Marital wear and tear does not imply cruelty: Court

The Delhi High Court has held that inference of cruelty could be drawn from a cumulative effect of the acts and circumstances of a particular case. The court ruled this while dealing with a case in which the wife had sought to set aside the divorce granted by the trial court.

Hearing the wife’s plea, Justice Madan Lokur said that merely because the marriage has irretrievably broken down due to the passage of time spent in courts, it would not be legally correct to dissolve the marriage.

The Justice held that on the basis of various Supreme Court judgments, it could be said that for the conduct of a spouse to amount to cruelty, it should be such as to make it virtually impossible for the other spouse to enjoy a healthy and normal life.

“Cruelty can be said to be an act committed with the intention to cause sufferings to the opposite party. Austerity of temper, rudeness of language, occasional outburst of anger, may not amount to cruelty though it may amount to misconduct.”

Moreover, one has to look at the overall conduct of the parties, and take their sensitivities and sensibilities into account. Even an act or two may amount to cruelty if it results in an apprehension of a spouse that it is not possible to maintain a conducive matrimonial home, the judge said.

Cruelty would mean conduct that makes it impossible for one party to live with another. Cruelty should be of such a nature as to make it injurious or harmful for one spouse to live with the other. The Apex Court, however, has emphasised the need to distinguish it from the normal wear and tear of matrimonial life, the court said.

Though a few incidents could not form the basis of cruelty, it also did not depend on numerical counts or had to remain for some period of time even accusations made on a letter could amount to cruelty, it added.

Lawyers to abstain from work today

The advocates of Delhi High Court and subordinate courts will abstain from work tomorrow to protest against Friday’s police crackdown on lawyers in Lucknow. This was decided at a meeting of the Co-ordination Committee of the Subordinate Courts’ Bar with the members of the Delhi High Court Bar Association (DHCBA) Executive Committee last evening, a DHCBA release said.

The meeting passed a resolution condemning the “brutality and the high-handedness” of the Lucknow police in dealing with the agitated lawyers and demanded “immediate penal action against the erring police officials and the District Magistrate”.

The DHBA felt that the probe ordered by a retired judge was not the solution “as the earlier reports indicting the guilty officers involved in similar acts are still lying in the coffers of the government without any effective action”.

It urged Chief Justice of India Justice R.C. Lahoti to take suo motu action and issue notices to all concerned. The DHCBA members “shall also skip the day’s meal on Monday and all canteens, eating places, including the kiosks in the High Court compound, shall remain closed for the day”, it said.

Yesterday advocates of the lower courts at Patiala House, Tis Hazari and Karkardooma boycotted all judicial work to protest what they called “human rights violations committed by the police in Lucknow”.

About 40 people were injured in clashes between advocates and police in Lucknow on Friday after the car of former Avadh Bar Association president L. P. Misra was hit by another vehicle during checking. The police resorted to lathi-charge as cops on duty were allegedly manhandled.

Priest held for arms supply, cartridges seized

Noida, September 5
A temple priest has been arrested here for supplying arms. A revolver and some cartridges were seized from him by the Sector-20 police.

The police are looking for his companion, who is an employee of a private company.

He is said to be the vital link in the racket and used to help the priest of Jain temple in Sector-27 for disposing of the revolvers.

According to S.P. City A.K.Jain, the police had received a tip-off that the priest Manoj was engaged in the illegal arms trade. He has been arrested from the temple premises in a police raid and one .315-bore revolver was recovered from his room, Mr Jain said. The priest belongs to Kankar Khera area of Meerut. He told the police that he used to bring the revolvers from Meerut for sale with the help of a friend who is employed in a private company in Noida.

The S.P. City said the police are investigating other activities of the ‘godman’.

Development on paper only in Dadri villages!

An appalling bungle worth lakhs of rupees for development in villages of Dadri Tehsil has come to light. All the development works with the funds of the MLA/MP were done only on paper, it is learnt.

Payments amounting to Rs 50 lakh have allegedly been released.

