Punjab releasing less water into Bhakra canal: Haryana

Haryana has accused Punjab of releasing water in the Bhakra system less than its entitlement. The Haryana Irrigation authorities have also impressed upon the Bhakra Beas Management Board (BBMB) authorities to check the misutilisation of the inter-state canal system, especially the Bhakra system, by playing a more proactive role in the maintenance, regulation and actual release of water in the Bhakra Main Line Canal and the Narwana branch of the Bhakra system as these pass through the Punjab territory.

25 sarpanches submit resignation letters

As many as 25 sarpanches of Sampla block in this district submitted their resignations to the Indian National Lok Dal legislator Balwant Singh Maina this evening in protest against the imposition of fine on their panchayats by the Irrigation Department and the alleged indifference of the district administration.

Punjab releasing less water into Bhakra canal: Haryana

Haryana has accused Punjab of releasing water in the Bhakra system less than its entitlement. The Haryana Irrigation authorities have also impressed upon the Bhakra Beas Management Board (BBMB) authorities to check the misutilisation of the inter-state canal system, especially the Bhakra system, by playing a more proactive role in the maintenance, regulation and actual release of water in the Bhakra Main Line Canal and the Narwana branch of the Bhakra system as these pass through the Punjab territory.

In a statement issued here today, a spokesman of the Haryana Irrigation Department said Haryana had been protesting, even in the past, against the short release of water through the Bhakra system at Haryana contact point against its entitlement. Haryana had also been urging the BBMB to reconcile monthly water accounts and supervise the actual passage of water through its own officers to ensure fair operations of the inter-state system.

He said the recent man-made cuts at six locations in the Narwana branch in the Punjab territory and diversion of flood waters to Haryana through this canal had further increased the need for the BBMB to ensure that the inter-state system, especially the Bhakra system, was not misutilised in future.

He pointed out that the Haryana Irrigation Department had released about Rs 20 crore to its counterpart in Punjab during the past decade to repair and restore the full capacity of the Bhakra Main Line and the Narwana branch in the Punjab territory to 6772 cusecs and 4022 cusecs, respectively, at the Haryana contact point.

This, he said, had not been done to the required extent. He also pointed out that Haryana had not been given the utilisation certificate and audited account figures despite repeated requests. He said Haryana had been receiving 400 cusecs to 500 cusecs short water supply daily during the past month despite its reduced indent after the breach in the Narwana branch.

25 sarpanches submit resignation letters

Rohtak, September 5
As many as 25 sarpanches of Sampla block in this district submitted their resignations to the Indian National Lok Dal legislator Balwant Singh Maina this evening in protest against the imposition of fine on their panchayats by the Irrigation Department and the alleged indifference of the district administration.

According to reports received here, the sarpanches had earlier in the day decided to resign if the dispute was not resolved within a week but later they summoned Mr Maina and handed over the resignations to him.

Mr Maina, in turn, summoned senior officers and asked them to resolve the issue on the spot. On being assured that they would be treated properly and the issue would be resolved amicably, the sarpanches relented.

The fine was imposed as the panchayats had taken more time than allotted to fill the village ponds. The sarpanches said the fine was so heavy that the panchayats were in no position to pay the amount and that the authorities were harassing them for the recovery of the fine.

Hooda for Assembly poll before panchayat elections

Congress MP Bhupender Singh Hooda has demanded that the Assembly elections in Haryana be conducted before the panchayat poll.

Addressing mediapersons here last evening, Mr Hooda asserted that the Congress was prepared for the Assembly poll and the state government move to conduct panchayat elections prior to schedule would not have any effect on the party's prospects.

Mr Hooda said the one-point agenda of his party as well as the public was to oust Chief Minister Om Prakash Chautala and claimed that the INLD would be wiped out in the next Assembly elections. He maintained that the Lok Sabha poll had indicated the mood of the voters.

State awards for 6 Haryana teachers

Today India ranks third in the world with its largest technical and scientific manpower, which would take country’s economy to the third place after China and the USA in 2050.

This was stated by the Haryana Governor, Dr. A.R.Kidwai, who was speaking after giving away State Awards to six teachers for their outstanding performance, at a state level Teachers’ Day function organised to mark the birthday of the former President, Dr. Radhakrishnan, here today.

