Review proposal on Kapoor as Lok Ayukta,
Kidwai to govt

The Haryana Governor, Mr A.R. Kidwai, has asked the state government to reconsider the previous government’s proposal regarding the appointment of Justice N.K. Kapoor, former Judge of the high court, as the next Lok Ayukta of the state.

Following the Governor’s communique, the state government is expected to send a fresh proposal to Raj Bhavan on the appointment of the Lok Ayukta. The appointment of Justice Kapoor as the Lok Ayukta hit a roadblock when Mr Justice B. K. Roy, former Chief Justice of the Punjab and Haryana High Court, took serious exception to the then Om Prakash Chautala-led government’s proposal. Mr Justice Roy opposed Justice Kapoor’s candidature on the ground that the recommendation of Justice Kapoor’s elevation to the Bench was made by Mr Chautala himself during an earlier stint of his as the Chief Minister.

Mr Justice Roy reportedly also wrote that before Justice Kapoor became a high court Judge, he used to practice as an advocate in Sirsa, the home district of Mr Chautala, and had dealt with cases of the Chautala family.

The Lok Ayukta, who can look into complaints of misuse of office by public servants, including the Chief Minister, is required to be appointed in consultation with the Chief Justice of the high court and the Leader of the Opposition. Capt Ajay Singh Yadav, who was holding the latter post, had also disagreed with the government proposal and said that the state government had not followed the procedure laid down from consulting the Leader of the Opposition.

In another communique, the Governor also asked the state government to reconsider a proposal regarding the appointment of the Vice-Chancellor of Ch Devi Lal University at Sirsa. During the Chautala regime, the name of Mr K.C. Bangar, former Haryana Public Service Commission Chairman, who also worked actively with Mr Chautala at Narwana during the 2005 Assembly elections, was proposed for appointment as the Vice-Chancellor of the university at Sirsa. However, the committee that recommended Mr Bangar’s appointment as the Vice-Chancellor did not have a nominee of the Chancellor and the proposal had been turned down by the Governor on that ground. The state government is now expected to form a committee to suggest a fresh name for the vice-chancellorship.

Devi Lal varsity-affiliated college students in limbo

The future of over 60,000 students in five districts may be severely affected by the “untimely” decision of the Hooda government on the status of Chaudhary Devi Lal University (CDLU).

With final examinations around the corner, students are worried as the curriculum and pattern of question paper of the university differ from those of Maharshsi Dayanand University (MDU) and Kurukshetra University (KU).

The decision of the Hooda government to convert the CDLU into a campus university has invited a strong reaction from both students and academicians. In protest against the decision of “lowering” the status of the university, students boycotted classes on campus and local colleges and raised anti-government slogans today.

As per the decision, all colleges in Sirsa, Fatehabad, Hisar and Jind will now be attached to the KU, while Bhiwani colleges will be affiliated with the MDU. Earlier, colleges in these districts were affiliated with the CDLU after it was established in 2003 by the previous INLD government. Around 40,000 undergraduate and 20,000 postgraduate students are pursuing various courses of the university in these districts.

Talking to the TNS, a number of students said they feared that their academic future would be affected by the decision of the government. A student of a local college said the university should hold the annual examination and implement the decision from the next session to avoid harassment to students of affected colleges.

“Moreover, curriculum and style of examination of the CDLU differ from those of the other two universities, which could trouble us,” rued a student of the local Government National College.

University Registrar A.K. Rajan confirmed to the TNS that the examination of undergraduate classes would not be conducted by the CDLU.

Students were also confused about the pattern of evaluation of internal assessment. Under the system followed by the CDLU and the KU, each paper carries 90 marks, while 10 marks are awarded on the basis of the internal assessment. The MDU has no such system.

The teaching community also demanded the retaining of status by the CDLU till the current academic. Faculty members were also worried about the examination pattern since different curricula prevailed in the three universities.

“The decision to merge colleges at this juncture will hamper the future of students who are not even aware of the syllabi in the MDU and the KU,’’ said a senior faculty member of the CDLU.

Expressing their inability, university officials said: “We have been getting calls from different ‘affected’ colleges asking about the examination but we don’t know anything on it. It is high time the authorities came clear on the issue.”

5 injured in clash between power unions

Panipat, March 21
As many as five electricity employees were injured in a clash between members of two power unions, All-Haryana Power Corporation Workers Union (AHPCWU) and the Karamchari Mahasangh, on the premises of the electricity office on the Gohana road here on Monday. The injured belong to both the unions.