With the bungle out in the open, District Magistrate Santosh Yadav has ordered an inquiry which will be conducted by a three- member team.

A sum of Rs 12 lakh has been paid for repair of roads, parks and for many other on-going development works in Dadri town from the MP’s fund, while the roads and parks continue to be in bad repair.

The work is said to be complete but only on paper, with each stone fixed there surprisingly shown to be priced at Rs 50,000. The payment for this is also said to have been released. Works in Rupwas, Manjori villages and 12 other places have come to light in which a bungle amounting to Rs 50 lakh has been alleged.

Ironically, not a single paise worth of work has been done, the sources disclosed. The file however was complete.

Dadri SDM Yoginder Yadav brought the matter to the notice of the District Magistrate who has ordered an inquiry into the whole matter.

SDMs J.B. Singh, and Rajiv Gupta and District Development Officer Tej Pal Singh are members of the inquiry committee.

Most of the departmental officials are suspected to have a hand in the fraud.

Main accused in Pushkin case arrested

The Delhi Police have finally caught the fourth and the main accused Moti, alias Mohit, in the Pushkin murder case. A team of the Delhi Police arrested him in a village near Indo-Nepal border.

Moti and another accused Rajesh were the two persons who had allegedly stabbed to death Pushkin Chander and his friend Kuldeep on August 13. While Rajesh had already been arrested by the police, Moti was evading arrest since then.

During a search, the police learnt that Moti was hiding in a village in Uttar Pradesh near the Indo-Nepal border. He was being brought back to Delhi and would be interrogated, the police said.

The police had earlier attested three persons for the murder of Pushkin and Kuldeep. The three were Rajesh, a taxi driver, Praveen Kumar and his father Jai Kishor.

Praveen Kumar and his father Jai Kishore had been arrested for harbouring the killers and for concealing stolen property.

Auto-lifters held

The North district police claims to have arrested three persons who were allegedly involved in vehicle thefts in the area. The accused have been identified as Bineet Singh , Ashraf Alam and Raju Dass.

On September 3, the police got a tip-off that two auto-lifters — Raju Dass, alias Bineet, and Ashraf — would go to Mayapuri to sell a Santro car and, accordingly, the sleuth laid a trap near Sarai Rohilla. Later, they were arrested.

During interrogation, they revealed that the car had been stolen from the NDMC parking of Barakhamba Road in Connaught Place on September 2.

Meanwhile, the special staff of New Delhi district have arrested two persons for carrying smack. The accused have been identified as Mahesh Pal and Munna Lal. The police have recovered 1.15 kilogram smack from them. The police had got a tip-off that the duo would visit the area to deliver the smack to their counterpart in Paharganj.

Chairman ‘flip-flops’ on power workers’ demands

The All Haryana Power Corporation Workers Union (AHPCWU) has charged the Chairman of the Power Utilities of Haryana with backtracking on his decision to implement their demands.

The Chairman of the Power Utilities in a meeting held on May 21 had accepted several demands, but the majority of them were still to be implemented, the union has alleged.

The authorities had still been transferring the staff on political grounds and getting the work done through the contractor system despite poor results witnessed by the power department and growing resentment of the consumers.

The union which held a protest meeting outside the department’s office here on Friday, submitted a memorandum to the Chairman, through the local officials.

According to a union spokesperson, several protest meetings were held in the district and the state on Friday and all the technical and non-technical staff at the various sub-divisions took part in these meetings.

He claimed that the Chairman of the Power Utilities in a meeting held in May had accepted several demands, but the majority of them were still to be implemented.

The demands which had been accepted included a job in the department to the kin of the employees who lose their lives on duty, promotion to certain grades, regularisation of all the part-time employees after getting their posts sanctioned, withdrawing the ‘bogus’ chargesheets against the staff, ending the ‘forced retirement’ policy and stopping the transfers of the employees on political grounds.

Meanwhile, the Haryana Tourism Employees Union, affiliated to the Sarva Karamchari Sangh, Haryana, has called off its agitation regarding their demand for suspension of the principal of the Food Craft Institute here.

