Businessman killed, cops injured
during robbery

New Delhi, June 23
A businessman was killed and four policemen injured after two robbers opened fire at them in the Ashok Vihar area in Northwest district this afternoon. The incident took place at 12.00 noon at E-174, Phase-I, Ashok Vihar. The deceased has been identified as Giriraj Goyal, an auto manufacturer. Giriraj Goyal was later taken to the Sunder Lal hospital where he was declared brought dead.

Businessman killed, cops injured during robbery

New Delhi, June 23
A businessman was killed and four policemen injured after two robbers opened fire at them in the Ashok Vihar area in Northwest district this afternoon. The incident took place at 12.00 noon at E-174, Phase-I, Ashok Vihar.

The deceased has been identified as Giriraj Goyal, an auto manufacturer.

Giriraj Goyal was later taken to the Sunder Lal hospital where he was declared brought dead. The four policemen injured in the firing include Inspector Kharak Singh, ASI Harish Chandra, and two constables Dharampal and Ravi.

The four policemen have also been admitted to the Sunder Lal hospital where the condition of ASI Harish Chander is said to be critical.

ASI Harish Chander was posted at PCR van in the area. Police said that a PCR call was made at around 12 noon that some assailants have forcibly entered in the house to rob them. The message was immediately passed to the local police. The police team and the PCR van reached the spot and tried to enter the house.

Seeing the police party approaching the house, the robbers opened fire at random. Giriraj, who was present in the house sustained bullet injuries and later died on the spot. In turn, the ASI Harish Chander opened fire at the assailants.

The assailants also fired at the police party and injured all the four policemen present there. Seeing the firing, the third assailant who was present in a car outside the house managed to escape from there.

Meanwhile, the DCP northwest district, Rajesh Khura and ACP, Police Control Room, Shyam Lal Aggarwal along with other police officials also reached the spot.

The assailants have been identified as Nitin and Ranvir. The police are yet to register a case as they are still interrogating the two accused.

The assailants, who hail from Rohtak in Haryana, were also taken to the hospital for the grievous injuries they sustained in the thrashing they received from the crowd, which had gathered after one of the women in Goyal’s home raised an alarm.

According to reports, the duo entered Giriraj Goyal’s house on the pretext of delivering a gift and then looted the house at gun point. But before they could rob the family, the PCR van reached the spot who immediately informed the local police.

According to additional DCP, northwest district, a country-made pistol was recovered from the robbers’ possession and investigations into the incident were on.

In a bizarre incident, a man killed his elder brother by hitting him with an axe on his head during a quarrel supervised by their mother over distribution of water in their field in Phaphrana village in Modi Nagar.

The mother told them that she would consider the one who survives as her son. At this the younger son hit his elder brother with an axe on his head. He was rushed to a Meerut hospital two days ago where he succumbed to his wounds yesterday.

According to the police, Amrit Singh, the father of Kiran Pal and Madan Pal, had recently died in village Phaphrana. According to Amrit Singh’s will, the tube well had gone to the share of elder son Madan Pal in division of property. But both the brothers were having a dispute about division of property ever since their father’s death.

On June 19, Madan Pal was working in his farm when his younger brother Kiran Pal reached there along with his mother and insisted on getting the water for irrigating his field. This was opposed by Madan Pal who switched off the tube well. At this an altercation ensued between the two brothers which soon turned violent.

Instead of broaching peace between her two sons, their mother reportedly said the survivor among them will become owner of the whole property. At this, Kiran Pal picked an axe lying nearby and hit Madan Pal on his head. The police is investigating the matter.

The capital is reeling under frequent power cuts which, coupled with continuing heat wave conditions, have made life quite miserable for Delhiites. Moreover, the proposed hike in electricity tariff is going to make the power cuts even more unbearable.

Last night, large areas of the capital were plunged into darkness as the 330 Megawatt Nathpa Jhakri plant in Himachal Pradesh stopped power supply for nearly 12 hours, creating an acute shortage in the Capital, Transco Director (Operations) R S Sethi said.

He, however, said that today, the total power supplied was 3,626 MW which was sufficient to meet the peak demand. Yesterday, the capital overdrew 500 MW from the grid.

Delhi Principal Secretary, Mr. Arun Goel also maintained that barring some exceptions, the Capital has been ensured enough power supply through various sources for the summer.

BSES Corporate Communications Chief Mr. Kanwaljit Ratan blamed the severe power cuts experienced in several parts of South Delhi during the past 48 hours to a combination of reasons. “Not only was the supply 350 Megawatt short, the weather was also extremely hot, leading to overdrawing from the grid. Besides, six transformers managed by the Transco were also out,” he said.

‘’We also had several local breakdowns. Like in Malviya Nagar, some trees got uprooted and fell on some cables causing a breakdown,” he added.

