Bank manager stabbed to death
Shimla, August 31
Mr S.K. Dhingra, officiating branch manager of the Kalbog branch of the State Bank of India was murdered last night. His body was found this morning in his house in the upper storey of the building in which the branch is housed.

Clarification on holiday today

3 youths killed in road accident
Kangra, August 31
Three youths were killed on the spot on the Pathnakot-Mandi highway, near Nagrota Bagwan, in this subdivision this afternoon when the scooter they were riding collided with a Himachal Pradesh Road Transport Corporation bus coming, the police said here today.

Larji project to start in January

The Irrigation and Public Health Minister, Thakur Kaul Singh, has said the first unit of the 126 MW Larji project in Mandi district will become functional by January 2005. The state will earn from the project Rs 150 crore every year.

Parchu: govt may send team to China

Shimla, August 31
The Government of India could consider sending a high-level delegation to China to find a permanent solution to the flood threat, even as the water level in the natural lake formed in Tibet due to the blockage of Parchu, a tributary of the Sutlej, by landslides has started receding.

According to the Chinese authorities, the water level has receded by 2 metres over the past one week, a definite indication that the outflow has exceeded the inflow. There has been a marginal decrease in the discharge which has come down to 27.6 cumecs, but the inflow has been reduced drastically.

There has been no change in the surface area of the lake, which has been static at around 193 hectares, for the past fortnight. The Chinese authorities have also informed the lake could start freezing over the next one week further reducing the possibility of the blockage, giving way suddenly.

The situation was reviewed by the Union Cabinet Secretary at a high-level meeting in Delhi yesterday in the light of the latest information. The experts of the Central Water Commission also maintained, the chances of failure of the dam formed by landslides were negligible during the winter.

However, they were concerned about the next summer when the inflow would increase due to melting of glaciers. The water level would start rising again and the flood threat would be revived. Something would have to be done before the next summer, to ensure that there is no impounding of water. According to sources, a proposal to send a high-level delegation to China to impress upon the concerned authorities the need to take some effective action to overcome the flood threat was also discussed.

In the meeting, the officials decided to continue with the red alert for another week.

The Army and the rescue teams of the Indo-Tibetan Border Police will remain in position for seven more days, the hydro-electric projects will function normally. People living in the danger zone will be allowed to go home in areas where a reliable and efficient flood warning system is working.

60 hurt as bus falls into gorge

Palampur, August 31
At least 60 persons were injured, 10 of them seriously, when an overloaded private bus met with an accident at Mehanja, 10 km from here, this morning. According to information, over 70 persons were travelling in the ill-fated bus (HP-40-5182), which was on its way from Baijnath to Dharamsala. When the bus reached near Mehanja village, the driver of the bus failed to negotiate a sharp bend, making it roll down 50 feet into a ditch.

Hundreds of villagers reached the spot and started relief and rescue operations. A number of passengers trapped in the bus were rescued with great difficulty and brought to the roadside.

SDM K.C. Chaman and DSP Sanjiv Gandhi reached the spot along with a team of medical officers. Two ambulances were pressed into service to shift the passengers to different hospitals. The injured were removed to the local Civil Hospital, where the conditions of 10 injured passengers was stated to be serious.

Mr B.B.L. Butial, local MLA, also visited the hospital and provided cash assistance to the injured passengers.

A case under Sections 279, 184 and 379 of the IPC has been registered against the driver of the bus.

Dharna by CPM activists

Kulu, August 31
More than 100 activists of the CPM sat on dharna before the Deputy Commissioner’s office here today in protest against the policies of the Union and state governments.

Mr Prem Gautam, general secretary of the district unit, here said that the Himachal Pradesh Government had dodged the people of the state by signing the MoU with the Union Government. He said the farmers would be deprived of the benefits given to them for their crops under this agreement. He also demanded that the state government should stop harassing farmers for removing encroachments.

Mr Gautam demanded that the forest Act should be amended and provisions to allot forest land to the poor farmers be restored. He said that the Union Government should immediately implement the common minimum programme and the important public undertakings should not be privatised.

Cong govts discriminate against merged areas: Parmar

The senior-vice-president of the Himachal Pradesh BJP and MP, Mr Kirpal Parmar, yesterday alleged that the merged areas of the state had always experienced a stepmotherly treatment whenever a Congress government came into power in the state.

