41 panchayats elected unopposed

Panches and sarpanches of 41 out of the total 377 panchayats in Kurukshetra district have been elected unopposed. As many as 1,756 out of total 3,136 panches in the district have also been elected unanimously. Similarly, members of 10 wards out of the total 117 wards of Panchayat Samitis in the district have been declared elected unopposed.

Liquor vends auctioned amidst allegations of foul play

The liquor vends of Ambala, Panchkula, Yamunanagar and Kaithal districts were auctioned today even as a section of bidders alleged foul-play. A bidder alleged that the auction process was not fair. A few of them even shouted slogans to oppose the auction process and urged the rest of the bidders to boycott the bidding.

Woman kills husband, buries body in house
Chhachhrouli, March 24
A woman along with her nephew, with whom she was allegedly having an illicit relationship, killed her husband and buried the body in the house. On persistent questioning by her relatives and villagers about her missing husband, she reportedly confessed to the crime and the body was exhumed this morning.

Shekhar Suman summoned
Karnal, March 24
The Chief Judicial Magistrate (CJM) of Karnal, Mr Najar Singh, has directed noted anchor Shekhar Suman to appear in his court on April 29. Summons have also been issued to him.

The Federation of Cooperative Sugar Mills has prepared a sugarcane development plan for all cooperative sugar mills of Haryana. The federation plans to spend Rs 20.56 crore on the plan out of which Rs 2.99 crore would be given as grant while Rs 17.57 crore would be given as interest-free loan to the mills.

Chautala to undergo knee surgery

The annual Kisan Mela of Haryana Agricultural University (HAU) here will be organised on March 28 and 29. The Vice-Chancellor, Mr M.K.Miglani, said the Haryana Agriculture and Revenue Minister, Mr Surender Singh, would be the chief guest on this occasion.

4 held with 285 kg poppy husk

The police today arrested four persons and seized 285 kg of poppy husk from their possession. The police has booked them under the Narcotic Drugs and Psychotropic Substances (NDPS) Act. 

Arrangements made for wheat procurement
Chandigarh, March 24
Haryana has made elaborate arrangements for the smooth procurement of wheat for the Central pool beginning on April 1. Stating this here today the Deputy Chief Minister, Mr Chander Mohan, who also holds the portfolio of the Food and Supplies Department, said that according to the estimates of his department, the state government agencies and the Food Corporation of India(FCI) were likely to procure 55 lakh metric tonnes of wheat at the minimum support price of Rs 640 per quintal.

Vehicle thief nabbed
Bhiwani, March 24
The police claimed to have nabbed a vehicle thief within one hour of the incident today. The Superintendent of Police, Mr Saurabh Singh, said that an Indica car (HR-16 D-5688) owner, Sudhir, was halted by two Tata Sumo-borne youths near Loharu railway overbridge at about 5 p.m. 

Rail passenger looted
Panipat, March 24
Some robbers looted a rail passenger after reportedly administering some intoxicating substance to him. They were boarding the Ambala-Panipat passenger train.

Criminal escapes from lock-up
Kaithal, March 24
A hardened criminal, Rajbir Singh Sisay, in custody of the local police escaped from the police lock-up in a dramatic way here last night. This incident took place when the entire police force of the district was on its heels to nab two armed robbers who had looted Rs 3.15 at gun point from a Kanungo and Patwari near Rehrian village 8 km from here, yesterday.

During his tenure as Chief Minister of Haryana Om Prakash Chautala, dropped it like a hot potato. The present regime, which appears keen to cut a different image as far as the history of governance of Haryana is concerned, is expected to give a fresh look at the benefit of computerisation of land records.

Land record computerisation is an old plan of the Government of India but it has not succeeded in getting it implemented in any of the states except Karnataka where the plan was a complete success. Sometime back when the Union Government announced that state governments could apply for fresh grants for this purpose, the Haryana Government managed to get a pilot project sanctioned for Sirsa. Sirsa, home district of Chief Minister Om Prakash Chautala, was among 11 districts in the entire country for which the Central Government had sanctioned funding for taking up computerisation of land records as pilot projects.

