2 die in mishaps

Govt readies to begin work on canal

After getting the green signal from the Central Water Commission (CWC) for construction of the Dadupur – Nalvi canal in July, the ruling Indian National Lok Dal (INLD) plans to lay the foundation stone for the same soon. The cost of the project which had been hanging fire since 1983, has gone up from Rs 15 crore to Rs 168 crore.

Once constructed, the 381 km canal would benefit farmers of three districts – Yamunanagar, Ambala and Kurukshetra. Besides irrigating 75,000 hectares, it would also help re-charge groundwater in the area.

The government has given its nod to change the original path of the canal at some places where residential areas have come up. The Haryana Irrigation Department has already completed a survey of most parts of the land through which the canal will pass, said sources in the department. The land, a stretch of 189 km for the canal has been acquired.

Sources in the INLD said though no date has been fixed for the stone laying ceremony, the Haryana Chief Minister was likely to do so later this month.

The venue may be Barara in Ambala or Shahbad in Kurukshetra. After a humiliating defeat in the just-concluded general election, the INLD feels that the Dadupur – Nalvi canal may not only fetch water for thousands of farmers, but votes for the party too.

The canal would cover a length of 25 km in Yamunanagar. The Irrigation Department was working overtime so that the notification for acquiring the land in the district could be issued soon, said the sources.

“The land plan papers have been sent to the government and a notification for acquisition of land is expected soon”, said Mr Dalbir Singh, Superintending Engineer, Irrigation Department, Yamunanagar, adding “the government has sanctioned an initial amount of Rs 2 crore for the project”.

The 381-km-long canal was envisaged in 1983 but the Central Water Commission gave the green signal for the digging of the canal in July this year.

Mr Dalbir Singh said that the bed of the canal would not be concrete. “This is being done with the aim of recharging the groundwater”, said Mr Dalbir Singh. Besides the Yamuna river, the canal would be fed by the Pathrela and Som rivers. The canal would cross railway lines and the Grand Truck road at several points between Dadupur (near Dadupur Water Head Works, Yamunanagar) and Nalvi in Karnal.

The government has reportedly approached the Ministry of Railways with a request for construction of an overbridge at points where the canal would cross the rail lines.

It is learnt that initially the Irrigation Department would divert the canal through existing nallahs or choes (rivulets) to cross rail line and the GT road in Ambala.

Sources in the Haryana Government said the original path of the canal had been changed near Dashmesh Colony in Yamunanagar so that over 50 families of ex-servicemen living in the colony were not displaced.

The families had been up in arms eversince the CWC gave its nod for the construction of the canal. The ex-servicemen and their families had staged several dharnas for changing the canal route.

BJP opens doors for defectors

In its endeavour to emerge as a force in Haryana before next year’s assembly elections, the Haryana BJP has opened its door for defectors from other political parties. A batch of 10 politicians — a majority of them from the Haryana Vikas Party(HVP) — joined the BJP today at a function here which was attended by the BJP’s Haryana unit chief, Mr Ganeshi Lal and former central minister, Mr Sahib Singh Verma.

Those who joined the party at the function held at the Aggrasen Bhawan included Mr Balbir Singh Saini, former Agriculture Minister of Haryana who was also Vice President of the HVP. Others who joined the party in the function were mostly middle level functionaries of other political parties. Some of them had fought in the last assembly elections but were defeated.

Mr Ganeshi Lal said a similar function was under way at Bahadurgarh where Mr Krishan Singh Sangwan, BJP leader and Lok Sabha member from Sonepat, was receiving members of other parties to the BJP.

Mr Rambilas Sharma, a veteran BJP leader of Haryana and former Education Minister, described the scenario by comparing the BJP with a mobile phone company. “ Receiving incoming calls in mobiles is free of cost now. Similarly, in the Haryana BJP also there is no bar on entry of people whatever affiliation they may have earlier”, Mr Sharma said.

The purpose of bringing in people from other parties to the BJP is to piece together a force before the assembly elections. Mr Ganeshi Lal insisted on the party fighting the elections alone in Haryana and ruled out probable alliance between the BJP and the HVP for the assembly polls. “ Mr Bansi Lal is welcome to join our party. But there is no question about an alliance between the BJP and HVP”, he said. On the issue of whether Mr Bansi Lal would be projected as the candidate for the chief minister’s office in case he joined the saffron party, Mr Ganeshi Lal’s reply was, “let him first come to the BJP”.