Addressing mediapersons here, Mr Parmar said the Virbhadra Singh government had been focussing on a few Assembly segments only for development purposes at the cost of the merged areas.

“The government has enhanced the support price of apples but ignored the interests of mango and citrus growers of the merged areas, ” he added.

He warned the Chief Minister against practising regional discrimination in the state.

Commenting on the performance of the UPA government, led by Dr Manmohan Singh, Mr Parmar said the AICC chief, Mrs Sonia Gandhi, who had declined the post of the Prime Minister when the UPA government came to power, had been functioning as the super Prime Minister.

Mr Parmar said Ms Uma Bharti, former Chief Minister of Madhya Pradesh, had committed no crime by unfurling the National Flag in Hubli 10 years ago.

Primary teachers on contract to be regularised

Shimla, August 31
The Himachal Government has decided to regularise all primary contract teachers, who have completed eight years of service on August 31, 2004, from September 1, 2004.

This was announced by the Chief Minister Mr Virbhadra Singh, while addressing the state-level convention of the Primary Contract Teachers Association, here today. He said this decision of the government would benefit about 614 teachers in the first phase and the rest would be regularised in a phased manner. He also announced that JBT certificates would be granted to all primary school teachers on completion of five-year of service. The Education Department would finalise the modalities in this regard.

The Chief Minister said the state had 2,664 contract teachers, out of whom 614 had completed the term of eight years. The process of regularisation would continue in future as well, till the eligible teachers were regularised. He said all genuine grievances of employees were being redressed with mutual consultations and discussions.

Mr Virbhadra Singh further said the government had carried out an exercise to rationalise the posting of staff to ensure that atleast two teachers were available in a school. Schools in the remote and inaccessible areas of the state had one teacher or para teacher which was inadequate. Accordingly, it was decided to post teachers from school with surplus staff to the ones which lacked adequate staff.

Mr Virbhadra Singh added the process for selection of candidates for JBT course was nearing completion and the government had decided to give additional weightage to the candidates who had passed atleast two out of four examinations from educational institutions in the rural areas. This would benefit the rural candidates immensely and would be helpful in maintaining the population ratio of 92:8 in rural and urban areas.

He said the state had a network of over 14,000 educational institutions, out of which 714 were opened in the past one year. The need based expansion of the education institutions would continue while emphasis would be on the consolidation of educational activities in the state.

The Himachal Government today promoted three Superintending Engineers in the Public Works Department to the rank of Chief Engineers to fill the vacancies arising due to the retirement of the present incumbents.

Mr Raj Kumar Sharma, Superintending Engineer, Hamirpur Circle, takes over as Chief Engineer, Central Zone, Mandi, in place of Mr N.K. Sharma, who retired today.

Mr Y.L. Sharma, Superintending Engineer (Arbitration), Solan, has been promoted and posted as Chief Engineer, National Highways, against the post falling vacant due to the retirement of Mr Satish Sagar.

Mr Dinesh Kaushal, Superintending Engineer, Dalhousie Circle, will be the new Chief Engineer, Design, in place of Mr R.K. Gupta, the third engineer to retire today.

BJP leaders hold dharna outside Raj Bhavan

Led by former Chief Minister P.K. Dhumal, BJP leaders today submitted a memorandum to the Governor demanding immediate release of Uma Bharti and withdrawal of a case against her.

The BJP leaders, including State BJP chief Suresh Bhardwaj, Mr Jai Ram Thakur, MLA, and state BJP spokesperson Randhir Sharma, have urged the President, Mr A.P.J. Abdul Kalam, in the memorandum to direct the UPA and Karnataka Government to withdraw the case against Ms Bharti and ensure her release.

Accusing the Congress of political vendetta, they also demanded the restoration of the plaque of Veer Savarkar and the expulsion of tainted ministers from the Manmohan Singh government.

“The ill-intentions of the Congress have been fully exposed from the fact that despite the decision of the S.M. Krishna government to withdraw the case against Ms Bharti two years ago, it was reopened,” said Mr Dhumal. The BJP leaders sat on a dharna outside the Raj Bhavan and raised anti-government slogans.

Mr Bhardwaj demanded that the Petroleum Minister, Mr Mani Shankar Aiyyar, should take back his words against Veer Savarkar and tender an unqualified apology.

