Kidwai promises crime-free social order

Establishment of a corruption and crime-free social order, equitable distribution of canal water, introduction of a total crop insurance scheme and regular payment of old-age pension are some of the priorities of the Hooda government in Haryana. Haryana State Co-operative Supply and Marketing Federation Ltd has decided to procure mustard seeds in the state at the minimum support price of Rs 1700 per quintal during the current season with immediate effect. The total production of mustard seed in the state was expected at one lakh tones despite odd weather conditions during the recent weeks.

Driver beaten up; roadways staff block road

Angered over the alleged beating of a Haryana Roadways driver by students of the JMIT, Radaour, staff members of the roadways blocked the Kurukshetra-Sharanpur national highway for more than three hours this morning. The blockade was lifted only after a DSP assured the employees that the culprits would be arrested within 24 hours.

9 cattle smugglers held

The police today claimed to have arrested nine cattle smugglers and impounded two trucks loaded with 23 oxen.

Kidwai promises crime-free social order

Establishment of a corruption and crime-free social order, equitable distribution of canal water, introduction of a total crop insurance scheme and regular payment of old-age pension are some of the priorities of the Hooda government in Haryana. This was highlighted by the Governor, Dr A.R. Kidwai, in his Address to the 11th Assembly here today.

Dr Kidwai said the government would do its maximum to protect the legitimate rights of the state in river-water sharing and all-out efforts would be made for the early completion of the SYL canal, besides constructing new canals like the Dadupur-Nalvi and exploring the feasibility of constructing check dams on the Ghaggar, the Markanda, the Tangri and other seasonal rivulets.

Emphasising that the people’s verdict in the last Assembly elections was indicative of their yearning for having a crime and corruption-free social order, Dr Kidwai said the government was committed to providing the right ambience for fulfilling the aspirations implicit in the people’s mandate.

He said the change in the crop pattern was possible only if the marketing facilities and a remunerative minimum support price was assured to farmers. “This could not be left to the market forces alone which are rarely farmer friendly.” The government would provide whatever additional infrastructure was needed.

A revolving fund would be created to facilitate farmers and others involved in rural occupations to get hassle-free loans at lower rates of interest. Minimum wages would be ensured for agricultural labour.

Dr Kidwai said Haryana would have joint hydro projects with Himachal Pradesh and Uttaranchal to increase the availability of quality power at reasonable rates. Mechanisms would be developed to redress the grievances of power consumers. He said the government was determined to provide an environment where the industry could flourish. It would be ensured that the entrepreneurs and the trading community were not harassed in any way at any level.

Noting with concern that a sizeable number of unemployed youth were taking to crime as a means of survival, Dr Kidwai said the government was committed to addressing the multidimensional problem of unemployment and crime in its totality. Loans at low interest would be provided to the youth to set up small-scale units. Loans at a reasonable rate of interest would be advanced to artisans and others to encourage gainful employment.

Regretting that over the years there had been a proliferation of educational institutions without the element of excellence, Dr Kidwai said the universities would be developed as “centres of excellence and quality”. An attempt would be made to make Maharshi Dayanand University, Rohtak, a central university.

Assuring the House that the government would strive to make Haryana a model state, he said transparency and accountability would be the hallmarks of governance.

‘Porn’ film screened after police raid

The Chief Judicial Magistrate (CJM) of Karnal, Mr Najar Singh, today granted bail to the contractor and four employees of the local Randhir Cinema in a case of alleged screening of a porn film and pulled up the police for negligence in duty.

The local police on the complaint of an employee of the censor board had raided the cinema yesterday, seized the film ‘Jawani Ki Khushboo’ and registered a case under Sections 292, 293A (as per the FIR), 294 of the IPC; Sections 5, 6 and 7 of the Cinematographic Act and Sections 62 and 63 of the Copyright Act. Subsequently, the contractor of the cinema, Suresh Kumar, his four employees Shyam Bir, Randhir Singh, Raj Kumar and Mahinder Singh were arrested in this regard.

When they were produced before the court of the CJM, he pulled up the police for writing Section 293A of the IPC in the FIR and framed charges. In fact, no such section is prescribed in the IPC. The mentioned section in the IPC is 293 only. Later, he granted bail to the contractor and his employees and fixed the date for the next hearing on May 27.

Meanwhile, Mr Navdeep Bansal, general secretary of the Cinema Operators Association of Haryana, while talking to The Tribune has condemned the raid and registration of the case against the contractor and his employees, arguing that the film had already been granted a clearance certificate by the censor board.

He said there was no violation of the Copyright Act. He said a complaint regarding the alleged copyright violation could be lodged only by the owner/producer of the film and not by the police or the censor board. He further raised questions on the credentials of the authorised agent/employee of the censor board who accompanied the local police during the raid.

