Pataudi’s police remand extended by one day
Jhajjar, June 19 Pataudi and seven others are facing charges of poaching following the recovery of carcasses of a black buck and two rabbits from a Gypsy owned by him on June 3. He was produced in a court here today on the expiry of one-day remand granted yesterday after Pataudi had surrendered in the same court. The prosecution pleaded for the extension of remand maintaining that it needed to recover the registration papers of the Gypsy used in the crime. The magistrate then extended the remand by a day. Pataudi now will be produced in the court tomorrow. The Gypsy was recovered from the New Delhi residence of Pataudi by the police raids after Pataudi ignored police notices directing him to appear before it for interrogation. The magistrate also directed the prosecution to file its reply to the regular bail plea filed by Pataudi when he would be produced in court tomorrow. The bail application is also listed for hearing tomorrow. During proceedings today counsel for the People for Animals (PFA), a non-government organisation, sought the court’s permission to assist the prosecution in the case. The CJM accepted the plea. Earlier today morning Pataudi was taken to Kirdaud village, 12 km from here for identifying the area where poaching allegedly took place. Sources said he just maintained stoic silence and answered very few queries. Pataudi and seven others, including Shashi Singh, CEO of a software company, were caught carrying carcasses of a black buck and two rabbits in one of the two vehicles they were travelling in during a routine check by a police party on the night of June 3. The police let all of them go after detaining them for two hours in the police station. It registered only a Daily Diary Report that day. However, when the news leaked the police registered an FIR on June 5 and arrested one of the accused Madan Singh, a resident of Aurangpur village near here who later was freed on bail. He is suspected to be one of the hunting guides poachers hire to hunt in the Kirdaud forest area. Thereafter the police issued three notices to Pataudi to appear before the SHO, Jhajjar police station. The last deadline expired on June 17. The police raided several possible hideouts of Pataudi in Delhi, Gurgaon and Pataudi in between. During these raids several animal trophies were found hanging on walls of Ibrahim Palace at Pataudi lending credence to the charges that he is a compulsive hunter. |

Rohtak, June 19 Talking to mediapersons here today, he said that it was the duty of all party men to ensure that the benefits reached every affected farmer. “We must ensure that this unprecedented, benevolent and beneficial scheme for wiping out the entire arrears of power bills of farmers benefits the entire rural fraternity by helping the government in implementing the scheme in letter and in spirit”, he said. Mr Surjewala said the Congress had never promised to provide water and power to farmers free of cost. Neither there was any mention of this in the party’s election manifesto nor did the party leadership make any such promise during the farmers’ struggle to rid themselves of this debt, he added. He said such false promises were made by the Indian National Lok Dal and Mr Om Parkash Chautala only. However, during the INLD rule when farmers wanted the government to rid them of this burden, Mr Chautala responded with might of the state which claimed several lives. It was during this period that the Congress came to the farmers’ rescue under the leadership of Mrs Sonia Gandhi who toured the state and “wiped the tears off farmers’ eyes” and promised to end their problems. “The Bhupinder Singh Hooda-led Congress government in Haryana is a result of Ms Gandhi’s resolve, determination and commitment”, he said. He said the waiver was aimed at resolving the issue of power bill arrears to the satisfaction of all concerned and the Hooda government had just done that in the hope that once the peasantry was free from this burden it could concentrate on nation building and ameliorating their lot. Mr Surjewala has sent a communication to all party leaders in Haryana in which he made this appeal. |
Hooda plans Rohtak facelift
Rohtak, June 19 The projects were discussed at a high level meeting of heads of government departments chaired by the Chief Minister’s Principal Secretary M.L. Tayal. According to sources, the meeting approved a Rs 250 crore project for constructing a bypass on the Fazilka-Delhi National Highway No. 10. The road passes right through the centre of the town. A bypass was constructed several years ago but since then it has become overcrowded with buildings coming up on both sides of the road. The new bypass, the sources said, would start from the Hanuman mandir near Kharawar village and after touching the Jhajjar road, it would merge in the highway at Bahu Akbarpur village on the Hisar side covering a length of 24.5 km. The need for the bypass was being felt for almost a decade but no previous government had approved the project. The bypass will benefit thousands of motorists travelling from Fazilka in Punjab to Delhi covering towns like Sirsa, Fatehabad, Hisar, Hansi, Rohtak and Bahadurgarh. The meeting also approved projects worth Rs 59 crore for streamlining and augmenting water supply in the town. A third water works will be constructed and new pipelines would be laid to ensure adequate supply of drinking water in all colonies of the town. The sources said officials pointed out in the meeting that illegal connections were preventing water from reaching tail end consumers. It was decided to check water theft till the new projects were completed. The power utilities will spend Rs 45 crore on augmenting power supply and improving transmission network in the town. Ms Jyoti Arora, Managing Director, Uttar Haryana Bijli Vitran Nigam, pointed out that line losses in Rohtak were the highest — 60 per cent — in the state. She wanted officials to check power theft. It is planned to complete 132 kv substations at Khokrakot, Bhiwani road and Sonepat road in phases by December 2007. The sources said Rs 10 crore were likely to be pumped in for improving the sewerage system. Storm water drains would be constructed and screening chambers would be built for solid waste management. Haryana Urban Development Authority would construct a Gymkhana Club here. It had built one several years ago which had to be shut down because of poor approach. Till the new club came into being, the old club would be reopened immediately. A new central jail and police lines would be constructed on 51 acres in the bordering villages of Sunaria and Mandothi. The present jail had a capacity of 300 inmates while the new jail would be able to accommodate 2,500 inmates, the sources said. The land vacated by the old jail and the police lines would be handed over to HUDA to be developed as a commercial centre. The Post Graduate Institute of Medical Sciences will also get a new trauma centre along with about six more new projects. A trauma centre had been constructed here but the Chautala government shifted it to Karnal on the plea that the GT Road needed it more. While presenting his case, the Director PGIMS and Commissioner, Rohtak Division, Dr N.C. Wadhwa pointed out that such a centre for the PGIMS was a must as it catered to the needs of entire Haryana and Punjab and Rajasthan too. The sources said the IC College for Women would have a new girl’s hostel. Work on building the third phase of the mini secretariat would begin soon and an officers’ colony would be developed to end the shortage of accommodation for government officers. A new PWD Circuit House would be constructed near the MDU. All the town’s dairies would be shifted outside the town. |