A leader of the union claimed that the official had apologised in writing to the staff for slapping an employee recently. He said the managing director of the Haryana Tourism had personally requested the employees to forgive the officer at a meeting held in Chandigarh recently.

He said the employees had raised the issue of ‘misusing’ the services of the students of the Food Craft Institute and the alleged misbehaviour with the staff.

New catering ventures to promote tourism

The Government of NCT of Delhi will involve reputed catering establishments of the country to provide good quality and variety of food to Coffee Homes under its Tourism Department.

This is part of its plan to encourage private participation in creating facilities aimed at boosting tourism in the Capital. The step would result in giving not only a wide choice to customers but also help in efficient management of these Coffee Homes, Tourism Minister Arvinder Singh Lovely said. Besides variety in food items, several new flavours of coffee will be available at these Coffee Homes.

The government has already announced that it would construct multi-purpose coffee homes in various parts of the Capital that would remain open 24 hours a day and upgrade the present ones.

These Coffee Homes would be built on a Build-Operate-Transfer (BOT) basis and will have the latest facilities including shopping complex, restaurants, STD booths and cyber-cafes and banquets.

High-tech tourist information centres, pilgrimage tour packages and development of tourist complexes with water sport facilities are some of the highlights of the Delhi Government’s ambitious plan to promote tourism.

Outlining these schemes, Education and Tourism Minister Arvinder Singh Lovely said the government would soon open computerised information centres to guide foreign tourists to monuments of historical significance.

The Tourism Department will also introduce some new tour packages to pilgrimage and heritage sites. The destinations include Gokul-Vrindavan, Amritsar, Ajmer Sharif, Ananadpur Sahib, Jwalaji and Dharamsala, he said. Radio cabs providing connectivity within the National Capital Region will be made available to the tourists, the minister said. He was speaking at a seminar on “Integrated Tourism Development: Synergising Northern Region States”.

He said a tourist complex having water sport facilities on the pattern of Essel World in Mumbai, bird-watching and camp experience facilities will be soon provided in Chhawla and Kanganheri villages near Bijwasan in south-western Delhi. Besides, low-budget hotels in one to three-star categories will also be constructed to meet the shortage of lodging facilities for the middle-class tourists, he said, adding that the government would soon speak to the DDA to provide land on reasonable rates for the purpose.

The minister said the department has also drawn up a plan to ensure proper hygiene around places of historical importance in the Capital. For this, municipal magistrate will be deployed to sensitise the officials and the general public. Besides, a youth camp site will be developed on the National Highway 8 where the Tourism Department has got one acre land. Private participation will be sought for management and operation of these camps, Mr Lovely said.

Haryana Tourism employees’ stir against govt policies

The employees of the Haryana Tourism will organise a one-day convention on September 15 to finalise their agitational programme against the state government for its alleged anti-employee policies.

The agitation is being spearheaded by the Haryana Tourism Karmachari Sangh, under whose banner the proposed convention will be held.

A Sangh functionary stated that the convention, to be organised at Karnal, will be attended by its members from every district of the state.

Among others, the state president of the Sarv Karmachaari Sangh and top leaders of CITU and other organisations relating to the employees, will address the convention.

The Sangh has made it clear that it was not happy with the policies of the state government which were adversely affecting the interests of the employees. Some of the policy decisions allowing contract system, privatisation, retrenchments and transfers have got the Sangh’s goat.

The functionary said that the “adversarial” policies of the government have put a large number of the workforce in Haryana Tourism on the breadline.

He alleged that the government was reneging on its promises made to the associations relating to the employees.

The promises were part of an understanding reached between the two sides.

Lid off racket in gas regulators

Ghaziabad, September 5
The Vijay Nagar police have busted a gang of duplicate gas regulator suppliers. Thousands of gas regulators with the stickers and wrappers of well-known companies pasted on them, have been seized from a person arrested in the case.

The police are trying to nail the kingpin of the gang. The arrested man has told the police that the regulators were marketed in Ghaziabad, Meerut, Delhi and Bulandshahr.