Talking about today’s power scenario, he said the system was still running about 100 Megawatt short, but since work on the transformers was on, things will definitely improve.

According to Mr Ratan, the long summer spell with record high temperatures in the past few days has added to the electricity demand in the city leading to ‘overdrawing’.

“This leads to an upset in the grid which is why we have to resort to load shedding in a cyclical manner; else the whole system will collapse,” he added. The Delhi government, which had promised drastic improvement in the situation after privatisation of power in the capital in 2002, is facing heavy criticism by citizens’ groups and the opposition for the present situation.

The Delhi chief minister, Mrs. Sheila Dikshit last night personally reviewed the power situation following complaints and sought an explanation from the power companies.

According to Director, Meteorological Department, Mr. R. D. Singh, pre-monsoon showers may hit the city in the next 24-48 hours as they had already shown up in the eastern part of neighbouring Uttar Pradesh,

The mercury has already begun to drop. The maximum temperature recorded today was 41.3 degrees, the weather office said. The minimum temperature recorded this morning was 30.2 degrees.

JNU sexual harassment committee rules modified to ensure fairness

To make the Gender Sensitisation Committee Against Sexual Harassment (GSCASH) more effective and also include the changes sought by the faculty and students, certain modifications have been made in the rules and procedures by Jawaharlal Nehru University.

These modifications, which have been approved by the Executive Council, have been incorporated in the new draft, which is now being readied. The changes include empowering the Vice Chancellor to decide the punishment that will be awarded to offenders found guilty by the GSCASH inquiry committee.

“There was a feeling among people that GSCASH seemed to be too independent. Many letters that we received pointed out that as a part of the University, it cannot take decisions on its own and should be accountable to the head of the institution”, said Prof. Rekha Rajan, who worked out the revised format along with Prof Mathur.

While the powers to award the punishment were with the Vice Chancellor earlier also, there will be more “checks and balances” now. “The GSCASH will recommend the punishment for the offence, which can be major or minor and the VC will have the final say on the nature of punishment, but if the VC goes against the recommendations of the GSCASH, he will have to explain his reasons for doing so”, she said.

Another change that has been approved is the cross-questioning of the victim by the perpetrator. “There were reservations about whether the victim should be allowed to be cross-questioned by the accused, so we have allowed it to be carried out in a written form. The inquiry committee will be the mediator and the victim will reply to the questions in writing. It will be a time-consuming process, but would save the victim from having to face the perpetrator”, she said.

The cross-questioning of faculty members who have been named in a complaint was another issue that the faculty had strongly protested against. The revised rules have agreed to allow the cross-questioning by peers instead of students. Since there are students on the inquiry committee of the GSCASH, it has been decided that students will submit their questions in written to the Chairperson of the GSCASH instead of directly questioning the teacher in question.

The time frame for conducting an inquiry and submitting the report has also been extended and GSCASH has been empowered to not just punish the guilty, but also take action that serves as a deterrent for others.

“Our brief was to go into the feedback that we received from the faculty, the students and the entire, University community. The University had carried out an exercise inviting feedback and comments on the rules and the way the GSCASH was bring run. We went through the letters and the changes that have been made are based on the demands of the university community”, said Prof Rekha.

Seminar held on ‘Master Plan for Delhi 2021’

There should be a metro station within walking distance from every neighbourhood in the city if the capital is to become a world-class metropolis, according to DDA Commissioner (Planning), Mr. A K Jain.

Speaking at a seminar on ‘’Master Plan for Delhi (MPD) 2021-Issues and Challenges’’ organised by PHDCCI today, he stressed on the need for having more group housing societies and metro stations within walking distance from every neighbourhood as important constituents in making Delhi a world class metropolis.

Mr Jain also laid stress on the need for providing quality social infrastructure, conservation of heritage and environmental issues as basics of the MPD 2021.

The unplanned areas which include villages, slum clusters and unauthorised colonies would have to go through land development and upgradation, along with the provision of affordable houses for the slum dwellers, he said.

The list of industries would have to be based on environmental issues, he added.

Mr Jain termed MPD 2021 as a laudable attempt following the visionary approach of an integrated and mutually supportive infrastructure planning, with financially viable community-driven management system. ‘’The MPD 2021 will give better infrastructure lined with stress on water supply, better sewerage, drainage, solid waste management and power to the people.’’

He called for a planned approach to improve the quality of life of the people and emphasized on regulation of unauthorised colonies. A committee had been set up for reviewing unified building by-laws in Delhi, he said, and added that the Safdarjung Airport would be maintained as a ‘green’ belt and Pragati Maidan would continue to retain its character by holding exhibitions.

In his welcome address, PHDCCI President Mr. K N Memani said that Delhi being the Capital of the country was the focus of socio-economic activities as the city showcases the ancient heritage and culture, so it was imperative to plan for state-of-the-art urban infrastructure facilities.

