New Delhi, August 31 All historical gurdwaras in the city will be decorated to mark the 400th Parkash Utsav celebrations. Mr Chandok also requested the President and Prime Minister Manmohan Singh to allot the committee 400 acres in lieu of the land that had been acquired by Britishers for constructing the President’s house and Parliament. The land, he said, would be utilised for starting a university. Mr Matharu added that the Prime Minister would inaugurate the Guru Granth Sahib Research Centre on September 2 at Gurdwara Rakab Ganj Sahib. The centre, he said, would be open to members of all religions. Besides this, an exhibition on Sikh history with the collaboration of the National Museum would also begin on September 2. Meanwhile, Punjab and Sind Bank CMD V. K. Chopra released a video on three Sikh historical events on the quad-centennial of Guru Granth Sahib. Sikh Virasat (Heritage) 2004, brought out by the International Council of Punjabis (ICP), contains historical background of the primary Sikh scripture. ICP chief Manjit Singh said the 42-minute CD also carried narratives on Guru Angad Dev, the second Guru whose 500th birth anniversary was celebrated earlier this year. The video also commemorates Baba Zorawar Singh and Baba Fateh Singh, sons of Guru Gobind Singh, ahead of the 300th anniversary in December of their martyrdom. The council planned to air the video on a satellite channel, said Mr Manjit Singh. In his remarks, Mr Chopra praised Sikhs as one of the most “enterprising” communities of the country. SGPC member H. P. Singh, ICP General Secretary Pushpinder Singh, Mr Dalvinder Singh of Ayur Group and several members of the Punjabi community were present at the video release here last evening. |

Four criminals held after shootout
New Delhi, August 31 According to the police, on August 24, Dr Amit Tyagi of Najafgarh, working as CMO in Police Training College, Jharoda Kalan, was going in his Alto car to pick up his wife from RTRM hospital, Jafrapur. When he reached near the temple on the Mitraon-Surakhpur road at about 8.30 pm, three motorcycle-borne boys, in their twenties, intercepted him and snatched the keys of the car and drove the car along with Amit Tyagi at the pistol point. They dropped Dr Tyagi and his two children near village Kair and escaped with car. A case has been registered with the local police station. During investigation, it was found that Ashok Pradhan of Haryana, who was allegedly involved in a number of heinous crimes, was last seen in the area. It was also revealed that another person Pawan Kumar was also absent from his house. Acting on a tip-off that the accused would visit the Najafgarh area on August 30, the police laid a trap in the area. At 9.30 p.m, one Alto car coming from Haryana was signaled to stop, but the occupants opened fire at the police party. Reacting to that, the police also fired two shots and overpowered them. The police recovered two country-made pistol and live cartridges from them. At that time, Ashok, Pradhan and Sanjeet were present in the car. At their instance, the police later arrested Tapan Yadav. The police also recovered one Alto car and one motorcycle from them.
