Haryana for change in BBMB water regulation pattern
Chandigarh, June 16 The state government has requested the Centre to correct the anomaly and ask the BBMB to store the “balance share of Haryana” in the Gobind Sagar reservoir from where the water could be released to the state when required. The Chief Minister, Mr Bhupinder Singh Hooda, has recently written a letter to the Union Water Resources Minister, Mr Priya Ranjan Dasmunshi, saying that the release of water for the Gobind Sagar reservoir was being regulated by the BBMB under an outdated agreement. The agreement in 1959 for the Bhakra Nangal Project was entered into by the erstwhile Punjab and Rajasthan keeping in view the scenario prevalent at that time. However, a material change in the availability of water in Gobind Sagar was brought about when a part of the Beas waters joined the Sutlej after the completion of the Beas-Sutlej Link project in 1978. The Chief Minister wrote that since Haryana had planned the early construction and completion of the SYL canal for the carriage of its share from the Beas waters, it was not considered necessary to seek any change in the regulation of releases from the Bhakra Dam. However, in view of the persistent constraint of capacity of the carrier system available to Haryana on account of the non-completion of the SYL canal, the state is unable to draw its share of water. Therefore, it has become necessary to seek a review of the provisions related to the regulation of waters in the 1959 agreement. The Chief Minister wrote that the share of Haryana during the filling period (May 21 to September 20) of the Gobind Sagar reservoir should be released from it to the extent of the carrying capacity available to Haryana. The balance share of Haryana should be conserved in the reservoir. The conserved water should be released according to Haryana’s requirements during the period when the reservoir was depleted (September 21 to May 20). The Chief Minister clarified that the request of Haryana regarding the conservation of water in the reservoir during the filling period was only in respect of the diverted Beas waters and subject to the storage constraints. Statistics showed that there was sufficient storage space in the reservoir. The Chief Minister added that the change in regulation as requested would be required only till the completion of the SYL canal. Mr Hooda wrote that the proposal was being made by him in the context of the report of the committee constituted by the Central Government to assess the long-term availability and optimum utilisation of waters of the Indus river system. |
Villagers expose land scam
Gurgaon, June 16 According to information, the ownership of more than 19 acres of prime land belonging to Badshahpur panchayat was illegally given to “Satnam Singh and others” on the basis of false testimonials by the court of the then SDM, Mr Vivek Padam Singh Dhankar, on February 7.The Model Code of Conduct was in force in Haryana then in view of the Assembly elections. The said officer was transferred about two months ago after the present government took over. According to the residents, the panchayat had the ownership of the land for the past 60 years. However ,Satnam Singh and others moved the court of Mr Dhankar ,claiming that more than 19 acres actually belonged to them. The SDM awarded the decree in their favour. Mr Ranjit Singh Yadav, a Congress leader and resident of the village, said that the party, which got the decree in its favour, had shown Badshahpur as its native village which was false. No one knew Satnam Singh. The SDM was alleged to have only recorded the statement of the then sarpanch and awarded the decree. After getting the decree in its favour, the party sold more than 11 acres of the land to two parties, namely, Aman, a resident of Greater Kailash-II (New Delhi) and “Valesh and Sports Research Foundation, Chennai” through three registries in their joint name. While two registries were made on March 31,2005,the third registry was made six days later, on which a technical objection was raised by the audit wing of the Revenue Department. The three registries were made in Gurgaon. Thus, the land was sold after the decree in a span of less than two months by bypassing the system of verification by the offices of the patwari and the Tehsildar. Normally, a person getting a decree in his or her favour requires more than three months to complete the formalities to be in a position to sell the land. The matter came to light a few days ago when the two parties that had bought the land were planning to sell it. Some builders were on the lookout for the land, which is opposite a colony built by a leading builder. There was a dispute among the local real estate dealers regarding the price. Prominent village residents brought the matter to the notice of Capt Ajay Yadav who demanded an inquiry. The Deputy Commissioner, Mr Sudhir Rajpal, who is also the District Magistrate looked into the matter and set aside the decree of the SDM. He said that action would be taken against those who purchased the land. He said he had also sent a report to the government about the incongruity in the decree. |
Pataudi fails to join investigation
