Chautala's strategy haunts Cong
Chandigarh, September 2 The assembly elections held in February, 2000, was preceded by Mr Chautala showering countless sops to people as a result of which his party, the Indian National Lok Dal (INLD), earned a resounding victory in the hustings. As the assembly elections in the state is slated to take place early next year, the Congress leaders are accusing Mr Chautala of resorting to the same tactics. Mr Mangeram Gupta, MLA and General Secretary of Haryana Pradesh Congress Committee (HPCC), said here today that the Haryana Chief Minister had started his "old game of making false promises" to people in view of the coming elections to the assembly. Mr Gupta said Mr Chautala had recently announced two schemes for the benefit of women. One of the schemes was regarding construction of public latrines in all the villages and the second scheme was for making arrangements for water supply within the phirnis of villages. Mr Gupta, a former Finance Minister, said the total cost of implementing these schemes would come to about Rs 3340 crore. He said the proposed expenditure was much in excess to the total outlay for the Annual Plan of Haryana. Capt Ajay Singh Yadav, officiating leader of the Congress Legislature Party (CLP) in Haryana, took exception to the recruitment drive initiated by the government recently. This was being done to woo the voters before the assembly elections, he alleged. Other measures that allegedly smack of Mr Chautala's design to offer sops to various sections of people before the assembly elections include a committee set up by the state government under the Principal Secretary to the Chief Minister, Mr B.D. Dhalia to redress grievances of the industrialists. The state government has also ordered a fresh survey to identify new beneficiaries for its old age pension scheme. This step too is believed to be aimed at bolstering the ruling party's electoral prospects. It is expected that the Devi Lal birth anniversary function at Fatehabad on September 25 will also see Mr Chautala announcing more sops. While the INLD romped to victory in the last elections riding piggy back on promises made by Mr Chautala, the benefits of some of the sops offered by the government before the elections got petered out by the steps initiated by Mr Chautala after securing victory. |
Chautala to visit Pak New Delhi, September 2 Haryana government officials said Mr Chautala will go to Sialkot in Pakistan next week in connection with the Bakhsish Diwas, the day when the Tenth Sikh Guru blessed Bhai Kanhaiya, founder of Sevapanthi sect of Sikhs. The delegation will cross the Wagah border on September 10 and head for Sodhra village in Sialkot where Bhai Kanhaiya lived. They will bring back holy water from the village to Sirsa in Haryana where a statue of Bhai Kanhaiya would be unveiled on September 18. The officials said the
aim of delegation was to spread the message of peace and brotherhood. They said Bhai Kanhaiya served water to the wounded soldiers of the Mughal army also during wars.

Bhiwani, September 2 In the memorandum said water accumulated in their fields. “Every year we suffer loss due to rainwater and improper drainage system,” said Dharmbir, adding that a delegation had met district officials last year also but neither the authorities assessed the loss nor gave any compensation. The delegation demanded a survey of the damaged crop and compensation. Expressing concern over the damage to the standing crops in thousands of acres in several villages of the Mundhal assembly area on account of waterlogging, the vice-president of Rajiv Vichar Manch, Mr Sanjay Atri, held the district administration responsible for the loss. In a press release, Mr Atri demanded from the Chief Minister a special girdawari in the area for giving compensation to the farmers. He said that crops standing on dozens of villages, including Tigrana, Ghuskani, Talu, Dhanana and Jatai, had been damaged due to waterlogging and at present, farmers were forced to root out their crops to save their land. |