Chandigarh, June 19 According to the Education Minister Mr. Phool Chand
Mullana, the new education policy was being redesigned to meet growing demand for specialisation, flexibility in the combination of courses and integration of theoretical work and practical experience. The principals could take up the matter directly with the affiliating university concerned for affiliation of all ‘add on’ courses assisted by the University Grants Commission, or for such vocational or elective subjects which had already been approved by the concerned university. The practice of obtaining no objection certificate from the State Government had been done away. The government has also granted permission to even start new job oriented or professional degree courses which were already approved and being run by the concerned affiliating universities. Meanwhile, bachelor of tourism management, bachelor of mass communication and journalism and bachelor in computer applications, post graduate diploma in human resource management would be introduced in colleges affiliated to Kurukshetra University. Similarly, three degree courses namely bachelor of computer application, bachelor of tourism management and post graduate diploma in computer applications would be introduced in government colleges affiliated to Maharshi Dayanand University from the ensuing academic session. |
Govt schools to get electricity at domestic rates
Chandigarh, June 19 While disclosing this here today, the Education Minister, Mr Phool Chand Mullana, said a decision to this effect was taken because the government primary and middle schools were not charging any tuition fee whereas the private schools were generally being run as a commercial venture. He said the government schools were being charged commercial rate of electricity, classified as non-domestic supply. The matter was taken up by the Financial Commissioner and Principal Secretary, Education, Mr R.S. Gujral, with the power department urging that as the government primary and middle schools did not charge any tuition fee from students, these schools should be charged at the usual domestic rate and not commercial rate of electricity. Mr Mullana said it was finally decided that in case of primary and middle schools, which did not charge any tuition fee from students, the power tariff would be domestic and not commercial. However, he made it clear that this facility would not be extended to private schools which were being run as a commercial venture and always charged some fee from the students. |
Another death in Karnal jail
Karnal, June 19 A 65-year-old undertrial facing a court trial on charges of murder and attempt to murder had died in the jail on Sunday, raising questions on the health and other basic facilities being provided to the inmates. The old man, identified as Pratap Singh of Siwa village in Panipat, had died due to lack of medical facilities as the medical official posted in the jail was on leave. The Superintendent of Jail and the Deputy Superintendent of Jail were also reportedly not present when his health deteriorated. Pratap Singh was booked under Sections 302, 307, 323 and 324 of the IPC. He was sent to judicial custody at the Central Jail of Ambala by a Panipat court. He was shifted to the Karnal jail on March 20, 2005. The SDM, Mr Girish Arora, who was asked to conduct a magisterial inquiry revealed that Pratap Singh was in a serious condition after repeated vomiting. He had also suffered from diarrhoea. His condition worsened as the medical official posted in the jail was on leave and there was nobody to attend on him. By the time he was rushed to the Civil Hospital, the chances of his survival were bleak. He died some hours after he was brought to the hospital. Similarly, an undertrial identified as Harjinder Singh had allegedly died due to lack of proper medical care in June. He had reported pain in the abdominal region and died within hours. Gurmukh Singh (40) had hanged himself with the help of a turban from a grill of the ventilator in the bathroom adjoining his barrack on May 7, 2005. |
Without power for 11 days
Fatehabad, June 19 A meeting of the residents was held in the community centre of the HUDA today. The residents constituted ‘Residents Welfare Society’ (RWS) to take up demands before the authorities. Talking to reporters, a spokesman of the RWS said that power supply had become a major problem for them. The problem began when some poles were uprooted during the squall that hit the area on June 9. Power supply had remained shut for seven days. Even now after 11 days, power supply to most of the sector had not been restored, the spokesman said. The area is gripped by darkness in the night. He said the residents had been running from pillar to post for the redressal of their grievances but no one was ready to lend them ears. The spokesman said the HUDA and the DHBVNL authorities had been trying to shift the onus on other. While the HUDA authorities maintained that the maintenance of electric poles was the job of the DHBVNL authorities, they said they had not yet been handed over the charge of the sector. In this tug of war, the residents had been suffering. The Sector 3 residents had also been facing problems to deposit water bills, as there was no counter to accept water bills. The spokesman said while the residents had to obtain their water connection from Sirsa, they had to pay their bills at Hisar. Though Fatehabad was a district headquarters, residents had to travel a distance of 50 kilometres for payment of their bills. |
INLD seeks relief for hooch victims
Rewari, June 19 The demand was contained in a resolution adopted at their meeting held under the chairmanship of a former minister, Dr M.L. Ranga, here today. Flaying the police administration for its lackadaisical approach in the matter of widespread sale of illicit liquor being smuggled from adjoining areas of Rajasthan, the activists demanded immediate arrest of the specified bootleggers of Gujriwas village, near here, where the killer hooch had been supplied to the hapless victims. The meeting emphasised the urgency of intensified police patrolling in Tikla, Panwar, Jhabua, Bhadoj, Bolni, Gujriwas and certain other sensitive (illicit liquor-infected) villages lying in the vicinity of the adjoining territory of Rajasthan to curb the menace. Later Dr Ranga, along with prominent INLD activists, visited Deodhi, Lalpur, Bithwana and Dhamlaka villages where they consoled the bereaved families of the victims of the hooch tragedy. In the end Dr Ranga, accompanied by numerous party activists, submitted to Mr Nitin Kumar Yadav, Additional Deputy Commissioner, a memorandum of demands. |
BJP decries conditional waiver of power arrears
Panipat, June 19 Mr Yadav alleged the state government had ignored urban power consumers. Those consumers who had been depositing their bills in time should be encouraged, he added. He also alleged that law and order situation had deteriorated in different parts of the state. Daylight robberies and kidnappings had become routine, he added. Mr Yadav was in the city to participate in a state-level meeting of backward class cell of the party. Others present at the meeting include Mr Niti Sen Bhatia and Mr Sri Niwas Verma. |