The Haryana BJP chief added that on September 26 there would be a meeting of the party’s State Election Committee at Rohtak where a probable list of BJP candidates for all 90 assembly constituencies of Haryana would be drawn up. There will also be a public meeting at the playground of Jat College in Rohtak on October 12 which would be addressed by the party’s national president Venkaiah Naidu, Rajasthan Chief Minister, Vasundhara Raje Scindhia and others, he said. The party’s campaigning for the assembly elections would be formally kicked off in the September 26 rally, he added.

Mr Sahib Singh Verma said he would devote himself fulltime for the success of the BJP in the assembly elections scheduled to take place in February. In response to a question, he said enough representatives of the politically dominant Jat community of Haryana had been inducted in the party’s state unit.

Process on to review voters’ list

As per the directions of the Election Commission, the primary publication of voters’ lists of all five Assembly segments in this district has been done, taking January 1, 2005, as the qualifying date.

After perusal of the lists, claims and objections, if any, can be filed till October 15.

Giving this information here yesterday, the District Electoral Officer, Mr H.S. Malik, said the brief review of the voter lists has been done so that qualifying persons could get their names entered into the lists. Between September 15 and October 15, the lists would be displayed at rural and urban centres.

Objections would be entertained on September 18 and 19 and October 9 and 10 at respective polling booths. The disposal of claims and objections would be completed by December 1, 2004, and the supplementary publication by December 31.

The final publication would take place on January 3, 2005.

Waste disposal facility for Faridabad

The Haryana Pollution Control Board is setting up a hazardous waste disposal facility at Faridabad. The facility will be operational by July, 2005, and will be the first facility for disposal of hazardous waste in North India.

Officials in the board inform that a 34-acre site in Faridabad has been notified by the state government for the purpose. As of now, half the total area of the site will be used for making special land fills and installation of an incinerator. With this, Haryana follows the states of Maharashtra, Gujarat and Andhra Pradesh to have a safe disposal site for almost 40 different categories of hazardous wastes, as per the provisions of Hazardous Wastes (Management and Handling) Act, 1989.

The Union Ministry of Environment and Forests had ordered that all states set up hazardous waste management facilities for their safe disposal. About 40 different kinds of industrial and bio-medical wastes were identified, and classified under the Act, which require special treatment before their disposal. The different kinds of waste, after being transported at the facility, will be treated to neutralise their toxicity, before this is disposed off either in the land fills, or in the incinerator. Once the disposal facility in Faridabad becomes operational, the entire hazardous waste like flammable liquids and solids, waste which can be explosive by chemical reaction, organic peroxides and corrosives generated by petro-chemical, electroplating, iron and steel industry, sludge from sewerage treatment plants, oil and gas production companies and sludge from textile and dyeing units etc., will be lifted from all over Haryana and disposed off here. The facility will be managed by a private body of industrialists, Haryana Environment Management Society.

The design for the facility, mainly special design of land fills to avoid any seepage of toxins,( as approved by the Union Ministry of Environment), has been finalised and given to Environment Management Society. The society in turn had floated tenders, inviting private parties to build and operate the facility at an estimated cost of Rs 12 crore.

The Chairman of Pollution Control Board, Haryana, Mr H.S. Bains, informs that a Canadian firm has documented the project. “The board after identifying the site, has now written to the Government of India for giving this land on lease to the Haryana Environment Management Society, as the land falls within the Municipal Corporation limits of Faridabad,” he adds.

He says that though the facility is located at a considerable distance from residential area, adequate measures will be taken to check that toxins from these hazardous waste do not pollute the underground water. “Hand pumps and tube wells will be constructed around the disposal site, to keep a check if ground water is polluted,” he says.

Kidnapped woman rescued by cops

A woman of Mohan Nagar area was allegedly kidnapped by her husband today when she went for shopping.
According to a report, Sudha (25), was kidnapped by two car-borne youths. The owner of a shop immediately informed her parents, who, in turn, contacted the police control room.