Gang of robbers arrested
With the arrest of five suspects, the North district police of Delhi claims to have busted a gang of robbers today. The suspects have been identified as Vijay, Imran, Roshan Rai, Salim, Vishwajeet Singh. One country-made pistol with two live cartridges and two knives have been recovered from them. The suspects were arrested from Kashmere Gate where they assembled to rob businessman going from Delhi to Punjab, police said. The police also arrested a vehicle thief, Sanjeev Kumar, who originally belonged to Chandigarh. A motorcycle, stolen from Chandigarh, was recovered from him. He had been arrested from Partap Nagar Metro Railway Station. When he was signaled to stop by the policemen, he sped away from the spot, but later he was arrested. During interrogation, he disclosed that the vehicle was robbed from Sector 35 Chandigarh. He came
to Delhi on the same vehicle and had planned to dispose of the motorcycle to celebrate Rakshabandhan with his sister who resides at Andha Mughal, the police said. |
Centre hauled up for delay in court shifting
New Delhi, August 31 The Chief Justice observed that “they do not get additional votes by giving land for the court complex. But, they cry hoarse about the arrears in the trial court and the huge pendency of cases there,” he said, and wondered as to how the problem of arrears and pendency could be tackled without giving proper facilities to the courts. The Supreme Court was hearing a petition filed by the Delhi Bar Association and other lawyers bodies on the issue of shifting of trial courts from the Patiala House complex. Meanwhile, the Delhi Police filed an application seeking a direction for giving it more space in the court complex for lodging of under trial criminals brought from the Tihar Jail to attend trial court proceedings. It said that the existing space was too small to lodge under trial prisoners. The Supreme Court, noting that progress made in identification of a proper site for the court complex was unsatisfactory, directed the Centre to adopt a positive attitude in the matter and adjourned the hearing for six weeks, asking the bodies representing the lawyers to give their suggestion to the Delhi High Court. |
Late-night shopping postponed to Sept 15
New Delhi, August 31 The Finance and Urban Development Minister, Dr. A. K. Walia, had yesterday said the decision was aimed at boosting business in the Capital. Moreover, it would enable the working people in the Capital to shop late at night, as otherwise they find the market close by the time they reach their homes in the evening, he said. However, workers strongly opposed the government’s move to keep shops open till late at night. However, the Delhi Shops Workers Union accused the government of not taking into consideration the plight of the workers, who were already being exploited by the shop owners. There are no labour laws for shop employees, the union said. The employees are made to work even during lunchtime, it added. According to the union, the workers could earlier attend to their families on the weekly holiday and now with the new move, even that would be lost. Local markets like Krishna Nagar, Laxmi Nagar, Sarojini Nagar, Rajouri Garden, Greater Kailash and Karol Bagh have no working hours now and they mostly remain open till 10 P.M, according to the union. It said several markets such as Connaught Place had started working on Sundays in the name of shopping festivals. No labour laws are adhered to and the workers have to toil for seven days in a week without any compensation, it added. The union threatened to begin protests if the move to please shop owners and rich consumers at the cost of the lower middle class and the poor is implemented. |
Hospital awaits inauguration for
six years
New Delhi, August 31 The hospital was constructed at a cost of about Rs 1 crore during the financial year 1997–98 when Dr Harshvardhan was the Health Minister of Delhi to cater to healthcare needs of the area, specially a huge cluster population here. Now, the four-storeyed hospital is in a very deplorable condition. There is no electricity and water connection here. The building has started developing cracks. In the absence of night watch man, almost all the valuable things of the building, including doors, windows, furniture, instruments and other things have already been stolen. A guard is deployed here by the Health Ministry, but his duty is only in day shift. There is no alternate arrangement for night shift and during his weekly offs. Because of this, this building has also become a den of anti-social elements in the nights. When contacted, Dr Harshvardhan said, “The hospital is a victim of bad politics. When it was being constructed, charges of taking political mileage had been levelled against me as it falls in my constituency. Due to this reason, when Congress government came to power, it always deferred the inauguration dates.” But the present Health Minister of Delhi, Dr Yoganand Shastri, refuted this charge by saying the hospital would be inaugurated very soon. |
