All his peers have at least one official vehicle each at their disposal while the more enterprising ones have two — one for the saab and the other for the madam — but Mr Ashok Khemka, a Haryana cadre IAS officer of 1991 batch, is preparing to use his bicycle to go to the Civil Secretariat from his Sector 19-B residence.

The officer, who created a stir recently by opposing mid-session transfer of school teachers by the Haryana Chief Minister’s Office, today wrote to the Chief Secretary that he was joining as Officer on Special Duty (Rules) under protest since it was an ex cadre post.

The 1991 batch IAS officer, an alumni of the Kharagpur IIT, wrote that the least the government could have done was to post him against a cadre post of the IAS. He expressed hope that the government would immediately set right this wrong and post him against a cadre post meant for IAS officers.

Mr Khemka, a Ph. D in Computer Science, added that he would like to know whether he would be entitled to an official vehicle to transport him from his residence to office and back. He wrote in case it was decided not to provide him with an official vehicle, he might be allowed to draw transport allowance as per rules.

Till a decision regarding his mode of transport was taken, he would be content to either walk or use bicycle for commuting between home and his work place, Mr Khemka wrote. A copy of the letter, it was learnt, was sent to the Principal Secretary to the Haryana Chief Minister for information and appropriate action.

Mr Khemka, following his opposition to mid-session transfer of school teachers by the Haryana Chief Minister’s Office, was stripped off the post of Secondary Education Director by the state government yesterday and given the insignificant posting of OSD (Rules). Later, he was divested from the charge of Joint Secretary of the Information Technology Department as well. Mr Khemka was holding the office as an additional charge.

The intrepid bureaucrat’s tirade, however, is earning him laurels from Opposition Congress party. Ajay Singh Yadav, officiating leader of the CLP in Haryana, said that Mr Khemka’s transfer as OSD (Rules) showed that the government was uncomfortable with upright bureaucrats.

“ The state government is not bothered about how students are affected if a teacher is suddenly transferred in the middle of an academic session. Rather it punishes an officer if he dares to correct the anomaly”, Mr Yadav said.

Licences of 22 kilns cancelled

The Food and Supplies Department has cancelled the licences of 22 brick kilns in the district after the detection of irregularities and malpractices in the sale of bricks during checking by officials.

Mr Vidya Dhar, Deputy Commissioner, told mediapersons here today that there were 226 brick kilns in this district and bricks were sold at the rates fixed by the district administration. It fixed the rate of bricks between Rs 1,525 and Rs 1,725 per thousand for the government works whereas between Rs 1,500 and Rs 1,850 per thousand for the individuals.

He said the profiteering would not be allowed and the authorities would take stern action against those brick kiln owners who were found indulging in profiteering.

He disclosed that the department had also cancelled the licences of 19 ration shops following the detection of irregularities in the distribution of commodities during the current financial year.

The department, he said, had also suspended the supply of 40 more ration shops on the similar ground and officials were enquiring against owners of the shops.

He also said the officials of the department had checked 228 ration shops and issued show-cause notices to 203 owners asking them to explain why their licences should not be cancelled on account of irregularities and malpractices in the distribution of rationed commodities.

He also disclosed that the security deposits totalling Rs 38,550 of those ration shops had been confiscated where irregularities were found during the checking by the staff. The department officials, he said, had checked six petrol pumps and 10 LPG agencies during the period under review.

Talks on Yamunanagar thermal plant today

The second round of negotiations to award the contract for the construction of the Yamunanagar thermal plant (Stage II) will be held in Delhi tomorrow.

According to informed sources, Reliance Energy Limited (REL) and the Bharat Heavy Electrical Limited (BHEL) are in fray for the contract. The first round of negotiations was held in Delhi on September 24 but the talks remained inconclusive.

The sources say in response to the international competitive bidding, these were the only two companies whose bids were found to be in order. The bid of REL, which has tied up with a Chinese company, Dongfeng Electric Corporation, was found to be the lowest as it quoted Rs 3.72 crore per MW as the cost of erecting the plant. BHEL is believed to have quoted this cost at about Rs 3.9 crore per MW.