The cinema was opened today and the controversial film was screened.

HAFED to procure mustard seeds

Haryana State Co-operative Supply and Marketing Federation Ltd (HAFED) has decided to procure mustard seeds in the state at the minimum support price (MSP) of Rs 1700 per quintal during the current season with immediate effect. The total production of mustard seed in the state was expected at one lakh tones despite odd weather conditions during the recent weeks.

Earlier, the central agency, National Agriculture Marketing Federation of India Ltd (NAFED), authorised by the Union Government for the procurement of mustard seeds and gram, has in a communiqué sent to HAFED last week asked it to procure mustard seeds in Haryana.

A senior official of HAFED while disclosing this to The Tribune claimed that all arrangements like storage, gunny bags and funds had already been made in this regard so that the farmers did not suffer.

The requisite staff had been posted in the 35 purchase centres, established in 10 districts, namely Hisar, Sirsa, Bhiwani, Rohtak, Jhajjar, Jind, Mahendargarh, Rewari, Gurgaon and Faridabad.

HAFED has also made it clear that in case the mustard seeds came in any other purchase centres apart from these districts, the agency would make all possible arrangements to procure the produce.

However, HAFED has appealed to the farmers to properly clean and dry the mustard seeds before bringing it to the purchase centres. The prescribed moisture content level of the mustard seeds for procurement has been fixed at 8 per cent.

It may be mentioned that the recent rains in the entire state has increased the moisture level of the already matured mustard seeds that were ready for harvest.

Treasury Benches prompt Oppn to
take part in debate

The Hooda-led Treasury Benches set a healthy tradition in the Haryana Vidhan Sabha today.

In sharp contrast to the earlier practice of “gagging” the Opposition in the state Assembly, the ruling party prompted Opposition MLAs to participate in the debate on the Motion of Thanks to the Governor for his Address to the House. After consultation with the Chief Minister, Mr Bhupinder Singh Hooda, the Parliamentary Affairs Minister, Mr Randeep Singh Surjewala, walked to the seat of Mr Sushil Kumar Indora of the Indian National Lok Dal and urged him to give the names of the MLAs of his party who would like to participate in the debate.

Mr Hooda later told TNS that the government wanted every member to participate in the proceedings of the House and he had urged the Speaker to allow as many MLAs as wanted to speak. He said gone were the days when a ruling party MLA was considered a dissident if he criticised any government policy or action. He said he would welcome criticism even from ruling party MLAs because of a weak Opposition in the 11th Assembly.

House remembers tsunami victims

The 11th Haryana Assembly today paid tributes to the former Prime Minister, Mr P. V. Narasimha Rao, and remembered the victims of the tsunami on the second day of its first session.

The Chief Minister, Mr Bhupinder Singh Hooda, led the House in paying tributes to Mr Rao and others who died after the last session of the Assembly.

The House also remembered the victims of the tsunami which hit several countries on December 26 and to those killed in the stampede at the Mandhar Devi Temple in Satara and in the recent avalanches in North India.

Tributes were also paid to Mr Rajesh Sharma, former Deputy Chairman of the Haryana State Planning Board, and two former members of the joint Punjab Assembly, Mr Banwari Lal and Mr Ram Singh.

Five dacoits arrested

Panipat, March 21
The police claimed to have solved several cases of robbery with the arrest of five dacoits near Sector 29 yesterday.

They were allegedly making a plan to commit another robbery at the time of their arrest.

They have been identified as Sonu of Kakrod village in Sonepat, Sandeep of Siwah village and Rakesh, Naresh and Jai Bhagwan of Nangal Kheri village of Panipat.

They were active in and around Panipat city for some time. They have confessed that they had committed at least three robberies near Maharaja Hotel and Sector 29 in the recent past, sources said.

A country-made pistol, some knives and iron rods have also been recovered from their possession. An FIR under Sections 399 and 402 of the IPC has been registered.

Five selected for NDA

Five students from Sainik School, Kunjpura, have made it to the National Defence Academy during the ongoing academic session. They will be joining the academy this year.

Those selected are Sanjeev Yadav, Gajendra Singh, Mukesh Kumar, Deepak Prashar and Kamlendra Laur. A special assembly was conducted at the school to felicitate these students. The school’s principal, Cdr L. K. Jain lauded their efforts and presented them mementoes.

Since the school was established in 1961, it has sent 540 students to the NDA and an equal number to other defence services academies.

Illicit relationship cost him his life!

Illicit relationship with a married woman cost a man his life. Amar Singh of Vikas Nagar here was allegedly killed by the husband of the woman.

The case of murder of Amar Singh, whose highly decomposed body was found from fields in Gobindpuri area last August, was solved today with the arrest of the alleged killer and husband of the woman, Mithu.