UP to give the stick to polluters in NCR dists
Noida, August 31 Similarly show-cause notices have been issued to 52 of 189 major hospitals in the state which have not taken steps to dispose of medical waste. According to Vinode Malhotra, Principal Secretary, Environment, UP, measures for pollution control in the four NCR districts—Meerut, Ghaziabad, Noida, Greater Noida and Bulandshahr—were considered in a meeting held in Noida today. The first issue taken up was the introduction of CNG in vehicles. Indraprastha Gas Ltd has been asked to set up 22 outlets, 11 each in Noida and Ghaziabad, for the supply of gas for vehicles in Noida, Greater Noida, Ghaziabad to begin with. Six units, Mr Malhotra said, will be installed in Noida, two in Greater Noida and three more later in this area. The Inderprastha Gas has agreed to install two units in Noida by December 31, 2004. The rest of the units will be installed within 12 to 14 months, he said. The petrol and diesel vehicles will gradually be weeded out and only the CNG vehicles will be legally registered. Twelve million cubic ft of CNG will be made available for this area gradually. Second, the industrial pollution where the Principal Secretary, Environment, highlighted the pollution caused by chemical, dying, textile industries and potteries in Khurja. Efforts are on to lay the infrastructure of pipelines for the industries. Meerut with 711 SPMs, Ghaziabad 479, Noida 370 SPMs, and Khurja with 1,500 SPMs, four times the normal level of SPM cause more pollution. Next was the air pollution and pollution caused by the domestic waste. In Noida, a new landfill site has been identified in Sector-122 and waste will no longer be dumped in Sector-62. About 5 lakh tonnes domestic waste is dumped daily in the area. As regards the medical waste generated by the hospitals, Mr Malhotra said notices to 52 of bigger hospitals have been sent. Segregation of medical waste is the first step. The hospitals have been asked to give a roadmap as to how they propose to deal with the problem of medical waste—segregation of bio-medical waste, instruments, syringes, bones, blood etc of patients.. After segregation, the agency will transport the medical waste in covered vehicles to the site where it will be incinerated, dumped underground or destroyed otherwise. The Principal Secretary, Environment, said that the institutions not complying with these norms and failing in their duty, could be punished with a five-year prison term and a daily penalty of Rs 5,000. Fourth, Mr Malhotra said, was the sewage treatment plants. Notices to all the municipal committees, nagar palikas have been issued, which have the primary responsibility to treat the sewage. An enlightened public can play a key role in pollution control. Let us all join hands to educate the common man, Mr Malhotra added. |
Court seeks
AG’s help on interviewing kids
New Delhi, August 31 A division Bench comprising Justice D K Jain and Justice S R Bhat said keeping in view the importance of the issue, they think it appropriate to request the Attorney General to assist this court in the matter. They further said that all bodies, individuals and schools interested in assisting the court in the matter may file their submissions in the form of affidavits within two weeks. The Bench, which had earlier issued notice to the HRD Ministry, would further take up the case on September 22. The court is seized of a petition filed by three parents challenging a single Bench judgement of the same court, which had on January 12, last year rejected the plea for banning interviewing of children and their parents. Petitioners’ counsel Ashok Agrawal, who has been seeking issuance of some interim guidelines on the issue, told the court that several schools have already put up banners inviting applications for admission to pre-primary classes. He sought a ban on interviewing children on the ground that it was arbitrary and violates their human rights. The practice, he said, violates the Fundamental Rights guaranteed under Article 14 (right to equality), Article 21 (right to life & liberty) and Article 21-A (right to education for children below 14) of the Constitution as also provisions of the Delhi School Education Act, 1973, he contended. |
Congress to pull out all the stops on SYL