However, during the first round of negotiations, BHEL is believed to have indicated its willingness to lower its rates. The sources say it appeared on September 24 that BHEL was in a mood to get the contract by lowering its quoted cost.

Two 250-MW units are to be set up in second stage of the Yamunanagar project. The detailed project report (DPR) has been prepared by a Delhi-based consultancy company, Messrs Desein Private Limited. It has estimated the cost of the stage II of the project at Rs 1910 crore.

The state government is keen that the contract is awarded before the end of the month so that it can avail of 3 per cent subsidy on loan from the Power Financial Corporation. The concession is available only till September 30.

Scheme to check declining sex ratio

The innovative Devirupak scheme launched by the Haryana Government to check the declining sex ratio and escalating population has gained momentum as 357 couples are receiving the monthly incentives by adopting a permanent method of sterilisation and 5297 more couples have been registered under the scheme till the end of last month.

While disclosing this here today, the Director-General Health Services, Dr B.S. Dahiya, said financial assistance of Rs 500 per month was being given for 20 years to the couple adopting a permanent method of sterilisation at the birth of the first girl child, Rs 200 per month for 20 years to those adopting the permanent sterilisation method at the birth of the first male child or at the birth of the second girl child.

He said main objective of the scheme was to check the alarming population rate in the state, which was 26.5 per 1000 as against the death rate of 7 per 1000. The scheme also aimed at promoting the one-child norm, spacing between two children and checking the declining trend in sex ratio.

BKU to contest Haryana Assembly elections

The Haryana unit of the Bharatiya Kisan Union has decided to contest the coming Assembly elections in the state in protest against the “anti-farmer” policies of the Indian National Lok Dal (INLD) Government, headed by Mr. Om Parkash Chautala.

Giving this information, Mr Braham Singh Dahiya vice-president of the state unit of the union, told media persons here today that it would field its candidates on all 90 Assembly seats as the time had come to oppose the present government which he said was “anti-people, anti-worker anti-farmer and anti-employee”. He also alleged that the Chautala Government had filed a false criminal case against leaders of the union during his regime and committed atrocities on farmers who were agitating to get justice and remunerative price for their produce.

Mr Dahiya also disclosed that as many as 38 innocent farmers had been killed in police firing during the regime of Mr Bansi Lal, Mr Bhajan Lal and Mr Chautala and this had forced the union to take part in the Assembly elections. He also alleged that the farmers of the state had been denied remunerative prices for their produce.

He further disclosed that the union would organise a state-level convention of farmers on September 30 at Ganaur, sub-divisional town in Sonepat district to voice its concern over the low prices being offered to Haryana farmers. A similar convention will be held tomorrow at Panipat in which representatives of all farmers’ unions and organisations would take part.

Matric supplementary exam results 41.83 pc

As many as 41.83 per cent students have passed the matric supplementary examination of the Board of School Education, Haryana, held in August. The results will be declared tomorrow.

Disclosing this, the board Chairman, Brig O.P. Chaudhry, said the results this year were being declared after five weeks of the conclusion of the examinations whereas in the past, the results used to be declared after eight to 10 weeks.

He said 40,859 students appeared in the examinations this year of whom 17,092 were declared pass and 4,455 students were placed under compartment.

He said 8,068 girls appeared in the examinations and their pass percentage was 43.70 per cent while 32,791 boys appeared in the examinations and their pass percentage was 41.37. He said 7,445 students of urban areas took the examination and their pass percentage was 42.98 whereas 33,414 students of rural areas appeared in the examinations and their pass percentage was 41.58.

He said the number of copying cases had declined considerably. While last year 2,008 cases of unfair means were registered in the middle, the matric and senior secondary supplementary examinations, the number had come down to 702 cases this year.

He said only 239 cases of unfair means were registered in the matric supplementary examination.