The six teachers who were honoured by the Governor were Mr Gopal Krishan, Head Teacher, Government Primary School, Rania in Sirsa district; Mr.Krishan Chander, Science Teacher at Government High School, Khanpur Khurd in Sonepat district; Mr Prem Singh, science teacher at Government Senior Secondary School, Pahari in Bhiwani district; Mr.Rajpal Nain, Sanskrit Lecturer, Government Senior Secondary School, Hisar; Mr Ishwar Chander, Hindi lecturer at Government Senior Secondary School, Chhichdana in Sonepat district; and Mrs.Prem Lata Rathi, Hindi lecturer at Government Girls Senior Secondary School, Model Town, Rohtak.

Each award comprised Rs.5000 in cash, a silver medal, a shawl, a certificate and two increments for five years and also extension in service for two years.

Dr. Kidwai said it was because of the institutes of technology and higher studies, of the level of those in the USA, China and England which had been set up in our country, that the nation now had the third largest technical and scientific manpower. Indian scientists, teachers, engineers and technical experts were in great demand all over the world and it was a matter of great pride that there was hardly any educational institution in the world where Indian scientists and teachers were not working.

He called upon the teachers to discharge their duty with sincerity so as to impart quality education to the students to make them competent enough to meet future challenges diligently.

Among others who spoke on the occasion included the Haryana Minister of State for Education, Mr. Bahadur Singh, and the Financial Commissioner and Principal Secretary, Education, Mr. M.L.Tayal.

NGO starts mop-up drive at hospital

In a gesture of gratitude to society, a band of volunteers has started a mop-up drive in the local Civil Hospital. This morning, a team of volunteers of Shri Satya Sai Sewa Organisation reached the hospital to offer its service on a weekly basis. The lone government hospital of the district is ill-maintained and its corridors and rooms stink.

The members of the NGO did not want to mention their names and the organisation they belong to due their faith in a particular sect, but after much persuasion they disclosed the motive of their services. “This is our offering to society as a gesture of gratitude. Since the hospital remains unclean due to certain reasons we have vowed to take care of it with resources available with us,” says a volunteer.

The team comprising more than a dozen “workers” today reached the hospital carrying buckets full of detergent water and brooms. The volunteers started with the main entrance near the emergency and moped up floor. They cleaned walls of the corridor defaced with betel spits manually. The medical team lauded the efforts of the NGO. A doctor present on the spot informed TNS that stench from the toilet near the main gate made passage difficult for patients but with the efforts by the NGO things have become better.

The team comprised of men and women from affluent families of the town cleaned the toilet and hospital surroundings. The NGO had decided to visit the hospital every Sunday and mop it up, said Mr Azad Singh, a volunteer.

A senior medical professional at the hospital, who was impressed by the efforts of the NGO, criticised the hospital authorities for not taking care of the cleanliness in the hospital.

Preliminary publication of the voters’ lists of all the three assembly constituencies in Panipat district will be done by September 15, the District Returning Officer (DRO), Mr Anurag Rastogi, said in a press note here today.

The DRO further said that objections and claims could be filed on any working day between September 15 and October 15 at election centres, tehsil and municipal offices. He appealed to all the eligible voters to have a look at the voters’ list and file their objections and claims, if any.

Bureaucracy indifferent to public, says CPM

The Haryana CPM today alleged that the bureaucracy in the state had become indifferent to the public because of the patronising attitude of the Chautala government.

Addressing a press conference here, Mr Hannan Mollah, MP and member of the national secretariat of the party, and Mr Inderjeet Singh, secretary of the Haryana unit of the CPM, said since the bureaucracy was not accountable to the public, it was serving only its political patrons rather than the public.

They said this had led to unprecedented corruption in the government since the politicians in power were shielding corrupt elements in the bureaucracy. The public continued to suffer, while the nexus between the politicians and the bureaucracy flourished.

Answering a question, Mr Mollah said the Bharatiya Janata Party had no right to comment on tainted ministers in the Manmohan Singh Cabinet since it had the maximum number of tainted MPs. He said the only solution to the problem was not to allow bad elements to get elected in the first place.