Gurgaon, August 31 The decision to zero in on the SYL was taken at an informal meeting of the senior party leaders, a few days ago. The meeting took place at the office of Mr Hooda, who is the Chairman of House Committee of the Lok Sabha. Mr Hooda, considered to be the front-runner for the post of Chief Minister should the Congress bounce to power in Haryana, recently launched assembly level public meetings programme throughout the state. Some of the districts he has visited under the present campaign include Karnal, Rohtak, Bhiwani, Rohtak and Jhajhar. He is scheduled to address public meetings at Rajound (Jind) and Shahabad (Kurukshetra), respectively, on September 11 and 13. With the Haryana unit of the Congress in an upbeat mood after its virtual clean sweep in the state in the last parliamentary election—bagging nine out of 10 seats and giving a close fight to the BJP nominee in Sonepat—the party is in no mood to let the momentum slacken and allow its opponents to take the initiative, especially on such an emotive issue as the SYL.L. The Congress MPs from Haryana have already met Prime Minister Manmohan Singh and Mrs Sonia Gandhi in protest against the passage of the controversial Bill by the Punjab Assembly terminating the water-sharing agreements between the states, including Haryana. It was only after the meeting of the Congress MPs with the two senior leaders that the Centre directed the CPWD for completion of the construction works on SYL in keeping with the directive of the apex court. A senior Congress leader from Haryana summed up: “Our slate is clean. The opponents of Haryana Congress will have to eat a humble pie on the issue should they take on us.” |
Faridabad main roads to get a face-lift
Faridabad, August 31 Though the majority of the roads here have been damaged badly and require immediate repair, the state government has directed the Haryana Urban Development Authority (Huda) to take up the renovation work of some of the main stretches of the roads identified by the local administration immediately and complete it within the next three months. While it is stated that it was the first phase of such a work, the rest of the roads will be taken up for repair simultaneously, or later, depending upon the available funds. It is pointed out that some of the stretches of these roads will be made up of concrete, perhaps for the first time to ensure that they have a longer life. The issue of bad roads and poor infrastructure had come up during the interaction of the Chief Minister with the local industrialists at a programme held here recently. It is now announced that the Chief Minister will be here to inaugurate the road repair project next Thursday. Two of these roads are located in the industrial sectors of 22, 23, 24 and 25 and serve hundreds of industrial units. According to the authorities concerned, about 825 metres of the first road passing through sectors 22, 23 and 24 will be made up of concrete and the rest 1,050 metres will be laid with bitumen. The second main road in this series will be of sector 25, having a total length of about 2,800 metres. Of this, about 1,470 metres will be of concrete and the rest will be of bitumen. The total cost of these two roads will be around 3.52 crore. The third lucky passage is the 1.5-km-long Air Force road, which will cost about Rs 81 lakh. Huda will be spending about Rs 31.65 lakh on the renovation of the main road connecting Sector-15-A and 16–A here and providing passage to the government college. The NH-3 Road from the ESI Chowk to Masjid and the road connecting the Milk plant in Ballabhgarh town are the other roads that will be relaid with the cost of about Rs 66 and Rs 54.04 lakh respectively. The authorities have, however, not clarified about the funds of Rs 18 crore announced recently to repair the roads in the city, as it is known whether the budget of Rs 5.85 crore was a part of it or it was separate. It is also perhaps for the first time in the history of the district that the repair work of the roads will be inaugurated by the Chief Minister. He will also inaugurate a new teaching block constructed in the Government Post-Graduate College for Women in Sector-16 here. |
NSUI wooing voters through e-mails
New Delhi, August 31 “We have e-mail ids of students and also the cell phone numbers of close to 4,000 people and we are sending both mails and SMS to the students,” said spokesperson, Kuntal Krishna. The party’s manifesto along with catchy messages are being sent out through mails and SMS. “For a safe, secured, vibrant and happening campus … vote for NSUI,” reads one such SMS. Relying on the latest technology apart, parties are busy winding up the canvassing, doling out a goodies to woo voters as has become customary. “From movie tickets to T-shirts and pens, candidates are busy wooing voters,” said a party worker. Meanwhile, MP, Sajjan Kumar attended a meeting of students in Punjabi Bagh. The meeting was called in support of the DUSU polls. Stalwarts of the Congress party converged to express their solidarity with the students. Addressing the students, Oscar Fernandes recalled the role of NSUI in “the struggle for safeguarding educational interests of the students”. |

New Delhi, August 31 According to the police, on August 25, a call had been received by the control room that some persons were burying a youth after killing him. Subsequently, a police team reached the spot and recovered the body from there while two persons - Mohammed Aslam and Mohammed Sajid, were allegedly burying him. The post-mortem report revealed injuries on the testicles of the deceased. According to the police, Kamlesh Ram was working as a servant in their teashop. On August 25, both father and his son had beaten him till he succumbed to his injury. Thereafter, the duo was allegedly dumped the body. A case has been registered. |

