Chandigarh, August 31 HUDA had put to auction several prime properties, including an over 9.5 acre site for a commercial tower in Sector 29 of Gurgaon on May 24 last. The auction was publicised only a few days before the auction date. The reserve price of the
commercial tower site was fixed at Rs 106.65 crore, which came to about Rs 17,455 per sq mt The highest bid for the site was Rs 111.10 crore. Interestingly, in the same sector the reserve price of certain properties was fixed between about Rs 34,000 per sq mt and over Rs 43,000 per sq mt. Of course, the properties, the reserve price of which was fixed at over Rs 43,000 per sq mt were later withdrawn from the auction. The Congress MLA, Mr Karan Singh Dalal, alleges that these high priced properties were withdrawn from the auction because the lower reserve price of the commericial tower site could not be justified. However, the HUDA officers say the reserve price is fixed according to an approved formula which takes into account the priced fetched by a similar property in the auctions conducted earlier. The reserve price of the commercial tower site was fixed on the basis of an auction conducted in the nineties. But they admit that the highest bid received for the commercial tower site was much below the market price. No wonder, senior HUDA officers are reluctant to touch the relevant file even with a barge-pole. After the auction, certain complaints were received by various authorities alleging that the auction was virtually hijacked by certain musclemen. The Administrator, HUDA, Gurgaon, Dr Prem Chand Verma, and the Estate Officer, HUDA, Gurgaon, also wrote to the higher authorities that the final bid for the commercial tower site was much below the market price. Incidentally, Dr Verma is an Indian Revenue Service officer, who came to Haryana on deputation and was given the Gurgaon assignment during the present regime. According to informed sources, the senior officers decided that an inquiry should be conducted into the complaints. The inquiry was entrusted to the DC, Gurgaon. Somehow, it was further entrusted to the Additional DC, Gurgaon, Mr Balraj Singh. The sources say, Mr Balraj Singh in his report held that the complainants were non-existent. He also held on the basis of video recording of the auction that no musclemen had hijacked it. However, he also admitted that the final bid was much less than the market price. The government, instead of rejecting the bid, left the matter to be decided by the Administrator, HUDA, Gurgaon. Dr Verma proceeded on long leave. The charge of his post was given to Mr Balraj Singh, who obviously would not have confirmed the auction since he had held in his inquiry report that the bid was below the market price. Then he also proceeded on leave. Dr Verma, meanwhile, has gone on a training of his parent department. The government gave the additional charge of the Administrator to the SDM, Gurgaon, for a few days, because Dr Verma is likely to return from his training in the beginning of September. Mr Dalal alleges that the SDM, who is relatively a junior officer to hold the post of Administrator, on which an IAS officer is appointed, has been given the additional charge so that the political leadership can pressurise him to confirm the auction. It is believed that the person, who bided for the property belonged to Sirsa district, was a front man for the real buyer, who was once close to a former Chief Minister of Haryana. Mr Dalal also claims that even the head office of HUDA had admitted indirectly in a letter of June 6, 2004, that the reserve price was wrongly calculated. |

Yamunanagar, August 31 The result (Session 2003-4) was declared on August 28. The office of the Controller of Examinations and the Examination Branch were flooded with telephone calls from candidates and their respective college authorities. “The university is aware of the problems of the candidates and officials have been directed to attend to their queries”, said a senior university official. Sources said students of Yamunanagar, Ambala and Kaithal district were affected by the ‘computer’ mistake. The university had hired a Delhi-based agency to prepare the results. It was learnt that here alone, there were 250 candidates whose results were shown as FLC against their roll numbers. FLC is usually shown against those candidates who appear privately and fail in the examinations. The Controller of Examination could not be contacted for comments. An official of the university, when contacted, admitted to the mistake in the gazette. “A team of university officials with result sheets has been sent to Delhi so that the mistake in the gazette could be rectified immediately”, informed the official and further claimed “the affected students know their actual results and the mistake was technical and would be corrected soon”. |

Bhiwani, August 31 Those educational institutions which would not collect these forms on the scheduled date would have to collect it from the board’s office in Bhiwani from September 7 to 9 after completing all formalities. After these dates no forms would be issued. He said the applications forms for Class VIII could be submitted with a fee of Rs 200 by September 24 and for the class X examination with a fee of Rs 210 upto October 13. He however added the forms for class XII (educational and vocational) could be submitted with a fee of Rs 250 by October 8. |