The cause of the clash is reportedly differences of opinion on some issues between representatives of both the unions. Lathis were also used in the attack.

The injured include state secretary and district cashier of the AHPCWU Narender Khokhar and Tejpal, respectively. The other three injured belong to the mahasangh and they have been identified as Yashpal, Ram Lal and Daler Singh. All of them have been admitted to Bhim Sen Sachar hospital for treatment.

Talking to The Tribune, Mr Khokhar alleged that some members of the mahasangh had attacked Tejpal, a handicapped, some days ago also. They tried to beat him up even on Monday, he said, adding the members of the AHPCWU also reached there and the clash occurred.

Cow smugglers smash 2 police barricades, escape

Yamunanagar, March 21
Cow smugglers made a daring escape in the wee hours this morning when they ran down two police barricades in four trucks and entered Uttar Pardesh. Another truck caring six dead oxen and nine injured ones was impounded by the police.

According to police sources, president of the Gao Raksha Samiti, Mr Subhash Goel, received information that cows loaded in trucks were being smuggled to slaughter houses in Uttar Pardesh. He passed on the information to the police. Subsequently checkpoint was set up near the Rakshak Vihar police post. A truck, which was later impounded approached was seen coming the checkpoint, but when the occupants noticed the police, they ran away leaving behind the truck.

While the police was inspecting the truck, another truck crossed the checkpoint breaking the barricades. Three more trucks crossed the checkpoint at ‘great speeds’. It is being said that all the trucks carried oxen and cows.

The police again swung into action and another checkpoint was set up, but the smugglers trucks again managed to break the police nakka and entered Uttar Pardesh.

Later in the day, members of the samiti met the Deputy Commissioner and the Superintendent of the Police. A special team has been reportedly dispatched to Uttar Pardesh villages situated along the Haryana border in search of the trucks.

Bailable warrants issued against ex-khap panchayat chief

The Punjab and Haryana High Court today issued bailable warrants against Jagdish Gahlot, who was instrumental in getting a married couple of Jhajjar ousted from the village on the ground that they had married intra-caste.

Warrants were issued by a Division Bench of Chief Justice Mr Justice D.K. Jain and Mr Justice Hemant Gupta after Gahlot failed to appear in court despite court orders.

Gahlot was the head of the khap panchayat that had ordered the couple - Mr Ashish Dagar and Ms Darshana Dagar - of Jeondi village in Jhajjar district to leave the village or else annul the marriage.

The couple had been asked to separate as they allegedly belonged to the same Gotra and had questioned the authority of the panchayat to give such a directive.

Distress sale of mustard on in south Haryana

Mustard growers in southern districts of Haryana are resorting to distress sale of their crop due to the absence of government procurement agencies in the mandis. These farmers who first suffered severe losses due to hailstorms are selling their crop at Rs 1,200 to 1,400 per quintal against the minimum support price (MSP) of Rs 1,700. During a tour of ‘some’ mandis of these districts The Tribune found that in Rohtak and Bahadurgarh the rate was Rs 1,250 a quintal.

In Bhiwani it was at Rs 1400 and at Gohana Mandi in Sonepat district it was Rs 1,300. The highest rate for the best quality mustard, Rs 1500, was being quoted only at Dadri.

The only buyers in the market at present are the commission agents who are buying and storing the crop in their godowns at record low prices. They hope to make a hefty profit once government agencies enter the market. The farmers who need immediate cash are in no position to wait for the government agencies to come to their rescue.

Balwant Singh Nain, a farmer of Gohana, said the recession in the mustard market was unexpected. “Normally, the crop fetches higher price in the open market than the MSP. The government agencies, therefore, do not buy it unless the crop is quoted below the MSP. But so far the government has not shown any inclination to come to our rescue”, he said.

Government sources said normally the government notifies the mandis and the agencies about its requirement. However, because of the change in the government, this exercise has not been undertaken yet. Unless this is done agencies like Hafed can not start procurement of mustard.

Mr Manoj Aggarwal, a commission agent of Dadri, said the mustard crop arrivals this year were a bit early too. Besides, after the hailstorms which lashed the area, farmers did not want to take chances and reaped the crop in a hurry.

Mr Anant Ram, who had brought his crop for sale in Bhiwani said once he offloaded the crop in the yard, there was no way out but to sell it below the MSP because he could not have taken the crop back to the village.