However, when the project was nearing completion, it was scuttled. A top aide of Mr Chautala reportedly telephoned the district administration and said the project must be dropped. Sources attribute the Chautala-led government’s reluctance to implement the project to a variety of reasons. First, it would have diminished the power of Patwaris to play truant with people who wanted to sell or purchase lands. It would have also made the touts, who thrived on the red-tapism in revenue offices, jobless. Besides, the local heavyweights had their own reasons for opposing any move to bring in transparency in the land record management system. All these people having vested interests apparently ganged up and ensured that land records were maintained in the old fashioned way.

Today, Chief Minister Bhupinder Singh Hooda called a meeting of administrative secretaries to discuss the future visions for their respective departments. The preliminary vision plan presented by the IT Department in the meeting included computerisation of land records as one of its top priority agenda. The Chief Minister heard the IT Secretary as well as other secretaries and asked them to prepare more comprehensive vision plans in three weeks’ time.

Another interesting aspect of the IT Department’s vision to introduce transparency is to float on-line tenders and accept applications as well as earnest money through the net. Tenders are available on-line even now but the forms are to be downloaded from the internet and submitted physically at the office concerned. This system had attracted allegations about favouritism in the acceptance of tenders by the previous regime.

Hooda shifts to official residence

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, shifted to his official residence today.

After becoming Chief Minister, he had been staying in Haryana Niwas because his official residence was being renovated. A “havan” was held yesterday at his official residence. His father, Mr Ranbir Singh, the oldest living freedom fighter in Haryana, had come specially for the occasion. He also visited the Vidhan Sabha and watched its proceedings for some time.

INLD leader’s bail plea dismissed

The court of Dr Shiva Sharma yesterday dismissed a request for anticipatory bail by state INLD youth wing chief Umed Lohan, who is the main accused in a murder case. After hearing the arguments of both sides, the judge dismissed Lohan’s anticipatory bail plea.

Lohan is the prime accused in the case regarding the murder of Kulbir Singh, the driver of Mr Randhir Singh, the Congress MLA from Barwala. Kulbir was shot dead in a clash between Mr Randhir Singh and INLD candidate Umed Lohan and their supporters near Mirchpur village on February 3, the day of polling for Assembly elections.

A case in this regard was registered at the Narnaund police station. Lohan, his brother-in-law Kuldeep Kapdo and their supporters were booked in the murder case. Later, the INLD leader applied for anticipatory bail in a local court.

Lohan, who is a lawyer himself, was not granted bail, though the court directed the police to give him a notice five days before arresting him.

The DSP (Hansi), Mr Ravinder Kumar, who is investigating the case, told The Tribune that a police party went to serve the notice to Lohan at his house in Hisar on March 12, but he was not available there.

Following this, the pre-arrest notice was stuck at the entrance of his house. However, instead of surrendering before the police within the stipulated period, Lohan moved the court with a request for anticipatory bail.

The hearing on his bail plea was fixed for March 22. However, Lohan requested for the grant of another day as his counsel had to arrive from Delhi. The judge accepted his request and postponed hearing by a day.

The court heard the arguments from both sides on Tuesday, but reserved the order till Wednesday. Finally, the anticipatory bail plea moved by Lohan was dismissed.

The DSP said a hunt had been launched to arrest Lohan and the other accused in the case. The police would now move the court and obtain warrants against the murder accused, he added.

41 panchayats elected unopposed

Panches and sarpanches of 41 out of the total 377 panchayats in Kurukshetra district have been elected unopposed. As many as 1,756 out of total 3,136 panches in the district have also been elected unanimously. Similarly, members of 10 wards out of the total 117 wards of Panchayat Samitis in the district have been declared elected unopposed.

According to an official press release, the panchayats elected unopposed are 12 of Pehowa block, nine of Shahbad block, eight of Ladwa block, seven of Thanesar block and five of Babain block.

The wards from where members of Panchayat Samitis had been elected unanimously are Ward No. 18 and 27 of Thanesar block, Ward No. 16 of Ladwa block, Ward Nos. 10 and 12 of Pehowa block, Ward No. 7 of Shahbad block and Ward Nos. 1, 3, 4 and 9 of Babain block.

Now, the election would be held only in 107 wards of Panchayat Samitis in the district.

Liquor vends auctioned amidst
allegations of foul play

The liquor vends of Ambala, Panchkula, Yamunanagar and Kaithal districts were auctioned today even as a section of bidders alleged foul-play. A bidder alleged that the auction process was not fair. A few of them even shouted slogans to oppose the auction process and urged the rest of the bidders to boycott the bidding. They claimed that there was little difference in the auction process under the Congress government and those under the Chautala government.