The police swung into action and sealed all exit routes of the district. The car was spotted at Bahalgarh Chowk. The police tried to stop it, but the driver turned towards the Sonepat-Meerut inter-state highway.

The police chased the car and overpowered the accused — Inder of Sisauli Khurd village in Uttar Pradesh, husband of Sudha and Sudesh of Bhadola village.

They were arrested and the car used in the crime was impounded. A case has been registered.

Sudha was married to Inder about three years ago and she was reportedly being harassed by her husband and other members of his family. She was living with her parents at Mohan Nagar here.

Capt Malik to join Cong at Rohtak rally

Capt Shamsher Singh Malik, who resigned as state president of the Lok Janshakti Party before the Parliamentary elections and quit the party, is all set to join the Congress on the occasion of “Yuva Adhikar Rally” to be organised by the Haryana Berozgar Yuva Sangathan at Rohtak on September 18.

Talking to The Tribune today at Kharkhoda during his tour to villages, he calimed that his supporters in thousands, would also join the Congress.

He praised the Congress policies, especially for the unemployed youths, particularly in rural areas.

Capt Malik, who is also patron of the Haryana Berozgar Yuva Sangathan, said he expected a gathering of more than a lakh at the rally.

The main aim of the rally, he said, was to make the political leadership and those in power aware about the demands of the youth.

She said the public life had thrown out of gear owing to unscheduled power cuts whereas the officials had adopted indifferent attitude on their problems.

Seeking regular supply of electricity, the Congress leader alleged that the state government had also adopted indifferent attitude towards the problems of Bhiwani as people had not voted its candidate during the last Lok Sabha elections.

Giving a patient hearing to the demands, Superintending Engineer Khazan Singh assured them of restoring smooth supply but presented his helplessness as well.

Addressing a public meeting in Bahrana village of the district today, Mr Hooda said, "The southern region are suffering due to the biased attitude of the government, whether it was availability of water and power, or funds for development projects. Even the youths are being meted out unfair treatment in providing government jobs".

NSUI to oppose Tiranga yatra

The NSUI, Haryana unit, has decided to protest against the Tiranga yatra being taken out by BJP leader Uma Bharti. Announcing this here today, the state president of the union, Verender Kaushik, said a meeting had been convened tomorrow at Faridabad in this connection.

He said six district presidents of the unit had been served with a show-cause notice for their inactiveness. These include district presidents of Gurgaon, Rewari, Mahendergarh, Jhajjar, Kaithal and Rohtak districts.

He said new faces would be inducted after these leaders were removed next week.

2 die in mishaps

A Mahindra pick-up van that was on its way to Hisar collided with another van near the district jail today.

The injured have been identified as Vinod , Anita, Sunil of Jatu Loharu, Salochana of Kakroli Hatti, Sunil of Buwani Khera, Haldi Ram of Hisar, and Karnail Singh and Harchand of Ambala who sustained serious injuries while a passenger killed on the spot could not be identified.

In another incident, a woman (55) was killed in a road accident near Kheri Bura village. According to police source, the dead body bore a head injury. She was probably hit by an unidentified vehicle.

In the third incident, 12 persons, including five women, sustained injuries when two jeeps in which they were travelling collided head-on near village Barsana. The injured, mostly from a family of Gobindpura village, were reportedly going towards Charkhi Dadri in a jeep when the accident occurred.

Govt move to take over temples opposed

Mr Babu Ram, president, and Mr Subhash Chand, secretary, of the Akhil Bharatiya Sangmeshwar Sewa Dal (ABSSD), Urnai, Kurukshetra, in a statement to mediapersons here today, said the ABSSD had criticised the Haryana Government’s move to take over 75 temples in and around Kurukshetra by passing the Shrine Bill.

They said a resolution to this effect was unanimously passed by the ABSSD at a meeting held at Urnai, 25 km from here, on September 12 and representatives of its 35 branches in various cities participated at the meeting.

The resolution said if the temples and all religious places were brought under the control of societies or boards appointed by the state government, the traditions of the Hindu dharma would end.

Pointing out that the issues of Kanshi, Ayodhya and Mathura still had to be resolved, the resolution said only the common people were supporting the cause.

They said the ABSSD had demanded that at least the religious places run by saints and brahmins and properly maintained should not be brought under government control.