“I never expected this. But I have sent my son to the village to ask other farmers not to bring the crop to the mandi for the next few days and wait for the government to start buying”, he said.

The Deputy Commissioner of one of these districts said he had already apprised the government of the situation and expected the notification in this regard soon.

10-year RI for killing 6-month-old son

Fatehabad, March 21
The Additional District and Sessions Judge, Mr Randhir Singh, today awarded 10 years of rigorous imprisonment to a man for killing his infant son. The judge also sentenced the man to three-year imprisonment for threatening his wife.

The police booked the convict, Thandu Ram, on June 27, 2002, under Sections 302, 201 and 506, IPC, on the complaint of his wife, Roop Kaur. She had alleged that her husband used to consume liquor and the couple usually had altercation over this.

According to the FIR lodged by Roop Kaur, Thandu Ram beheaded their six-month-old son with a kassi and cremated the body.

He threatened his wife of life in case she revealed the matter to anyone.

Cinema sealed for screening porno film

The local police and a team of the films censor board sealed Randhir cinema on the Kunjpura road this evening allegedly for screening a pornographic film.

Raids were also conducted at several places to arrest the owner and the manager of the cinema who escaped from the cinema premises.

According to a spokesman of the district police, a police team of the CIA-I, led by Inspector Surinder Singh, along with a team of the censor board, raided the theatre in the evening when “Jawani Ki khushboo” was being screened.

The police spokesman said that the prints of the film and some vulgar posters were seized from the theatre.

Meanwhile, there were unconfirmed reports that the police had taken into custody a few employees of the theatre.

One killed in accident

Karnal, March 21
The driver died, while three members of a family were injured when the car in which they were travelling rammed into a tractor-trailer near Nilokheri, 23 km from here, late last night.

The deceased driver has been identified as Dinesh Kumar. Those injured were Krishan Das, his wife Lalita and son Rahul.

They all were residents of Delhi and were on their way back from Chintpurni in Himachal Pradesh after paying obeisance.

The police has registered the case against the owner and driver of the tractor-trailer and initiated investigation into the incident.

2 killed in road mishap

Sonepat, March 21
Two persons, including a four-year-old girl, were killed and two other members of the family were injured in an accident on the Sonepat-Gohana road between Hullaheri and Rattanga Garh villages, 12 km from here, last night.

The victims were identified as Karan Singh (41) and his daughter Muskan (8), whereas the injured were identified as Sudesh, wife of Karan Singh, and Khushi, daughter.

Both the injured were hospitalised and were stated to be out of danger.

The police has registered a case and sent the bodies of the deceased to the Civil Hospital for a post-mortem examination.

It is stated that the victims were returning to their village Shamri on a motor cycle.

When they reached between Hullaheri and Rattan Garh villages, their motor cycle hit a cow.

SDM Yashender Singh arrived at the Hospital after getting information about the incident.

According to a report, Mangal, Soni, Bittu, Satish and Bhupender of Hallu Mohalla, employed with the Public Health Department, had gone to clean a choked sewerage in Sector 13 today. Mangal reportedly entered the manhole but soon fell unconscious. Soni too entered the manhole and met the same fate.

A garden and flower show competition was held in Ambala Cantonment yesterday.

The competition was held under the aegis of Station Cell, HQ PH & HP (I) Sub Area. It was for office complex, officer’s mess, schools, children parks and officer’s residential accommodation.

In the office complex category, Grid Signal Regiment (AREN) and Corps HQ were the prize winners. In the officer’s mess category, 108 Medium Regiment and Golden Lion Officers Mess were the winners. Among schools, KV No.1 and Army school were the winners. Best Children’s park winners were Engineer Squadron and 108 Medium Regiment.

In the retired officer’s category, Col HS Mahal and Brig GS Lamba were the winners. Among the field area families, Col SPS Boparai and Col SB Singh were the winners. Among officers in station, Major Arvind Kumar, Major Dharampal, Col Navkesh Singh, Col SK Mukherjee, Col AX Amalaraj and Col KJ Singh were the winners.

Among officers holding appointments, Ms Sonam Yangdol and Brig GS Malhi were the winners. Ladies of Grid Signal Regiment (AREN) and 109 Lt AD Regt (SP) made best flower arrangements. In the cut flower category, Col Subodh Kumar and Golden Lion Officers Mess were the winners, while the consolation prize went to KV No.1 Ambala Cantt.
