Chautala bows down on SEC’s appointment

In view of the tough stand taken by Haryana Governor A.R. Kidwai, the Chautala Government has bowed down on the appointment of the State Election Commissioner (SEC).

Dr Kidwai had virtually stonewalled the government’s proposal to include former Chairmen of the Public Service Commission and the former Vice-Chancellors among the persons eligible to become SEC.

According to informed source, the government has now recommended the name of a 1973-batch IAS officer Chander Singh, who retired in May last. The 60-year-old officer has experience to conduct the elections. He had been the Chief Electoral Officer of Haryana for many years.

The government’s move means that it has abandoned its plans to make a non-judicial or a non-bureaucrat person as the SEC of the state.

In a rare move the Governor has sought a report on the controversial auction of a commercial tower site and certain shopping mall sites in Sector 29 of Gurgaon. The auction ran into a rough weather when officers of the Haryana Development Authority (HUDA) refused to confirm it on the plea that the bids received in the auction were much below the market price. However, the Chief Minister’s office, Mr Randeep Surjewala, president of the Youth Congress, and a Congress MLA, Mr Karan Singh Dalal, alleged, was exerting “undue” pressure on the officers to confirm the auction for “vested interests”.

Mr Surjewala had recently submitted a memorandum to Dr Kidwai urging him to intervene and seek official record of the auction in exercise of powers vested in him under Article 167(b) of the Constitution.

The sources say the Governor has asked the government to send a report within 15 days.

Dabwali hero’s widow at people’s mercy

Her husband died a heroic death while saving the lives of schoolchildren during the Dabwali fire tragedy in 1995. Ashok Wadhera, a journalist, was honoured posthumously by the government for his brave and noble act. Still, around nine years after the incident, his widow Usha is at people’s mercy. She has no home to call her own and earns just enough to feed herself and her two children.

Usha is working in a local school. She was putting up in a room on the premises of the Fateh Chand College for Women here, but had to vacate it some time ago. Since then, Usha, along with her children, is staying in an accommodation provided to her by the management of Daya Nand College here.

Talking to this correspondent, Usha recalls that after the death of her husband and some dispute with her in-laws, she shifted to Hisar along with her son Raghav and daughter Deeksha. She was only a matriculate at that time. With the help of her sister, she got the job and accommodation. While in job, she passed her class XII examination and completed the Nursery Teachers Training (NTT) course.

She says despite numerous attempts and assurances by various officials, she could not get a government job. Though she got Rs 1 lakh as compensation from the government and another Rs 1 lakh from the DAV management, she finds it hard to meet both ends meet due to lack of a sound regular income.

Her son is a student of Class VII while her daughter is in Class V. Both children are studying in a local DAV school, where no fee is charged from them. Usha is thankful to the DAV management, but maintains that if she gets a government job, she will be able to provide better facilities and a better future to her children.

Power shortage may continue for some time

No early respite from the power shortage in Haryana seems likely.

The Chairman of the Haryana Power Utilities, Major General (retd.) B.S. Rathee, said here today that the demand for power had increased by 12 per cent due to inadequate rainfall. The increased demand, he said, would continue at least till the end of this month. During the past nine days the power utilities had purchased over 100 lakh units of electricity during last nine days at a higher rate of Rs 5.92 per unit to meet the needs of the agriculture sector. The utilities were prepared to purchase electricity even at a rate of Rs 6 per unit to ensure adequate water supply till the end of current paddy season.

However, there was no extra power available in the Northern Grid. Therefore, the utilities were unable to purchase additional power.

He said about 10 districts of the state had received less than average rainfall during the current monsoon season. Keeping this in view the utilities had to impose restrictions on the power supply to various categories of consumers.

Though the utilities were not in favour of imposing cuts on the industrial sector, there was no alternative.

Mr Rathee further said the generation of electricity had been less as compared to its demand throughout the country and not just in the state.

However, he claimed that concrete efforts were being made to increase power generation in the state.

He said a unit of 110 MW of the Panipat Thermal Power Station would again start generation in about a week’s time.

Another unit of 250 MW of the Panipat plant would also start functioning within this month.

The demand of power would also come down in the next month, easing the power situation. He urged the people to use electricity judiciously till then.

325 malaria cases in a week

Thousands of people in the district continue to suffer from malaria owing to the apathy of the administration, particularly the public health and rural development agencies. However, no death due to the disease has been reported so far this year.

In the first week of September, as many as 325 fresh cases of malaria were detected by the health authorities in the district, taking the total to 1,451 during the current year. During August, 17,427 persons had suffered from fever and were treated through drug distribution centers of the Health Department.

Talking to The Tribune here today, Dr D.P. Goel, District Malaria Officer (DMO), said teams were continuously working to overcome the situation by collecting blood samples, executing fogging exercise, providing anti-malarial and anti-fever tablets and educating people on preventive measures. He said 26,717 blood samples had been collected in the district during August, out of which 898 tested positive for malaria.