He said the result would be made available subject wise on the website www.results.nic.in and www.hbse.nic.in and helpline No. 01664-25400 at the board headquarters, Bhiwani from 9 a.m. onwards tomorrow.

Candidates could see their results in the office of the District Education Officers concerned from 11 a.m. onwards tomorrow. He said the pass certificates of students would be sent within 15 days while the fail or compartment cards would be sent within a week.

He said candidates placed under compartment should send their forms within the prescribed dates for the annual examination, 2005, and not wait for their compartment cards.

He said the candidates were required to fill new forms in which the examination fee had been included and the form bore a hologram of the board and was priced at Rs 280. The last date for depositing these forms was October 20. After this, a late fee of Rs 300 up to December 31 would be payable in the form of a bank draft. He said old forms would not be acceptable in any case.

The candidates who wanted to get their answersheets re-checked could send their forms with a prescribed fee of Rs 100 per subject up to October 27, he said.

A Kashmiri Muslim girl and a local Hindu boy, who were in love with each other over the last six months, were today married in typical Bollywood style with the J & K Police playing the villain but the court ruling in their favour.

Aurusha Jahangir, a BSc student of Srinagar, had fallen in love with Abhishek Gupta, a computer engineer working with a private company at Panipat, while chatting on the Internet, over six months ago though they had not even met each other a week from today.

However, they knew that it would not be easy for them to marry due to parental opposition as they belonged to different religions.

So they decided go in for a court marriage. Aurusha sent all documents required for their court marriage to Abhishek through post. Subsequently, Abhishek contacted an advocate Rajneesh Trehan, who prepared a case on behalf of the girl.

Similarly, Abhishek engaged another advocate Vikas Sharma to appear on his behalf during their court marriage.

The date for the marriage was fixed as September 27. As per programme, Aurusha reached Panipat on September 22 via Delhi after reaching there by air from Srinagar. However, back in Srinagar, her parents lodged a complaint with the local police. Following which, a two-member J & K police team led by ASI Mohammad Yusuf reached at Panipat on Sunday.

Meanwhile, when Aurusha and Abhishek appeared before a local court along with their advocates today afternoon, the J & K police team, along with some local police personnel reached there. They informed the court that the parents of the girl had lodged a police complaint.

But Aurusha informed the court that she was a major and was marrying Abhishek at her own will. After being satisfying with the documents produced by both the advocates, the presiding officer of the court allowed Aurusha and Abhishek to marry each other.

Later talking to TNS, Aurusha, eldest of her two sisters and one brother, and Abhishek, a permanent resident of Muzzafarnagar, UP and at present living at Desraj Colony here, said that they had known about such difficulties, that was why they had decided to get marry through court. They said that they had also realised during chatting that they were made for each other and had decided to marry each other come what may.

Meanwhile, Abhishek's friends said that both of them would be married through Hindu rites, as Aurusha had expressed her will to get converted to Hinduism.

21 freedom fighters honoured

As many as 21 freedom fighters were honoured at a function organised to mark the birth anniversary of Shaheed Bhagat Singh on the premises of D.N. College here today. Bhagat Singh’s nephews Zorawar Singh and Kiranjeet Singh were the chief guests.

The Deputy Commissioner, Mr Balbir Singh Malik, presided over the function, while Mr Jagdish Babbar, general secretary of the Haryana Swatantarta Senani Sangathan, was the guest of honour. A cultural programme based on the theme of patriotism was presented.

Mr Zorawar Singh and Mr Kiranjeet Singh, sons of Bhagat Singh’s younger brother Kultar Singh, had come from Saharanpur to attend the function. Mr Kiranjeet Singh said the country had been freed from the British rulers, but Bhagat Singh’s dreams had not been realised.

He said Bhagat Singh’s birth centenary would be observed from 2006 to 2007. On October 9, the Haryana Governor, Dr A.R. Kidwai, would release two books, “Symbol of Courage and Conviction: Kultar Singh” and “Ajit Singh: Revolution in Exile” written by former GJU Vice-Chancellor K.L. Johar.