The police spotted the youth near Vijay Nagar bypass. Some gunny bags kept on the one side of the road made the police suspicious. On checking them, thousands of cooking gas regulators were found.

On questioning the man, Sajjad maintained that the regulators were from Indian Oil, Hindustan and Bharat Petroleum companies and he was taking them for sale. After intense questioning later, he confessed they were duplicate regulators, but the stickers and wrappers of well-known companies as well as the ISI stickers had been pasted on them.

He told the police that he comes from Hapur and gets these duplicate regulators from one Ashok in Shastri Nagar Colony under Kavi Nagar police station in Ghaziabad.

He said that he has rented a room in Mussori where he puts these labels, stickers on the regulators. The police have sent Sajjad to jail.

Worker charred in substation blast

A shortcircuit in 33/11 KV substation in Sector-25 caused a blast in the substation, as a result one employee was charred. He was rushed to Kailash Hospital Noida in Sector-26.

According to doctors, the employee has suffered 25 per cent burn injuries.

An oil tanker parked nearby caught fire and the power equipment, including an 1100 KV cable was burnt. After the blast, Sectors 11, 12, 22, 23, 25, and 26 remained without power throughout Saturday.

It took the firetenders more than an hour to bring the blaze under control.

According to UP Power Corporation officials, 26-year-old Neeraj, a worker in the sub-station was badly charred in the shortcircuit and the resultant fire in the tanker.

The whole of sub-station, its equipment and 1100 KV cable were also badly damaged due to the blast and the resultant blaze.

The replacement of the equipment was received in the evening from Ghaziabad and it took the engineers and workers further three hours to repair the sub-station and resume the power supply to these sectors.

Cancer patients come together to celebrate life

An initiative to foster the spirit of togetherness amongst the survivors of breast cancer was taken by the Apollo Cancer Institute in association with the Forum for Breast Cancer, an NGO working towards bringing about awareness for early detection of breast cancer.

The function, aptly called ‘Celebration of Life’, was held at the Indraprastha Apollo Hospital and saw cancer survivors taking part in song and dance programmes.

The support group for cancer survivors was initiated in 2000 and has since become an integral part of the Apollo Cancer Institute.

There are at least 80 children in the town, suffering from thalassaemia, a fatal disease of blood in which the body loses the ability to produce blood cells. Such patients require blood transfusion once in every two weeks.

This was disclosed by the Red Cross officials during a blood donation camp, organised at the Research and Development Centre of the Indian Oil at Sector- 13 here yesterday.

The camp, organised to mark the 41st Indian Oil Day, had about 50 units of blood donated, mainly to help thalassaemic patients in the district.

Senior officials of the IOC, Red Cross Society, and the Foundation against Thalassaemia had been present on the occasion.

Painting workshop for children

Children with locomotor disabilities were given an opportunity to creatively express their dreams and aspirations on canvas through a painting workshop organised by the National Human Rights Commission and the British Council. As many as 37 children participated in the three-day workshop. British artist John Edward conducted the workshop for the children in the age group of nine to 14 years.

The children received an orientation into child rights themes and were encouraged to translate their vision of future in colour.

A panel of judges will assess the paintings by the children during the workshop and winners will receive their awards on December 10, the Human Rights Day. Besides this, each participant was given a certificate of attendance.

Registration of vehicles

The Transport Department of Government of NCT of Delhi has joined hands with a private firm to replace the conventional system of registration of vehicles with smart optical card-based certificates.

The smart card operates on Smart Card Operating System for Transport Applications (SCOSTA)-compliant chip, which is certified by the National Informatics Centre (NIC) and incorporates guidelines stipulated by the Union Ministry of Road Transport and Highways.

The smart card promises to help the government manage the burgeoning population of vehicles and ensure better and effective law enforcement. The card has an additional optical strip to store additional information such as vehicle history, accident record, tax, permit, insurance etc., required by the Transport Department.

The card also carries all data as per the Motor Vehicle Act.

Free computer education for teachers

An understanding to this effect has been reached between the renowned software company, Microsoft, and the corporation; the programme is being given final shape.