The auction process continued amidst heavy police deployment. A posse of police personnel stood guard at King Palace, the venue of the liqour vend auction.

The liquor vends in Ambala, Panchkula, Yamunanagar and Kaithal districts were auctioned for Rs 154.56 crore, while the reserve price was set at Rs 127.96 crore. There has been an increase of 20.78 per cent compared to last year.

The reserve price for the liquor vends was set at 5 per cent more than the last year’s bid price. The bidders were informed that if the bid price exceeds 20 per cent more than last year’s bid price, the bidder will have to deposit one-third of the bid amount there.

In Yamunanagar, there are 44 country liquor vends and 20 English liquor vends. Ashok Wadia and Company won the bidding at a price of Rs 42.68 crore, while the reserve price was 41.63 crore. In Ambala, there are 73 country liquor vends and 39  English liquor vends. PS and Company won the bidding at a price of Rs 41.75 crore, while the reserve price was Rs 40.71 crore.

In Panchkula, there are 52 liqour vends. Ganpati Associates won the bidding at a price of Rs 22.34 crores, while the reserve price was Rs 19.02 crore. In Kaithal, there are 57 country liquor vends and 19 English liquor vends. Mittal and Company won the bidding at Rs 38.29 crore, while the reserve price was Rs 36.60 crore.Top

 

Woman kills husband, buries body in house

Chhachhrouli, March 24
A woman along with her nephew, with whom she was allegedly having an illicit relationship, killed her husband and buried the body in the house. On persistent questioning by her relatives and villagers about her missing husband, she reportedly confessed to the crime and the body was exhumed this morning.

The duo had allegedly killed Pala Ram (40) on Sunday night with a sharp-edged farm implement. Her four children, all under 10 years of age, were sleeping in another room at the time.

According to police sources, Shyamo Devi and her nephew Devi Singh, both residents of Begampur village, have been arrested under Sections 302, 334 and 201 of the IPC. The decomposed body of Pala Ram has been sent to the PGI, Rohtak, for a post-mortem examination.

It is being alleged that she had been having an affair with Devi Singh, son of the elder brother of Pala Ram, for the past three years. Pala Ram had objected to the relationship on many occasions.

On Sunday evening, Pala Ram returned home at around 11.30 pm and, Shyamo Devi allegedly gave him a cup of tea with some poisonous substance in it. After consuming the tea, he went to sleep. The accused then hit him with a sharp-edged weapon on his neck several times. They then wrapped the body and buried it in a pit and covered it with a heap of garbage.

Police sources said the garbage heap was used to cover up the foul smell of the decaying body.

The following morning her relatives asked her about Pala Ram and she told them that he had gone to a relative’s place and would return by the evening or the next day.

On Tuesday also she managed to fool them. On Wednesday, she made plans to sell the three buffaloes of Pala Ram. Pala Ram’s elder brother Pawan, however, objected to it. In the meanwhile, villagers got suspicious and started questioning her about Pala Ram.

When her relatives threatened that they would hand over to the police, she broke down and confessed to the crime.

Shekhar Suman summoned

The Chief Judicial Magistrate (CJM) of Karnal, Mr Najar Singh, has directed noted anchor Shekhar Suman to appear in his court on April 29. Summons have also been issued to him.

The directions were given on a complaint filed by Mr Arun Jain, Mr Sandip Jain, Mr Narinder Kumar, Mr Navneet Singhal and others who had alleged that cheques issued to them worth approximately Rs 20 lakh by a company, Grover Multi-Trade India, Mumbai had bounced.

Shekhar Suman has been made a respondent as he was the brand ambassador and director of the company.

The Managing Director of the company, Mr Akash Bhardwaj who appeared before the court yesterday was granted bail. Earlier, Mr Sukhwant Singh Kalra, a director,was granted bail.

The former Lokayukta of Haryana, Justice I.P. Vasishth (retd), on whose petition seeking compensation for the unexpired period of his five-year tenure was recently decided by the Punjab and Haryana High Court, today sought modification of the judgement.

In an application that came up for hearing today, Justice Vashishth prayed that the Haryana Government be directed to pay interest on the salary and other allowances payable to him as per a High Court order.

