The Haryana Government this afternoon amended the transfer orders issued by it on Thursday morning and once again gave the charges of Special Secretary, Finance Department, and Member-Secretary, second Finance Commission, to Mr Ram Niwas.

These were issued so late that the bureaucrats by that time had given up their habitual pursuit of trying to know who was going where and were fast asleep. One officer, who was given a “good posting”, was telephoned by an obliging journalist in the middle of the night to break the news to him. 

CAT directs govt to give posting to IFS officer

Coming down on the Haryana Government, the Central Administrative Tribunal (CAT) today directed the state government to give posting to a Chief Conservator of Forests (CCF) within two weeks.

Kanishka co-pilot’s kin feel cheated

Transfer orders of officers amended

The Haryana Government this afternoon amended the transfer orders issued by it on Thursday morning and once again gave the charges of Special Secretary, Finance Department, and Member-Secretary, second Finance Commission, to Mr Ram Niwas. He was holding these charges earlier till Thursday’s first order which stripped him of these posts and made him Director and Special Secretary, Science and Technology Department. According to the latest order, Mr Ram Niwas will retain his job in the Science and Technology Department in addition to his responsibilities in the Finance Department.

Ms Sumita Misra was posted as Joint Secretary, Power Department, and Director, Power Reforms, in the first order issued on Thursday. However, in the latest order, she, too, was given additional charge of Director and Joint Secretary, Renewable Energy Sources Department.

Thursday morning’s order, relating to the transfer and posting orders of 67 IAS officers of Haryana, also saw the government assigning an important post to an officer replacing another who was given the posting only the previous week. Mr N. Bala Baskar, who was posted as Principal Secretary, Town and Country Planning Department, by the Bhupinder Singh Hooda-led government in the first major administrative reshuffle carried out by it on Sunday, was shifted and Ms Shakuntala Jakhu was posted in his place. Mr Bala Baskar has been posted as Principal Secretary, Urban Development Department and Social Justice and Empowerment and Welfare of SCs and BCs Department. Both these charges were given to Ms Jakhu on Sunday.

Her husband Mr Ramendra Jakhu, who was made Commissioner and Secretary of the Transport Department on Sunday, was today given additional charge of the Forest Department.

The IAS officers transferred on Thursday morning included Mr Dalip Singh, who has been posted as Director and Special Secretary, Higher Education Department, in place of Mr Dhanpat Singh. Mr Dhanpat Singh has become Director, Agriculture.

Mr Rajesh Khullar and Mr Vidya Dhar, aides of former Chief Minister Om Prakash Chautala, have been posted as Special Secretary, Health, and Deputy Secretary, Administrative Reforms, respectively. Mr Vijay Singh, who also worked as an aide of Mr Chautala, has been made Deputy Secretary, Industrial Training and Vocational Education Department.

Mr Anil Malik, who, too, was attached to Mr Chautala, will be the new Managing Director of the Haryana Financial Corporation. Mr Devender Singh, who had a stint as Deputy Commissioner of Karnal and later as MD of Hafed during the Chautala regime, is the new MD of Haryana Dairy Development Cooperative Federation Ltd.

Mr Anil Kumar has been posted as Administrator of HUDA at Faridabad. His predecessor in the post was an HCS officer. Incidentally, Mr Anil Kumar, against whom the Chautala-led government had instituted a vigilance inquiry on questionable grounds, allegedly earned the wrath of the former Chief Minister for refusing to order the recounting of votes for the Rohtak Lok Sabha constituency. Mr Bhupinder Singh Hooda, now the Haryana Chief Minister, had defeated the late Devi Lal in the contest by a slender margin. Mr Kumar’s rehabilitation was expected with the change of regime in Haryana but his posting order has come as a surprise.

Thursday morning’s transfer list included the name of Mr N.C. Wadhwa, who will be the Commissioner of Rohtak division. He was the Chief Administrator of HUDA and subsequently the MD of the HSIDC during the tenure of the previous government. Mr S.N. Roy, who was the Excise and Taxation Commissioner during the Chautala regime, has been posted as Special Secretary, Home Department.

Mr R.K. Ranga, a close relative of Union Minister Selja, has been posted as Managing Director, Haryana Warehousing Corporation, against a vacant post. Mr D. Suresh, an IAS officer of the 1995 batch, has been made Joint Secretary and Director, Electronics and Information Technology Department.

