Bring to book those behind auction scam: Surjewala Chandigarh, September 18 In a memorandum to the Governor of Haryana, Mr A R Kidwai, here today, the IYC urged him to bring to book people at the "highest level" who were responsible for the irregularities which allegedly caused a loss of over Rs 150 crore to the state exchequer. Earlier, on September 6, Mr Surjewala had given another memorandum to the Raj Bhawan on the auction issue. The memorandum prompted the Governor to ask the state government to give a report about the auction. In the memorandum Mr Surjewala cited Mr Chautala's press statements upholding the auction and said several questions would arise if the CM stuck to his position that the auction was free and fair. He asked if there was no irregularity in the auction and why it had not been confirmed till date even though nearly five months had passed since the auction took place on May 24. The IYC chief also attached a copy of the report of a probe carried out by the Deputy Commissioner of Gurgaon, Mr Balraj Singh, into the complaints of alleged irregularities in the auction. None of the complainants could be actually found, the DC wrote and added that the only course left to him to ascertain the allegations of threatening and intimidations during auction was to invite bidders by way of public notices as their addresses were not available with the office of the Estate Officer, HUDA. However, this could not be done because there was no such instruction from the government. In the absence of bidders, the Deputy Commissioner could only talk to the civil and police officials who were present at the site and also saw a video recording of the auction and came to the conclusion that "auction proceedings appeared to be taking place in normal atmosphere". However, on the issue of sites being allotted at much lower rates than the prevailing market rates of Gurgaon, the DC wrote that the Estate Officer(EO), HUDA, was of the view that this allegation was justified. The EO made the explosive revelation that the increase over the reserve price was very low in case of the "controversial sites" (sites figuring in the complaints) when compared to the increase of price of the non-controversial sites sold in the same auction held on May 24. "After going through the comparative rates submitted by EO, HUDA, it is clear that the auction rates of the controversial commercial sites, though higher than the reserve price, appear to be on the lower side in comparison to the rates obtained in Panchkula and Faridabad", the DC wrote in his report. Mr Surjewala, who was talking to reporters here after submitting the memorandum to the Governor, said though Mr Chautala got an enquiry done by the Deputy Commissioner, he had been telling the public that the auction was fair and there was no need to order a probe to look into the allegations. He claimed that the probe was ordered by the CM, expecting that the DC would give a "favourable" report. The IYC chief expressed surprise that how could Mr Chautala justify the auction even though all the officials associated with the matter were of the view that there was something amiss in it. |
2 ex-ministers leave HVP
Hisar, September 18 Mr Kanwal Singh and Mr Saini, both former ministers, announced their decision of leaving the party at a press conference organised here today. They said Mr Bansi Lal was under tremendous mental pressure and the decision to dismiss Mr Kanwal Singh had been taken in a haste. When asked about their future plans, they said they could join the Congress or the BJP, but a final decision in this regard would be taken after consulting their supporters. They ruled out the possibility of floating a new party. Mr Kanwal Singh, who contested the last Lok Sabha poll as HVP candidate, maintained that the party had to suffer for not joining hands with the BJP. He said he had remained a loyal supporter of Mr Bansi Lal for 18 years, but it was not possible for him continue in the party. The HVP had lost its mass base in the state, he added. Mr Saini said he still believed that Mr Bansi Lal was an honest and able leader, but he had lost control over the HVP, due to which they had been forced to quit the party. |

Rohtak, September 18 Though leaders of the sangathan repeatedly claimed that it was an “apolitical organisation”, the backdrop of the stage, which had a portrait of Congress President Sonia Gandhi, and the hundreds of Congress flags both inside and outside the pandal belied their claims. Significantly, office-bearers of the sangathan are all long-time loyalists of Mr Birender Singh. Sharing the stage with veteran Gandhian Nirmala Deshpande was Umed Singh Kashyap, widower of Phoolan Devi. Among the state Congress leaders, only former minister Dharambir from Tosham registered his presence. Despite the emphasis on the problems of jobless youths and supposedly apolitical nature of the rally, the speakers and the participants who had come from all over the state conveyed the impression that they wanted Mr Birender Singh as the next Chief Minister. Several groups of supporters carried large banners saying “Berozgari hatani hai, Birender Singh mukhya mantri banana hai”. Rally organisers had a hard time controlling the crowd. Mr Birender Singh himself had a tough time reaching the stage. Upset by the unruly gathering, he had to appeal at least twice to the gathering to behave. Mr Birender Singh, in his speech, avoided any reference to the leadership war in the Haryana Congress. He also avoided any direct reference to the Chautala government or the BJP. He said the youth were suffering because of bad governance, discrimination between different regions of the state, promotion of casteism and lack of farsightedness. Those who addressed the gathering included Mr Uday Bir Singh Poonia, Mr Rajendra Sharma, Mr Amit Kajal, Mr BS Chauhan and Capt Shamsher Singh Malik. |
Cops deployed to check forcible reaping