New Delhi, August 31 The Delhi Shiv Sena chief, Mr Jai Bhagwan Goel, said that Mr Aiyer, by removing the plaque containing the quotes of Veer Savarkar from the Cellular Jail in Andamans and comparing him with Jinnah at a symposium in Mysore, had not only insulted the countrymen but all the great freedom fighters, whose immense contribution helped the country win Independence. He said that Veer Savarkar was a great freedom fighter, rationalist, thinker, social worker, poet and historian and even Mahatma Gandhi and Subhash Chandra Bose used to take his suggestions during the freedom struggle. His supreme sacrifice and incarceration for 27 years inspired thousands of countrymen to sacrifice their lives for the nation. The Shiv Sena leader said that it was unfortunate that the Left supported UPA government’s minister, Mr Aiyar and other Congress leaders, were pointing a finger at Mr Savarkar, which is nothing less than ‘’treason.’’ Charging Mr Aiyar with collecting money in support of the Chinese Army during the 1962 war, Mr Goel said that the Congress leadership was encouraging the attack on Savarkar by its “silent approval.” However, Mr Aiyar has denied both the allegations that he had compared Veer Savarkar with Mohammad Ali Jinnah or having collected money for the Chinese Army during the 1962 Sino-India war. Notwithstanding these denials, the Shiv Sena in its memorandum to the President, asked Dr Kalam to remove Mr Aiyar from his post. ‘’He should be arrested and sent to jail immediately,’’ the party demanded. |

Ghaziabad, August 31 The woman, her husband and lover were presented in the court of Dy DM. She was sent to Nari Niketan while husband and lover to jail for breach of peace in public. The woman, Chhoti, a resident of Hardoi village, was married to Umesh of Haryadpur three years ago. The couple shifted to Panipat as Umesh was employed in a cloth factory. She came in touch with another worker, Sanjay, a resident of Ramgarhi, Hapur. As Sanjay was a frequent visitor to Umesh’s house, he developed a liaison with Umesh’s wife. As a result, Sanjay eloped with Chhoti from Panipat on August 18. Umesh had looked for Chhoti everywhere. On August 29, he reached Sanjay’s house in Ramgarhi, Hapur, in search of his wife. Finding her there, Umesh told Sanjay to persuade her to return along with him. However, an altercation ensued between the two. The commotion attracted neighbours and the police were called. Even as the people suggested the woman to go with her husband, she refused. “You may hang me, but I shall not go with my husband,” the besotted woman said. The police then presented the trio to the Dy DM’s court who sent the woman to Nari Niketan and the men to jail. |
Six villagers injured in lathi-charge
Ghaziabad, August 31 The police took some people in custody later and tried to start the buses. The stone-pelting villagers alleged that the police were in league with the private bus operators. Thousands of villagers had taken part in the gherao and blockade. A police circle officer (DSP) who jumped from a wall to save himself from the mob, reportedly fractured his foot. The staff officer of the police station was also allegedly beaten up by the unruly crowd. In view of the tension in the village, the police and PAC have been deployed. The private bus operators had again tried to start their buses which was opposed by Mudafra villagers. C.O. Umed Singh and S.O. Babugarh reached Mudafra and had to resort to lathi-charge on the villagers. The lathi-charge had further angered the villagers who started pelting the policemen and the buses with stones. Later, villagers of Gohra also joined the mob and tried to stop the buses from plying. Soon thousands of villagers, including women had gheraoed the Mudafra police post, raising slogans against the police. Police force had to be called in from Hafizpur, Garh Mukteshwar and Hapur police stations. People alleged that the police were in league with the private bus operators. |
Cops keeping tabs on your numberplates
New Delhi, August 31 The Delhi Traffic Police have prosecuted as many as 3,023 two-wheelers in just seven days from August 24 to 30. All of those who have been prosecuted so far had fitted fancy numberplates with fancy registration numbers. Not only this, they also fitted fancy lights on the number plates to give their two-wheeler a sparkling look. The police officials said that either the numbers were written with small alphabets, numerals or their registration number plates were bent intentionally to avoid the cops. The police said that the registration number should be written in a specified manner and that should be followed otherwise it attracts prosecution under the Motor Vehicle Act. The police said that all the registration number plates should be of one-mm aluminium sheet rounded from corners and the plate size should also be of big size as specified in the rules. The traffic police have provided special arrangements for the convenience of the public. |