Sonepat, August 31 The arrested persons were identified as Rajesh, Narain, Sanjay and Amit. During search operations, the police recovered a revolver from the possession of Rajesh, who told the police that he was an employee in the RPF, and he possessed the service revolver, which he had taken from Ambala where he is posted. Amit had reportedly been involved in a criminal case and was released on bail recently. It is alleged that the arrested persons had threatened the eye-witnesses in a murder, which was committed on April 21, 2002, at Rohat village in the district. The latter had come to court on the date of hearing for giving their statements in the case. They were shown the revolver by Rajesh, who threatened them with dire consequences if they gave their statements against the accused Inder Singh, Amar and eight other persons. All eye-witnesses — Rajbir, Mahabir, Sati Dalbir, Mentap, Dalel and Dheeraj — who were threatened by Rajesh immediately informed the judge about threats given by Rajesh and others. The judge took note of the matter and reportedly informed the Superintendent of Police about it. The SP sent a police posse, which surrounded the court and started search operations. They took into custody the four persons and whisked them away to the police station for investigations. |
Man ‘poisoned’ by in-laws
Hisar, August 31 According to the police, Anil had married Anju around eight years ago. Following some dispute between them, Anju had come to her parents’ house a few weeks ago. Anil was recently called to Hisar by his in-laws. Anil was allegedly beaten up by his in-laws before being forced to consume poison. Anju’s uncle Kashmiri Lal got Anil admitted to a private hospital and informed his parents. Anil’s father Sadanand reached the hospital. He was reportedly told by his son that he had given lakhs of rupees to his in-laws. Anil said when he asked for the money, he was beaten up and forced to consume poison. Anil’s body has been handed over to his parents after postmortem. On the complaint of his father, the police has registered a case against Harish Ahuja and Krishna under Section 302 of the IPC. |

Are oil depots posing
a hazard? Ambala, August 31 Mr Vij has demanded that the oil depots must be shifted out of inhabited areas since the residents of Ambala Sadar face a grave danger. “The fire which broke out in the morning of August 3 at Government High School in Bakra Market clearly shows that there is inherent danger,” he says. Mr Vij says initially it was believed that the fire was a result of cylinder blast. “However, I later learnt that some petroleum products were being illegally stored in the vicinity and it had caught fire. Since flooding had taken place, the oil spill spread within the school compound. I dread to think what would have happened if the oil spill had been carried towards the oil depots due to the flood,” he said. He says it later came to light that illegal storage of petroleum products used to take place near the school, located close to an oil depot. “Following my efforts and intervention of Haryana Chief Minister an inquiry into the incident was initiated. An FIR has been lodged and a person has been nabbed.” Mr Vij says he has already demanded that the oil depots must be shifted out of the thickly populated areas. “I have raised this issue in the Assembly and have written several letters to the authorities concerned. Action must be taken by the state government and the Central Government keeping public safety in mind.” However, an IOC officer says all necessary fire-fighting measures are in place. “We hold regular fire-fighting exercises and the technology is well-maintained.” “The oil depots were established more than three decades back. At that time, it was on the outskirts of Ambala Sadar. Today, houses have come up close to the oil depots due to the expansion of the city. The growth of the city close to the oil depots should have been discouraged.” He says the Municipal Council, Ambala Sadar, is earning about Rs 15 lakh every month from the oil depots alone due to the movement of oil tankers. “We have already filed our reply to the notice served to us by the district administration. “In any case, it is not a simple task to move an oil depot.” Deputy Commissioner Ambala, Mr RP Gupta says that they have received a reply to the notices sent to the oil depots. “We are studying the replies. The lease of IOC depot is up to 2007. We have already directed them to maintain the highest standards of fire-fighting measures.”

BJP to go for it alone in next poll Chandigarh, August 31 Responding to a news item published in The Tribune today, Mr Surender Kaushik, media in charge of the Haryana BJP, said it had been already decided at a meeting in Delhi on July 18 that the BJP would not form an alliance with the HVP, INLD or any other political party in Haryana. The meeting was attended by Mr Venkaiah Naidu, national president of the BJP, Mr Kaushik said in a statement here. |

Life term for murder
Ambala, August 31 According to the prosecution the deceased Raj Kumar was employed there as a manager. On November 15, 2002, Sanjay asked the manager to give him details of his salary account. The manager asked him to come after some time as he was busy. Sanjay got agitated and attacked him with an axe. The manager sustained serious injuries in the attack. He was rushed to the Civil Hospital at Ambala Cantonment where he succumbed to his injuries. |