Major police reshuffle

The Haryana Government today issued the transfer and posting orders of 59 Indian Police Service officers with immediate effect.
The IGs of all four police ranges and the Superintendents of Police (SPs) of 17 of the 19 Haryana districts were transferred. Faridabad and Jhajjar were the two districts whose SPs remained unaffected by the reshuffle carried out by the Bhupinder Singh Hooda-led state government. Seven district SPs were shifted and posted as such in other districts.

The list issued by the government included the names of 15 Haryana Police Service officers who were transferred.

Mr Nirmal Singh, Director-General(DG) and OSD, Rules, has been posted as DG, Prisons, relieving Mr A.S. Bhatotia of the additional charge. Mr M.S. Malik, Director-General, State Vigilance Bureau (SVB), has been made Director-General (DG) and OSD, Rules. Mr K. Koshy, Additional Director-General, Armed Police and Training, Madhuban, has been posted as Director, SVB.

Mr C.P. Bansal, ADGP, Hq, will be the new MD, Haryana Police Housing Corporation, vice Mr John V. George, who has been posted as Additional DG, Hq, Law and Order, Security and Administration. Mr G.S. Malhi, Additional Director, Vigilance, HVPNL, becomes Additional DG. Armed Police and Training, Madhuban, vice Mr K. Koshy.

Mr Sawaranjit Singh, IG, Home Guards, and IG, Gurgaon Range, has been relieved of the latter charge. Mr Rakesh Malik, IG, Human Rights and Litigation, becomes IG, Railways and Technical Services, against a vacant post. Mr R.N. Chahalia, IG, Ambala Range, has been posted in place of Mr Rakesh Malik. Ms Deepa Mehta, on return from the Government of India, will be the new IG, Gurgaon Range, while Mr V.N. Rai, IG, HAP, Madhuban, will be IG, Rohtak.

Transfer orders catch bureaucrats napping

The latest transfer and posting orders of IAS officers issued by the Haryana Government literally caught the bureaucrats napping. These were issued so late that the bureaucrats by that time had given up their habitual pursuit of trying to know who was going where and were fast asleep.

One officer, who was given a “good posting”, was telephoned by an obliging journalist in the middle of the night to break the news to him. “I was woken up by a journalist at 2-30 a.m. who told me that I had been appointed the Commissioner of an important department. I said thanks to him and hung up to go back to sleep again”, he said. Most of the officers affected by the latest orders, however, told this reporter that they got to know about their new postings this morning only.

The decision to issue fresh transfer and posting orders to 67 IAS officers was given final shape past midnight. Bureaucrats contacted by this reporter said that they waited till about 11 pm on Wednesday for the transfer orders and then went to sleep assuming that the orders would be issued the next morning. But this was not to be.

Haryana’s Public Relations Department e-mailed a scanned original copy of the orders to newspaper offices at 12.32 a.m. on Thursday.

Asked why the transfer orders were issued so late, an official said those who took decisions regarding the transfer and posting of officers remain busy throughout the day attending to other pressing matters and also receive a number of visitors as part of their daily itinerary. Only at night do they find time to work on the reshuffling of the administration.

Mr Bhupinder Singh Hooda, Chief Minister, is staying alone at Haryana Nivas here. He returns to his office to work after having a quick supper at Haryana Nivas at around 11 p.m. It is, therefore, no surprise that the Chief Minister’s office has been put into a “nocturnal mode” and transfer and posting orders are issued at night.

CAT directs govt to give posting to IFS officer

Coming down on the Haryana Government, the Central Administrative Tribunal (CAT) today directed the state government to give posting to a Chief Conservator of Forests (CCF) within two weeks.

The IFS officer, Mr K.L.Minhas, in his application before the tribunal had pleaded that after being removed from the post of Chief Conservator of Forests-cum-Chief Wildlife Warden, Haryana, in December, 2004, no orders were issued regarding his transfer and posting on any cadre post. He had also stated that he was being harassed for detecting many wrongdoings in the department.

Passing the order, Mr L.M.Goyal and Mr Jasbir .S.Dhaliwal of the tribunal directed the government to post the IFS officer against a sanctioned post of CCF grade.

Mr Minhas, who appeared in person before the tribunal stated that in the past seven to eight months, he had been subjected to frequent transfers by the State Government without any cogent reason. He stated the Financial Commissioner and Principal Secretary, Haryana, gave his powers as the Chief Conservator of Forests to the Additional Principal Chief Conservator of Forests.