“The tainted ministers in the UPA government should resign, following a fine example set by Ms Bharti, who resigned the moment non-bailable warrants were issued against her,” said Mr Bhardwaj.

The Hamirpur Deputy Commissioner, Mr Devesh Kumar, today stressed the need for the preservation of old postal stamps, as this hobby provided information about the history and culture of various countries.

Addressing a seminar on Philately, organised by the Department of Posts here today, he urged Philatelist and the students to be aware of the new postal stamps issued by the department from time to time.

He said Philately is a delightful hobby that sharpens and satisfies ones aesthetic tastes. While expanding ones knowledge, it also widens ones horizon in every field.

The process of learning becomes more interesting through visuals and brief write-ups. In addition, it cultivates a meticulous and focused attention.

He appreciated the department for promoting small savings movement in the district, as a result the district was ranked at the top not only among states but in India in the field of per capita savings.

R.S. Verma Senior Superintendent of Post Offices on this occasion informed that first postage ticket was issued in the United Kingdom on May 6, 1840. As for India, its first ticket was issued on October1, 1854.

He said that two postal stamps in the memory of Late General Zorabar Singh and freedom fighter Yash Pal had been released by the Department during the past two years. They both hailed from here.

Bank manager stabbed to death

Shimla, August 31
Mr S.K. Dhingra, officiating branch manager of the Kalbog branch of the State Bank of India was murdered last night. His body was found this morning in his house in the upper storey of the building in which the branch is housed. According to the police, the deceased, who belongs to Haryana, was stabbed repeatedly. The assailants also suffered injuries as bloodstains could be seen up to some distance from the house.

It was a planned act and the real target appeared to be the manager, Mr S.C. Gupta, who is very strict in recovering loans. Mr Gupta and Mr Dhingra shared the accommodation. Mr Gupta was on leave and thus escaped the attack.

The assailants took out a number of fuses from the local transformer to switch off light before entering the house. The window of the room in which the body was found was open indicating that the culprits jumped out after committing the crime. Mr Jog Raj Thakur, district police chief, visited the house to guide investigations.

In another case, a woman of a village of Rohru has lodged an FIR with the local police station that she was raped by Prithvi Raj, alias Raju. The police has arreted the suspect and sent the woman for a medical examination.

2-year term for carrying charas

The Additional Sessions Judge, Mr Sureshwar Thakur, today convicted Nakul, son of Mr Ganga Ram, a resident of Labag, Nepal and sentenced him to two-year imprisonment and fined him Rs 40,000 under Section 20 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act. If the convict fails to pay the fine, he will undergo jail for another six months, the judge ruled.

Announcing the judgement today, the judge ruled that after examining all evidence on records, the accused was found in the “conscious possession of a bag containing 500 gm of charas” while he was travelling in a private bus.

The case was registered by Pandoh police post in Mandi district on April 6, 2003.

3 youths killed in road accident

Kangra, August 31
Three youths were killed on the spot on the Pathnakot-Mandi highway, near Nagrota Bagwan, in this subdivision this afternoon when the scooter they were riding collided with a Himachal Pradesh Road Transport Corporation bus coming, the police said here today.

Police sources said that three youths, Bobby, alias Rajesh, (24), Annu (19) and Vivek (24), all residents of Nagrota Bagwan, were on the way to Nagrota Bagwan on a scooter (HP-39-1652) from Kangra when the accident took place. ASI Jagdesh Ram, investigating officer, said that the youths tried to overtake a car, 4 km short of Nagrota Bagwan, and collided with an HRTC bus (HP-38-A-3520). He said that all the three youths were crushed to death. Two of the deceased were businessmen of Nagrota Bagwan.

The bus was on its way to Pathankot from Kulu. The police has registered a case. The driver of the bus has absconded.

Larji project to start in January

The Irrigation and Public Health Minister, Thakur Kaul Singh, has said the first unit of the 126 MW Larji project in Mandi district will become functional by January 2005. The state will earn from the project Rs 150 crore every year.

Mr Singh triggered off the last blast of the 3-km-long traffic tunnel that will link the submerged 3-km-long-stretch of the National Highway-21 between Aut and Thalot at Aut, about 35 km from here, yesterday evening. He said the 4.26-km-long main tunnel of the project was the longest and widest in Asia and its work was almost complete. The traffic tunnel had cost Rs 30 crore and would open for traffic soon, he added.

The HP State Electricity Board is executing the project.