871 families given financial aid

As many as 871 families have so far been given financial assistance of over Rs 8.62 crore in Haryana under the Devi Lal Jan Suraksha Bima Yojana (Devi Rakshak) and 537 cases are under process.

While stating this here today, an official spokesman said the scheme was implemented from October 2 last to provide insurance cover to 26.32 lakh families. He said under the scheme, a compensation up to Rs 1 lakh was being given to the dependents of the deceased earning member of the family, provided he was between the age of 18 and 80 years. A compensation of Rs 1 lakh was also admissible in case of total disability of the earning member of the family. In case of partial disability, the compensation ranged from Rs.25,000 to Rs.50,000.

8 policemen suspended

Eight policemen posted in the city have been suspended. Mr Attar Singh Ahlawat, SSP, said here today that Baljit Singh, in charge of Cantonment police post, had been suspended on charge of negligence in duty. He said a case regarding theft at ASI Ram Kumar’s house was not registered at the police post.

Mr Ahlawat added that the others suspended cops are Mahender Singh, in charge of the police post at the local bus stand, ASI Ram Chander, Head Constable Sadhu Ram and four constables.

He said they had been suspended on the charge of helping a local criminal, Sonu, who was involved in several murder and vehicle theft cases, by passing on secret information to him.

Research institute stakes claim to land

With the onset of construction at Chaudhary Devi Lal University (CDLU), scientists at the Central Institute for Cotton Research (CICR) are worried about the future of their institution.

The tussle between the institute and the state government refuses to die as confusion over the ownership of land, which had been transferred to the university, still remains.

Construction on the land started after a “bhoomi pujan” was held yesterday in which the son of the Chief Minister, Mr Ajay Singh Chautala, was present. The function was held on the campus which was with the regional centre of Haryana Agriculture University (HAU), Hisar. It is opposite the CICR research farmland.

Officials in the CICR say that the government must resolve the issue of the ownership of 56 acres in question. “The way the state government and CDLU officials are working, we doubt if construction would start on our campus also,” an official said.

The Head of the institute, Dr D. Monga, said they had written to the authorities concerned. The land ownership had been changed in the name of the CDLU in revenue records and the CICR has staked its claim to the land.

“Our superiors at the India Council for Agricultural Research have staked the claim over the land and have communicated the same to the state authorities,” he said. “We have substantial documentary evidences showing that the CICR has the ownership over the campus land, including the farmland.

This was done in the late 1950s by the then united Punjab under the Project for Intensifying Research on Cotton Oilseeds and Millets, which was later named as the CICR,” Dr Monga added.

Mid-day meal for nursery students too

Because of a ‘technical’ problem, thousands of nursery students in the government primary schools of the state were not provided with the facility of mid-day meal, while their seniors ‘enjoyed’ the food five days a week. But from tomorrow onwards the mid-day meal scheme has been extended to the nursery classes also.

The Supreme Court had directed the state governments to provide mid-day meal to students of Classes I to V of government schools. Since there was no mention of nursery class in the order, the children of the class in the state were deprived of the facility.

Doing away with the technical hitch, the Haryana Education Minister, Mr Bhadhur Singh, here today announced that now onwards nursery children would also be covered under the mid-day meal scheme. The decision would benefit over 40,000 nursery children.

The government would not be issuing a circulation for the same but the District Education Officers would be directed ‘verbally’ to implement the scheme.

Meanwhile, if Mr Bhadhur Singh is to be believed, Mr Ashok Khemka was transferred for what the government consider as his failure to properly deal with the public.

Students observe strike

Students of all the three colleges in Panipat city observed a strike today in favour of their demand of removing an iron grill outside SD College for enabling them to cross the GT Road without any difficulty. The strike was observed under the aegis of the National Students Union of India (NSUI).

First of all, the students of SD College came out of their classes under the leadership of district president of the NSUI Surendra Malik, local Youth Congress leader Surendra Kadian and senior-vice president of the NSUI, Manoj Malik at around 10 in the morning.