He also stressed on the need for the Capital to be self-sufficient and mobilization of rules in synchronisation for one and all. He called for the need for development of only hi-tech and non-polluting industries to be encouraged in Delhi with emphasis on services and high value industries.

PHDCCI Delhi Committee Chairman Mr. Kamal Meattle said it is important to focus on the reasons for failure of the previous planning exercises. ‘’It is time to redefine the character of Delhi. Is it a trade center or an industry area, a manufacturing base, a tourist destination or the capital city housing, government and public sector office?’’

He suggested flexibility and rationality in land use planning and development need to be adopted in plan implementation, a concept similar to the one in use in Hong Kong and Singapore, to make Delhi a truly world-class city.

Experts to study development of walled city

The Municipal Corporation of Delhi (MCD) has constituted a special team of experts to prepare a detailed report for the development of the walled city area of the Capital.

A survey is at present being conducted to ascertain the total population of the area, ownership conditions, ratio of commercial and residential properties and soil condition. This is being done following reports that under the new Master Plan of Delhi for 2021, Shahjahanabad (walled city) has been declared as a slum.

The Chief Town Planner, Mr. V. K. Bugga said that as the walled city was very sensitive and it has different kind of character, the development work was being undertaken carefully. Before doing anything, public consent will be taken because people have been living there for a long time. Walled City has been declared as a cluster. It will be developed by the Slum and JJ Department of the MCD. Finance has been sanctioned by the Central Government.

Mr. Bugga said that initially, the Slum department will develop the properties owned by it in the area and subsequently take up other properties. He said that the Slum Department has taken Ballimaran as a pilot project to develop the walled City. Ballimaran is the locality in which Ghalib’s haveli and Hindustani Dawakhana are located. A list of total residential and commercial properties is being made.

Besides, ownership of the properties, heritage buildings, religious places and soil condition are being studied. This report will be completed within six months and sent to the Urban Development department of the Delhi Government. The Town Planner said that heritage buildings would be preserved and repaired to attract tourists.

Sources said if the civic body is successful in developing the pilot project, the entire walled city would undergo a transformation. Private developers will be given contracts to develop the area. Each contractor will be given an area of 30 acres to construct multi-storied buildings. If need be, development cost will be collected from the residents.

For the population of each 50, 000 units, there will be one market, hospital, school and other necessities.

The Town Planner said that building bylaws for the walled city would be different than other parts of the Capital. Flats will be allotted to the original residents. If there are additional flats they will be allotted to outsiders.

Faridabad development suffers due to HUDA-MCF jurisdiction divide

Although it was once envisaged as a model township, most residential sectors here have been crying for the need for proper development and maintenance of basic amenities over the years due to a curious division of work between the two civic agencies serving the city.

As per the system in place, residential sectors are initially developed by HUDA, after which it hands them over to the Municipal Corporation of Faridabad (MCF) for maintenance. The trouble is that the latter is plagued by a poor financial condition and lack of any full-time strategy to handle the civic problems.

Though a budget of over 100 crore is passed for the MCF each year, most of these funds are being used by the body for meeting its own expenses and for non-developmental purposes, say sources.

The latest problem with the MCF’s functioning is the fact that more than 2 months after it’s elections, there is still no Mayor to direct the body. This situation is hindering even routine work.

A few years back, there had been a proposal to merge the MCF and HUDA to form a new single development authority for Faridabad, but the political will to do this was lacking, say insiders.

There is resentment against HUDA among residents and resident welfare associations who point out that after earning huge profits in development of commercial and residential sectors, it “cleverly” shifts the onus of maintenance on MCF.

There are also allegations of corruption among its officials. A doctor who built a house in sector 28 says he was denied the completion certificate on the ground that the length of one of the rooms had exceeded the sanctioned space by merely an inch since he did not grease the hands of the concerned officials.

Various residents welfare associations are now asking the government to put the liability of development and maintenance back on HUDA itself.

According to social activist K.L Gera, the government should disband both HUDA and MCF and constitute a separate authority for proper development of Faridabad.

Ridge encroachers to receive CPWD notice

The Central Public Works Department (CPWD) is all set to issue notices to at least 12 major encroachers of the Ridge areas in the Capital.

The decision to this effect was taken recently at a meeting between Delhi Chief Minister Ms Sheila Dikshit and officials of the Forest Department.

If any violation occurs, only Ridge Management Board (RMB) can issue appropriate directions to the concerned agencies. But RMB does not have any legal authority to initiate legal action against the encroachers. In order to protect the ridge, the Forest Research Institute (FRI), Dehradun also conducted a study on Delhi Ridge from 2001-2003.