Adami(Haryana-UP border), September 18 Residents of the village restarted farming after the deployment of the police. However, they demanded the transfer of the Bapoli SHO, Mr Bramb Singh, accusing him of being partisan. A former Sarpanch, Mr Rampal, told The Tribune that the SHO had not only indirectly supported Uttar Pradesh farmers on the previous occasion but also failed to nab them yesterday despite reaching the spot. The residents said they had intimated the Samalkha DSP, Mr Badan Singh Rana, about the movements of Uttar Pradesh farmers in their fields yesterday. Mr Rampal alleged that instead of arresting those farmers, the SHO let them go to their village. He demanded the transfer of the SHO from Bapoli. The former Sarpanch said he, along with other villagers, had lodged a complaint against the SHO with the DSP and the SDM. However, he appreciated the efforts made by the Samalkha SDM, Mr Satya Prakash, and DSP Badan Singh Rana to deal with the matter. While the SHO could not be contacted for his version, Mr Badan Singh Rana said he did not believe that the SHO had acted in a unfair manner yesterday. However, he said he would look into the matter and if found guilty, the SHO would be suspended. The DSP assured the villagers that no farmer from Uttar Pradesh would be allowed to enter their fields forcibly. He said stern acton would be taken against erring police personnel. Meantime, the Samalkha SDM, Mr Satya Prakash, said he was in touch with the Kerana SDM and had already held a number of meetings with him on the matter. He expressed hope that the problem would be solved within a few days. Meanwhile, sources said an Uttar Pradesh minister was inciting farmers of Ramkaur Gadhi village to forcibly enter the fields of farmers of Adami village and reap the crop. Armed farmers of Ramkaur Gadhi village had earlier forcibly entered the fields of Adami village on Monday and reaped crop spread over about 50 acres. Mr Rampal said there had been no land dispute for the past 25 years and the farmers had been sowing and reaping crops on the land for decades. |
Nursing homes closed in Sonepat
Sonepat, September 18 According to a report, the protest followed the call given by the Indian Medical Association (IMA) and other associations. A delegation of the IMA called on the district authorities and submitted a memorandum to them demanding that steps be taken for the security of the private medical practitioners and owners of private nursing homes and clinics. The memorandum also expressed concern over the deteriorating law and order situation in the city and urged the district administration to deploy police around all private nursing homes and clinics in the city as a precautionary measures. According to another report, Karan Bansal a son of Dr Bansal, today received a threatening call on the telephone by an unknown person saying that his father would be killed. A report to this effect has been given to the police for taking action against the unknown caller. Meanwhile, the police has arrested the alleged assailant Raju and his two associates in connection with the alleged murderous assault on Dr Bansal who is undergoing treatment at Sir Ganga Ram Hospital, New Delhi. |
Injured girl rescued from in-laws’ house
Kaithal, September 18 The girl, was bed-ridden as she was suffering from a spinal injury after she was reportedly pushed down from the roof of her house by her in-laws last month. She was brought out of the house on a cot after facing resistance from the members of her in-laws family . The parents of victim alleged that their daughter was being continuously harassed and physically and mentally tortured for want of more dowry. She had not been given proper medical treatment by her in-laws and she was not allowed to come to her parents’ house. Following this rescue mission the agitated residents blocked traffic at Fatehpur Chowk, Pundri, last evening and raised slogans against the in-laws and the local police for delay in registering a case against the guilty. The SHO, police station Pundri, persuaded them to lift the blockade and assured them prompt action. Later at the intervention of S.P. Ranbir Sharma, the police registered a case under Sections 406, 498-A,307 and 34 IPC against husband Vipin, father-in law Roshan Lal, mother-in law Santosh, sisters-in-law Manju, Meenu, brother-in law Sumeet, and two other relatives. Later, the girl was brought here. She was also produced before SP Ranbir Sharma, who assured them of speedy action. The girl was then admitted to the Civil Hospital here. Victim’s father Ashok Gupta, an accountant, is resident of Chiranjeev Colony here. He said today that he married his daughter Ashu (22) to Vipin Gupta of Fatehpur Pundri on June 27 this year and gave dowry items within his means. The girl, in her complaint to the police, alleged that on her first visit of her parents’ house after marriage she was directed by her mother-in-law and sisters-in-law to bring seven more sarees and Rs 5000 in cash . These items were given by her parents, but her in-laws made more demands. They harassed her to bring other costly items like refrigerator, coloured TV etc. On Teej festival her in- laws asked her to bring an FD of Rs 1 lakh. On her refusal she was allegedly beaten up and given some intoxicant in milk. She further alleged that her in-laws took her to the roof of their house and pushed her down in the street as a result of which she suffered from a spinal injury. She was then brought to a private nursing home here and her father was called and later she was taken to Delhi for treatment. The victim has further alleged that she was forced to give a statement before the Delhi police, that she had hurt herself after falling from stairs, other wise her parents would be killed and also she would not be given any treatment. Later when the doctors said that the operation expenses would be to the tune of Rs 3 lakh her in-laws got her discharged. She was later taken to PGIMS, Rohtak, on the insistence of her parents. She then alleged that after 10 to 12 days she was got discharged from there and brought back to Pundri. Her in-laws did not give her any medicine. When she cried in pain they talked among themselves to ‘give her sleeping pills or sulphas and get rid of her’. However, her parents and neighbours learnt of the matter. They all then reached Pundri last afternoon to get her released. Ashu was a B.Com graduate and had got 75 per cent marks. Since her parents were not financially strong to get her treated, her neighbours also promised financial help for her treatment. Meanwhile, some members of her in-laws family have been arrested. Now they were desperately trying to reach a compromise with Ashu’s family. |