(EM) accompanying the raiding party had refused to support the version of the team which claimed the recovery of Rs 1,200 from the official. The EM said no money was recovered from the official in his presence. On getting information about the incident, a number of revenue

Make citizen’s charter

Chandigarh, June 19 While stating this here today, an official spokesman said the citizen’s charter should be consumer friendly and consumer groups should be consulted at the time of its formulation. In case they already had a citizen’s charter, its review should be conducted in consultation with the consumer groups. They should ensure the availability of citizen’s charter at various levels, including the staff of the department and representatives of the people. He said they had also been informed that motivation and orientation of staff at various levels was essential for effective implementation of the citizen’s charter. They had also been informed that it would be better in case the officer responsible for redressal of public grievances was nominated as nodal officer to look into cases of non-fulfilment of charter’s commitment. This officer might also act as a nodal officer for pro-active action on the citizen’s charter. Annual internal and external review of citizen’s charter would be conducted at regular intervals and feed-back on the initiative would have to be intimated to the Administrative Reforms Department. He said various departments and organisations had also been asked to send their quarterly reports in this regard to the Administrative Reforms Department. |

Gujral, said a decision to this effect had been taken because these schools neither charged any tuition fee from students nor were being run on commercial lines. He said the state government had also taken a policy decision that no teacher, master, lecturer, head master and principal working in any educational institution, including primary, secondary and higher would be allowed to go abroad in the academic year except during the summer vacation. |
MC chief dies
in accident
Ambala, June 19 A pall of gloom descended on the Bans Bazar area of Ambala City when the news of his death reached here. A number of people arrived at his residence. State Congress representative from Ambala City, Mr Balwant Gupta, said Pammi died at the PGI, Chandigarh, this evening. He died due to head injuries and multiple fractures, which he had sustained in the accident. Pammi was returning to Ambala along with his family members after attended a “kirya” in Jagadhari, this afternoon. The car, which he was driving, collided with a state roadways bus near Jagadhari. Pammi, his wife Sudesh, his brother-in-law and two other women relatives were travelling in the car. The victims were rushed to Civil Hospital in Jagadhari, from where Pammi was referred to the PGI, Chandigarh. He died at the PGI this evening. |