The two leaders also accused the BJP of adopting double standards on the SYL issue in Punjab and Haryana. They wanted it to clarify its stand on the issue.

Lecture organised on Teachers Day

The Literary Society of Chaudhary Charan Singh Haryana Agricultural University here organised a lecture to mark the Teachers' Day celebrations today. Prof P.V. Indiresan, a former Director of the IIT, Chennai, and Dr R.C.Saxena, Chairman, Neem Foundation, were the keynote speakers on this occasion.

Prof Indiresan, a recipient of the Padma Bhushan, made a presentation on provision of urban amenities in rural areas, a scheme developed by him. The scheme is being considered for implementation in Tamil Nadu.

Dr Saxena delivered a lecture on neem and sustainable development. He asserted that a neem-based economy could make new ways for the economic revival of rural India. The Director (Research) of the university, Dr B.S. Dahiya, presided over the function, which was organised by Dr Jagveer Rawat, president of the society.

Dreaded criminal arrested

The district police has arrested Surinder Geong, a dreaded criminal, along with other members of his gang.

Surinder was allegedly involved in number of cases of murder, looting, kidnapping and extortion, including the murder of Parma Nand Goel, a local journalist. The arrested persons were produced in the court of Ms Bhawna Jain, Judicial Magistrate First Class, here, who remanded them in police custody till September 12.

Giving this information to mediapersons here this evening, the SP, Mr Ranbir Sharma, said the criminal was on the "hot list” of the police. He said Surinder had shot Kaithal-based journalist Parma Nand Goel outside his house on September 18, 2003. His accomplices in this case had been arrested earlier.

During interrogation, the suspect had confessed to the murder of Kishan Pehalwan near the bus stop here in March 2004 and the kidnapping of Vipin, a son of a Kaithal brick-kiln owner, on June 14 this year among other crimes.

The police had sent teams to Delhi and other places to nab the gang members. Through mobile phones used by the gang and with the help of the Delhi crime police, it succeeded in apprehending Surinder Geong, Balwant, a resident of Kaithal, Umesh, a resident of Professor Colony, Kurukshetra, and Anil Kumar, of Gurana village in Bagpat district, on September 1 from Delhi and brought them here last evening.

Bandh against killing of brick-kiln owner

Rohtak, September 5
A bandh was observed in Kalanaur town, near here, today in protest against the failure of the police to arrest the killers of a brick-kiln owner and the police cane charge on a mob yesterday.

The bandh call was given by several local business and traders’ organisations.

While most business and commercial establishments were closed today being a Sunday, most of the shops which usually remain open even on holidays were closed.

The residents have been restive since Thursday when a brick-kiln owner, Krishan Lal Chaba, succumbed to his gun injuries sustained about two weeks earlier. Yesterday a large crowd blocked traffic on the main road for over four hours demanding immediate arrest of the killers. The police had to use force to disperse it and open the road to traffic.

The Deputy Commissioner, Mr Ashok Yadav, and the Superintendent of Police, Mr P.S. Ahlawat, visited the town and met leaders of different organisations. Leaders of these organisations sought suspension of the SHO and transfer of the DSP of Meham.

No untoward incident was reported from anywhere in the town.

Govt neglected draining out of rain water: HVP

In a statement issued here yesterday, HVP district president Satpal Sangwan alleged that several villages of Mundhal like Mundhal Kalan, Mundhal Khurd, Dhanana, Jatai, Badesara, Ghuskani, Mitathal, Bond Khurd, Bond Kalan and Chang were submerged in water despite the fact that the rains had occurred a fortnight ago. Houses and fields in these villages were submerged under two to 3 feet of water even today, he said, adding that the main road leading to Jind near Dhanan village was submerged under four-feet of water.

Mr Sangwan said there was a scarcity of drinking water in these villages and epidemic threat was looming large due to stagnant water there.

Man hit by canter, dies

Ambala, September 5
A resident of Ambala city was killed in an accident on the GT road near Manji Sahib Gurdwara this morning.

According to police information, Krishan Lal was crossing the road when he was hit by a canter. Krishan died on the spot.

The canter driver managed to flee from the site along with his vehicle. The police has registered a case. The police handed over the body to his relatives after a post-mortem examination.