Sometime back, the High Court had directed the government to pay all outstanding dues to Justice Vasishth.

The period from which the petitioner was entitled to the relief was January 5, 1999, to March 31, 2001.

However, in his application, Justice Vashishth has stated that despite the specific relief demanded by him in his petition, the High Court order is silent on interest.

Appointed the Lokayukta on January 1, 1999, by the Bansi Lal government for five years, the petitioner was removed from his post by the Chautala government on September 18, 1999. The Chautala government had repealed the Haryana Lok Pal Act, 1997, through an Ordinance.

Justice Vasishth had moved the High Court seeking compensation for the unexpired period of his five-year tenure.

During hearing of the application today, Justice Vasishth's counsel, Sanjay Bansal, stated while the government had not paid the amount due to the petitioner so far, the High Court must modify its order vis-à-vis the payment of interest.

He also stated that no SLP had been so far filed in the Supreme Court against the High Court order.

After hearing him, the Bench of Mr Justice Amar Dutt and Mr Justice Baldev Singh issued notice of motion for March 28.

Four honoured on World TB Day

Tuberculosis (TB) is curable disease and it could be cured with sincere, dedicated and concerted efforts. This was stated by the Civil Surgeon, Dr R. S. Dahiya, while addressing a programme held on the World TB Day at the Civil Hospital here today.

He said about 18 lakh new cases were being reported every year and four lakh people died because of this disease every year in the country. He said Haryana was fully covered under the Revised National Tuberculosis Control Programme (RNTCP).

He said more than 5000 directly observed treatment (DOTS) centres, 204 microscopic centres and 45 TB units were functioning in the state. Emphasis was laid on sputum examination than x-ray examination.

Dr Dahiya said at present, nearly 34,000 patients in Haryana had access under the DOTS, which was a highly effective strategy. He said free treatment was being provided to TB patients in Civil Hospitals.

On this occasion he honoured Sher Singh, Bhale Ram, Sanjeev Kadiyan, Om Prakash, Raj Kumar and Daya Kishan for remarkable contribution to control TB in the area.

Sugarcane development plan for cooperative mills

The Federation of Cooperative Sugar Mills has prepared a sugarcane development plan for all cooperative sugar mills of Haryana. The federation plans to spend Rs 20.56 crore on the plan out of which Rs 2.99 crore would be given as grant while Rs 17.57 crore would be given as interest-free loan to the mills.

Addressing farmers during a seminar on sugarcane crops in the Bhuna Cooperative Sugar Mills here today, Mr Gulab Singh Sarot, Managing Director of the federation, informed that the federation planned to improve the condition of sugar mills through this scheme. He said a sum of Rs 3.02 crore would be spent in the Bhuna Cooperative Sugar Mills alone.

Exhorting the farmers to concentrate more on the sowing of sugarcane crop, Mr Sarot said the more sugarcane was available for the mills the better would be the fiscal condition.

He categorically assured the farmers that the mills would be run during the current season. The previous Indian National Lok Dal government, it may be recalled, had announced the closure of the mills for want of sufficient sugarcane in the area. The announcement had attracted severe criticism from the farmers of the area.

Mr Sarot, however, clarified that the future of the mills would depend on the availability of sugarcane.

Speaking on this occasion, Mr Phateh Singh Dagar, Deputy Commissioner and chairman of the Bhuna Cooperative Sugar Mills, said farmers were the backbone of the mills and the success of the mills depended largely on them. He assured the farmers full cooperation of the administration.

The mill’s Managing Director, Mr Manoj Sheoran, said the Bhuna Cooperative Sugar Mills had to be closed for want of sufficient sugarcane crops in the area last season and the mills had to suffer heavy losses due to this.

Dr R. P. Singh, Cane Advisor of Sugarfed, Haryana, Dr R. L. Yadav, Dr B. S. Chhillar and Dr Kushal Raj, all cane specialists, informed the farmers about various diseases affecting their cane crops.

Prominent farmers like Mr Dev Raj Batra, Mr Sampooran Singh, Mr C. P. Batra, Mr Mulkh Raj Batra and Mr Umrao Singh Nehra attended the seminar.

Chautala to undergo knee surgery

The former Chief Minister, Mr Om Prakash Chautala, who has been admitted to the PGI here after he fractured his right leg, will undergo a knee surgery tomorrow.