Development picks up in Fatehabad
Fatehabad, September 18 A new judicial complex is being constructed here near the mini secretariat. Work on the judicial complex is likely to be completed in December. A new building of Government College for Women nearing completion. Government College for Girls which was started here during the 1998-99 academic session, has been running in a few rooms borrowed from Government Senior Secondary School. The new college building is likely to be completed before the start of the next academic session at a cost of Rs 5.65 crore. A Rs 1.2 crore panchayat bhavan comprising two VIP suites, eight AC rooms, eight dormitories, a meeting hall, a dining hall, a pre-conference room and a conference hall is nearing completion. Besides these development projects, the town has been witnessing a series of beautification measures taken by the authorities. Four fountains with colourful lights have been installed at four places in the town. These roads are Bhuna road, Papiha road, Civil Hospital road, Rattia road and Geeta Mandir road. Mr Mahtab Singh Sehrawat, Deputy Commissioner, said he wanted Fatehabad to complete with any other big and developed town. |

Bhajan Lal to launch ‘awareness’ programme
Bhiwani, September 18 He said Haryana Vikas Party (HVP) leaders were resigning from it and exploring new parties. The HVP would become an empty bowl for the Assembly elections, he observed, adding that stalwarts themselves were finding base in other parties. Taking a dig at the INLD government, he said the Chief Minister, Mr O.P. Chautala, had failed in providing a popular government. People were facing acute water and electricity shortage whereas the INLD supremo had grabbed power on the promise of providing free electricity and water, he said. Mr Buwaniwala said the HPCC President Mr Bhajan Lal, would tour all Assembly segments to fill energy among party workers and give them direction for the polls. He said the state-level awareness programme would be launched from the Guhla Cheeka Assembly area in Kurukshetra by Mr Bhajan Lal on September 26. |
State not getting its ‘due’
Bhorian (Hisar), September 18 He was talking to mediapersons after addressing a public meeting here yesterday. He maintained that the state was not getting its due share of Central grants. Mr Chautala said the state government was announcing special packages for states like Bihar in the name of development, whereas Haryana was being subjected to a step-motherly treatment.

Kanhaiya’s ideals: Chautala Sirsa, September 18 Mr Chautala recalled his visit to Sadhora (Pakistan) and stressed upon the need to help humanity. He urged people to follow the ideals of Bhai Kanhaiya. Mr Tarlochan Singh, Rajya Sabha MP, who accompanied Mr Chautala to Pakistan lauded the role of the state government in carrying out development activities. Earlier, the CM laid the foundation stone of a four-laned road, which will connect Sector 20 to the outer road to Mandi Dabwali. He also inaugurated the newly constructed mini-secretariat building and the multi purpose gymnasium hall in the prestigious Maharaja Agrasain Girls School. The gym has been constructed at cost of more than Rs 1 crore. |
Three brothers among six
sentenced to life Ambala, September 18 Three of the accused sentenced to life term are brothers. The convicted include Raghubir , Som Nath , Jeet Singh ,Gurmukh Singh , Sunil and Kiran Pal. According to prosecution Jarnail Singh had a scuffle with Mahender on a petty issue on March 2 , 1999. Mahender wanted to tie his buffalo near the house of the sister of Jarnail which was opposed by Jarnail. In the evening Mahender came along with a few persons and attacked on Krishan Lal Jarnail’s brother. In the meantime the Ram Chander, son of Jarnail, came in the rescue of his uncle. He was also attacked and he sustained injuries. He was referred to PGI, Chandigarh where he succumbed to his injuries on March 10 . Later the police registered a case against 11 persons in this regard. |
DC calls meeting
on stray cattle Ambala, September 18 Residents of various markets and
residential colonies had complained to Mr Gupta about the stray cattle
menace. The welfare associations of various sectors of HUDA had also
submitted a memorandum to the Estate Officer in this regard. In Ambala
city and Ambala cantonment areas there are more than 1,000 heads of
stray cattle. Most of the stray cattle squat on the roads often causing
accidents. The residents suspect that the people of the adjoining areas
of Punjab drive the stray cattle into the Ambala area. Recently the
residents of the Jain College road area had noticed stray cattle, which
were never seen in the city before. The district administration has
already chalked out a plan to shift dairies to a nearby village outside
the urban area. This project may take at least six months to complete.
The people of the city are of the view that the administration should
take harsh steps to check the stray cattle menace as several people of
Ambala city had sustained serious injuries in accidents involving stray
cattle. |