This year, the health authorities had treated 218 patients suffering from malaria in Indri block, 935 in Gharaunda, four in Ballah, nine in Assandh, 181 in Nissing, 37 in Nilokheri and 67 in Karnal block.

Dr Goel claimed that an intensive fogging exercise during nighttime in the worst-affected 30 villages of the district was in progress using 11 machines. “Medical teams are working in two shifts of 12 hours each,” he said.

The DMO said that apart from the existing primary healthcare centers and hospitals, 1,314 drug distribution centers had also been established to provide medicines to patients at a walking distance from their residences.

However, rural development agencies and the Public Health Department seem to be oblivious to the situation. A visit to some of the villages in the district revealed stagnant water in the streets and unsanitary conditions ideal for mosquito breeding, which require urgent attention of the administration.

Major fire at IOC depot averted

A major fire was averted in an Indian Oil Corporation (IOC) pipeline terminal at Ambala Cantonment today when a petrol tanker caught fire as it was being filled in the prohibited tank filling area. Emergency siren was sounded in the complex and officials of the fire safety wing immediately controlled the fire before the arrival of fire engines of the municipal council.

Around 350 tankers carry petrol, diesel and other highly inflammable liquids, including ATF, to various parts of Haryana, Himachal, Punjab and J&K from this depot. According to information, around a dozen tanks located at the complex have a storage capacity of 70,000 kilo litres of diesel, 14,000 kilo litres of petrol, 10,000 kilo litres of kerosene and 10,000 kilo litres of ATF which is used in aircraft.

The driver of the tanker, Roshan Lal, was cleaning the cabin of the tanker after getting the tanker filled when the fire broke out in the cabin.

He sustained burns on his face and hand. The cause of the fire could not be ascertained. The other tankers were removed from the filling area. A part of the truck was damaged in the fire.

The fire officer of the depot, Mr Sadashiv, said the fire was controlled immediately. He said foolproof fire-fighting arrangement had been made at the depot and an automatic sprinkler system had been fitted on storage tanks. Moreover, 12,000 kilo gallon of water was being stored at the complex to fight fire for four hours, he added.

Around 600 houses are near the complex. The MLA, Mr Anil Vij, who stays in Shastri Colony close to the depot had raised the issue of shifting of the depot. The Deputy Commissioner had also issued a notice to the IOC in this regard.

A senior officer of the depot said an inquiry would be held.

Kalam to inaugurate thermal plant unit

The President, Dr A.P.J. Abdul Kalam, will inaugurate this month the seventh unit of Tau Devi Lal Thermal Power Plant. However, no definite date has yet been fixed for its commissioning. Haryana Chief Minister Om Prakash Chautala stated this while reviewing the construction work on the seventh and eighth units of the plant here last evening. The President would inaugurate the seventh unit on a day of his convenience between September 20 and 25, he added.

Mr Chautala claimed that the work on the eighth unit was also going on rapidly and would be commissioned by December this year. The capacity of the thermal plant would be increased to 1360 MW from 860 MW after the commissioning of the seventh and eighth units.

“Additional power of 120 lakh units will be available after the commissioning of these two units,” Mr Chautala said. The plant would run on full load from October 2 and commercial consumers would get power from October 5. Both the units were being constructed at a cost of Rs 1785.86 crore by Bharat Heavy Electricals Limited.

Kiran Choudhary case

The Election Branch of the High Court on Friday found in order the election petition filed by Ms Kiran Choudhary, who lost the recently-held Rajya Sabha election for one of the two seats in Haryana.

The service to the respondents. has to be completed by October 15.

Ms Choudhary has moved the Court challenging the election of Mr Tarlochan Singh to the Rajya Sabha.

In her petition, Mrs Choudhary has also challenged the action of the Haryana Assembly Speaker in disqualifying six MLAs, who had come out in her support.

While the petitioner had secured 22 votes, Mr Ajay Singh Chautala of the Indian National Lok Dal (INLD) and Mr Tarlochan Singh, Chairman of the National Minorities Commission, who contested as an Independent candidate supported by the INLD, the BJP, the BSP and three Independent candidates, got 29 first preference votes and 28 first preference votes, respectively.

Interestingly, Mr Ajay Singh Chautala has been made party by name in the petition.

BJP against making Mewat a district

Instead of making Mewat a district, the state government should constitute local bodies in the area for its multi-dimensional development, said the state BJP president, Mr Ganeshi Lal. Addressing the media, he criticised the Chautala government for its alleged attempt to follow an appeasement policy for political mileage.

Mr Lal said that his party had sent photographs to the Union Home Ministry taken on August 14 from the Mewat area showing unfurling the Pakistan flag in certain localities.

He said that the government should announce Palwal as a district and cow slaughter should be completely prohibited from the Mewat area.

He said that former Madhya Pradesh Chief Minister Uma Bharti would address rallies on September 22 and 23 at Hodal and other places and reach Jallianwala Bagh, Amritsar, on September 25. On the SYL issue, he maintained that the party would stage a state-level rally at Rohtak on October 12 to be attended by senior BJP leaders.