Jhajjar, June 16 The SP, Mr Hanif Qureshi, told reporters this evening that further course of action would be decided after the hearing of the case in the Punjab and Haryana High Court tomorrow. He said that all the reports and documents summoned by the court had been sent to the higher authorities for presentation before the court tomorrow. Mr Qureshi made it clear that all the accused, including Pataudi, must appear before the police. However, even after 13 days of hunt, the police has failed to lay hands on Nawab Pataudi. |
Haryana men ‘import’ brides
Chandigarh, June 16 They were participating in the debate on an unofficial resolution moved by Dr Shankar Bhardwaj, MLA from Bhiwani, who wanted strict enforcement of the Pre-Natal Diagnostics Treatment Act. Women members expressed the fear that in the near future men might not find brides for themselves if the declining sex ratio was not checked. Mrs Kiran Choudhry, MLA from Tosham, recalled how during the last Assembly elections, a male voter told her husband, the late Surender Singh, that if he wanted his vote, a bride must be found for him. “The problem of female foeticide continues despite strict laws. The situation is a little different in bigger towns than what it is in the rural areas. We are the biggest hypocrites. What we preach outside, we seldom follow in our own homes.” The Ballabgarh legislator, Mrs Sharda Rathore, said soon “we will have a scenario where men will not find brides. In my constituency alone, there are instances where men have been forced to import brides from Bihar and West Bengal”. Mr Shamsher Singh Surjewala said the law should be made more stringent. While the Act provided severe punishment for the mother and father, guilty of foeticide, it did not provide similar punishment for the doctor, who, he said, was a greater culprit. He said the “gotra” and “khap” panchayats had made the problem more acute. He also accused the Indian National Lok Dal of being anti-women. Mr Surjewala suggested that agricultural land should be in the name of women to check the declining sex ratio. Intervening, MLA from Meham Anand Singh Dangi said women should be given a share in the property of their in-laws and not of their parents. Mrs Prassini Devi said men compelled women to go in for foeticide. If the sex ratio continued to decline, she said, incidents of rape and molestation would go up. Mrs Geeta Bhukal said just as girls were worshipped during Navratras, they should be worshipped throughout the year. Mr Dharambir Gauba said instead of looking to the government for solving the problem, “we will have to become Raja Rammohan Roy and Swami Dayanand to tackle this social problem.” Dr Krishna Pandit (Yamunanagar) said the government should encourage “dowry-less” marriages by giving incentives because the decling sex ratio was also linked to the dowry system. |

Karnal, June 16 The parents of Sonu do not know whether their son is alive or dead. Police officials initially claimed that they had released Sonu after interrogation the same day, but his parents alleged that he never returned home. Later, the police also denied that it had picked up the youth. Mr Ishwar Dutt, father of the youth, has met the Chief Minister, Mr Bhupinder Singh Hooda, the Inspector-General of Police (Rohtak Range), Mr V.N. Rai, and other senior police and civil officials, besides the Superintendent of Police, Mrs Bharti Arora, in this regard. He said his son was a partner in an auto-workshop in the Old Housing Board Colony near Sector 13. On April 27, a team from the local CIA(I) staff raided the workshop and picked up Sonu, saying that he was wanted in a case of theft. In his complaint to the Chief Minister and the IG (Rohtak Range), he alleged that when he enquired about the whereabouts of his son from the police, he was also called at the CIA (I) office and allegedly threatened that if he lodged a complaint with the higher authorities, he would be implicated in false cases. He further alleged that certain youths came to his residence in a Maruti car nearly five days after his son went missing and threatened him that he would never see the face of his son if he told the police that one of them was associated with Sonu. He also mentioned a cell phone number of a youth who allegedly threatened to kill his son. He said the youth claimed that he was a close relative of a police official posted here. Later, he approached the Chief Minister and other senior police and civil officials to trace his son. The PRO of the district police was not available for comments despite three visits to his office yesterday. |
No proposal to declare Gohana district
Chandigarh, June 16 Earlier, in his written reply to a starred question asked by Mr Malik, Captain Yadav said there was no proposal before the government regarding declaring Gohana a district. In reply to a question asked by Independent member Tejender Pal Singh Maan, Captain Yadav, who is also the Irrigation Minister, said complaints about the use of substandard material in the construction of drainage channels by the INLD regime were being investigated. |
‘No rule for DCs to get cells from Red Cross funds
