Don’t politicise SYL issue, says Sampat
Hisar/Fatehabad, September 11 Prof Sampat Singh said the river waters belonged to the nation and were not property of Punjab. Coming down heavily on the Punjab Chief Minister, he said Capt Amarinder Singh’s move to present a Bill on the termination of river water agreements was unconstitutional and a threat to the social fabric of the country. The minister also criticised the Congress for “playing politics” over the issue. Mr Jaimal Singh, the president of the District Bar Association, said a consensus was required for the
construction of the SYL canal. Earlier, Mr
C. D. Sheoran, an Executive Engineer of the Irrigation Department, gave a detailed account of the canal with the help of maps. A Supreme Court lawyer, Mr
J. P. Dhanda, maintained that the Punjab Government could not have taken such a daunting step without the consent and backing of the Union Government. Mr Vikramjit Singh, a Lecturer in Dayanand College here, observed that the Punjab Government’s move had led to a Constitutional crisis. He asserted that the Central Government should implement President’s rule in Punjab. Meanwhile, the Congress MP from Bhiwani parliamentary constituency Mr Kuldip Bishnoi yesterday said the only solution to the SYL dispute was the dismissal of both Punjab and Haryana Chief Ministers and the construction of the canal by the Centre. Mr Bishnoi was addressing a public rally organised to felicitate him and Congress MP from Sirsa Mr Atma Singh Gill here yesterday. Mr Bishnoi, son of the HPCC chief Mr Bhajan Lal, is incharge of the party affairs in Fatehabad and Sirsa districts while Mr Gill represents this area in the Parliament. A former MP Mr Ramji Lal, former MLAs Mr Ran Singh and Mr Mani Ram Keharwala, Mr Dura Ram, a Zila Parishad member and Ms Bimla Rohaz, district president of the women wing of the Congress addressed the rally among others. Mr Bishnoi said that only the Congress could give a solution to the SYL canal and added that neither Mr Bansi Lal nor Mr Chautala was interested in the completion of the canal. He said the INLD government in Haryana was on its way out and added that the Congress would form the next government in the state. He announced that he would be the first MP from Haryana to resign from his seat in case Haryana did not get its due share from the SYL waters. Later, talking to mediapersons he further said the Om Parkash Chautala government in Haryana had
come of age. He said that people had already made up their mind to bring back the Congress to power in Haryana. He brushed aside the talks change in leadership in the state Congress and said that the AICC in charge of Haryana affairs Mr Janardhan Dwivedi had already said that their was no question of change in leadership in the state nor was there any move to appoint a working president. He ruled out any possibility of the HVP and the BJP alliance in Haryana. He said that both these parties had lost their base in Haryana. |
UHBVN faux pas, kids accused of hooliganism
Sonepat, September 11 The Nigam Officers realised the blunder when the residents of Harsana Kalan village demonstrated against the officers in front of the Deputy Commissioner’s office on Friday and produced the children named in the complaint before the Deputy Commissioner. Frustrated over the erratic power supply a number of residents of Harsana-Malcha village had gone to the power sub station in a tractor trailer to register their protest. According to the complaint the protesters had indulged in hooliganism on September 6. After the residents returned the nigam officials saw names of Pravesh Kumar and Pawan Kumar written on the trailer and the name of Ajit Singh on the tractor. On the basis of this information, nigam officials lodged a complaint with the Sadar police. When after registering the complaint a policeman reached the village to arrest the alleged suspects named in the complaint, he was surprised to find that the two were minors. When the villagers came to know about the complaint, they staged a protest against the nigam officials. The Deputy Commissioner reportedly pulled up the nigam officials for this mistake. The UHBVN has been facing protests at several places in the district due to the continued power crisis. Meanwhile, in another protest, hundreds of residents of Thana Kalan village held a demonstration in front of the sub-station in Kharkhauda Town, 19 km from here, today. They were protesting against the erratic power supply and unscheduled load shedding being enforced by the UHBVN in the area. The protesters raised slogans against the state government and the UHBVN. They asked the staff on duty to come out of the power sub-station and locked the main gate of the sub-station after the staff came out. Later, they handed over the keys to the Station House Officer (SHO) of Kharkhauda police station. They blocked traffic near the power sub-station. On receiving information, the SDM, Mr Amar Deep Singh, the DSP, Mr Arun Nehra, the Superintendent Engineering Operation of the UHBVN, Mr T.C. Gupta, and other officials reached the spot and assured the residents that they would get the regular power supply in accordance with the schedule. After this the residents lifted the blockade. |
Hooda flays Chautala for case against Nain
Chandigarh, September 11 In a statement issued here today, Mr Hooda said the registration of the false case against Mr Nain proved that the Chief Minister, Mr Om Prakash Chautala, had not reconciled to the shocking defeat of his party in the last Lok Sabha elections. He alleged that since the BKU had supported the Congress in the elections, Mr Chautala was acting against its leaders out of vengeance. Accusing Mr Chautala of double speak, Mr Hooda said whenever the INLD President was out of power, he not only projected himself as a champion of the cause of farmers but also instigated them not to pay electricity bill or to cut trees to block roads. However, once in power Mr Chautala considered the farmers as antinational. Mr Hooda said when the Congress would come to power, it would take action against those officers who would be found to be instrumental in registration of false cases against farmer leaders. He assured the farmers that the Congress would take up their cause in a befitting manner. He also assured them of legal help. |