Based on the recommendations the government on December 18, 2003 also informed all the concerned agencies about the plant species to be planted in the ridge. The FRI had also recommended plantation of rare tree species like Boswellia Serrata, Cordia Rothii, Holorrhena Pubescens, Salvadora Perscia, Sterculia Urens and Tecomella Undulata.

Even the ridge managing agencies were told to ensure proper fencing for protection of ridge under their respective control and remove encroachments.

The Supreme Court had already directed the shifting of JJ clusters like Sanjay Nagar, Balbir Nagar and Indira Nagar out of Asola-Bhatti wildlife sanctuary in April 1996.

Auction of sites fetches Rs 17.61 crore for HUDA

The Haryana Urban Development Authority has fetched an income of about 17.61 crore from the auction of about 66 commercial sites in various parts of the city.

These sites had been developed in sector 18, 19 21-C, 37, 46 55 and 55.

Eight plots developed in the new Loha Mandi (iron and steel market) in sector 59 have been sold for an amount of about 1.03 crore against the Reserve Price (RP) of just 34.55 lakh.

Thus the auction fetched around 300 percent more than the minimum price.

Seven sites in the marble market in sector 21-C were sold for Rs 3.42 crore against a RP of Rs 2.38 crore.

One shop-cum-office in special market of sector 19 was auctioned for a whopping 1.56 crore.

Accolades for car designed by DCE students

A car designed by students of Delhi College of Engineering that runs 150 km on a litre of petrol has won the Best Aerodynamic Design Award at the World Super Mileage Vehicle Competition in the US.

The car, which is the work of a 14-member team, also won the Best Team Spirit award at the competition, organised by the Society of Automobile Engineers International at Michigan. Christened ‘Endeavour’, the vehicle won the two awards competing against 38 entries from around the world, according to DCE.

The 55-kg single-passenger aerodynamic green and black car made of carbon fiber and reinforced plastic participated in the competition held on June 9-10. Delhi Chief Minister Sheila Dikshit had flagged off the car from her residence on June 1 before the team left for Michigan.

The DCE team of third-year engineering students was led by Varun Tyagi, a mechanical and production student. The students were supported by the college, Department of Science and Technology and several companies in the auto industry.

National Talent Search test results announced

Over 1,500 students have cleared the written phase of the National Talent Search Examination (NTSE) conducted by NCERT which would make them eligible for scholarships.

Of the 3,874 students who took the examination in 37 centres across the country in May, 1,555 have been declared elected, the National Council of Educational Research and Training (NCERT) said in a statement here today.

They would now have to appear for interviews at various centres in July and August, it said.

NCERT offers 1,000 scholarships, some upto PhD level, on the basis of performance in the NTSE. Of these, 150 and 75 are reserved for scheduled castes and scheduled tribes respectively.

The annual function of Sangeet Niketan, instituted by the famous artiste of Jal Tarang Shri Gulab Rai in 1950, was celebrated with great pomp and show at Poorva Sanskrtiti Kendra, Laxmi Nagar, here today.

The function was inaugurated by renowned Kathak dancer Pandit Tirath Ram Azad who praised the efforts of the institute to propagate classical music and dance among the masses.

The star attraction of the event was a solo Kathak dance performance by Kumari Medha Rai, the pupil of Guru Munna Shukla.

The programme was compered by Ms. Meenakshi Rai. The event ended with distribution of certificates and prizes to the participants.

On June 6, Nithari resident Mukesh Kumar’s 5-year-old daughter Payal had gone missing while she was playing in front of his house. A few days later, Dilip’s 12-year niece had also gone missing from the colony under similar circumstances. In both the cases, a missing report has been registered by the sector 20 police.

On June 21, another 12-year-old girl, Jyoti, had gone missing under mysterious circumstances. Her brother Rajesh has expressed the fear that she had been kidnapped. In this case also, the sector 20 police did not register an abduction case.

The villagers allege that the police was not taking the matter seriously.

When the villagers went to meet SSP Piyush Mordia yesterday at his camp office in sector 27, they were reportedly taken to sector 20 police station in a jeep on some pretext.

Charge sheet filed against flesh traders

Noida, June 23
Noida police have filed a charge-sheet in court against two persons, Ritika Thakur and Ankit Dheer, arrested by it on April 9 for running a flesh racket.

Rtika and Ankit have been charged under sections 3/5/6/7 of Flesh Trade Act of 1956, said the Sector 20 police.

While the former is out on bail on medical grounds, the latter is lodged in jail.

Interestingly, now nobody seems to know the whereabouts of Ritika, who is also suspected of having murdered her first husband, Sanjay Gupta. This allegation has been levelled by JP Gupta, father of deceased Sanjay Gupta, in which connection she had been summoned by a Tis Hazari Court in Delhi.

Bailable warrants have since been issued against Ritika and her mother Vijaya Thakur for their failure to appear in the court.