Panipat, June 16 Talking to The Tribune on the phone, Dr Bhardwaj said the rules were silent in this regard. At the same time, he said a majority of the Deputy Commissioners did not prefer getting cell phones from society funds in order to avoid wastage of money. However talking to mediapersons here yesterday, the Deputy Commissioner, Mr Mehtab Singh, said he had purchased the cell phone for Rs 35,200 from the funds of the society and the bill was also being paid by the society as, being its president, he was entitled to get the set to discharge his official duties as the Deputy Commissioner and the president of the society. Mr Mehtab Singh also said a majority of the Deputy Commissioners in the state had got cell phones from either the Red Cross Society funds or from Small Savings Department funds. The Deputy Commissioner yesterday suspended the secretary of the District Red Cross Society, Ms Vijay Chowdhary, and its accountant, Mr Suresh Kumar, for various acts of omission and commission on the basis of a preliminary report submitted by a three-member committee, headed by the SDM, Mr R.K. Singh, looking into the alleged irregularities in the society. However, Ms Chowdhary later alleged at a press conference that the Deputy Commissioner had been using the Red Cross funds for his personal use and when she did not succumb to his pressure to provide Rs 4.5 lakh from the funds for the purchase of a car, he started harassing her. While the three-member committee also found an embezzlement of Rs 1.5 lakh in its preliminary report, Ms Chowdhary said she had no faith in the committee headed by the SDM. She also demanded a vigilance inquiry. The Deputy Commissioner had constituted the committee on the basis of a complaint forwarded to him by the Governor to look into the alleged irregularities in the functioning of the society during Ms Chowdhary’s four-year term. |

Chandigarh, June 16 General Lohchab was awarded the Param Vishisht Seva Medal, the Ati Vishisht Seva Medal and the Vishisht Seva Medal during 40 years of his distinguished service in the Army. Born in March, 1943, General Lohchab hails from Bupania village in Jhajjar district. He did his Staff College course from Australia and graduated from the National Defence College, Delhi. He retired as Director-General, Military Intelligence, at Army Headquarters, Delhi. He actively participated in the wars in 1965 and 1971 and also played a major role in the Kargil operations in 1999. |
Woman burnt to death
Karnal, June 16 The police recorded her statement in front of a Duty Magistrate just before her death in the Civil Hospital here today. The police booked her husband, Pawan Kumar, and in-laws for committing the crime. According to police sources, the victim was identified as Kali Devi. She had given a statement that she was being harassed for the past five months, right from the day of marriage for not bringing a television set in the dowry. As per the statement, she was severely beaten up by her husband before putting kerosene on her and set her on the fire. She also alleged that other family members of her in-laws had also helped Pawan Kumar. Her father, Ram Pal, who reached the spot soon after the incident took her to the Civil Hospital. He alleged that her daughter was ‘tortured’ by her in-laws particularly by her husband on a number of occasions. When contacted a senior official of the police revealed that Pawan Kumar was not yet arrested by the police. However, he confirmed that action was being taken against him. |
Crops damaged in 60 acres
Sonepat, June 16 According to a report, the breach occurred around midnight and the farmers came to know about it this morning. They sent SOS to the authorities of the Irrigation Department who arrived on the spot and succeeded in plugging the breach after a few hours. It is stated that the water released in this minor around 4 p.m. on June 14 last. Because of heavy flow of water, the weak embankment of the minor gave way, resulting in the breach. The overflowing of water from the embankment was another cause of the breach in this minor. This submerged at least 24 acres of land under a variety of crops. According to another report, some unidentified persons also made a cut in the minor near Matindu village last night and the standing crops in an area of 35 acres were inundated. |
ASI sacked for immoral activities
Yamunanagar, June 16 As per an official release issued here today, Tersem Lal has been suspended under Section 16.2 of the Punjab Police Rules after an inquiry. In the release, Ms Suman Manajri, Superintendent of Police, stated that the ASI was found indulging in an immoral activity with a woman in Lajpat Nagar Colony here on the evening of February 12. When the area residents objected to his behaviour, he misbehaved with them and threatened them. Earlier, also he was caught with a woman in a rest house. |

Karnal, June 16 His body had not been recovered yet A formal complaint of the incident has been lodged at the Taraori police station. Preliminary investigations into the incident had revealed that Sahib was mentally depressed for the past couple of years due to some family problems. He had possibly come to meet his sister for the last time before committing suicide, said police sources. |