8 killed in Karnal dist
Karnal, September 11 Raj Kumar Jha, a 40-year-old employee of a local liquor distributor, died of consuming some poisonous substance last night. In another incident, Ram Kumar (45), a resident of Bara village, allegedly committed suicide by consuming some poisonous substance. He was said to be drunk and had been mentally upset for the past few months. Harmeet Kaur (18), a resident of Nilokheri, died of burns yesterday. A stove had burst in the kitchen where she was cooking food. She was brought to the local trauma centre here in a serious condition, from where she was referred to the PGI in Chandigarh. She succumbed to burns on way to Chandigarh. A young boy was electrocuted at Garhi Sadan village this afternoon. He was rushed to the trauma centre here, but was declared brought dead. He was yet to be identified. A 45-year-old person, Sham Dutt of Shamgarh village, died in a road accident today. An unidentified vehicle hit the motor cycle he was travelling on way to Nissing. A middle-aged Nepalese migrant labourer, Megh Bahadur, suffering from a heart disease, allegedly committed suicide by hanging himself from a tree yesterday. The body was handed over to the family members after post-mortem examination. Middle-aged Churia Ram of Saukra village, who was injured in a road accident yesterday, succumbed to injuries at the trauma centre here while his treatment was in progress. In another incident of stove burst at Nilokheri on Saturday afternoon, 21-year-old Zile Singh was seriously injured. He was undergoing treatment at the local trauma centre. |
Lawyers strike against booking of colleague
Fatehabad, September 11 A case was registered under Sections 353, 383, 332 and 186 of the IPC, after he had an altercation with a constable over parking of his vehicle. Lawyers abstained from work today. They have demanded the withdrawal of the case and action against the cop involved. Mr. Jhanjra was involved in an altercation with a police constable Ram Chander yesterday when he was entering the court complex on his scooter. The constable at the gate asked him to park his scooter elsewhere as the place was reserved only for the judges. A heated argument ensued which resulted in exchange of blows. The constable allegedly beat up the lawyer. A meeting of lawyers was held yesterday, which was also attended by Deputy Superintendent of Police Mr Balbir Singh. The matter seemed to have been sorted out as both sides decided not to press the matter. But the situation took an ugly turn when the police registered a criminal case against the lawyer.. The lawyers assembled in the Bar Room in the court complex and decided to go on strike against what they termed as police ‘highhandedness’. Mr. Ravinder Tayal, president of the District Bar Association, Mr H. S. Sandhu, Mr Om Parkash, Mr Devi Lal, Mr Devinder Kaswan, Mr Sant Kumar and Mr. Balkar Singh, all senior lawyers addressed the agitating lawyers. The lawyers decided they would not even allow proxy lawyers in the courts. Mr Tayal informed mediapersons the lawyers would organise another meeting on Monday to decide if the strike would be extended. He said the agitation of the lawyers would continue till their demands were met with. |