Later, they went to IB College in the shape of a procession where state general secretary of NSUI, Ashok Arya was already leading the protesters The students of both of the colleges went to Arya College where its students also boycotted their classes to join the protest march.

Subsequently, the students of all the three colleges proceeded towards the DC’s office to hand over a memorandum in this regard. Incidentally, the DC was passing through Asandh flyover in his car.

On seeing the agitated students, the DC stopped his vehicle and the students handed over the memorandum there itself. He assured them to solve their problem. Besides students, the memorandum was also signed by some of the members of the teaching and non-teaching staff.

Employment bureau non-functional

The Employment Information Bureau set up by the District Employment Exchange in the local Manohar Memorial College is yet to start functioning though more than six months have lapsed since its inauguration.

The District Employment Exchange, it may be recalled, had set up an Employment Information Bureau in the college six months ago. The college authorities had provided space for this purpose in the college library. The Deputy Commissioner, Mr Mahtab Singh Sehrawat, had inaugurated the bureau. The district employment authorities had assured the college authorities that officials of their office would visit the college and provide information to students regarding job opportunities and other related issues. Although more than six months have elapsed since the bureau was inaugurated, it has not functioned even for a day.

The college Principal, when contacted said he had approached the employment authorities a number of times on this issue but every time he had been assured that the bureau would start functioning soon.

HAU to give subsidy on seeds

Haryana Agricultural University (HAU) here will now give subsidy to the farmers on the seeds produced by the university. Stating this here today, HAU Vice-Chancellor M.K. Miglani said the decision had been taken on the directions of the state government.

The subsidy would be available on certified as well as truthfully labelled (TL) seeds of various crops, including wheat, gram, peas, mustard, barley and lentil, he added.

The amount of subsidy on the wheat and barley varieties developed during the past 10 years has been fixed at Rs 200 per quintal, whereas it will be more in case of pulses and oilseeds.

On these crops, the farmers will get a subsidy of Rs 800 per quintal or 30 per cent (whichever is less) in case of certified seeds and Rs 600 or 25 per cent in case of TL seeds.

Bank branch inaugurated

Haryana Finance Minister Prof Sampat Singh inaugurated a branch of Bank of Rajasthan in Ambala Cantonment today. He said there had been a marked increase in tax recovery under the present government. “While Rs 16,966 crore was recovered as taxes from the time Haryana was formed till March 31, 1999, the present government, since its formation, had recovered Rs 19,683 crore as taxes till March, 2004,” he said.

Prof Sampat Singh said the 12th Planning Commission had appreciated the efforts of the Haryana Government. He said all treasury offices were now online for better management.

The Ambala Cantonment MLA, Mr Anil Vij, said bringing improvement in banking services was the need of the hour. He said there was a requirement in bringing about a change in the mindset of bank employees.

Bank of Rajasthan Deputy Managing Director Vinod Juneja said the cheque book issued by the bank could be used as a demand draft in any part of the country.

Mr Neeraj Tayal, Director Bank of Rajasthan, said 13 branches had been opened in Haryana and branches would be opened soon in Yamunanagar and Hisar.

Leaf from History Raj era houses

The old houses of Ambala Sadar and Ambala City are a reflection on the lifestyle of the people during the Raj era. The number of old houses is gradually dwindling due to the pressure of commercialisation. Houses which have withstood the vagaries of nature for decades are now being replaced with new-age construction and there are certain streets in which most of the houses have become a part of history.

Ambala Cantonment MLA Anil Vij observed that the old houses used to be made of ‘surkhi’. “It was a very strong construction,” he said. “Normally, the houses used to be single storied. However, there were a few buildings which were more than two stories high. A notable building which could be spotted from a distance was BD Women’s Hospital,” he added.

An old-timer recalled that well-to-do people had houses which had gardens in it. Even ‘baithak’, now referred to as drawing rooms, were prevalent in large houses.