He pleaded that till December 16, 2004, he was Chief Conservator of Forests (CCF)-cum-Chief Wildlife Warden, Haryana. He further stated that he had detected misappropriation of funds and wrong environmental clearance for petrol pumps, financial irregularities in the Rewari, Hisar, Mahendragarh, and Faridabad divisions.

On December 13 and 16, 2004, he had issued directions for action against the wildlife officers responsible for illegal captivity of vultures at the Vulture Care Centre, Pinjore.

During the arguments, counsel for the respondent stated that the applicant had been posted as CCF (Wild Life). The applicant stated that there was no such cadre post in the department.

Kanishka co-pilot’s kin feel cheated

It was yet another shock after 20 years for the family members of Capt S.S. Bhinder, co-pilot of Kanishka — the Air India jet that was blown off the Irish coast in 1985 killing 329 persons — when a Canadian court acquitted Ajaib Singh Bagri and Ripudaman Singh Malik who had been accused of the attack yesterday.

Maj Ranbir Singh Bhinder, younger brother of the Captain, while talking to The Tribune here this afternoon commented on the verdict: “Justice has not been done to the victims. We hoped of some justice from the court as the prima facie evidence had established that the aircraft was blown off”, he added.

“We have tried to forget the pains of losing our family member with time but the court verdict has not only come as a shock but has also revived our pains”, he further said. When asked about whether the family was mulling over filing a review petition, he said it was not affordable for a single person to fight a case thousands of miles away from homeland.

“Moreover, we are not interested in getting any kind of compensation. We were just interested in seeing the guilty punished by the court,” said Major Bhinder.

Major Bhinder, who now runs a school in the memory of his father, Nishan Singh, said the shock of the death of his elder brother 20 years ago had indirectly claimed the life of his father.

Captain Bhinder had graduated from the local Dayal Singh College before joining the Air Force. Later, he joined Air India. He was married to Ms Amarjit Kaur, daughter of Mr Balbir Singh Gill, also a resident of Karnal. The Tribune tried to contact Mr Gill but he was not available for comments.

Interestingly, even after the tragedy, Ms Amarjit Kaur’s son, Capt Ashamdeep Bhinder, went on to join Indian Airlines as a pilot and his daughter Jasleen Kaur married Capt P.P. Singh, who is also a pilot with Singapore Airlines.

Ms Amarjit Kaur was offered a job in Air India at Chandigarh on humanitarian grounds soon after the incident but she had to face a lot of hardships in bringing up her son and daughter, who were 7 and 10 years of age, respectively, at that time.

Despite various attempts, The Tribune could not contact Ms Amarjit Kaur or Capt Ashamdeep Bhinder.

Biotech crops need of the hour, says Nobel Laureate

Green Revolution is still an ongoing continuum in the country. Millions of people are undernourished even as the production of food grain has increased manifolds during the past four decades. India still needs to boost up the food grain production to meet the growing needs of ever-increasing population.

These were the views expressed by Dr Norman E. Borlaug, known as “Father of Green Revolution”, who received the Nobel Peace Prize in 1970 for his lifetime work helping feed the world’s hungry.

He was here today on a visit to the Directorate of Wheat Research (DWR) and a few farms of progressive farmers.

Talking to The Tribune, he said there was a need to increase yields to feed the growing population. Higher yields were especially important now due to urbanisation, which took away agricultural land. Biotechnology was, therefore, essential to meet the future challenges of the 21st century.

Biotechnology would help accomplish things that one could never do with conventional plant breeding, as this technology was more precise as a result of which farming becomes less time consuming, he said.

He said public needed to be better informed about the importance of biotechnology in food production. He said: “Agriculture scientists should recognise food habits of the people and start with crops that are most basic to the country and apply technology to increase the yield.”

Dr Borlaug was of the view that there was a big potential for biotechnology in the country. Crops had developed gene for herbicide tolerance. These kinds of biotech crops promoted good farming methods, he felt.

When asked about whether there were any environmental hazards of biotechnology, he said it helped farmers produce higher yields on less land, which was an environmentally favorable benefit.

“Technology allows us to have less impact on soil erosion, biodiversity, wildlife, forests, and grasslands”, he added.