Mithu reportedly told the police that Amar was having illicit relationships with his wife and many a time he had warned him. On the evening of August 10, last year, Mithu allegedly killed Amar by attacking him with a sharpedged weapon. He threw the body in a field. He had been arrested under Section 302 of the IPC.

Meanwhile, the police has arrested Shankar, Amarjeet and Amarjeet Verma, all natives of Bihar, for committing thefts. They had allegedly committed two thefts in March and September, last year.

Trains diverted due to wagon derailment

Panipat, March 22
Several trains had to be diverted via either Saharanpur or Jind-Jakhal as a wagon of a goods train derailed near Nilokheri railway station on the Ambala- Delhi rail track at around 10 a.m. today.

The trains which had to be diverted include Paschim Express, Barouni, Bathinda Express, Jan Shatabdi and Dadar, the railway sources said. A large number of passengers had to suffer a lot due to the diversion of the trains.

The derailed goods train was carrying wheat sacks from Punjab to Sholapur, the railway sources said, adding the track was cleared in the evening and the normal rail traffic was restored thereafter. — TNS

Petroleum dealers go on strike

On the call given by the Sonepat Petroleum Dealer Association, owners of all petrol stations in this city and the district began an indefinite strike in protest against the “failure” of the police to arrest. Manoj of Larsauli village in connection with murderous assault on Mr Anil Jain, owner of a petrol station situated near the village, on March 17.

In a press note, the association expressed concern over failure of the district and police administration to take steps for the security of petrol station owners and employees working there at night, despite repeated representations to the district authorities in this regard.

Meanwhile, transporters and owners of vehicles were inconvenienced on account of the strike. Many of them had to go to Delhi and Panipat areas to get petrol and diesel.

Mr Sukhdev Singh, SP, told mediapersons that the police had set up at least five parties to arrest Manoj. The parties carried out raids on his possible hideouts but had failed to arrest him.

Angered over the alleged beating of a Haryana Roadways driver by students of the JMIT, Radaour, staff members of the roadways blocked the Kurukshetra-Sharanpur national highway for more than three hours this morning. The blockade was lifted only after a DSP assured the employees that the culprits would be arrested within 24 hours.

As per information, about 15 students of the JMIT boarded a Delhi-bound bus of the Yamunanagar depot. When the bus reached near the JMIT, some of the students asked the driver to stop the bus but he refused. The students got agitated and allegedly beat up the driver, Shiv Kumar, and ran away. The driver used the bus to block the highway. More buses gathered at the spot and the road was completely blocked. Traffic from Delhi, Kurukshetra and Sharanpur remained suspended.

The DSP, Mr Rajesh Duggal, reached the spot and went to the JMIT. With the help of other students, the police tracked down the students who had beaten up Shiv Kumar.

9 cattle smugglers held

The police today claimed to have arrested nine cattle smugglers and impounded two trucks loaded with 23 oxen.

In another incident, the Jagadhri police arrested two persons who were trying to cross over to Uttar Pradesh with four cows.

Sources said the president of the Gao Raksha Samiti, Mr Subhash Goel, received an information that oxen were being smuggled to slaughter houses in Uttar Pardesh in two trucks.

The information was passed on to the police. A trap was laid and trucks were seized from near Darwa village.

The police arrested nine occupants of the trucks.

ZP poll: 48 withdraw nominations

As many as 48 persons have withdrawn their nominations for the Zila Parishad (ZP) elections, scheduled to be held on April 9.

Ninetyeight candidates had filed their nomination papers for the elections, and three forms were rejected yesterday. The decision on one form was kept pending yesterday, but this was also rejected today. Now 46 candidates are in fray for these elections, informed Deputy Commissioner, Mr Brijendra Singh.

He said that the nomination forms for the panchayat samiti elections and sarpanches and panches were being examined at the block level after the withdrawal of nominations.

1 gets 10-yr rigorous imprisonment

The Additional District and Sessions Judge, Mr H. S. Bhangu, today sentenced Subhash, a resident of Ladli village, near Adampur, to 10 years’ rigorous imprisonment and fined him Rs 10 lakh for trafficking of poppy husk.

Subhash was arrested by the Sadar police near Alipur Bareta village when he was carrying five bags of poppy husk in a Canter.

X-ray machine for Ateli hospital

On the demand of Independent MLA from Ateli Naresh Yadav that hospital at Ateli may be provided with an x-ray machine, Chief Minister, Mr Bhupinder Singh Hooda, announced in the Assembly today that the hospital would have an x-ray machine within the next seven days.

Mr Hooda also announced abolition of the post-mortem fee of Rs 120 following an appeal made by an MLA.