The MCD has already started a computer-aided learning programme for children with the help of an NGO, SHARDA. The MCD wants to make this system self-reliant; therefore, its teachers were being provided training, which can enable them to provide computer-aided education to children in an interesting way in different subjects, Mr Mehta said. On the occasion of Teachers’ Day, the Municipal Commissioner, the Mayor, Mr A. R. Verma, Standing Committee Chairman, Mr Mukesh Goel, Education Committee Chairman, Mr Thakur Das, presented awards to 100 teachers, including 20 headmasters and 72 general teachers, five nursery teachers and one each physical, music and art teacher. The teachers were awarded Rs 5,000 in cash, a commendation certificate and a memento.

The Delhi Government also awarded 12 MCD teachers with a state award. The Central Government, too, awarded two MCD teachers.

Speaking on the occasion, the Mayor said that all the schools, presently running in tents, would be housed in concrete buildings by December this year. Not even a single class would be running in tents next year. It would be ensured that all students get desks, he added. It was also being ensured that all schools are fireproof to avert any possible tragedy. The Standing Committee Chairman promised better working conditions for teachers. He also said that instructions have been issued that teachers are given salary in time on priority basis.

Teachers Day celebrated

The students of Children’s Valley School, Preet Vihar, celebrated Teachers Day to mark the birth anniversary of the former President and scholar, Dr Sarvepalli Radhakrishnan. The school celebrated the occasion by organising a cultural programme, where the students performed dances, sang songs and presented skits for their teachers.

A special assembly was organised to pay tribute to the great teacher, Dr S. Radhakrishnan. The students expressed their love and gratitude for their teachers by organising a party, where they presented them with flowers and souvenirs. During the party, the students recited poems for their favourite teachers. The teachers were overwhelmed by all the love and respect that the students showered on them. The teachers too enjoyed the party, where they danced with young ones and celebrated the occasion.

Dressed like their teachers, the students showed immense interest in learning about the occasion and celebrated it with great enthusiasm. “The teachers are nation builders and dedicating this particular day to them is a matter of great honour. On this day, students actually realise the value of their teachers,” said a teacher.

Intel Science Competition

Twenty schools from the Capital have been selected for the national CBSE Intel Science Competition from the region.

The regional CBSE Intel Science Exhibition was organised in Laxman Public School.

Ms Usha Rai, the school principal, said these schools have been selected from six different themes, including industry, information technology, transport communication, food and health, biotechnology and energy. The main theme is ‘Science and Technology in a Changing World’.

New Delhi, September 5
Six books, under a new series titled Macmillan Critical Readers, was released by Macmillan India Ltd at a function held at the India International Centre here.

The event was attended by over 75 Heads of Departments and senior academics from the Jawaharlal Nehru University, University of Delhi, Jamia Millia University, as well as colleges of the NCR region. Three senior academics — Prof. Terry Collits, Prof. Carol Merli and Prof. Kay Souter of La Trobe University, Melbourne, Australia — came all the way to attend the function.

The six books were: Jane Austen: Introduction and Interventions by John Wiltshire; Illuminations: New Readings of Virginia Woolf, edited by Carol Merli; The Autobiography of Desire: English Jacob in Women Novelists of the 1790s by Anjana Sharma; The Lost Temper: Critical Essays on Look Back in Anger, edited by G.J.V Prasad; Frankenstein: Interrogating Gender, Culture and Identity, edited by Anjana Sharma; and Signifying the Self: Women and Literature, edited by Malashri Lal, Shormishtha Panja and Sumanyu Satpathy.

Meant primarily for undergraduate and postgraduate students of English literature, they are also of interest to teachers, scholars and general readers, as they look at familiar subjects from a new perspective.

Speaking on the occasion, Dr Promodini Varma, series editor and Principal, Bharti College, University of Delhi, pointed out how important it was for teachers and critics to be able to discuss, debate and document their ideas in order to keep the critical tradition alive. Academia and publishing feed on each other and the neglect of one leads to the ill-health of the other.