Advocating the use of chemicals and fertilizers in wheat cultivation, he said there were no established facts with proper research that the wheat produced by using carbonic fertilizer was more hygienic than that produced by using chemical fertilizers.

He also asked Indian scientists to involve in globally collaborative research programmes in order to increase the nutritional value of wheat and other food grains.

Deputation staff’s fate hangs in balance

The fate of the deputation staff, including the Controller of Examinations, hangs in the balance as the Chaudhary Devi Lal University has failed to take a decision on their posting.

The state government in an order issued last week had asked the CDLU to relieve the staff on deputation immediately but the university failed to do so.

The entire work force of 31 in the administrative wing of the university is on deputation from Kurukshetra University and Maharshi Dayanand University.

Talking to this correspondent, a number of staffers rued the indifferent attitude of the university officials. Inquiries made by this correspondent revealed that among those awaiting relieving orders are the Controller of Examination, Mr Surjeet Singh Bhambhoo.

He was appointed Deputy Registrar and given additional charge of CoE by the previous Om Prakash Chautala Government due to his proximity with the INLD leadership.

Mr Bhambhoo was on deputation from the state Education Department and his tenure expired on January 14. Interestingly, he continued to attend office due to failure of university and state education department officials to take a decision in this regard.

Sources say the university had written to the parent department of Mr Bhambhoo in January but no official communication was received.

Court of Inquiry ordered
Scuffle between Army men and contractor

A Court of Inquiry has been ordered by the Army authorities into a quarrel between certain Army men and civilians yesterday.
A preliminary inquiry into the scuffle was carried out by the Army authorities yesterday.

A communique issued by the HQ 2 Corps reads: “The JCO while moving to office on his private motor cycle met with an accident with a civilian tractor driven by a civilian labourer who was working for an MES contractor, Mr Suresh Kumar, at about 0805 hrs on March 16, at KE Lines, Ambala cantonment.”

“The motor cycle came under the tractor, but the JCO had a miraculous escape. The civilian labourer, it was discovered later, did not have a driving licence. Mr Suresh Kumar, the MES contractor, reached the place of accident with his son and gathered all his labourers. The MES contractor rather than resolving the problem started defending the civilian driver and instigated his employees who started using unparliamentary/ provocative language against the military personnel who had gathered around the site.”

“Meanwhile, the military police immediately reached the place of accident to diffuse the situation, while the civilians continued hurling abuses at the military personnel and also threatened them with various tools/implements. At this point of time, the son of Mr Suresh Kumar physically manhandled an Army personnel which led to a fight between some of the Army men and civilian contractors who had also gathered at the accident site.”

“During the ensuing fight Mr Suresh Kumar and his son sustained minor injuries. Two officers from the ordnance unit were sent by the officer commanding to diffuse the situation. Mr Suresh Kumar and his son were evacuated to the Civil Hospital for treatment. The CWE had by now reached the accident site along with other senior Army officers and having ascertained the factual position proceeded to the Civil Hospital to enquire after Mr Suresh Kumar and his son, who were discharged on the night of March 16, 2005,” the note adds.

The demands include the implementation of non-post-based time-bound promotion, service weightage and no parallel post based promotion. There should be no recruitment of management trainees, implementation of revised IDA pay scales from Oct 1. 2000, and one time placement of JTOs/SDEs in the next higher grade as was assured and is being examined by BSNL.

Among others, Mr Ashok K Sharma, Mr Arvind Pal Dahiya, Mr KC Pandwar, Mr Anil Gupta, Mr Jarnail Singh, Mr Sudhir Sirohi and Mr RK Sharma addressed the officers.

Vikas Parishad to field candidates in all wards

Ambala, March 17
The Vikas Parishad will field candidates in all wards of Municipal Council Ambala Sadar election.
A meeting of the central committee of the Vikas Parishad was held today under the presidentship of former MLA Anil Vij. The meeting was held to discuss the forthcoming Municipal Council elections.

A 11-member team has been formed to decide the candidates for the elections. The committee members include Mr Anil Vij, Dr Gian Chand Sharma, Mr Som Chopra, Mr Prem Chand Gupta, Mr B.S. Bindra, Mr Chandra Prakash Sharma, Mr D.N. Gupta, Mr Satpal Bhatia, Mr Anil Mittal, Mr Shiv Dayal Gupta and Mr Ved Duggal.