Assess poor man’s needs before planning, say experts
Nilokheri, September 11 These views were expressed by eminent scholars who gathered here on Thursday on the second day of a national seminar, “Rural Development Administration in 21st century,” organised jointly by the Haryana Institute of Rural Development (HIRD) and Kurukshetra University. It was observed by scholars that the policies of the Union as well as the state governments were not responsive to the needs of the weaker sections and the poor were often ignored. The basic needs of the rural people were not being assessed properly, as a result of which their requirements were not met. The Vice-Chancellor of Haryana Agriculture University (HAU), Hisar, Mr M.K. Miglani, in his valedictory address asked the rural administrators to consult people at the ground level before framing any community development programme or policy because “the basic raw sense of wisdom is among the people, from whom one should learn to execute policies and programmes”. The Director of the HIRD, Dr Surat Singh, suggested that the academicians, bureaucrats and NGOs needed to identify the major issues and challenges confronting rural administration to bring about overall development. He said there was a need to make structural changes in administration at all levels. He stressed upon the need for inculcating a “democratic administrative culture” among the administrators to make them act as “facilitators” rather than typical administrators. Earlier, Dr R.S. Yadav, Director of the Academic Staff of Kurukshetra University, presenting his paper, “Globalisation and Rural Development,” said globalisation had adversely affected the overall rural development as the subsidies meant for the uplift of the poor were gradually going down and the public distribution system was on the brink of big closed down. Prof Ranbir Singh highlighted the conceptual and theoretical problems in the study of rural development administration and suggested the adoption of an eclectic approach and integrated methodology. Mr Dalip K. Gosain, a senior scientist of the Krishi Vigyan Kendra of the National Dairy Research Institute, presenting a case study of rural development through scientific dairying in Kangra district of Himachal Pradesh highlighted that the technocracy and bureaucracy could jointly play an important role in executing the policies and programmes framed by the government with social commitment. Prof Jatinder Prasad of Maharshi Dayanand University (MDU), Rohtak, stressed upon the need for the empowerment of women at the grassroots level. He said the Dalit women leadership in Haryana had not acquired the “quality of a leader” because the burden of the patriarchal ideology. Prof S. Kaushal, Prof S.P. Sinha (both consultants of HIRD), Dr Mahipal, Associate Professor of HIRD, Mr K. K. Mor and Mr P. S. Yadav, both assistant professors of HIRD, Prof Rajbir Singh of MDU, Prof S.S. Tiwana of Punjabi University (Patiala), Dr Sanjiv Kumar, Editor of the Indian Journal of Political Science (Meerut), Mr Oommen John, Deputy Director of the State Institute of Rural Development (Kerala), Dr B.P. Methani, former faculty member of the National Institute of Rural Development (Hyderabad), Dr Druv Joshi, Deputy Director of the State Institute of Rural Development (Gujarat), and Dr S.P. Singh, Associate Professor of IIT (Rorkee), were among the 60 scholars who presented their papers. |

Silver jubilee of Jaguar’s induction into IAF celebrated
Ambala, September 11 Commodore Malhotra said the first Jaguar aircraft was inducted into the Indian Air Force (IAF) on July, 1979, at Ambala. A two-day celebration of the silver jubilee function at the Air Force Station, Ambala, was marked by events such as a seminar, video presentation on the Jaguar history, static display, Bada Khana and certain adventure activities like parasailing. Among the dignitaries who attended the celebration were Vice-Chief of Air Staff Air Marshal M. McMahon, Air Officer Commanding-in-Chief, Western Air Command, Air Marshal S.P. Tyagai and Air Marshal A.K. Singh. Air Marshal S.P. Tyagi released a brochure depicting Jaguar functions. Coinciding with
the celebrations, a station museum has been set up at the Air Force base. |
School boy murdered, 1 arrested
Karnal, September 11 Revealing this to The Tribune, Mr Rajesh Sharma, SHO, local city police station, said the murdered boy was identified as Manan, son of Ashok Kumar of Jundla district in Karnal. He was studying in class XI in DAV. The injured boy, Rajiv, son of Radhey Shyam of Jundla had came to the town in search of a job but went to see a movie. The cause behind the murder has not been ascertained but preliminary investigation revealed that a few boys argued over seats in the cinema hall when the movie started. It led to a confrontation between them. During the interval, the boys scuffled with each other. Suddenly, one of them took out a knife and stabbed Manan and Rajiv. Unfortunately, Manan died on the spot while Rajiv sustained injuries. Rajiv was immediately rushed to the local trauma centre of the Civil Hospital. He is stated to be out of danger. The investigating officer, Mr Baljit Singh, said an FIR under Sections 302, 323, 324, 148 and 149 of the IPC was registered in the city police station. The alleged murderer Sunil Kumar was nabbed by the police late last night and sharp-edged weapon seized from him. He was produced before the court of the Chief Judicial Magistrate today and remanded in police custody for five days. |

Bhiwani, September 11 The Chairman of the board, Brig
O.P. Chaudhary (retd) said four committees had been constituted at the board headquarters for the personal hearing of these cases. These committees heard the cases of 702 students of middle, matriculation and senior secondary classes. Out of these, 549 students
were declared ineligible for one year, 132 for two years and two for three years. Besides this, the results of seven students had been cancelled as cases of unfair means had been registered against them and eight cases had been kept pending due to the non-availability of reports. He said that four students had been exonerated. |

The post had fallen vacant after the resignation of Major Gen Bhim Singh Suhag (retd) who quit in April to contest the Rohtak Lok Sabha seat as an INLD. nominee. After that Dr Ravi Parkash was appointed as acting Vice-Chancellor. Last month he was relieved and the charge passed on to the Chief Secretary, Mr Sunil Ahuja. |

Bhiwani, September 11 The District Transport Officer, Mr Ram Avtar Gupta, said the buses of the cooperative societies should display routes and route numbers in golden yellow colour in front and rear besides giving description of fixed routes on each side of the bus. The name of the bus owner, address, his telephone or mobile numbers should also be written on the left and right sides of the bus.
