubir Singh Kadian, Ms Meena Mandal, Ms Sumita Singh, Mr Randhir Singh, Mr Jai Singh Rana, Mr Satinder Rana, Mr K.L. Sharma, Mr A.C. Choudhary, Mr Sukhbir Singh, Mr Balwant Singh, Mr Ram Kishan and Mr Dula Ram, were present.

Senior officers including, Mr R.S. Gujral, Mr Resham Singh, Mr S.S. Deswal, Mr J.P. Kaushik and Mr Rajinder Singh, were also present.

Pushpa Devi’s son is a law student while her daughter is an IRS officer of the Karnataka cadre.

Three youths killed in encounter

Three wanted persons were killed and a police official was injured in an encounter on the bank of a canal near the village today.

The killed youths, Vinod alias Sonu and Jogender alias Fauji of Kaliravan village and Rohtas of Sirsa district, were wanted by the police in several cases of extortion, attempt to murder and looting. They had threatened their “targets” in the village with dire consequences and shooting at them.

District police chief, Arshinder Singh Chawla, told The Tribune that on a tip-off, the police of the CIA staff in civil dress surrounded the youths at the bank of the canal. Following this, an exchange of fire took place between the two parties. Little later, a police party from the Agroha police station also reached the spot.

All three youths were killed and Devender Singh Dhankhar, an assistant sub-inspector posted at the Agroha police station, was injured in the encounter.

According to police sources and eyewitnesses, on being surrounded by the police, the youths attempted to commit suicide. While Vinod, alias Sonu, allegedly shot himself from point-blank range, Jogender, alias Fauji, allegedly consumed poison.

On this Mr Chawla said earlier, police personnel of the CIA staff engaged in the encounter were in civil dress. Due to this, the “extortionists” took them to be villagers.

However, when CIA personnel were joined by uniformed policemen from the Agroha police station, they realised that they had been cornered by the police. Following this, they attempted suicide.

The SSP maintained that actual situation would be clear after a post-mortem examination tomorrow. He said the youths were carrying four country-made pistols and ammunition sufficient to kill seven to eight persons.

He said the youths had threatened a former sarpanch of the village with dire consequences and had come to the village to kill him. However, two villagers, Anil and Prem, informed the police about them, following which the encounter took place. The SSP also gave them cash reward for their information.

Man kills wife for dowry; held

According to the information, Balbir Singh killed his wife with some sharpedged weapon when the latter was sleeping with his sister, Sumitra, last night. He fled from the spot soon after the murder. However, he was nabbed later.

The father of the deceased, Mr Sajjan Singh of Phillaur, Punjab, alleged that his son-in-law had killed his daughter as he had been demanding dowry since their marriage.

Mr Sajjan Singh said that they had purchased a number of dowry items but they did not give them to his son-in-law as he had been living at his sister’s house at Maulana Khurd village after selling his house at Chandokala village of Fatehabad district.

They had told him that the dowry items would be given to him as soon as he bought any separate house for himself, he added.

An FIR under relevant sections was registered against the accused.

The FIR was registered under Sections 498-A, 304-B of the IPC on the basis of a complaint lodged by Mr Kanhi Ram Yadav, father of the deceased and resident of Garhi Ruthal village in Mahendergarh district.

It is reported that Mukesh and her elder sister Rajesh, both daughters of Kanhi Ram Yadav, were married respectively to Ram Swarup and Surender Kumar, both sons of Mahabir Singh Yadav in June, 2000.

It is alleged that soon after the birth of a baby girl, Mukesh was subjected to harassment by her husband and in-laws to bring another motor cycle as dowry as the solitary motor cycle, gifted by her father on the occasion of the wedding, was being used by Rajesh’s husband Surender Kumar. When Mukesh failed to do so, she was allegedly made to meet a tragic end.

15 injured in vehicle collision

Following a head-on collision between a jeep and a Max vehicle on the Rewari-Jhajjar road, near Bikaner village, 6 km from here, yesterday, 15 passengers of both the vehicles were injured.

All the injured were admitted to the civil hospital here. The jeep was coming from Guraora to Rewari, while the Max vehicle was going from Rewari to Guraora. The mishap occurred when one of the vehicles attempted to overtake a truck near Bikaner village.

Irrigation scheme for Rewari

An irrigation scheme with an estimated expenditure of Rs 50 crore has been approved for Rewari district. The scheme envisages the construction of the Jeetpura extension of the Nandrampurbas distributary.

While stating this here today, a spokesman of the Irrigation Department claimed that it was after the formation of the new government in Haryana that water had reached the tail-end of the Rasuli, Balawas and Nikhri distributaries for the first time in 20 years.

He said the channels of the Jawaharlal Nehru Canal in southern Haryana were being cleaned for the first time in 20 years.

As a result of the cleaning of the canal, its capacity had reached 1,800 cusecs whereas earlier it was 1,400 cusecs. The capacity would further increase to 2,000 cusecs by next month.

Vita ice cream soon in market

The chief executive officer of the Haryana Dairy Development Cooperative Federation Ltd, Ambala plant, Mr V.K. Chhibber, today said they were soon going to introduce Vita ice cream in the market.

Talking to mediapersons here, Mr Chhibber said Vita ice cream would be marketed by them through their different outlets. “We are going to outsource the manufacturing of the ice cream,” he said.

Mr Chhibber said they were manufacturing a number of products including ghee, lassi, curd, ‘palang todh’ and the newly introduced jal jeera. “We are preparing five types of milk which meet the requirement of different sections of society. The milk types are full cream, standard, toned, double toned and skimmed,” he said.

He said they have started an awareness generation programme. “We have prepared a special van in which our different products are displayed. The van will visit different parts of the state. We will also be providing our products at a subsidised rate on our van,” he said.

Scholarship for Rewari girl

Jyoti of Gudyani village in Rewari district has received a scholarship under the Dr Ambedkar National Merit Scholarship scheme for the year 2004 as she ranked among the first three in the matriculation examination in the state. An official spokesman said she was given a bank draft of Rs 10,000 by the Deputy Commissioner.

He said that under the scheme scholarships were given to girls belonging to the Scheduled Castes and the Scheduled Tribes who attained the first three positions in the Class X examination in the state.