Mr Sanjay Sethi, Chief Publisher, Macmillan India Limited, underscored the fact that the real strength of a publisher lies in its authors and editorial and content managers. Moreover, he said, the books produced under the Macmillan Critical Reader series were of global publishing standards, be it in terms of its content or production value.

Health Mela keeps troops, families in the pink

The month-long health campaign to combat various fatal diseases, carried out for the troops and their families by the Golden Ram Medicals and AWWA’s volunteers, culminated in a mega event, The Golden Ram AWWA Health Mela. The focus of the mela was to raise awareness on communicable diseases like HIV/AIDS and Hepatitis A, Hepatitis B and non-communicable diseases like cancer, hypertension, diabetes, obesity and their prevention.

Maj-General TPS Bakhshi, Sena Medal, General Officer Commanding, Golden Ram Division, and Dr Paramjit Kaur Baksh, President, Golden Ram AWWA, inaugurated the mela by lighting a lamp.

Speaking on the occasion Dr (Mrs) P K Bakhshi said that these diseases can be prevented by making certain changes in lifestyle like avoiding smoking and tobacco chewing, regular exercise and having appropriate diet.

AWWA stressed these aspects had been reinforced among the armed forces personnel and their families through posters, banners and pamphlets. They were also explained by the health care workers and AWWA volunteers, she added.

The AWWA volunteers also educated the troops and their families on how to conduct themselves during war.

Resuscitation through modern electro-medical equipment and coronary care, resuscitation and laboratory with blood transfusion devices on wheels were also demonstrated.

Speaking on the occasion, Maj-General, TPS Bakshi said that Indian Army was fully aware of its responsibility towards its soldiers and their families. The health of a soldier and his family was being taken up as a challenge.

More than 12,000 troops and their families and children were being educated through slogans, banners, posters and through demonstration of video CDs. Troops were also educated on road safety as per the direction of WHO “Akhri Dastak”, a film produced by DG AFMS depicting a soldier’s journey through life after being struck with HIV infection. A human-interest video CD prepared by the Golden Ram Medicos and Golden Ram Signals was also released to mark the occasion.

Need to improve quality of milk products stressed

Speaking at the ‘National Seminar on Milk and Milk Products’, organised by the National News Service (NNS) here today, the UP Animal Husbandry Minister, Mr Virender Singh, highlighted the need to improve the quality of milk and milk products for export. The chairman of NNS, Mr Kesar Singh Gupta, urged the industry to explore opportunities in the world market.

The per capita availability of milk has risen to 222g per day and total milk production to 88 lakh tonnes in 2003. However, the international milk trade is largely dominated by ten developing countries, which account for 90 per cent of the world trade.

The seminar focused on the need to improve the quality of milk and milk products to tap the international market.

“Poor product image, lack of technological knowhow and trade related issues are the main bottlenecks of the Indian dairy industry,” argued Dr Nagendra Sharma, Director and Vice-Chancellor of National Dairy Research Institute, Karnal.

Nita Choudhary, Joint Secretary, Government of India, described India as an Asian superpower as it produces 57 per cent of the milk production in Asia. “The challenge for us is not only to export but to enhance domestic consumption,” said Ms Choudhary. She emphasised the need to encourage mini dairies of 5,000 to 25,000 liters capacity.

Man gets life term for killing friend

New Delhi, September 5
A city court has sentenced a man to life imprisonment for killing his friend for trying to get close to his wife. The incident had taken place around six years back in a farmhouse in the Capital.

The Additional Sessions Judge, Mr Amar Nath, also imposed a fine of Rs 3,000 on the accused. On May 12, 1998, the accused, Gir Raj, had assaulted Harbhajan Singh and hurt him grievously in a farmhouse in Nangloi area. Singh had been declared brought dead in Deen Dayal Upadhyay Hospital.

Initially, the accused had told the police that about eight people had come to the farmhouse and attacked the deceased. Later, the accused admitted to have committed the murder. The prosecution produced 21 witnesses in the case.