“Otherwise, the houses were constructed on a simple pattern. There would be a main door, followed by a row of rooms. It would lead to a courtyard. The open courtyard would ensure that there was sufficient light and air in the complex. The toilets would be constructed outside the main complex,” he said.

He stated that as there was no provision for electricity, there were ‘aale’, in which lamps could be kept. “The construction was of ‘surkhi’ and thin bricks. The bricks were clubbed together to give strength to the structure. These days, this system is no longer prevalent,” he said.

The balconies of the old houses are normally between 1.5 and 2.5 feet wide. “Intricate designs in the iron lattices which were used in the balconies lent beauty to the house. The balconies were not much in use,” he said. “Typically, women of the house used to watch religious processions from the balcony,” he observed.

Most of the houses in the old parts of Ambala Sadar and Ambala City have the provision of a residence on top of the shop. Even today, if a person travels on the DC Road, one can observe that while the shops are new, the residences on top are unchanged.

HIGH COURT
Notice for contempt against DC

Chandigarh, September 27
A Division Bench of the Punjab and Haryana High Court today issued notice for contempt against Deputy Commissioner of Faridabad.

Mr Justice A.K. Mittal, while issuing notice to the officer, asked him to tell the court by November 29 why contempt of court proceedings not be initiated against him for defying court orders.

In March, on a petition filed by Mr Randhir Singh of Roneeja village in Faridabad, the court had asked the DC to pass a speaking order on the representation of the petitioner for removal of the sarpanch of his village for having more than two children.

However, since no order was passed on the representation, the petitioner filed an application for initiation of contempt of court proceedings against the officer.

90 donate blood

A blood donation camp and a medical check-up camp were organised at Government College, here today.

As many as 90 persons, including college staff, students and locals, donated blood. A team from the Civil Hospital, Ambala, supervised the blood donation camp while around 275 students were examined for eye and dental ailments.

Students planted 700 herbal medicinal saplings on the college campus on the occasion. Mr R.P. Gupta, Deputy Commissioner, Ambala, was the chief guest.

Office-bearers elected

Office-bearers of the Bharat Tibet Sahyog Manch were elected at a meeting yesterday. They are chief patrons Dr Ramesh Madan; patrons: Mr Ashok Jain and Mr Aseem Goyal; district president: Mr Sonam; vice-presidents: Mr Bhuvnesh Kumar and Mr Uttam Kumar; general secretary: Mr Prem Kumar Sharma; additional secretaries: Mr Harish, and Mr Tenzing Thomay; treasurer: Mr Dilbagh Rai; and organising secretary: Mr Ramesh Katiyal.

It was decided to observe October 7 to 20 as Tibet Mukti fortnight. A seminar would be held on October 13.

Housewife stabbed to death

Sonepat, September 27
A young housewife, Meeta, was allegedly stabbed to death by some armed persons while she was asleep in her house in Sector 14 here last night.

According to a report, five armed persons forced their entry into the house and assaulted her with knives. She sustained multiple injuries. On hearing her cries a number of neighbourers rushed to her house, but the assailants escaped. She succumbed to her injuries on her way to hospital.

It is alleged that the husband of the victim had another wife. The victim had been living separately in a rented accommodation. On Friday, the second wife along with her sister and brother-in-law visited her house and warned her to leave the place. They also beat her up.

The police has registered a case.

12-year-term in rape case

Rewari, September 27
Mr Deepak Gupta, Additional Sessions Judge, has sentenced Birender, a resident of Toomna village under Kosli police station in Rewari district, to imprisonment for twelve years, while his two accomplices, Badri and Dharambir, have been awarded a 10-year sentence each for gang-raping a minor girl of the same village on September, 2001.

The judge also imposed a fine of Rs 2,000 on Birender, while Badri and Dharambir have been fined Rs 1,000 each. Badri, who was a keeper at the poultry farm, is a resident of Nepal.

When the girl was returning home from a field in the evening on September 12, 2001, was taken to the poultry farm and was gang-raped.