New migration rules for polytechnics
Chandigarh, September 2 An official spokesman said here today that these rules would supersede all previous rules or instructions. The rules would be applicable to all Government polytechnics and aided institutions for aided courses only. He said that Commissioner and Secretary, Technical Education would be competent authority to approve migration. However, the Chairman of the State Board of Technical Education would be the appellant authority. He said migration would only be allowed in the 2nd and 4th semester in semester system course and in the first year in annual system course at one time subject to the availability of the seats. For the purpose of calculating availability of seats, 10 per cent seats over and above the sanctioned intake in a particular course except pharmacy would be counted. In case of pharmacy course, the total intake including transfer in an institution to which the migration or transfer is sought would not exceed 5 per cent of the sanctioned intake approved by the Pharmacy Council of India. He said that Rs. 2000 would be charged as migration fee from the student seeking migration. He said those students whose migration was not allowed by the competent authority would be refunded 75 per cent of the migration fee by the principal concerned and the balance amount would be deposited in the treasury. |
Selja asks Haryana to send
proposal for slum dwellers Panchkula, September 2 Talking to newsmen during her visit to the town this evening, the minister, a Member of Parliament from the Ambala constituency, said her ministry had several schemes for slum dwellers. “However, we have not received any proposal from the state government for the implementation of these schemes. The state government should do mapping of slum clusters and send proposals so that these schemes could be implemented,” she said. Talking about factionalism in the party, she ruled out any differences with the local MLA, Mr Chander Mohan. She denied that the state unit of the Congress was faction-ridden. A united state unit of the Congress was all set to register a thumping victory in the forthcoming Assembly elections, she claimed. The minister took a round of Rajiv Colony, which was hit by flash floods last month. The residents demanded the announcement of a rehabilitation plan for them. They also demanded that they be issued Below Poverty Line cards, so that they could avail themselves of the benefits and lead a better life. The minister assured them that she would do everything to help them. The local councillor, Mr Dalbir Singh, and a former minister Ms Prassanni Devi, were also present. Later, Ms Selja attended a function hosted by the Senior Citizens Council at the Day Care Centre in Sector 15. She inaugurated Elders Day celebrations and assured senior citizens of full cooperation. |
Meeting on voter list
Ambala, September 2 The Deputy Commissioner-cum-District Electoral Officer, Mr
R.P. Gupta, presided over the meeting. He said the process would be initiated on September 15 and the list would be put on display on October 15. He said a person who is more than 18 years can get the name included in the electoral rolls by filling Form no 6, residence proof and age proof. A wrong name can be deleted through Form no 7 and misspelt name can be corrected through Form no 8.

10 killed in road accident
Hisar, September 2 The victims belonged to Ravalwas village, near here, and were returning from Mithathal village in Bhiwani district after a marriage function. The accident was so intense that the truck rammed into a wall of a house along the road after colliding with the Canter. The truck driver fled. After the accident, the villagers took the injured persons to the Civil Hospital in Hansi. Three of them were referred to the Civil Hospital here for treatment. Of these, the condition of Pawan is stated to be critical. Sandeep and Rajesh are also undergoing treatment at the local Civil Hospital. Some persons from their village said they were bearing the expenses on the treatment of the mishap victims. Block committee member Mukhtiar Singh, who was present in the hospital, alleged that despite assurances by government officials, no financial aid had been provided to the victims. Another villager, Subhash Chander, said owing to the weak financial condition of the victims, the authorities concerned should provide some help to them. |

Sonepat, September 2 According to a report, the accused belonged to Dev Nagar. He had opened a finance company at his STD PCO shop near Panchayat Bhavan in the city. He used to accept deposits from the people on the pretext of giving higher rate of interest. After collecting lakhs of rupees he escaped from the city about 18 months back. Today, when he was waiting for a train he was spotted by the aggrieved persons, who gave him a severe beating before handing him over to the police. It is stated that Mr Rajbir of Mohana village had deposited Rs 70,000 with his finance company. Other depositors are Mr Ramesh Lambardar (Rs. 1.65 lakh); Mr Ravinder of Majra village (Rs. 50,000); Mr Ramesh Badgujjar (Rs 50,000) and one resident of Mahra village (Rs 5 lakh). No case has been registered so far in this connection. |
11 injured in road mishap
Jhajjar, September 2 According to information, the three-wheeler was going to Dujana village from Jhajjar carrying passengers, while the Santro car was coming from Rohtak. The sources said that the driver lost control over the car and it rammed into the auto coming from the opposite direction. Four of the seriously injured, Anil, a resident of Dighal; Moji Ram and Satyawan, residents of Birdhana village, and Krishan, a resident of Dujana, were rushed to the PGIMS at Rohtak. The other injured are Surajmukhi, Karamvir, Azad, Ompati and Suman. The occupants of the Santro car were Virender, a resident of Raiya, and Rajender, a resident of Ladwana. |

Sonepat, September 2 According to a report, Mr Ram Bilas, husband of Manju, has lodged an FIR against his wife and her paramour. Mr Ram Bilas originally belonged to Mahammedpur village in Bhagalpur district of Bihar and had been living in the Janata Colony. |
Villagers block highway
Ambala, September 2 The highway was opened after assurance was given by district officials. The protest lasted for about two and a half hours. The villagers stated that they were receiving less than 10 hours of power supply and there was voltage fluctuation. |