The ABSSD suggested that a board should be constituted for Hindu maths and temples at the national level and there should be a referendum among Hindus regarding the method of worship.

Bonanza for Judges on the cards

Chief Justices and Judges of the Supreme Court as well as High Courts may get a bonanza. While their salaries, all allowances, pension and gratuity are likely to be doubled, they may also be exempted from income tax.

The proposals are a part of the agenda for the conference of Chief Ministers and Chief Justices to be held in Delhi on Saturday.

The process began at the last year’s conference during which a committee consisting of three Chief Justices recommended a cent per cent increase in their salary, sumptuary allowance, transfer allowance, house rent allowance, electricity and water consumption rates, gratuity, pension at the rate of the last pay drawn and total exemption from income tax.

It also sought services of a regular peon and free telephone facility after retirement. The recommendations have been included in toto in the agenda for the conference.

At present, Chief Justices and Judges of courts get Rs 30,000 and Rs 26,000 per month as pay, respectively. Besides, they get rent-free accommodation or house rent allowance to the tune of Rs 10000 per month in case they live in their own houses.

Judges are entitled to Rs 750 a month as transfer allowance. They are also given the cost of 250 litres of petrol every month.

The sumptuary allowance for Chief Justices is Rs 4,000 per month while for Judges it is Rs 3000 a month.

Wife killed for calling up parents

Dreaded criminal Surender Geong has disclosed before a special crime investigation team that his motives behind the murder of Parmanand Goel, a local journalist, Kishan Pehalwan and Sarita (Surender Geong’s) wife .

Giving this information to mediapersons here today, Superintendent of Police Ranbir Sharma said he had confessed his involvement in the cases of kidnappings and lootings in the area.

Giving details of the motives behind the murders, the SP said he had revealed that he had murdered Parmanand Goel last year because he refused to give him money demanded on the occasion of marriage of his sister and later getting him arrested by the police.

He said he was waiting for the right opportunity to take revenge and ultimately, along with his gang members, shot him dead outside his house.

Surender murdered Kishan Pehalwan in March outside the Kaithal bus stand because he apprehended that Kishan would get him murdered because of prevailing enmity between them.

Another reason for his murder was that Kishan had not paid him the promised money for attacking and breaking legs of Parmanand Goel in an earlier incident.

The SP added that the third murder committed by Surender was of his own newly married wife Sarita of Jind. Surender objected to her contacts with her parents on telephone as he feared that the police could trace him on the basis of her telephone calls.

So he murdered his wife and disposed her body in the Gang canal near Gaziabad.

Besides, Surender and his gang members collected huge ransom by kidnapping two youths of Kaithal at gunpoint.

He also extorted money from many persons on monthly basis, Mr Ranbir Sharma added.

NDRI adopts village as model dairy centre

The extension division of the National Dairy Research Institute (NDRI) has been organising a six-day training programme on “human resource development in scientific dairy farming” from September 13. As many as 20 farmers from Lalukheri village of district Muzzaffarnagar (Uttar Pradesh) are participating.

Dr Ram Chand, head of the extension division of the NDRI, said the institute had adopted the village as a model dairy centre under the pilot project on integrated rural development focused on dairying, initiated by the Indian Council of Agricultural Research (ICAR).

The duration of the project would be three years. He said the ICAR had earmarked Rs. 81.66 lakh for the village.

The other features of the project were greater competitiveness to the agriculture sector through diversification under the WTO regime, help to enhance milk production, provide artificial insemination facilities and animal health care and educate farmers on international quality standards for milk and farm produce.

Addressing the trainees, he stressed upon the need to adopt improved technologies related to balanced feeding of the cattle.

Scientists of various divisions of the institute gave lectures on scientific dairy farming and the nutritional value of straw.

While stating this here today, the Chairman of the power utilities, Maj- Gen (retd) B.S. Rathee, said the decision had been taken as the power position in the state had improved considerably with the rainfall in paddy growing areas yesterday.

He said the industrial units with a load of less than 1 MW would be given power for 17 hours daily, while ensuring adequate supply of power to paddy growing areas. — TNS

Tejvir Singh was arrested on July 4,2004, and since then he had been sent to the judicial custody by the local courts.
