Chandigarh, September 17 It is learnt that the All-India Congress Committee (AICC) general secretary in charge of the party affairs in Haryana, Mr Janardan Dwivedy, has written a letter to all former presidents of the state unit as well as the present party chief, Mr Bhajan Lal, reminding them how they had promised not to project themselves above the party twice in the past. He is believed to have written on September 10 that these promises were made first in Delhi and then at a meeting held in Kurukshetra after a public rally there on August 9. The letter, which, the sources say, is marked “urgent and confidential”, says that while by and large the leaders have kept their promise, still certain leaders were in the habit of projecting themselves larger than the party in the media or at public meetings. Mr Dwivedy, who is believed to be a ghost writer for the AICC president, Mrs Sonia Gandhi, has reportedly cautioned the leaders against violating the party discipline. The sources say the AICC general secretary was compelled to write the letter after he learnt how certain leaders were now using non-party platforms, instead of the party stage, to project themselves at the cost of the party. The sources say tomorrow’s proposed rally being organised by the Haryana Berozgar Yuva Sanghathan at Rohtak may have provoked Mr Dwivedy to send the missive. A former Haryana Congress president, Mr Birender Singh, will be the main speaker at the rally. The sanghathan has been formed by certain former presidents of student unions of various universities of Haryana. The sanghathan is believed to have made great efforts to mobilise the people all over the state. The sources say it will be difficult for a body of unemployed youth to incur so much expenditure unless they are financed by someone. However, leaders of the sanghathan deny the allegation. They say many of them are employed but had joined the organisation to help their less fortune brethern. Sources close to Mr Birender Singh say he is not the chief guest at the rally but is only the main speaker. Two prominent social workers Nirmala Deshpande and Swami Agnivesh, they say, will be among the star speakers at the Rohtak rally. Meanwhile, it is learnt that Mr Bhajan Lal, too, has planned series of public rallies to be held in each Assembly constituency. His meetings will start from Guhla on September 26. |

Chandigarh, September 17 Giving an overview of Mr Haksar’s contribution in the socio-political field, he said that while his abilities had made him
indispensable to the then government, he was equally successful later as Deputy Chairman of the Planning Commission as he dealt with ideas and policies and not just files. His handling of the situation when Mrs Indira Gandhi decided to nationalise all banks and the presidential election contest between Mr V.V. Giri and Mr N. Sanjeeva Reddy were the two most important aspects of his distinguished career while serving in the Prime Minister’s Office (PMO). The Governor was presented two memorial volumes containing Mr Haksar’s contemplations on the human conditions and contributions in his
remembrance by the Director of the Centre for Research in Rural and Industrial Development (CRRID), Mr Rashpal Malhotra, today. The volumes were complied at CRRID. Terming Mr Haksar to be a simple, sincere and honest person, Punjab Finance Minister Surinder Singla said that he had revolutionised the working of the PMO and was able to initiate major reforms and policies which affected almost every minister. He had also written to Dr Manmohan Singh in 1992 that the licence raj be dismantled. In his remarks, Mr H.K. Dua, Editor-in-Chief of The Tribune, said that Mr Haksar was a broad-minded person who thought well ahead. He said that he was one of those rare breed of civil servants who tried to convert ideas into policies and decisions, which made him a distinct individual from his contemporaries. He said that Mr Haksar believed that he was in a position which gave him an opportunity for some experimentation for the benefit of the country and he devoted a lot of energy towards this end. Recalling his interactions with Mr Haksar in his earlier days, Mr Dua, said that even during the days of tough politics in the 1969-71 era, Mr Haksar, never said anything which amounted to hitting someone below the belt in his absence. |
Car thief’s interrogation solves 4 murder cases
Hisar, September 17 He was wanted in several cases of car theft and forgery and is in police custody till September 21. During his interrogation, Sonu confessed to his involvement in four murders as well. The first among these was the gruesome murder of Bala, 24, of Hisar. She was murdered in November, 1999. A case in this regard had been registered by the Palwal police. According to the police, Bala had an affair with Sonu. However, she began to meet some other person, which displeased Sonu. Following this, Sonu, along with his two accomplices, Atam Prakash of Hisar and Harbir Singh of Faridabad, allegedly killed Bala. Her body was later found by the police. However, the police did not know the identity of the killers. After a few days, Bala's younger sister Mamta questioned Sonu about her sister. He could not give any satisfactory reply and suspected that she could inform the police about him. To remove this possibility, Sonu and his accomplices allegedly killed Mamta in December, 1999. Following this, some dispute arose over the distribution of money among members of Sonu's gang, including Krishan Pehalwan and Virender Dabas. Krishan was killed by his accomplices. Later, Sonu also allegedly killed Virender as he was an eyewitness to Krishan's murder. Mr Ahlawat said when the district police started chasing Sonu, he surrendered before the Delhi police. He was jailed there when he was brought here on a production warrant. The SSP said strict action would be taken against the police officials who had shown laxity in the case. |

Chandigarh, September 17 An official spokesman said here today that there would be one first prize of Rs10 lakh, five second prizes of Rs 2 lakh each, 10 third prizes of Rs 1 lakh each, 100 fourth prizes of Rs10,000 each, 200 fifth prizes of Rs.5000 each, 800 sixth prizes of Rs.2000 each, 2000 seventh prizes of Rs.1000 each and 10,000 eighth prizes of Rs.500 each. He said each person investing of Rs.5000 in small savings schemes would be given one coupon, whereas three coupons would be given to those who would invest Rs.10,000 in any of the small savings schemes and a draw of such coupons would be held twice. He said the first draw would be held in December, 2004, and coupons of those investors would be included who had invested in any of the small savings schemes from April 1 to September 30, 2004. Similarly, the second draw would be taken out in June, 2005,and the coupons of those investors would be included who had invested in any of the small saving schemes between October 1, 2004, and March 31, 2005. |

In his petition, Redhu, a law graduate working in the office of the Rohtak Superintendent of Police, had challenged the selections on the ground that the candidate should possess a licence granted by the Bar Council of Punjab and Haryana and should have practised as a lawyer. Truck race costs cleaner his life Yamunanagar, September 17 The two truck drivers, after leaving the Crusher Zone here, decided to start a race. When the trucks reached near Burkala Power Station, Amit, sitting on the co-driver seat took his head and hands out of the truck to see where the rival truck was. In the meantime, the second truck overtook it killing Amit on the spot. The driver (name not known) fled from the spot. The police has launched a search for him. The body of Amit has been sent for post-mortem. In another incident, thieves allegedly burnt the house of a railway employee after committing theft in the house last night. According to police sources, Ms Nina Malhotra had purchased the house in Harbanspura sometime ago and shifted in it from her Railway Colony house. Last night, she went to her Railway Colony house. When she returned home this morning she found the lock on the main door of the house broken, some articles, including a colour television set, missing and the house was burnt. The loss has been estimated at Rs 3.50 lakh. The police has registered a case. |

Sonepat, September 17 The alleged assailant Raju, a former domestic servant, along with two others, managed to escape after the incident. The injured doctor was rushed to a private nursing home in the same area from where he was referred to Jaipur Golden Hospital, Delhi for further treatment. |
Mixed response to traders’ bandh Rohtak, September 17 A large number of members of the two organisations staged a demonstration at Bhiwani Stand Chowk. They later marched in a procession to the office of the Deputy Commissioner where they handed over a memorandum addressed to the Governor. It demanded dismissal of the state government for its failure to curb crime, imposing VAT and failing to look after the interests of the businessmen. |