It is learnt that doctors want to remove a small piece of bone from his left knee, which had been troubling him for the past several years.

HAU Kisan Mela from March 28

The annual Kisan Mela of Haryana Agricultural University (HAU) here will be organised on March 28 and 29. The Vice-Chancellor, Mr M.K.Miglani, said the Haryana Agriculture and Revenue Minister, Mr Surender Singh, would be the chief guest on this occasion.

Mr Miglani said the farmers participating in the mela would be provided detailed information about various farming systems and practices which could fetch them good returns.

The Vice-Chancellor asserted that an agro-industrial exhibition would also be organised during the mela, adding that the farmers would be able to purchase certified seeds of the crop varieties recommended for the ensuing kharif season.

The Director of Extension Education, Dr R.K.Malik, said the farmers would be taken on guided visits to the research farms of the university where HAU experts would give them demonstrations on the proper use of farm technology.

The police today arrested four persons and seized 285 kg of poppy husk from their possession. The police has booked them under the Narcotic Drugs and Psychotropic Substances (NDPS) Act. According to reports, Gurnam Singh, Jagtar Singh, Pili and Mahender, all residents of Marh village, were arrested by the police with 285 kg of the contraband near Rattia in this district today.

In another case, the police today arrested Jagmail and Binder from Kunal village and seized 350 kg of lahan from their possession. The police has booked them under the Excise Act.

Arrangements made for wheat procurement

Haryana has made elaborate arrangements for the smooth procurement of wheat for the Central pool beginning on April 1. Stating this here today the Deputy Chief Minister, Mr Chander Mohan, who also holds the portfolio of the Food and Supplies Department, said that according to the estimates of his department, the state government agencies and the Food Corporation of India(FCI) were likely to procure 55 lakh metric tonnes of wheat at the minimum support price of Rs 640 per quintal.

He said Haryana had procured 51.15 lakh metric tonnes of wheat for the Central pool in the last rabi season out of a total arrivals of 52.04 lakh metric tonnes. He said this season 350 mandis would be in operation against 345 last season. The five new grain markets were Badsikri Khurd in Kaithal, Siwani in Bhiwani, Fatehgarh in Jind and Laghuwas and Dadupur in Fatehabad districts.

Vehicle thief nabbed

The police claimed to have nabbed a vehicle thief within one hour of the incident today. The Superintendent of Police, Mr Saurabh Singh, said that an Indica car (HR-16 D-5688) owner, Sudhir, was halted by two Tata Sumo-borne youths near Loharu railway overbridge at about 5 p.m. They ordered Sudhir to alight from the car and one of the them drove away with it.

The police on receiving information alerted the barriers and nabbed the culprit within an hour.

Rail passenger looted

Some robbers looted a rail passenger after reportedly administering some intoxicating substance to him. They were boarding the Ambala-Panipat passenger train.

The victim was robbed of all his belongings on his way from Ambala to Panipat, RPF sources said, adding the incident of looting came to light when the victim alighted the train at 11 pm on Wednesday.

Criminal escapes from lock-up

A hardened criminal, Rajbir Singh Sisay, in custody of the local police escaped from the police lock-up in a dramatic way here last night. This incident took place when the entire police force of the district was on its heels to nab two armed robbers who had looted Rs 3.15 at gun point from a Kanungo and Patwari near Rehrian village 8 km from here, yesterday.

Rajbir, allegedly involved in some cases, was arrested by the Delhi police but he was also wanted by the Kaithal police in connection with the murder of a local financier Nirmal Singh who was shot dead here last month. He was brought here from Delhi on a production warrant for interrogation. He was produced in the court of Chief Judicial Magistrate Surya Partap Singh here yesterday and on police request, the court granted five days police remand.

Following the remand, Rajbir was lodged in the police lock-up in the city police station. Last night when the police was putting another criminal in the lock-up, Rajbir forcibly pushed the staff on duty and fled. An alert was sounded in the entire district and a massive manhunt was launched but there was no clue to his whereabouts.

The SP, Mr Mohinder Singh, has suspended an ASI, Mr Sugan Chand, and Mr Krishan Kumar, sentry, for dereliction of duty. The SP said special teams had been constituted to nab the escaped criminal and raids were being conducted at the possible hideouts.