Singh’s father Ram Khilari told the court that the accused had threatened to kill his son for casting “an evil eye on his wife”. He further said that there was a quarrel between the two on the issue 10-15 days before the incident.

Gir Raj, with whom the deceased was last seen alive, was subjected to intensive interrogation after he gave conflicting statements about the incident.

Bandh threat

The Delhi Manufacturers Association has threatened to go on an indefinite strike from September 8 to protest against the closure of industries located in predominantly residential areas in the Capital. It has reiterated that those residential areas, which have a 70 per cent or more concentration of industries, should be declared industrial areas.

The Delhi Manufacturers Association decided to launch the bandh in a meeting of office-bearers held here yesterday.

Gang of extortionists busted, arms seized

New Delhi, September 5
With the arrest of three persons, the South-West district police claims to have busted a gang of criminals which was allegedly involved in extorting money from cable operators. The accused have been identified as Manoj Kumar Rathi (32), a resident of Bahadurgarh, Haryana, Parvesh Mathur (24), a resident of Kanjhawla, Delhi, and Rajesh Kajla (25), a resident of Sonepat. The police said that the gang members were also allegedly involved in cases of murder, kidnapping and motor vehicle thefts. The police have recovered a Chinese pistol with six live cartridges, two magazines, a foreign-made revolver and four live cartridges from them.

The police had received a tip-off that some miscreants were extorting money from cable operators and, accordingly, a special team of South-West district police was formed to nail the gang. Acting on a tip-off that the gang members would be converging in Sector 6 market, Dwarka, on September 4, the sleuth laid a trap.

CBSE plans to extend grade system till Class eight

After introducing a grading system which eliminated the concept of pass and fail till Class five, the CBSE is now planning to extend the scheme till Class eight.

“We have already sent circulars to all schools asking for their opinion on introduction of a seven-point grading system from Class six to eight,” the Central Board of Secondary Education (CBSE) Chairman Ashok Ganguly said.

The CBSE had introduced a five-point grading system up to Class five from this academic session. There are no fail grades under this system.

The Board’s Academic Director, Mr G Balasubramanium, said it was considering whether to keep the grading system for Class six to eight, likely to be introduced from next year, free of failure criterion also.

“It is still in the planning process and we are considering all options,” he said.

The CBSE has been working on introducing the grading system for several years and the Class ten examination in 2006 is likely to be held on a nine-point grading system.

“Our effort is to reduce the stress on students for which we have done away with homework till Class two, introduced continuous evaluation and alternatives to homework,” Mr Ganguly said.

“It is more important to inculcate life skills in children than have them constantly worry about whether they will pass or fail their next examination,” he added.

Greater Noida to have gurdwara

The foundation stone of a gurdwara in Greater Noida was laid sometime back in Tughlaqpur. Its building is fast coming up. Earlier, Sikhs in Greater Noida had to go to Surajpur Gurdwara or Noida gurdwaras to celebrate Gurpurbs and for monthly congregations.

The gurdwara is being constructed on a 2200 sq metres plot. The building will be surrounded by green lawns and colourful flowers which will add to the peaceful surroundings. The basic structure of the gurdwara is complete, but the erection of a central dome, plastering and furnishing are yet to be completed.

The Jagat Farms family has taken upon itself the task of building a gurdwara for the Sikh Sangat in Greater Noida.

According to Randhir Singh of the Jagat Farms, the gurdwara will meet the aspirations of the Sikhs.

Saplings planted

New Delhi: The President, Dr A.P.J. Abdul Kalam, planted a `Jatropha’ sapling in Rashtrapati Bhavan. To begin with, 800 plants are being planted to promote the use of herbal plants for extracting oil, from which bio-diesel can be produced. This is being done in collaboration with G B Pant Agricultural University, Pantnagar, and National Botanical Research Institute, Lucknow. A demonstration explaining the use of bio-diesel agricultural implements was also made before the President. The ‘Jatropha’ plants grow in many parts of the country and oil extracted from its seeds has been found to be suitable for conversion into bio-diesel, a release said. — TNS
